Jamestown, ND (KCSi-T.V. News Sept 6, 2012) \u2014 The Jamestown City Council held another in the series of 2013 budget meetings, Thursday afternoon, at City Hall. Council Member Buchanan was not present, at the start, and then came in to the meeting.<\/p>\n

The City Council had approved the preliminary budget, up to Thursday\u2019s meeting, the figures can not be increased, but they could be decreased.<\/p>\n

At Thursday\u2019s meeting the City Council reviewed the Enterprise Funds.<\/p>\n

\u3000<\/p>\n

With the Water Department:<\/p>\n

The software request was for $31,000.<\/p>\n

 <\/p>\n

Leak Detection Services, at $40,000-$55,000 per block.<\/p>\n

\u201cHot Spot Testing,\u201d would be done first.<\/p>\n

$325,000 will be left in the fund, with the possibility of Special Assessing the costs to the benefited property owners.<\/p>\n

A Lime Storage Facility Driveway was also discussed.<\/p>\n

A five percent rate increase is proposed to be included in this budget.<\/p>\n

\u3000<\/p>\n

With the Sewer Utility Fund:<\/p>\n

Items included, new equipment, and a new overnight employee, at the Waste Water Treatment Plant, before the Great River Energy plant comes on line, possibly in early 2013.<\/p>\n

Project Expenditures were also reviewed, and the purchase of a boiler at $239,000, and a heat exchanger at $165,000.<\/p>\n

The addition of a \u201cscrubber,\u201d that strips selected elements, before the gas flaring, could be bonded for over 20 years.<\/p>\n

With the addition of a employee, coupled with the rate adjustment the fund would operate at a loss of $31,000.<\/p>\n

With the Sanitation fund, a net revenue surplus is expected.<\/p>\n

\u3000<\/p>\n

With the Solid Waste Fund:<\/p>\n

A $12,000 expenditure for a furnace for the Baler.<\/p>\n

$8,000 for a cement pad, for roll-off boxes.<\/p>\n

$95,000 for a cold storage building.<\/p>\n

A $19,000 net loss in the fund is project for 2013.<\/p>\n

Any additional employee was approved to hire for 2013.<\/p>\n

A time-study of an employee at the inert landfill may be included.<\/p>\n

\u3000<\/p>\n

Equipment Replacement Funds\u2026<\/p>\n

Includes the Police Department, for two patrol units, and the Cushman Unit, for parking enforcement, along with equipment for the solid waste facility.<\/p>\n

\u3000<\/p>\n

Engineering Funds\u2026<\/p>\n

An exchange of a vehicle was discussed.<\/p>\n

Other department budget requests have been heard.<\/p>\n

The next budget meeting will concern Capital Construction, Convention\/Promotion, Tourism, and the Public Building Sites, fund.<\/p>\n

The City Council to make the final approval of the budget, later this month, with the final vote at the October Council meeting.<\/p>\n

With action by the City Council, Thursday, the proposed budget is\u00a0five mills lower than the 2012 budget, and no increase is anticipated in city property taxes for the 2013 budget.<\/p>\n

A surplus in the General Fund is anticipated, of about $189,000, with a projected Mill Levy of 8-mills, a reduction of 5-mills was approved.<\/p>\n

The next budget meeting was planned for September 17, 2012, at 3:30-p.m.<\/p>\n

Thursday\u2019s meeting was shown live on CSi Cable 67.<\/p>\n

 <\/p>\n

The preliminary budget contains a 2.5 percent step wage increase for eligible city employees and a two percent cost of living adjustment.<\/p>\n

Mayor Andersen recently said, the city will pick up addition portions of employees health insurance under the plus dependent and family plan.<\/p>\n

The mayor added this is the first time the city has picked up those additional shares of the policies, in order to keep the city competitive with other political sub-divisions and the private sector in terms of health insurance premiums paid by employees.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — Patriots\u2019 Day, Tuesday, Sept. 11, 2012, will be commemorated in Jamestown with a program and a Freedom Walk\/Parade through downtown Jamestown.<\/p>\n

The event is sponsored by the Patriotic Council.<\/p>\n

This is the 11th<\/sup> Anniversary of the 9-11 tragedy and a chance for our Jamestown area residents to commemorate and remember the event.<\/p>\n

Freedom Walk is a free and nonpartisan event open to the general public.<\/p>\n

This is not a platform to discuss politics or policies.<\/p>\n

Patriotic Council, Chairman, Charlie Kourajian says, “The purpose of this event is simply to continue the traditional Jamestown Freedom Walk started several years ago to reflect on the lives lost on Sept. 11, 2001, renew our commitment to freedom and the values of our country and to honor our military members and their families and our first responders”.<\/p>\n

The event will start with a half mile walk through downtown Jamestown at 5:30 p.m., starting at the All Vets Club, 116 1\/2 First Street East.<\/p>\n

After the walk, the Vets Club will host a free spaghetti supper served (about 6:00 p.m.) followed with a short program of remembrance of the 9-11 tragedy and a show of support for our troops and first responders.<\/p>\n

