(AP Nov 4, 2013) \u2013 A reward of up to $5,000 has been offered for information that leads to the arrest of whoever set fire to a Valley City church.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The federal Bureau of Alcohol, Tobacco, Firearms and Explosives says the value of loss from the Oct. 21 at Faith Lutheran Church is about $2.2 million.<br \/>\n\u00a0<br \/>\n\u00a0Fire Chief Gary Retterath\u00a0says the fire was set in a number of different areas in the church.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police are looking into the possibility that the fire might be connected to a string of church burglaries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 ATF says anyone with information should contact its office in Bismarck, the Valley City Police Department or North Dakota Bureau of Criminal Investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown\/Stutsman Development Corporation (JSDC) \u00a0Board of Directors has reached an agreement with Ambassador Steel Corporation headquartered in Auburn, Indiana, to purchase a lot from the JSDC, in the industrial park near Cavendish Farms.<\/p>\n<p>Ambassador Steel fabricates rebar for use in construction projects, having supplied steel products for a variety of construction projects across North Dakota.<\/p>\n<p>Its planned location is next to land purchased by Koste Materials which is planning to build a cement ready mix plant.<\/p>\n<p>Ambassador Steel is pbuying the land for $7,500 per acre.<\/p>\n<p>JSDC, CEO Connie Ova says JSDC has approximately $10,000 per acre invested in the land,<\/p>\n<p>The company is also asking for the JSDC to fund at least part of a road necessary to reach the lot.<\/p>\n<p>Ambassador Steel plans to start construction in the spring of 2014.<\/p>\n<p>Total project financing is estimated at $1.2 million.<\/p>\n<p>The company could initially employ four to six people and eventually employee as many as 10 workers when the plant reaches full operations.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. Commissioner Luke, said another member of the negotiating committee is needed.At Monday\u2019s meeting the City Commission approved the appointment of Keith Hovland and Ken Reid.<\/p>\n<p>An update was given on the Sheyenne River Bank Restoration Study received from URS. Commissioner Luke said the study in nearly completed, under budget.One area of the city was not included. A CD on the study is available. 14 spots were note of concern. A public meeting will be set with the engineers performing the study.<\/p>\n<p>&nbsp;<\/p>\n<p>City Commissioners then discussed the Advanced Planning Techniques program. Commissioner Luke noted that she and Commissioner Nielson attending a recent meeting on the computer program. She\u00a0 says MWH says a software program available, and asked if the city would like a demonstration by the company, which the Commission concurred with.<\/p>\n<p>&nbsp;<\/p>\n<p>City Administrator\u2019s Schelkoph\u2019sReport:<\/p>\n<p>There has been a delay in the Cooper Power load control equipment, adding there has been so far 170 combined combined utility meters installed in Valley City.He noted the city\u2019s recodification process is continuing.He pointed out that the Valley City Police Department has made \u201chigh profile\u201d arrests in recent cases.<\/p>\n<p>City Updates and Commissioner Comments:<\/p>\n<p>City Assessor Sandy Hansen explained the assessment process of property, in the city. She started a sales verification of recent home purchasers. Homes have been selling higher that the assessed valuation.<\/p>\n<p>City Fire Chief Gary Retterrath reported on the recent recuitment process.<\/p>\n<p>City Police Chief Thompson reminded resident, in an emergency call 9-1-1 as the police department is on duty 24-7.\u00a0<\/p>\n<p>He\u00a0says\u00a0the police \u00a0department will be fully staffed by the end of this year after the hire one more p officer.\u00a0 Five new police officers have been hired in the past year and a half, as saeveral veteran police officers have retired, or left\u00a0 to work for other law enforcement agencies.<\/p>\n<p>Commissioner Nielson said she will attend the State Water Commission meeting to be held in Jamestown, in November, and encouraged other city officials to attend if possible.\u00a0 She noted that tourism is up in Valley City.<\/p>\n<p>Mayor Werkhoven said an updated map is needed on the redrawn city limits.<\/p>\n<p>Mayor Werkhoven said an updated map is needed on the redrawn city limits.<\/p>\n<p>He noted a separate phone number is need for public works in the event of an emergency situation rather than using 9-1-1. Boyd said the DOT is soliciting Requests for Proposals. He said he is asking support from the community to have Sky West from St. George, Utah, submit a bid for the Jamestown route. The proposal is due near the end of this month. He said a group from Jamestown may visit Sky West officials.<\/p>\n<p>The City Council moved to support the local efforts.<\/p>\n<p>Appointments: The Mayor noted committee and board openings, and said city committees opening are being solicited for candidates in the media. Mayor Andersen said the new tower is ready to be operational by December 1, 2013. However the city will wait until the interior and exterior is painted before water is added to the tank, and is functioning, next July (2014).<\/p>\n<p>The City Council passed a Resolution that before the tank is put on line, the painting should be done.<\/p>\n<p>\u3000<\/p>\n<p>The City Council approved a Change Order in the time schedule until next spring to Pierce Roofing, on Fire Station Re-roofing Project to extend the completion to July 15, 2014.<\/p>\n<p>Approved was a Change Order to Sellin Brothers, Inc., on 2012 Wastewater Lift Station Replacement &amp; Force Main Project, Phase II, Forcemain &amp; Gravity Sewer &amp; Sewer Districts 13-31 &amp; 13-32, for an increase in the contract price of $23,702.85, on 19<sup>th<\/sup> Avenue near Strata Block, concerning paving issues. (AP) &#8211; Fargo police have arrested a man accused of hitting a police officer with his van.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 49-year-old man was arrested early Tuesday when he surrendered after a nearly six-hour standoff at a north Fargo home.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the man struck the officer in a laundry parking lot Monday night when they sought him for questioning about an unrelated weekend incident. (AP) &#8211; A 54-year-old northern Illinois man has been charged with two counts of first-degree murder for the deaths of his wife and mother.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A spokeswoman for the Lake County prosecutor says Billy Varner was charged Monday with the two deaths.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Varner was arrested on Saturday in North Dakota after authorities say he robbed a church at gunpoint during a weekend Mass.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Antioch man had been wanted for questioning in connection with the deaths of wife, Peggy Henderson, 61, and his mother, Dorothy Varner, 82. Their bodies were discovered Oct. 28.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police have not said how the women died.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It wasn&#8217;t immediately clear if he had an attorney.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; The North Dakota Supreme Court is hearing arguments in four cases at the University of North Dakota law school.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The justices were scheduled to be in Grand Forks on Tuesday and Wednesday to hear the actual cases and also final arguments in the law school&#8217;s Moot Court competition. (AP) &#8211; Low sugar prices are cutting into payments to farmers at American Crystal Sugar Co. The Moorhead, Minn.-based cooperative is telling its growers to expect a &#8220;massive reduction&#8221; in payments for this year&#8217;s beet crop. In a company blog, American Crystal CEO David Berg says growers will be paid just $38 per ton. Last year, Crystal&#8217;s farmers were paid more than $68 per ton.\u00a0 \u00a0Berg says most of Crystal&#8217;s growers will lose money.<br \/>\n\u00a0<\/p>\n<p>\u00a0WILLISTON, N.D.
