Details of services will be released at a later date.\u201d<\/p>\n<p>Newman started the company in 1956 painting signs in his mother-in-law\u2019s garage to pay for college. Harold was 80 years old.<\/p>\n<p>Newman Signs has offices in Jamestown, Fargo and New Mexico.<\/p>\n<p>Arrangements are pending with Eddy Funeral Home.<\/p>\n<p>More information becomes available.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The National Weather Service says the risk of spring flooding along major rivers in western North Dakota appears low.<\/p>\n<p>The agency on Thursday issued long-range outlooks for the Missouri, Souris and James River valleys. The outlooks will be periodically updated as spring arrives.<\/p>\n<p>Officials say the risk of flooding in the James and Missouri river basins is normal to below normal for most locations. Exceptions are Apple Creek and the Cannonball River near Breien.<\/p>\n<p>Officials say the risk of minor flooding along the Souris and Des Lacs rivers above Minot is near normal. The risk increases downstream of Minot.<\/p>\n<p>Officials say the snowpack above Souris River dams in Canada is normal for this time of year.<\/p>\n<p>National Weather Service officials say winter conditions have been favorable for Red River Valley residents looking to get a spring break from flooding.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 But forecasters say that could change depending largely on the melting cycle and possible late precipitation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weather service on Thursday issued its second flood outlook of the season. Meteorologist Greg Gust says there aren&#8217;t drastic changes from the January report that showed a low risk of severe flooding along the Red River and its tributaries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gust says cold weather could persist into March and early April and a delayed frost is expected. He says that is mostly good news but could increase the exposure to heavier snow or rain.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Jamestown (CSi) The Jamestown City Council\u2019s Public Works, Police &amp; Fire, Committees met Thursday evening at City Hall.\u00a0 All members were present.<\/p>\n<p>Police &amp; Fire Committees<\/p>\n<p>No items for discussion at this time.<\/p>\n<p>Public Works Committee business:<\/p>\n<p>The committee recommended approval of the 2014 City of Jamestown Standard Specifications (copies available in the Engineering Department).<\/p>\n<p>The committee considered Sellin Brothers Claims relating to Otter Tail Power Co lines and Century Link Lines relative to the Sanitary Sewer Lift Replacement and Sanitary Sewer Mains Project. City Attorney Ken Dalsted recommends Sellin go back to the utilities.The committee recommends forwarding the item to the March City Council meeting without recommendations as the city has not heard from the legal counsel involved.<\/p>\n<p>The committee recommends approving an operator position for the Water Treatment Plant and for the Wastewater Treatment Plant. City Engineer, Reed Schwartzkopf said the plant improvements are underway.\u00a0 The committee recommends approving advertising for both positions.<\/p>\n<p>The committee recommends bidding the replacement of a Roll-off Truck for the Sanitation Department.<\/p>\n<p>Discussion then concerned the painting scheme and additional $44,300 and additional 30 days for painting completion on the new Southwest Water Tower. The committee had approved a one color base paint with a multicolored JSDC logo. Council Member Brubakken said the individuals he\u2019s talked with favor keeping the simple paint scheme and forego the additional dollars.<\/p>\n<p>Jim Boyd favors saving the additional dollars, and invest it in a marketing position for the City of Jamestown.<\/p>\n<p>From the Audience, Richard Klose presented the committee with a proposal to paint the tower, that he said will become a landmark, and tourist attraction, that will be painted 360 degrees on the tower. The committee looked at a hot air balloon design.<\/p>\n<p>Mayor Andersen said the criteria for the proposed blue paint design is for a progressive, modern design, recognized from a distance, and has the name &#8220;Jamestown, North Dakota,&#8221; which she favors facing Highway 281 and the Business Park.<\/p>\n<p>Council Member Gumke suggested a royal blue tower, with a JHS Blue Jay logo.<\/p>\n<p>Council Member Kourajian recommends the hot air balloon design.<\/p>\n<p>Council Member Buchanan moved to have the tower painted a basic blue with &#8220;Jamestown&#8221; of Blue Jay logo painted on it a save the $44,300. The base bid was $25,000.<\/p>\n<p>The committee recommends 4-1 to accept the basic scheme with Mayor Andersen in opposition. (AP) &#8211; Minot police have arrested a woman they say intentionally set fire to an apartment that she and her husband rented.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities who responded to the Wednesday fire deemed it suspicious. Authorities began looking for 37-year-old Janette Martin, and Ward County deputies arrested her a short time later after she was involved in a single-vehicle rollover crash.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Martin was treated at a hospital and then arrested. She was formally charged Thursday with endangering by fire, a felony. Court documents do not list an attorney for her.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police Capt. John Klug (kloog) says authorities have not yet identified a possible motive. He says Martin allegedly tried to set several fires in the apartment, causing mostly smoke and water damage. Her husband wasn&#8217;t home at the time, and no one was hurt.<\/p>\n<p>&nbsp;<\/p>\n<p>BILLINGS, Mont. (AP) &#8211; A 47-year-old North Dakota man has been sentenced to 14 years in prison for his role in distributing large amounts of pure methamphetamine in northeastern Montana.