USE EXTRA<br \/>\n\u00a0CAUTION.<\/p>\n<p>WIND CHILLS FRIDAY NIGHT AND<\/p>\n<p>SATURDAY NIGHT WILL APPROACH 40 TO 50 BELOW ZERO ACROSS THE NORTH<\/p>\n<p>AND PARTS OF THE JAMES RIVER VALLEY.<\/p>\n<p>THE MOST FRIGID AIR MOVING IN NORTH TO SOUTH SATURDAY<\/p>\n<p>\u3000<\/p>\n<p>Bismarck (CSi) \u2013 The State Board of Higher Education Thursday named Steven Shirley, Ph.D., as the next president of Minot State University, Minot, N.D.<\/p>\n<p>Shirley currently serves as president of Valley City State University where he leads a campus of over 1,300 students and 190 faculty members.<\/p>\n<p>Board Chair Kirsten Diederich, says, &#8220;The Board is pleased to appoint such a passionate leader as Dr. Shirley to serve as the president of Minot State University. His strong understanding of what\u2019s important to students, especially in North Dakota, clearly demonstrates that he is someone who can continue to drive the growth of this university.&#8221;<\/p>\n<p>Interim Chancellor Larry C. Skogen adds, &#8220;Dr. Shirley has already shown himself to be a strong leader and a great partner in higher education in North Dakota. I look forward to continuing to work with him as the president of Minot State.&#8221;<\/p>\n<p>Board Vice Chair Dr. Terry Hjelmstad chaired the campus committee that screened applicants, interviewed semifinalists, and forwarded its recommended finalists for the position to the Board.<\/p>\n<p>Hjelmstad says, &#8220;The President Search Committee deserves credit for its thorough work. The committee was impressed by Dr. Shirley\u2019s passion for and understanding of Minot State University, and I expect he will do an excellent job leading the university.&#8221;<\/p>\n<p>Shirley previously served as Vice President and Dean of Student Affairs at Dakota State University and an assistant professor and Director of Study Abroad at the University of Minnesota, Crookston. He is a Fargo native with strong ties to the Minot community.<\/p>\n<p>Shirley earned a Ph.D. in teaching and learning: higher education from the University of North Dakota, Grand Forks, N.D. He also holds a master of business administration degree (M.B.A.) with emphasis on marketing and global business and a bachelor\u2019s degree in business administration from the same university.<\/p>\n<p>Shirley will take over as president by July 2014. He will succeed David Fuller, Ph.D., who announced he will retire after 10 years.<\/p>\n<p>Jamestown (CSi) The future of downtown Jamestown was the focus of the latest round of planning discussions.<\/p>\n<p>At the recent series of Jamestown Land Use and Transportation plan public input meetings, input included residents wanting to see the downtown area grow as a location that attracts people, and make it a destination.<\/p>\n<p>RDG Planning a Design planner Cory Scott, and Marty Shukert, another planner with RDG, were in Jamestown holding the meetings.<\/p>\n<p>Scott said, &#8220;The area has a good starting point with Babb\u2019s Coffee House and Buffalo City Rotisserie Grill and other businesses in the area.&#8221;<\/p>\n<p>He indicated that the railroad tracks through downtown can be a problem, and residents noted it was an area difficult to cross by pedestrians.<\/p>\n<p>Shukert added that other problems include the size of some of the buildings and associated parking lots.<\/p>\n<p>Facilities such as the Jamestown Civic Center are so large they don\u2019t connect to the overall downtown area.<\/p>\n<p>With the traffic flow on First Avenue, planners are studying the number or placement of traffic lights on the street, and a three-lane street, including a turning lane in each direction,still in the planning stages.<\/p>\n<p>The next planning session is being planned for the last week of March and will include the business corridors and Mill Hill areas.<\/p>\n<p>Input can also be given with the online survey at<\/p>\n<p><a href=\"http:\/\/www.rdgusa.com\/crp\/jamestown\"><b>www.rdgusa.com\/crp\/jamestown<\/b><\/a><b><b>.<\/b><\/b><\/p>\n<p>So far there has been about 300 online responses.<\/p>\n<p>\u3000<\/p>\n<p>Valley City (CSi) Mike Metcalf has sold Valley Flooring in the Valley City Scott and Carmen Waldie of the &#8220;Home Design Center&#8221; in Jamestown. Scott Waldie says Valley Flooring is a nice fit for his expanding business.Waldie has named Jenn Dooley as the store manager in Valley City. Waldie says employees Jill Heck and Lori Trucke will continue working for the company in Valley City.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A North Dakota woman who was caught with heroin after she was pulled over for speeding says she will plead guilty in federal court.