HIGHS<br \/>\n\u00a015 TO 20.<\/p>\n<p>UNSEASONABLY COLD WEATHER<br \/>\n\u00a0FRIDAY INTO SUNDAY WILL BRING PERIODS OF HAZARDOUS WIND CHILLS IN<br \/>\n\u00a0THE 25 BELOW TO 45 BELOW ZERO RANGE DURING THE NIGHT AND EARLY<br \/>\n\u00a0MORNINGS.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The future of downtown Jamestown was the focus of the latest round of planning discussions.<\/p>\n<p>At the recent series of Jamestown Land Use and Transportation plan public input meetings, input included residents wanting to see the downtown area grow as a location that attracts people, and make it a destination.<\/p>\n<p>RDG Planning a Design planner Cory Scott, and Marty Shukert, another planner with RDG, were in Jamestown holding the meetings.<\/p>\n<p>Scott said, &#8220;The area has a good starting point with Babb\u2019s Coffee House and Buffalo City Rotisserie Grill and other businesses in the area.&#8221;<\/p>\n<p>He indicated that the railroad tracks through downtown can be a problem, and residents noted it was an area difficult to cross by pedestrians.<\/p>\n<p>Shukert added that other problems include the size of some of the buildings and associated parking lots.<\/p>\n<p>Facilities such as the Jamestown Civic Center are so large they don\u2019t connect to the overall downtown area.<\/p>\n<p>With the traffic flow on First Avenue, planners are studying the number or placement of traffic lights on the street, and a three-lane street, including a turning lane in each direction,still in the planning stages.<\/p>\n<p>The next planning session is being planned for the last week of March and will include the business corridors and Mill Hill areas.<\/p>\n<p>Input can also be given with the online survey at<\/p>\n<p><a href=\"http:\/\/www.rdgusa.com\/crp\/jamestown\"><b>www.rdgusa.com\/crp\/jamestown<\/b><\/a><b><b>.<\/b><\/b><\/p>\n<p>So far there has been about 300 online responses.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; Valley City State University President Steven Shirley is the new president at Minot State University.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Board of Higher Education on Thursday voted unanimously to appoint the Fargo native as the next leader at Minot State. That action came after the board interviewed the three finalists for the job.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Shirley has served in higher education for 17 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The other finalists were University of Texas at Tyler arts and sciences dean Martin Slann and State University of New York at Oswego provost and vice president for academic affairs Lorrie Clemo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 David Fuller is retiring in June from Minot State, which has about 3,500 students. He was named the school&#8217;s eighth president in 2004.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minot State president also heads Dakota College at Bottineau.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0SIOUX FALLS, S.D. (AP) &#8211; Dakotas-based Sanford Health is spending $30 million on a system to track every patient, employee and piece of hospital equipment in its system.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Patient wristbands and employee badges soon will include a chip that will communicate with the tracking system by sensors mounted on walls in rooms and hallways. Equipment such as gurneys, wheelchairs, surgical devices and intravenous pumps will be tagged for instant tracking.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The software is from Intelligent InSites, a Fargo, N.D., business that&#8217;s designed tracking systems for 70 customers in 150 locations.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sanford will phase in the technology within five years, starting with a clinic in Moorhead, Minn. It eventually will cover Sanford&#8217;s 126-city, nine-state network.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sanford is based in Fargo and Sioux Falls, S.D. (AP) &#8211; The North Dakota National Guard has partnered with two African countries as part of a federal program that fosters security cooperation between other nations and the United States.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Guard on Thursday announced it has established a working agreement with the Togolese Republic and the Republic of Benin. The Guard in January commemorated the 10th anniversary of its partnership with Ghana.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. But a potentially dangerous confrontation with Russia is taking shape. Russia has given shelter to Ukraine&#8217;s fugitive president, Viktor Yanukovych (yah-noo-KOH&#8217;-vich), who is said to be holed up in a luxury government retreat in advance of a news conference tomorrow. Meanwhile, Russian fighter jets have been flying above the border. And masked gunmen have stormed the parliament in Ukraine&#8217;s Crimea region, declaring their allegiance to Russia.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; Senate Republicans have blocked a Democratic bill that would enrich health, education and job-training programs for the nation&#8217;s 22 million veterans. The sweeping $21 billion measure would do everything from letting more veterans get in-state college tuition to providing fertility treatments for wounded troops. Republicans complained that the bill was too expensive. And they were upset that Majority Leader Harry Reid prevented a vote on a GOP amendment cutting the bill and adding sanctions against Iran for its nuclear program.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 LOUISVILLE, Ky. (AP) &#8211; Officials in Kentucky will immediately have to start recognizing same-sex marriages performed in other states and countries. That order came Thursday from a federal judge, who issued a final ruling throwing out part of the state&#8217;s ban on gay marriages. The order doesn&#8217;t affect a related lawsuit seeking to force the state to issue marriage licenses to same-sex couples.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 CHEYENNE, Wyo. (AP) &#8211; Turns out the worst state for carbon dioxide emissions per person isn&#8217;t smoggy California or bustling New York, but a state famous for big, clear skies: Wyoming. New federal figures show Wyoming in 2011 emitted more than 112 metric tons of carbon dioxide per person &#8211; more than six times the national average. Wyoming also is the top coal-mining state. Burning coal to generate electricity produces large amounts of CO2. But state officials say EPA efforts to curtail greenhouse emissions are a &#8220;war on coal.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 LONDON (AP) &#8211; Britain&#8217;s Guardian newspaper says a British intelligence agency is stealing screenshots from hundreds of thousands of webcam videos by Yahoo users. And it says the collection includes a huge amount of intimate photos. The newspaper says the agency GCHQ has been intercepting video chats such as the kind offered by Yahoo Messenger.