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Samuel David Everson III of Fairview, N.D. was sentenced Tuesday by U.S. District Judge Donald Molloy in Billings for possession of methamphetamine with intent to distribute.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The U.S. Attorney&#8217;s Office says Everson was arrested and prosecuted as part of Project Safe Bakken, a cooperative effort among federal and state prosecutors and federal, state, local and tribal law enforcement agencies in Montana and North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors alleged Everson and others distributed meth in Sidney and Fairview, Mont., between April 2012 and September 2013.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A Seattle doctor accused of turning in phony Medicare claims that included nursing home visits to patients who were dead says he will plead guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 John C. Chen is charged in federal court with six counts, including health care fraud and false statements related to health care.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The case is being heard in North Dakota because Fargo-based Noridian Healthcare Solutions LLC processes and pays Medicare Part B claims in Washington state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Chen submitted 673 claims for medical services in the Seattle and Tacoma, Wash., area from 2007 through 2010, when he allegedly was out of the country.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Chen&#8217;s lawyer, Robert Flennaugh II, filed a change of plea notice Wednesday night. Flennaugh was not immediately available for comment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A change of plea and sentencing hearing has not been scheduled.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Tesoro Corp. says an excavator struck an oil pipeline in western North Dakota, spilling about 75 barrels of crude, or about 3,150 gallons.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The company says it happened Wednesday afternoon near Cartwright, which is west of Watford City near the Montana border.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tesoro says the release of oil has been stopped and about 70 barrels&#8217; worth of oil has been recovered. The company says there were no injuries, and no impacts to wildlife were reported.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A new federal report shows North Dakota saw a small drop in its number of farms during the last five years, while the size of the average farm increased slightly.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The U.S. Department of Agriculture released the Census of Agriculture Thursday. It is based on 2012 data.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The report states the average number of farms in North Dakota in 2012 was 30,961. That&#8217;s down 3 percent from the 2007 census.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 But the average size of a farm at 1,268 acres is larger compared to the previous census. That&#8217;s up 2 percent or about 27 acres larger than the average in 2007.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The service portrays the average North Dakota farmer as 57 years old.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The census is issued every five years. It&#8217;s used in evaluating and implementing agriculture policies and programs.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A real estate trade group says the average value of homes sold last year in North Dakota topped $200,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Association of Realtors says that&#8217;s up more than 20 percent compared to 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s robust economy lead by its soaring oil production in the western part of the state has resulted in record-high home prices and skyrocketing rental prices that reflect tight supply and strong demand.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say home values have quadrupled in some areas since the state&#8217;s oil boom began a few years ago.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Finance Agency Executive Director Jolene Kline says the lack of affordable housing for seniors and low-income North Dakota residents has swelled well beyond the state&#8217;s oil-producing areas.<\/p>\n<p>&nbsp;<\/p>\n<p>OMAHA, Neb. (AP) &#8211; An economist says a survey of bankers in 10 Midwest and Plains states suggests the regional economy is losing steam.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Rural Mainstreet Index dropped below growth neutral in the February survey, hitting 48.4, compared with 50.8 in January and 56.1 in December.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The survey indexes range from 0 to 100, with 50 representing growth neutral. In all, according to protesters and Ukrainian authorities, more than 100 people have died this week in clashes in Kiev, after three months of mostly peaceful protests. The judge handed one smirking defendant an eight-year state prison term Thursday, with some credit for time served. The other man was sentenced to four years, also with credit for time served. The victim, Bryan Stow, was left permanently disabled by the beating.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 GENEVA (AP) &#8211; A Swiss court has ordered the co-pilot of a hijacked Ethiopian Airlines plane held in custody pending further investigation. The man is accused of hijacking the plane, which was headed to Rome, and landing it in Geneva instead on Monday. He reportedly wanted asylum there. None of the 200 passengers and crew members were injured in the incident.<\/p>\n<p>\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 SOCHI, Russia (AP) &#8211; The Canadian women&#8217;s hockey team has beaten the United States for the gold medal at the Winter Olympics in Sochi, Russia.
