Jamestown (CSi) The U.S. Army Corps of Engineers reports that releases are being made now and through this winter at Jamestown and Pipestem Dams.<\/p>\n

Bob Martin with the Corps at Pipestem Dam reports that Pipestem is releasing 30 cfs and will likely do so all winter.<\/p>\n

Jamestown Dam is releasing 12 cfs, down from 30 cfs, for a combined release of 42 cfs.<\/p>\n

He says usually Jamestown Dam does not release water in the winter, however the ground water level at both reservoirs is high going into freeze-up.<\/p>\n

Pipestem Reservoir is at level of 1,442.85, five inches above the winter conservation pool.<\/p>\n

Jamestown Dam is at 1,428.06 feet, six inches above conservation pool.<\/p>\n

He says while November 2013 was dry in terms of rainfall, October\u2019s rainfall was about 4 and a half inches.<\/p>\n

Martin points out that the reservoir levels are not a concern, but the releases are being made in anticipation of any high moisture content in snow pack the rest of this winter, and potential spring rainfall amounts.<\/p>\n

He says, ice thickness is variable at both Pipestem and Jamestown Reservoirs, and with releases from both reservoirs this winter the ice thickness may not be as great, and is likely to remain variable through the winter. Caution is urged.<\/p>\n

He says the week of January 6, 2014 the snow survey will start to measure the moisture content, and will continue every two weeks.<\/p>\n

\"Toliver<\/a>Jamestown (CSi) Jamestown Police is warning Jamestown residents regarding a high risk convicted sex offender who is incarcerated and is doing work release in the City of Jamestown .<\/p>\n

31 year old Ahmed Rashid Toliver has been assigned a high risk assessment by the North Dakota Risk Level Committee of the Office of the Attorney General.<\/p>\n

Toliver is a black male 5 feet 7 inches tall, weighing 140 pounds, with brown eyes and black hair.<\/p>\n

Toliver was charged with Gross Sexual Imposition, April 2, 2001 in Cass County court.<\/p>\n

His disposition was one year in jail, with 245 days suspended for two years.<\/p>\n

The report says Toliver and another male went to an apartment where two 14 year old girls were babysitting two young children. The report says Toliver had intecourse with both of the 14 year olds. The girls stated that Toliver forced them to comply. He was convicted in 2001 in Cass County District Court.<\/p>\n

Toliver is not wanted at this time and is currently serving his sentence. This is notification for public safety and is not meant to increase fear in the community.<\/p>\n

Attempts to harass, intimidate or threaten these offenders their families or their landlords, or employers, will be turned over for prosecution.<\/p>\n

\"truckrolloverMillhill\"<\/a>Jamestown, (CSi) Jamestown Police investigated a one vehicle accident about 9:45 a.m. Friday.<\/p>\n

A pickup truck was southbound just starting up Mill Hill when the truck ended up facing the wrong way, and on its side on the west shoulder, near the area of the Jamestown south side fire hall.<\/p>\n

Jamestown Area Ambulance Service was called to the scene.<\/p>\n

No immediate word on injuries, or the cause, pending release of the police report.<\/p>\n

Jamestown (CSi) Interstate Engineering reports that as of December 19, 2013, 2nd<\/sup> Steet Southwest re opened at the James River bridge after work with the Jamestown sanitary sewer project, that included new pipeing and the sewer lift station in that area.<\/p>\n

A temporary gravel surface is in place on the roadway as work there has been suspended for the winter.<\/p>\n

WASHINGTON (AP) – Two North Dakota teachers are among 102 to receive the Presidential Award for Excellence in Mathematics and Science Teaching.<\/p>\n

Kristine Brandt teaches math in Fargo and Kathleen Lentz is a science teacher from Valley City.<\/p>\n

Winners get a $10,000 award from the National Science Foundation to be used at their discretion.<\/p>\n

They’re also invited to Washington for an awards ceremony and several days of educational and other events, including visits with members of Congress and the Obama administration.<\/p>\n

\u00a0SPIRITWOOD, N.D. (AP) – Spiritwood Township in eastern North Dakota has capped the cost of a building permit at $250,000 to accommodate a nitrogen fertilizer plant being planned by CHS Inc.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The township’s fee structure would have set the cost of the building permit for the plant at about $1 million, based on construction costs of about $1 billion. CHS asked the township to lower the permit fee to $100,000.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 CHS plans to make a final decision on the anhydrous ammonia plant in the Spiritwood Energy Park early next year. The plant would employ up to 175 people.

BOWMAN, N.D. (AP) – Trial has been delayed for a woman in the southwestern North Dakota town of Bowman who’s accused of drowning her newborn baby in a toilet.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Forty-two-year-old Stephanie Lindstrom has pleaded not guilty to murder and was to stand trial this month. The\u00a0 trial has been moved to early February because of a delay in results from a mental health evaluation Lindstrom underwent at the State Hospital in Jamestown.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities allege that Lindstrom gave birth in the bathroom of her home on July 23, and the baby was found in the toilet. The state medical examiner determined the baby had been born alive and died of drowning.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Lindstrom faces a maximum sentence of life in prison without the possibility of parole if convicted.<\/p>\n

\u00a0GRAND FORKS, N.D. (AP) – A city councilman from East Grand Forks has died.

