LESSER AMOUNTS ARE FORECAST SOUTH OF HIGHWAY 2.<\/p>\n<p>&nbsp;<\/p>\n<p>AN ACTIVE PERIOD OF WEATHER WILL CONTINUE THROUGH SUNDAY AS A<\/p>\n<p>SERIES OF CLIPPER TYPE SYSTEMS WILL PRODUCE SOME SNOW\u2026BRISK TO<\/p>\n<p>WINDY CONDITIONS\u2026AND ALTERNATING MILD AND COLD TEMPERATURE<\/p>\n<p>SWINGS.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Meeting in Executive Session Monday morning, the Spiritwood Energy Park Association (SEPA) voted to approve a Resolution, to re-bid the rail loop project, and rescinded the bid awarded to Dakota Missouri Valley and Western Railroad.<\/p>\n<p>The action follows the discovery of bid irregularities, reviewing bids opened on January 6, 2014 .<\/p>\n<p>The panel pointed out unintentional actions that may have &#8220;created irregularities&#8221; in the bid evaluation process.<\/p>\n<p>No new date for a bid opening was set.<\/p>\n<p>Officials with RailWorks Track Systems alleged fraud and collusion against the Spiritwood Energy Park Association concerning a construction contract for a rail loop it awarded to Dakota Missouri River Valley and Western Railroad.<\/p>\n<p>The $7 million project will provide rail access to Dakota Spirit AgEnergy and possible future businesses in the Spiritwood Energy Park, a joint project of the Jamestown\/Stutsman Development Corp. and Great River Energy.<\/p>\n<p>Great River Energy (GRE) Project Engineer, Rich Garmen says, Dakota Spirit AgEnergy is on schedule for a spring 2014 construction with the rail loop completed by this fall.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Arctic air that has enveloped the Northern Plains for a week and half is on its way out, with a warm-up in store for the rest of the week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Temperatures Monday morning in the Dakotas were in the single digits and teens below zero &#8211; with wind chills dropping into the minus 20s.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 But National Weather Service meteorologist Nathan Heinert (HY&#8217;-nurt) says the jet stream will be moving to the north and pushing the Arctic air out, allowing some warmer weather in. The forecast calls for highs Tuesday from the teens to the mid-30s in North Dakota, and from the 20s to the lower 40s in South Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Heinert says the balmier weather also could bring strong winds as well as a mix of precipitation. (AP) &#8211; A North Dakota man and former business associate of a Washington state man killed in an alleged murder-for-hire scheme has pleaded not guilty to weapons charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-four-year-old James Henrikson, of Watford City, is charged with seven counts of being a felon in possession of a firearm. He appeared in federal court Monday. U.S. Magistrate Judge Charles Miller scheduled trial for April 1.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents show Henrikson had business dealings in the North Dakota oil patch with Doug Carlile, who was killed Dec. 15 at his Spokane, Wash., home.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fifty-year-old Timothy Suckow, of Spokane, is charged with Carlile&#8217;s murder.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Documents indicate Henrikson also is under investigation for allegedly defrauding a company owned by Three Affiliated Tribes Chairman Tex Hall.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A federal public defender was not immediately available for comment.<\/p>\n<p>&nbsp;<\/p>\n<p>CARSON, N.D. (AP) &#8211; A district judge is giving prosecutors and a jailed white supremacist accused of terrorizing his fellow residents in a small North Dakota town three weeks to work out a plea deal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Tribune reports that 62-year-old Craig Cobb spent less than a minute in the courtroom for Monday&#8217;s pretrial conference.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cobb has pleaded not guilty to seven counts of terrorizing and could face up to 35 years in prison if convicted.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cobb and Kynan (KEE&#8217;-nuhn) Dutton were arrested in Leith (leeth) in mid-November after allegedly terrorizing residents with guns. They said they were patrolling the town because of violence and harassment directed at them.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 29-year-old Dutton was sentenced to time served and two years probation on misdemeanor counts of menacing and disorderly conduct. He must testify against Cobb.<\/p>\n<p>&nbsp;<\/p>\n<p>WASHINGTON (AP) &#8211; The Food and Drug Administration is warning against eating Uncle Ben&#8217;s rice products served at schools, restaurants, hospitals and other food service institutions after children in three states had skin reactions and other symptoms that were linked to the rice.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Uncle Ben&#8217;s products in grocery stores have not been recalled.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mars Foodservices of Greenville, Miss., is recalling 5- and 25-pound bags of the rice.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The FDA said that it found out on Feb. 7 that 34 students and four teachers in Katy, Texas, had experienced burning, itching rashes, headaches and nausea for 30 to 90 minutes after eating the rice. The symptoms eventually went away.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The FDA said 25 students in Illinois had reported a similar reaction in December. <strong>Another incident was reported in North Dakota in October.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Health Department says more than 10,000 gallons of saltwater leaked from an oil well site in the western part of the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Environmental geologist Kris Roberts says the spill about three miles west of Alexander has been contained. Roberts says Englewood, Colo.-based Rim Operating Inc. reported the spill Saturday night.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Roberts says inspectors were en route to the site on Monday afternoon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Saltwater is a byproduct of oil production.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Roberts says some of the saltwater left the well site and migrated about 1,000 feet through an iced-over drainage. (AP) &#8211; An American Indian reservation in the Dakotas that has been hard hit by the nation&#8217;s propane shortage is getting help from the Shakopee Mdewakanton (mehd-WAH&#8217;-kuh-tuhn) Sioux.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minnesota tribe that operates several enterprises including a casino and runs a charitable giving program is giving the Standing Rock Sioux $500,000 for propane.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 As many as 5,000 homes on the reservation that straddles the North Dakota-South Dakota border rely on propane, and many residents can&#8217;t afford the higher fuel prices tied to the shortage.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Gov. In closing arguments, prosecutors told jurors they saw evidence of a mayor on the take. The defense said prosecutors presented a highly misleading case built partly on lies from witnesses who made plea bargains. A 21-count indictment alleges that Nagin sought and accepted hundreds of thousands of dollars&#8217; worth of bribes from people doing business with the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; Labor Secretary Thomas Perez says it&#8217;s the first time an entire industry has promised to focus on providing jobs and training opportunities for military veterans. The construction industry is pledging to hire more than 100,000 veterans within the next five years. First Lady Michelle Obama announced the commitment by more than 100 construction companies and associations. She says in addition to helping the former service members, the commitment will help companies grow and boost the U.S. economy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; The White House is applauding the decision by a University of Missouri football player to announce that he is gay. President Barack Obama&#8217;s spokesman, first lady Michelle Obama and Vice President Joe Biden are all describing Michael Sam as a courageous and inspirational athlete. Sam is expected to be drafted by an NFL team in May &#8212; which would make him the first openly homosexual player in pro football.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NORFOLK, Va. (AP) &#8211; The National Transportation Safety Board says the captain of a replica 18th-century sailing ship that sank off North Carolina during Hurricane Sandy had made a reckless decision to sail into the storm. The HMS Bounty sank about 100 miles south of Cape Hatteras in October of 2012. One member of the crew died, and the captain was never found. The NTSB released its findings Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 KRASNAYA POLYANA, Russia (AP) &#8211; American snowboarder Shaun White starts his bid for a third straight gold medal in the Olympic halfpipe event tomorrow in Russia &#8212; but it looks like the halfpipe itself might still need some work.
