Giving Hearts Day was a 24 hour online fundraising event the benefits local businesses with matching funds of up to $4,000 by the Dakota Medical Foundation.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The Federal Railroad Administration says inspectors in North Dakota have found more than 13,000 defects and have written 721 violations against BNSF Railway since 2006.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Democratic Sen. Heidi Heitkamp asked the agency for the data following a fiery oil train derailment in eastern North Dakota in December. It happened when a train carrying soybeans derailed and caused a train carrying crude oil to derail near Casselton. The crash caused massive explosions and left a cloud over the Cass County town.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Federal Railroad Administration says there have been four derailments in Cass County in nine years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Heitkamp says she still wants to know if the county is receiving special attention. She says the area deserves increased focus due to its derailment history.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 BNSF didn&#8217;t immediately return telephone calls seeking comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A movie theater company that offers alcohol at theaters in Minnesota, Wisconsin and Nebraska wants to do the same in North Dakota&#8217;s largest city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Marcus Theaters is proposing to add a bar at the 14-screen West Acres Cinema in Fargo, and serve beer, wine and cocktails throughout the complex.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The proposal is part of Marcus Theaters&#8217; multimillion-dollar upgrade of its Fargo facilities to include state-of-the-art screens and new seating.\u00a0The \u00a0company is pursuing a city liquor license at a reduced cost of $10,000, to make the plan affordable. That would be much lower than the going rate of $105,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police Chief Keith Ternes (TUR&#8217;-nuhs) says he has concerns about the request and will need some convincing. Ternes also serves on the city&#8217;s Liquor Control Committee.<\/p>\n<p>\u00a0\u00a0MANDAN, N.D. (AP) &#8211; Mandan&#8217;s City Commission has given initial approval to an ordinance banning the sale of electronic cigarettes to minors.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0A final vote is set March 4 on the proposal, which would ban the sale or giving of e-cigarettes to minors and prohibit those under 18 from possessing or using them. Violators would face a fine up to $500.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 E-cigarette inhalers are an odorless, vapor-emitting substitute for tobacco cigarettes. The federal government does not yet regulate e-cigarettes, though several states including North Dakota have expanded indoor smoking bans to include them.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bismarck and Fargo already have banned the sale of e-cigarettes to minors, and Williston commissioners have given initial approval to a similar ordinance.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; An effort to raise $50,000 for a pilot project aimed at moving Standing Rock Reservation homes away from reliance on propane fuel has reached its goal in just a couple of weeks.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The &#8220;Heating the Rez&#8221; effort has drawn more than 1,150 donations from as far as Australia and Sweden. The money will outfit 20 homes with heat stoves that burn pellets made from natural materials.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorney and American Indian activist Chase Iron Eyes launched the effort in response to a propane crisis on the reservation straddling the North Dakota-South Dakota border. As many as 5,000 homes there rely on propane for heat, and residents have struggled to afford higher propane prices tied to a nationwide shortage.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Iron Eyes wants to end the dependence on propane and promote renewable fuels.<\/p>\n<p>BISMARCK, N.D. Activists Wednesday stormed into the post office in Independences Square after a nearby building they had previously occupied was burned down in yesterday&#8217;s clashes with police.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) &#8211; A man who was accused of building homemade bombs to wage holy war in New York City has pleaded guilty to a terrorism charge. The plea from Jose Pimentel came less than a week before his scheduled trial in a rare state-level terrorism case. He&#8217;s been promised a sentence of 16 years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 CLEARFIELD, Pa. (AP) &#8211; A chain-reaction crash involving an estimated 50 vehicles has shut down a 13-mile stretch of westbound Interstate 80 in western Pennsylvania. State transportation officials say the pileup on the icy highway involved several tractor-trailers and a gasoline tanker. There are no reports of serious injuries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 SOCHI, Russia (AP) &#8211; The Russians have been eliminated from Olympic hockey competition. The Russian men&#8217;s team lost Wednesday to Finland, 3-to-1, despite a roster of big-name stars, including the NHL&#8217;s reigning MVP, Alex Ovechkin. The loss crushed the Russians&#8217; dreams of winning hockey gold medals in front of their own fans.