\nRon Vonasek died Thursday evening at his home.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The cause of death was not released. Mayor Lynn Stauss says Vonasek recently underwent back surgery.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The council will appoint a replacement who will serve until the end of 2014.

\n\u00a0\u00a0\u00a0\u00a0 Vonasek was appointed to the council in 2011 after the death of long-time council member Dick Grassel and elected to another term in 2012.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Officials say a small fire caused about $1,000 in damage to a sauna at a Bismarck hotel.

\n\u00a0\u00a0\u00a0\u00a0 Investigators say the Thursday morning blaze at the Ramkota was caused by combustibles placed atop the heater in the sauna. No injuries were reported.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 After the fire was extinguished crews set up fans to clear smoke from the sauna and pool area.<\/p>\n

BISMARCK, N.D. (AP) – Job Service North Dakota says the state’s unemployment rate is up slightly.

\n\u00a0\u00a0\u00a0\u00a0 The 2.3 percent rate recorded in November was an increase from 1.9 percent in October but lower than a year ago when it was 2.8 percent.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The national rate in November was 6.6 percent.

\n\u00a0\u00a0\u00a0\u00a0 Labor Market Information co-manager Michael Ziesch says October tends to produce the lowest unemployment rate of the season, so the November bump is typical.<\/p>\n

PORTAL, N.D. (AP) – US authorities in North Dakota say they’ve seized more than 24,000 counterfeit headphones with a combined retail price of nearly $10.8 million.

\n\u00a0\u00a0\u00a0\u00a0 Customs and Border Protection officers say they targeted a rail container at the port of Portal last month. They seized its contents after determining the trademark of the “Beat” headphones was counterfeit.<\/p>\n

\u00a0MINNEAPOLIS (AP) – A suspicious package triggered an evacuation of a terminal at the Minneapolis-St. Paul International Airport.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Humphrey terminal was shut down for about two hours Friday morning. Airport spokesman Patrick Hogan\u00a0says \u00a0a woman with a propane tank in a box was stopped by TSA agents and wasn’t allowed to board her flight. So, the woman left the box at an airport gift shop and boarded her plane.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Hogan says the woman was taken off the plane and questioned by airport police. Business resumed after the Bloomington bomb squad determined the tank was not an explosive device. Hogan says he doesn’t know if the tank contained propane.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota Insurance Commissioner Adam Hamm is assuming the presidency of the National Association of Insurance Commissioners.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Hamm begins his duties on Jan. 1. His responsibilities will include participating in national and international meetings to advocate for America’s state-based system for regulating insurance.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Hamm previously has served as the association’s secretary-treasurer, vice president and president-elect.<\/p>\n

Jamestown (CSi) University of Jamestown Jimmie defensive player, J.T. Petsch has been named an NAIA All-Americans by the American Football Coaches Association.<\/p>\n

Petsch, a senior from Mesa, Arizona., was the Jimmies\u2019 leading tackler with 36 solo stops and 46 assisted tackles. He also had one interception, one fumble recovering (returned for a touchdown) and 2.5 tackles-for-loss.<\/p>\n

It was the second straight season Petsch led the Jimmies in tackles.<\/p>\n

Running backs, Petsch and VCSU\u2019s Derek Elliot were the only players chosen from the North Star Athletic Association. Petsch, named to the second-team defense.<\/p>\n

Elliott, was selected as a first-team running back. (see separate story).<\/p>\n

Petsch recently completed his degree in communications and marketing. The 6-foot-4, 220-pound safety played in the National Bowl Game in Miami, Fla., on Dec. 8. The game featured players from the NAIA, NCAA Division II and Division III players.<\/p>\n

Petsch is the first Jimmie to earn All-American honors since Dustin Erbes, also a safety, in 2010.<\/p>\n

WASHINGTON (AP) – Now that the government’s website is working better, President Barack Obama says health insurance sign-ups have surged. He says more than a million people have now picked a plan since the first of October. But HealthCare.gov was down again part of the day Friday. Unusually heavy web traffic is expected this weekend because of Monday’s deadline to sign up so coverage can take effect Jan. 1.

\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) – The Obama administration says nearly 3.9 million people have qualified for coverage through the health care law’s Medicaid expansion. \n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) – President Barack Obama singles out recent improvements in the economy and says 2014 could be a “breakthrough year” for the United States. Obama highlighted Friday’s report that the economy grew at a 4.1 percent annual rate from July through September, higher than previously believed. The economic news, while modest, has been a glimmer of light for Obama in an otherwise difficult year. Obama also voiced support for proposed legislation that would extend unemployment benefits by three months. The benefits expire later this month for about 1.3 million Americans.

\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) – Some stores are ending the holiday shopping season the same way they began it – with round-the-clock, marathon shopping hours. Kohl’s for the first time is opening for essentially five days, from 6 a.m. on Friday through 6 p.m. on Christmas Eve. Macy’s and Kmart are opening some of their stores for more than 100 hours in a row from Friday through Christmas Eve. And Toys R Us is staying open for 87 hours straight starting on Saturday, which is typically the second biggest shopping day of the year.<\/p>\n

(AP) – A federal magistrate judge says an airport technician charged with plotting to bomb a commercial aircraft terminal in Kansas poses a public danger and should not be released pending trial. The judge also ruled at today’s hearing that Terry Loewen (LOH’-win) is a flight risk. She entered a plea of not guilty on his behalf. Loewen was arrested Dec. 13 after a months-long undercover sting.
