(AP) &#8211; Dangerously cold weather is descending on parts of North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service says wind chills of about 30 degrees below zero are expected Friday night and Saturday morning in the northwest and north central parts of the state. Forecasters say weather that cold can lead to frostbite and hypothermia if people don&#8217;t take precautions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wind chill is the combination of air temperature and wind. The forecast calls for actual temperatures overnight from the single digits in southern North Dakota to the teens below zero in the north.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 High temperatures Saturday are expected to range from 5 below zero in the western Devils Lake Basin to 30 above in the southwest.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) With the Jamestown Sanitary Sewer Project, Interstate Engineering reports that 3rd Street SE from 11th Ave SE to Railroad Drive E. will close again on Friday, November 22, 2013.<\/p>\n<p>2nd St SW open to local traffic only from 5th Ave SW to the bridge. 12th Ave SE open from 5th St SE to 6th St SE.<\/p>\n<p>A reminder, the intersection of 1st Street SW and 3rd Avenue SW, near Renaissance Recycling, is closed for construction. For more information call Sarah Oberlander at 252-1821.<\/p>\n<p>Jamestown (CSi) University of Jamestown has been named to the inaugural \u201cBest Colleges for Veterans\u201d rankings released this week by U.S. News and World Report.<\/p>\n<p>The University is among the top ten schools in the list\u2019s Regional Colleges \u2013 Midwest category and is the only North Dakota school to have been recognized.<\/p>\n<p>President Robert S. Badal, says \u201cWe are proud at University of Jamestown to extend a warm welcome to veterans and can offer them an outstanding educational opportunity. This latest recognition in new rankings from U.S. News underscores our commitment.\u201d<\/p>\n<p>U.S. News launched the list of 234 schools in response to more veterans returning to school and their search for high-quality colleges and universities that meet their needs, the publication announced on Veterans Day.<\/p>\n<p>The schools in the new list scored well in terms of graduation rate, faculty resources, reputation and other markers of academic quality measured in U.S. News\u2019 2014 edition of Best Colleges.<\/p>\n<p>To qualify for the new rankings, the schools also had to be certified for the GI Bill and participate in the Yellow Ribbon Program, two federal initiatives that help veterans reduce the cost of school.<\/p>\n<p>Finally, the schools were required to be members of the Servicemembers Opportunity Colleges (SOC) Consortium, a group that works to simplify credit transfers and give veterans credit for military training and national tests such as the College-Level Examination Program.<\/p>\n<p>University of Jamestown was named to Victory Media\u2019s Military Friendly Schools list earlier this year. Any student who qualifies for the Yellow Ribbon program may attend University of Jamestown tuition-and-fees-free. About 20 to 25 students receive some form of veterans\u2019 benefits each semester at University of Jamestown.<\/p>\n<p>&nbsp;<\/p>\n<p>(CSi) The Anne Carlsen Center&#8217;s Director of Assistive Technology, Mark Coppin, was one of 10 educators who spoke yesterday at a White House conference on how using technology can enhance learning for students in and outside of the classroom.<\/p>\n<p>The White House honored the 10 educators as part of its &#8220;Champions of Change&#8221; program, the White House said. Coppin has presented at state, regional, national and international conferences on technology, teaching, special education, assistive technology, mobile devices in education and autism.<\/p>\n<p>At the White House Thursday Coppin said he is excited about how mobile devices like tablet computers will help special-needs students in school and beyond.<\/p>\n<p>In a prepared statement, President Barack Obama said the 10 educators being honored at the White House Thursday were working on one of the country&#8217;s top priorities.<\/p>\n<p>Obama said the work that the educators are doing shows the need for bringing all schools and libraries in the country into the 21st century by making sure those institutions have high-speed Internet.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck (CSi) &#8212; Montana Dakota Utilities is warning customers about a utility scam, in parts of their service area.<\/p>\n<p>Individuals have been receiving phone calls from someone who says if the customer fails pay their utility bill immediately over the phone, their utility service will be disconnected.<\/p>\n<p>Officials with Montana-Dakota Utilities say the utility does not operate this way.<\/p>\n<p>They ask that anyone receiving such a call to hang up and call MDA at 1-800-638-3278 and let them know about the call.<\/p>\n<p>MDU points out that customers should never share information such as credit card numbers or checking account numbers with these individuals.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; Two of North Dakota&#8217;s largest farm groups are holding annual meetings this week.<\/p>\n<p>The North Dakota Farmers Union is holding its state convention Friday and Saturday in Minot. The keynote address Friday afternoon will be given by Deputy U.S. Agriculture Secretary Michael Scuse.<\/p>\n<p>The North Dakota Farm Bureau is gathering in Bismarck on Friday and Saturday. The speaker at the Saturday evening banquet is professional agriculture and business speaker Damian Mason.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota Gov. Jack Dalrymple has directed all state government agencies to fly the American and state flags at half-staff as the country marks the 50th anniversary of the assassination of President John F. Kennedy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dalrymple&#8217;s proclamation is in accordance with a directive from President Barack Obama. It&#8217;s in effect from sunrise to sunset Friday. (AP) &#8211; North Dakota Insurance Commissioner Adam Hamm is asking health insurance companies doing business in the state to renew canceled policies.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Millions of people nationwide who buy their own insurance have gotten cancellation notices because their plans don&#8217;t meet requirements of the federal health care law. President Barack Obama earlier this month announced a fix &#8211; allowing those customers to keep their existing plans for another year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hamm says that isn&#8217;t a long-term solution to the issue, but that it might provide a measure of temporary relief to some North Dakotans. He says almost 36,000 state residents have lost or will be losing their health insurance coverage through no fault of their own.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Some industry officials and state insurance commissioners including Hamm warn that renewals could lead to higher prices.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; State Board of Higher Education members say a proposed plan to improve graduation rates might leave out too many students who could become successful.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The board discussed the so-called Pathways to Student Success plan Thursday at its monthly meeting in Mayville. The plan is scheduled to be fully implemented in 2015.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Figures show that 41 percent of the students who started at North Dakota State University in 2006 and graduated would not be eligible to enroll under the proposed admission index. Thirty-six percent of University of North Dakota students who started in 2006 and received degrees would not be allowed into the school.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The index is based upon a combination of high school grade point average, core courses and college entrance exam scores.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakotans trying to get the equivalent of a high school diploma have a few weeks before the testing changes to a computer-based model. The Bismarck Tribune reports the last day students can take current General Educational Development, or GED, tests is December 13th. If they don&#8217;t pass all five tests in science, social studies, math, English and writing, they&#8217;ll need to start the testing process over again after January 2nd.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WASHINGTON (AP) &#8211; North Dakota&#8217;s U.S. senators are split on a move by Senate Democrats to change filibuster rules that will now allow for the swift confirmation of some controversial presidential appointments.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Democratic Sen. Heidi Heitkamp said Wednesday that the changes were necessary to end gridlock in the Senate. But she also says she&#8217;s saddened it had to be done. Heitkamp says that during her campaign last year, she promised to support changes to rules if they help the Senate work more smoothly.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Republican Sen. John Hoeven says Democrats are being shortsighted and trying to distract from problems with the federal health care law.