Police chief Scott Edinger will be the speaker.<\/p>\n

Kourajian adds, “This will be an opportunity for the community to remember the 9-11 terrorist attack on our country and the people who perished as a result. “It will also be a chance to show our appreciation and our continued support of our troops wherever they may be, abroad or stateside. Everyone is invited to attend, the walk route is short and should be an interesting walk\/mini-parade downtown. If you can\u2019t make the walk, you are invited to come for the supper and enjoy the program.”<\/p>\n

From Jamestown College\u2026<\/p>\n

Jamestown, ND (KCSi-T.V. New) — Jamestown College has announced that Scott Hanna, from Indonesia, and Timothy Juelson, of Bismarck, were presented with the Young Alumni Medallion at Opening Convocation at 11 a.m. on Thrusday, September 6, <\/sup>2012.<\/p>\n

Scott Hanna works for PT Freeport in Indonesia, a company with operations in the Indonesian province of Papua that include exploration and development, mining and milling of ore containing copper, gold and silver and the worldwide marketing of concentrates containing those metals.<\/p>\n

Scott serves as the Chair of the American Chamber of Commerce in Indonesia (AmCham) Young Professionals Committee.<\/p>\n

He has lived in Indonesia for more than six years and speaks the Indonesian national language, bahasa Indonesia, fluently.<\/p>\n

Scott Hanna graduated with honors from Jamestown College in 2002, where he was president of the student government and NAIA Dakota Athletic Conference Scholar Athlete in football.<\/p>\n

He later received a master\u2019s degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin, where he also served as an AmeriCorps<\/em> volunteer in an elementary school.<\/p>\n

Scott has also attended the AB. Freeman School of Business at Tulane University.<\/p>\n

He was selected as the 1998 North Dakota Horatio Alger National Scholar, an award targeting students who have overcome adversity to achieve scholastically, and subsequently selected from the thousands of scholars selected since 1984 as the Horatio Alger 2004 Alumnus of the Year<\/em>.<\/p>\n

Scott serves as a volunteer coach in flag football league for local children and has helped develop and organize a series of first-even, grass-roots charity events in Jakarta to help children including: Crossfit for Hope Jakarta, which raised more than $30,000 in one day to help Indonesian children suffering from cancer; and Drive Books, Not Cars which has raised more than $10,000 in the past year to support kids\u2019 education in Indonesia.<\/p>\n

Dr. Timothy J. Juelson, joined The Bone and Joint Center in Bismarck, in 2011.<\/p>\n

He is a board eligible orthopaedic surgeon with an additional year of fellowship training in arthroscopic surgery and the treatment of sports related injuries.<\/p>\n

Dr. Juelson earned a bachelor\u2019s degree in biology with a minor in chemistry at Jamestown College where he graduated magna cum laude in 2001.<\/p>\n

While at Jamestown, he received the Melvin R. Arnold Scholarship, competed in collegiate track and field and was the Jamestown College Science Club President.<\/p>\n

Dr. Juelson went on to the University of North Dakota School of Medicine and Health Sciences where he obtained his medical degree.<\/p>\n

There he co-authored many papers and peer reviewed journals and presented at a national meeting where he received recognition for his third year research project.<\/p>\n

He then completed his orthopaedic surgery residency at the University of Missouri at Kansas City.<\/p>\n

During his last year of residency, he served as chief resident and his research project won a national poster competition in 2010.<\/p>\n

Dr. Juelson completed a Sports Medicine fellowship at The Andrews Institute in Gulf Breeze, Fla.<\/p>\n

During his career he has worked with countless high school, collegiate, and professional athletes from around the world.<\/p>\n

He has served as a team physician to the University of West Florida national championship baseball team, University of Auburn national championship football team, Washington High School football, Gulf Coast Community College, and Gulf Breeze High School football.<\/p>\n

Dr. Juelson is a member of both the Arthroscopy Association of North America and the American Orthopaedic Society for Sports Medicine.<\/p>\n

Dr. Juelson spends a lot of his extra time traveling to Chicago where he volunteers instructing other orthopaedic surgeons on complex procedure in the knee and shoulder.
\nHanna and Juelson addressed students, faculty, and staff gathered at the Opening Convocation and named a mentor whom they felt influenced their Journey to Success at Jamestown College.<\/p>\n

Hanna named Dr. Mark Joy and Juelson named Dr. Karl Steffan.<\/p>\n

The Young Alumni Medallion is presented each year to young alumni of Jamestown College who exemplify the characteristics of a Jamestown College liberal arts education while demonstrating lifelong learning, community service, and character.<\/p>\n

Bismarck, ND (KCSi-T.V. News Sept 6, 2012)\u00a0 \u2013\u00a0 NDDOT says \u00a0authorities hope to reopen a section of Highway 281 to oversized loads, by sometime Friday.<\/p>\n

The highway south of Jamestown, near Edgeley is affected\u00a0because a setion\u00a0of the roadway\u00a0became blocked Thursday\u00a0because a wind turbine component that fell off a trailer.<\/p>\n

