This option would cost $25,000, with the logo facing the interstate. (see proposed designs and the public survey on line E-Mailed to City Council members) <a href=\"http:\/\/csinewsnow.com\/?p=39840\"><b><i>http:\/\/csinewsnow.com\/?p=39840<\/i><\/b><\/a><\/p>\n<p>At Monday&#8217;s meeting,\u00a0Mayor Andersen said public sentiment seems to be spending the least amount of dollars, and suggested a solid color (blue) with no logo. She said a logo could be added later. Interstate Engineering\u2019s Travis Dillman said there could be some additional costs to add the logo later.<\/p>\n<p>Council Member Buchanan said public comment to him was the same, to be economical. He suggested silver or white, to stand out better.<\/p>\n<p>A motion was made to approve a change order to the basic bid, with the white tower with black letters. The amended motion was then to be white with no lettering, and further amended to be \u201ca solid color.\u201d<\/p>\n<p>Mayor Andersen said she prefers a solid color with no lettering.<\/p>\n<p>Richard Klose of Jamestown re-explained the choice of a Hot Air Balloon design and cost of that type of paint scheme, at other locations.<\/p>\n<p>City Engineer Reed Schwartzkopf said the paint should include a tint to not show discoloring.<\/p>\n<p>The City Council voted unanimously to approve a solid color with no lettering.<\/p>\n<p>A one color paint job is included in the base bid and will result in a savings of approximately $25,000 with the change order.<\/p>\n<p>\u00a0Mayor Andersen further talked about the topic and the council\u2019s decision on City Matters on CSi Cable 10.<\/p>\n<p>On The Regular Agenda<\/p>\n<p>Resolutions:<\/p>\n<p>The Council tabled the request of Sellin Brothers claims relating to Otter Tail Power Co lines and CenturyLink Lines relative to the Sanitary Sewer Lift Replacement and Sanitary Sewer Mains Project.<\/p>\n<p>Also tabled was the request of Norm Aldinger for the City to direct Otter Tail Power Company to remove the structure at 113 12th Avenue NE based on language in the city franchise ordinance.<\/p>\n<p>Committee Reports:<\/p>\n<p>Awarded the bid for the sale of an impounded\/abandoned vehicle a 1996 Dodge Ram to Larry Hanson in the amount of $1,400.<\/p>\n<p>&nbsp;<\/p>\n<p>Ordinances:<\/p>\n<p>First Reading of Ordinances included, allowing for the issuance of a caterers license to dispense alcoholic beverages in non-public buildings.<\/p>\n<p>To amend and re-enact Section 2-19.1 of the City Code pertaining to administration.<\/p>\n<p>To amend the District Map to change the zoning of Lot 8, Block 3, Buchholtz Fourth Addition, from R-1 (One-Family Residential District) to P-O-C (Public, Open Development &amp; Conservation District).<\/p>\n<p>To amend and re-enact an Ordinance with the District Map to change the zoning of Plat C in the SW1\/4 of Section 36, Twp. 140N, R64W, in the City of Jamestown, from R-1 (One-Family Residential District) to P-O-C (Public, Open Development &amp; Conservation District). Parsons to serve as a member on the James River Valley Library System Board for a three (3) year term to expire March 2017.<\/p>\n<p>Appointed John Gletne (City employee) and Ramone Gumke (City Council) to serve as representatives on the Pension Committee for a one (1) year term to expire March 2015.<\/p>\n<p>Mayor and Council Member Reports: Council Member Buchanan questioned if any action has been taken concerning the Noise Ordinance.<\/p>\n<p>City Attorney Dalsted said the Ordinance is being reviewed for possible further discussion concerning enforcement.<\/p>\n<p>Council Member Kourajian questioned the progress on city wide recycling.<\/p>\n<p>City Engineer Schwartzkopf said the city and recyclers are holding some preliminary talks.<\/p>\n<p>Other Business:<\/p>\n<p>Approved recognizing the Curtis Diede Benefit as an other public spirited organization and to authorize the issuance of a Charity Local Permit with the event to take place March 27, 2014, at the Quality Inn &amp; Suites (Banquet Rooms).<\/p>\n<p>Approved the requests for street closings and\/or permits to allow alcoholic beverages in fenced areas for the St. Patrick\u2019s Day Run, on March 15, 2014, for the following: Buffalo Lanes, Inc.; Buffalo City Rotisserie Grill; Corner Bar; Cork and Barrel, Inc.(Elk\u2019s location); Frontier Fort &amp; Grill; Knights of Columbus; Los Molcajetes (moh-koh-Hay-tays) Mexican Restaurant, Office Bar &amp; Lounge; Shady\u2019s; Vets Club; and Wonder Bar Sports Bar. Boundary changes may occur pending city staff concerns.<\/p>\n<p>Granted the application for a temporary taxicab license to Jerry Iverson Construction on March 15, 2014, for the &#8220;Running of the Green&#8221; to raise funds for Relay for Life and Camp Grassik.<\/p>\n<p>The city Council granted the request from the JSDC for Economic Development Funds, in the amount of $1,935,000.00, to cover the cost of purchasing a 320 acre parcel of real estate in Spiritwood Township from David Klose, with the City Share to be 90-percent and paid from the City Sales Tax Fund.<\/p>\n<p>The JSDC\u2019s, executive committee approved purchasing 320 acres of land in Spiritwood Township next to the Spiritwood Energy Park Association property.