THESE DANGEROUSLY COLD WIND<br \/>\n\u00a0CHILL VALUES WILL CONTINUE INTO THE WEEKEND.<\/p>\n<p>The North Dakota Department of Transportation (NDDOT) has changed<br \/>\n\u00a0\u00a0\u00a0\u00a0 the Travel Alert to only include areas in eastern North Dakota.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Areas included in the Travel Alert include Devils Lake, Grand<br \/>\n\u00a0\u00a0\u00a0\u00a0 Forks, Fargo, Valley City, Jamestown, and surrounding areas. Icy<br \/>\n\u00a0\u00a0\u00a0\u00a0 conditions, blowing and drifting snow with areas of heavy snow<br \/>\n\u00a0\u00a0\u00a0\u00a0 reducing visibility are creating hazardous driving conditions in<br \/>\n\u00a0\u00a0\u00a0\u00a0 some areas. A Travel Alert means conditions are such that<br \/>\n\u00a0\u00a0\u00a0\u00a0 motorists can still travel in these areas, but are urged to use<br \/>\n\u00a0\u00a0\u00a0\u00a0 caution.<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Travel conditions in the Dakotas remain hazardous as a winter storm continues in the northern Great Plains.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fender-benders have been reported throughout both states, including a school bus-car collision in the Sioux Falls area with no injuries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Highway Patrol says weather contributed to at least one fatality on Tuesday. Fifty-nine-year-old Ronald Waters, of Watford City, died when his semitrailer rolled in a ditch near the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has posted various winter storm warnings and winter weather advisories for the region through Wednesday evening. (AP) &#8211; A couple from the northeastern North Dakota town of Emerado are accused of keeping unsanitary and hazardous living conditions in their home.<br \/>\n\u00a0<br \/>\n48-year-old Richard Elskoe and 39-year-old Kimberly Elskoe both have pleaded not guilty to a felony child abuse or neglect charge that carries a maximum punishment upon conviction of five years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities allege that the Elskoes&#8217; mobile home was filled with animal waste, garbage and other debris, endangering six juveniles in the home, including a special needs teenager and three children who are younger than 4 years old.<br \/>\n\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; A Jan. 6 hearing has been scheduled at the Cass County Courthouse in Fargo on a proposed settlement in the case of a failed seed company.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mentor, Minn.-based Anderson Seed shut down its sunflower processing facility in Redfield, S.D., in 2012 without paying farmers for millions of dollars&#8217; worth of delivered seeds.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s Public Service Commission late last month approved a proposed settlement in which farmers with cash claims will get about 43 percent of what they are owed and those with credit sale claims will get about 80 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The PSC says valid claims total about $3 million.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 South Dakota regulators last year got a judge&#8217;s approval to use a $100,000 company bond to give partial payments to farmers in that state who lost about $2.6 million.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Regulators say a Texas company has completed cleanup of a 714,000-gallon saltwater spill on the Montana-North Dakota border.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Denbury Onshore reported the spill from a 4-inch plastic pipeline in southeast Montana on Nov. 25.\u00a0 The North Dakota Health Department says the briny water reached the Big Gumbo Creek near Marmarth, in southwest North Dakota. Saltwater is a byproduct of oil production.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Water Quality Director Dennis Fewless says the salty water did not reach the Little Missouri River.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Regulators in both states say the company used huge vacuums to suck up the salty water. Stanton has been an assistant under Biesiot the past 14 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stanton is a Dickinson State alum and former Blue Hawk standout as a safety and says the western North Dakota school is a special place to him. He says it&#8217;s &#8220;a privilege and an honor&#8221; to take over for Biesiot.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Biesiot won 258 games and led the Blue Hawks to 17 conference championships and 15 NAIA playoff appearances. (AP) &#8211; A man charged with killing a Transportation Security Administration officer and wounding three others in a shooting rampage at Los Angeles International Airport has appeared in court. Paul Ciancia (see-AHN&#8217;-see-uh) had bruises on his face and a bandage on his neck. He said little during the brief appearance at a San Bernardino County jail facility. It was the first time he&#8217;s been seen in public since the Nov. 1 attack. Ciancia didn&#8217;t enter a plea to a murder charge that carries a possible death penalty if he&#8217;s convicted.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 SALEM, Mass. (AP) &#8211; A 14-year-old Massachusetts boy has pleaded not guilty to murder, aggravated rape and armed robbery charges in the killing of his high school math teacher. Philip Chism is accused in the Oct. 22 death of Colleen Ritzer, a popular teacher at Danvers High School. His attorney agreed to a prosecution request that Chism remain held without bail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 HARTFORD, Conn. (AP) &#8211; Recordings released today of 911 calls from last December&#8217;s Connecticut school shooting show town dispatchers urging panicked callers to take cover as gunfire could be heard in the background. One of the first calls came from a custodian, who told dispatchers he kept hearing shooting. He stayed on the line for several minutes as help was mobilized.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 OAKLAND, Calif. (AP) &#8211; Authorities say at least nine people were taken to the hospital following a brake problem on a San Francisco Bay Area Rapid Transit train that stranded hundreds of passengers in a tunnel. Oakland fire officials say in all, 11 passengers were treated, many of them for respiratory issues. The train eventually made it to a station, where the passengers were able to get off.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; A Federal Reserve survey shows the U.S. economy held steady during the 16-day partial government shutdown, growing moderately in most regions from October through late November. The Fed says seven of its 12 banking districts described growth as moderate and four said growth was modest.