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Clay Brooke Left Hand is charged with conspiracy to possess with intent to distribute heroin. The charge carries a maximum penalty of 20 years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Left Hand was arrested on U.S. Highway 83 near Underwood on July 18. Authorities say she and two other people were planning to distribute heroin on the Fort Berthold Indian Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say there was 10 grams of heroin in the vehicle.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A man who supplied the synthetic drugs that led to the overdose deaths of two teens in the Grand Forks area has been sentenced to more than 11 years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Adam Budge pleaded guilty earlier to conspiracy to distribute controlled substances resulting in serious bodily injury and death.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Budge stole the drugs that wound up in the hands of 18-year-old Christian Bjerk (Bee&#8217;-urk), of Grand Forks, and 17-year-old Elijah Stai (sty), of Park Rapids, Minn. They died in June 2012 after ingesting the substances.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S District Judge Ralph Erickson on Thursday sentenced Budge to 136 months in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Erickson says the case involved young people who &#8220;thought they were amateur chemists&#8221; and adults who failed to intervene.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 At least 15 people have been charged in the case.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; A former Grand Forks police officer convicted of disorderly conduct in a gun-related incident at a party has been sentenced to 100 hours of community service.<\/p>\n<p>A jury late last year convicted 28-year-old Jace Prelip of the misdemeanor charge but found him not guilty of the more serious charge of felony terrorizing. He was sentenced Thursday.<\/p>\n<p>Prelip also must complete a chemical dependency evaluation. If he successfully completes a year of unsupervised probation the charge will be removed from his record.<\/p>\n<p>Prelip was accused of holding an unloaded gun to another man&#8217;s head during a party in August 2012. He resigned from the police force a few days later. He could have faced up to five years in prison had he been convicted of terrorizing.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A judge has ordered a presentence investigation before accepting a plea agreement for a white supremacist accused of terrorizing fellow residents of his small North Dakota town by carrying out threatening armed patrols.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sixty-two-year old Craig Cobb of Leith agreed to plead guilty to five misdemeanor charges and one felony terrorizing charge on Thursday in a deal that would have spared him further jail time.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge David Reich told attorneys he did not feel comfortable accepting the plea deal until a thorough psychological and background investigation was done.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cobb has been in jail since Nov. 16. He is accused of using guns in mid-November to terrorize residents of Leith, the small community he unsuccessfully tried to turn into an all-white enclave.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; About 1,500 North Dakotans signed up for private insurance under the federal health care law in January, and the state no longer has the lowest total in the nation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Including people enrolling for Medicaid, North Dakota&#8217;s total enrollment is close to 7,000. The\u00a0 total pushes North Dakota ahead of South Dakota and Wyoming, which have about 5,000 and 5,300 signups, respectively.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 People can compare coverage and prices and select health plans through the marketplace. The open enrollment period ends March 31. Uninsured people who don&#8217;t sign up for a plan will face tax penalties when they file their returns for the 2014 tax year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; As the western North Dakota oil patch hub of Williston grows, so does the amount of money the city needs to subsidize housing for city employees.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0 Employees get $500 per month for housing, and the total went from $643,000 in 2012 to $1.2 million last year. City Commissioner Brad Bekkedahl says he expects the amount to climb to $1.5 million this year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A national study from an apartment renting guide recently found that Williston had the highest average rent in the United States, at nearly $2,400 a month for a one-bedroom apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Williston plans to seek more state money.