<\/p>\n<p>The land costs $6,000 per acre about $2 million for the parcel.<\/p>\n<p>The JSDC Board of Directors approved the purchase on February 3rd<\/p>\n<p>The City Council voted unanimously to grant the request.<\/p>\n<p>The Stutsman County Commission, will vote on changes to the request, concerning annexation issues and JSDC retaining ownership of the land.<\/p>\n<p>The\u00a0\u00a0City Council authorized advertising for bids for Improvements to Water Distribution Pumping Facilities for the GRE process water supply at the Spiritwood Energy Park.<\/p>\n<p>Approved a Resolution of Finding of Necessity with Respect to Urban Renewal.<\/p>\n<p>Approved a Resolution Adopting General Development Plan for the City of Jamestown.<\/p>\n<p>Addendum\u2026<\/p>\n<p>ORDINANCES:<\/p>\n<p>The City Council discussed the First Reading of an ordinance regarding temporary housing, also known as &#8220;Crew Camps.&#8221; Regulation and enforcement is under the First Reading, with the Ordinance being draft by the City Attorney\u2019s office.<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>The City Council approved Resolutions to authorize the submission of grant applications for Section 5311 and State Aid to Public Transit funding on behalf of Jamestown Taxi Service and committing the local share of funds necessary.<\/p>\n<p>The meeting was shown live on CSi 67 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) The 2014 Barnes County Relay For Life the 15th year will be Friday June 13th, in conjunction with Rally in The Valley, on the lawn of the Barnes County Courthouse.<\/p>\n<p>Co-event coordinator Lisa McCulloch says a team sign up meeting will be on March, 20, 2014 at the Open Door Center&#8217;s Administration building in Valley City.<\/p>\n<p>The public is welcome to attend the meeting to learn more about the Barnes County Relay For Life.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DICKINSON, N.D. (AP) &#8211; A fire at a Catholic high school in Dickinson heavily damaged the building and canceled Monday&#8217;s classes.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Firefighters responded to Trinity High School just after 1 a.m. after receiving a call about the fire alarms going off.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dickinson Fire Chief Robert Sivak says the building suffered heavy smoke damage throughout the school, extensive fire damage in the office area and structural damage to the ceiling above the office area, which is the floor of the library.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It took 29 firefighters about two hours to put out the blaze.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sivak says the fire started in the main office but the cause is under investigation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials plan to have students take classes at the public schools or at the university.<br \/>\n\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A Los Angeles man has been sentenced to home confinement and ordered to pay back more than $400,000 for filing bogus Medicare claims to Fargo-based Noridian Healthcare Solutions LLC.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Robert Olie pleaded guilty in November to conspiracy to commit health care fraud. The plea deal came on the fifth day of a jury trial.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Olie filed Medicare claims for expensive power wheelchairs and then provided patients with cheaper electric scooters or nothing at all.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson on Monday sentenced Olie to one year of home confinement and ordered him to pay $417,811 to Noridian and forfeit $100,000 to the government.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Olie told Erickson in a letter filed last week that he knows what he did was wrong and has learned a lot from his mistakes.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Four of the ten complaints a white supremacist has filed with North Dakota&#8217;s Department of Labor and Human Rights have been dismissed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Craig Cobb maintains he&#8217;s been harassed and discriminated against because of his religion, Creativity. State Human Rights Director Kathy Kulesa says three complaints have been dismissed because of a finding of no probable cause, and one for lack of jurisdiction. She says six complaints are still being investigated.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cobb has been jailed since mid-November for allegedly terrorizing residents of Leith, which he tried to turn into an all-white enclave.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He has agreed to plead guilty to five misdemeanor charges and one felony terrorizing charge in a deal that would spare him further jail time, but Judge David Reich has ordered a presentence investigation before he accepts the deal.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Industrial Commission says people should have a right to comment on oil drilling on public land but not on private land.