Normal traffic and semi-trucks can get around the closed area by taking an adjacent frontage road.<\/p>\n

\u00a0FARGO, N.D. (AP) – Bond for a Fargo woman accused of stabbing a
\nHorace man has been set at $10,000.
\n\u00a0\u00a0\u00a0\u00a0 The Cass County Sheriff’s Office say 21-year-old Sarah Natasha
\nHarris appeared in court Thursday on an aggravated assault charge.
\n\u00a0\u00a0\u00a0\u00a0 Harris is accused of stabbing a 36-year-old man in the neck, arm
\nand chest at his Horace home on April 1.<\/p>\n

Authorities say the man was treated at a Fargo hospital for the injuries.
\n\u00a0\u00a0\u00a0\u00a0 An aggravated assault charge carries a maximum sentence of 10
\nyears in prison and a $10,000 fine.<\/p>\n

\u00a0 BISMARCK, N.D. (AP) – North Dakota’s Agriculture Department is offering help for farmers who are eligible to apply for federal disaster aid because of drought.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Farmers and ranchers in a group of 16 eastern North Dakota counties may be able to apply.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 North Dakota Agriculture Commissioner Doug Goehring (GORE’-ing) says farmers have up to eight months to apply for emergency loans from the federal Farm Service Agency.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Goehring says the state ag department’s mediation service can provide help with loan applications.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 He says the state-owned Bank of North Dakota also has a disaster relief loan program.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota state parks are on pace to
\nset a record for campers.
\n\u00a0\u00a0\u00a0\u00a0 The Parks and Recreation Department says that through August,
\nthe 13 state parks recorded 60,469 camper nights, 2,638 more than
\nat the same time in 2010. That year saw a record 62,769 camper
\nnights.
\n\u00a0\u00a0\u00a0\u00a0 The department also says that daily visitation at the parks
\nshould exceed a million people for the fourth year in a row.
\n\u00a0\u00a0\u00a0\u00a0 State Parks Director Mark Zimmerman says the parks have made a
\nremarkable recovery from widespread flooding last year.<\/p>\n

\u00a0WEST FARGO, N.D. (AP) – A North Dakota-based wind tower
\nmanufacturer is being sold to a company in Texas.
\n\u00a0\u00a0\u00a0\u00a0 Parent Otter Tail Corp. says it is selling DMI Industries Inc.
\nplants, property and equipment in West Fargo; Tulsa, Okla.; and
\nFort Erie, Ontario, Canada; to Dallas-based Trinity Industries Inc.
\nfor $20 million.
\n\u00a0\u00a0\u00a0\u00a0 The Fort Erie transaction closed on Sept. 6, and the West Fargo
\nand Tulsa transactions are to close in the final two months of the
\nyear.
\n\u00a0\u00a0\u00a0\u00a0 DMI employs 500 people among its three locations, including 216
\nin West Fargo. Otter Tail did not say how the sale will affect
\nthem.
\n\u00a0\u00a0\u00a0\u00a0 Otter Tail’s second-quarter earnings report said there has been
\na reduced demand for wind towers in part because of uncertainty
\nsurrounding the future of a federal tax break for wind energy.<\/p>\n

FARGO, N.D. (AP) – A Fargo lawmaker is proposing an increase in North Dakota’s merit-based college scholarship program.<\/p>\n

State Senator Tim Flakoll says the plan would increase the amount of each scholarship to $2,500, with a maximum of $10,000 for undergraduate work.<\/p>\n

Flakoll says the proposal would add $4 million to the budget for the 2013-15 period.<\/p>\n

\u00a0FARGO, N.D. (AP) – Wildlife officials are warning Fargo
\nresidents to steer clear of a moose that’s been spotted wandering
\naround the city.
\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 moose was spotted Wednesday morning near the Fargodome and North Dakota State University property.
\n\u00a0\u00a0\u00a0\u00a0 State wildlife biologist Doug Leier says the moose has been
\nspotted in the area several times since April.
\n\u00a0\u00a0\u00a0\u00a0 Officials say the moose can be dangerous, especially if
\nprovoked.<\/p>\n

\u00a0FARGO, N.D. (AP) – The new artificial turf in the Fargodome is
\nbeing replaced after only a month.
\n\u00a0\u00a0\u00a0\u00a0 Facility General Manager Rob Sobolik says there was a problem
\nwith the underside of the turf.<\/p>\n

The AstroTurf company is replacing it at no cost to the dome.\u00a0<\/p>\n

The project will cost about $1 million.
\n\u00a0\u00a0\u00a0\u00a0 Sobolik says there was no issue with the surface of the old turf, and it was safe for players when the North Dakota State University football team hosted Robert Morris last Saturday.
\n\u00a0\u00a0\u00a0\u00a0 Sobolik says the new turf will be ready for NDSU’s September
\n22nd home game against Prairie View A and M.
\n\u00a0\u00a0\u00a0\u00a0 NDSU Athletic Director Gene Taylor says the school might buy the old turf for one of its practice fields.<\/p>\n