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The commission regulates oil and gas development in the state. Gov. Jack Dalrymple, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) make up the panel. They voted on Monday to cut private land out of the proposal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem last year submitted a proposed list of 18 places for special protection. The so-called special or extraordinary places list included private and public land.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem&#8217;s proposal has been criticized by some Republican lawmakers and oil and farm groups because it had included a provision for public comment on drilling on private land.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Conservation groups wanted the policy to include public review for public and private land.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Industrial Commission will require oil companies to submit a plan to capture natural gas before a well can be drilled.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The commission regulates oil and gas development in the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Natural gas is a byproduct of oil production but gas pipelines and processing facilities haven&#8217;t kept pace with oil drilling.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota drillers currently burn off, or flare, more than 30 percent of the valuable gas compared to the national average of less than 1 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A group representing hundreds of companies working in North Dakota&#8217;s oil patch told state regulators on last month that it expects the industry to be capturing 85 percent of the gas by 2016, and 90 percent within six years.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; Basin Electric Power Cooperative says it has started commercial operation of a natural gas-based peaking station northwest of Williston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Company officials say Pioneer Generation Station Unit 3 will help provide needed electrical stability in the Williston Basin. Unit 1 started commercial operation in September and the plant&#8217;s Unit 2 started commercial operation on Feb. The new unit began operations on Saturday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Each of the three units has 45 megawatts of generation capacity, giving the station a total rating of 135 megawatts.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Basin Electric&#8217;s Lonesome Creek Station is a natural gas-based peaking station west of Watford City that is also helping to serve electrical needs in the area.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Interim CEO Paul Sukut says the company is building additional generation and transmission and purchasing power to address the tremendous growth.<\/p>\n<p>&nbsp;<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>\u00a0KIEV, Ukraine (AP) &#8211; Ukraine&#8217;s acting president says the crew members on two Ukrainian warships are &#8220;ready to defend their ships.&#8221; Ukraine says the crew members have been given an ultimatum by Russian troops &#8212; either surrender the ships, or they will be seized. A Russian defense ministry spokesman is dismissing that report as nonsense, but he&#8217;s refusing to elaborate. The ships are in a harbor in Ukraine&#8217;s Crimea region.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; President Barack Obama says Russia is &#8220;on the wrong side of history&#8221; in Ukraine and its actions violate international law. Obama told reporters in the Oval Office Monday that the United States is considering economic and diplomatic options that will isolate Russia. The president called on Congress to work on an aid package to Ukraine and make it the &#8220;first order of business.&#8221; Obama said continued military actions in Ukraine &#8220;will be a costly proposition for Russia.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; As the deadline nears for completing a framework for Israeli-Palestinian peace talks, President Barack Obama says tough decisions will have to be made. Speaking during a meeting with Israeli Prime Minister Benjamin Netanyahu (neh-ten-YAH&#8217;-hoo) Monday, Obama said it&#8217;s still possible to create two states &#8211; one for Israelis and one for Palestinians. But he said it&#8217;s difficult and requires compromises on all sides. He&#8217;s commending Netanyahu for engaging in &#8220;tough negotiations&#8221; with the Palestinians.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; The number of flights canceled nationwide Monday because of the winter weather in the East has topped 2,700. According to the website FlightAware.com, the bulk of the problems are in Washington, Philadelphia and New York, but the cancellations extend up into New England.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 BOSTON (AP) &#8211; A gay rights advocacy group says it&#8217;s pushing for gay people to be allowed to march &#8220;openly and honestly&#8221; in Boston&#8217;s St. Patrick&#8217;s Day parade &#8212; but that an agreement hasn&#8217;t been reached with parade organizers. Over the weekend, it appeared as if Boston&#8217;s mayor had worked out a deal to let gay military veterans march under the banner of the gay rights group.
