LOWS IN THE LOWER 20S.<br \/>\nHIGHS IN THE UPPER 30S<\/p>\n<p>\u00a0SNOWFALL ACCUMULATIONS OF AROUND A HALF INCH ARE POSSIBLE FROM THE<br \/>\n\u00a0TURTLE MOUNTAINS SOUTH INTO THE JAMES RIVER VALLEY THROUGH TUESDAY<br \/>\n\u00a0NIGHT.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Interstate Engineering reports, due to recent warmer weather and resulting freeze-thaw cycles, the bridge on 2nd Street Southwest across the James River is closed and 2nd Street Southwest is closed to through traffic between 5th Avenue and 4th Avenue, Southwest.<\/p>\n<p>This area is expected remain closed until further notice to allow sufficient time to make necessary repairs.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The recent thaw is beginning to free up ice and some water movement is being detected along rivers.<\/p>\n<p>The National Weather Service in Bismarck reports that the James River through Jamestown has slightly risen from three feet to not quite 4 feet, on Monday.<\/p>\n<p>The flood stage is 12 feet in Jamestown.<\/p>\n<p>Jamestown and Pipestem Reservoirs, as of Monday, had shown no change in the levels.<\/p>\n<p>Latest \u00a0observations:<\/p>\n<p><a href=\"http:\/\/water.weather.gov\/ahps2\/hydrograph.php?wfo=bis&amp;gage=jmsn8&amp;view=1,1,1,1,1,1,1,1\"><b>http:\/\/water.weather.gov\/ahps2\/hydrograph.php?wfo=bis&amp;gage=jmsn8&amp;view=1,1,1,1,1,1,1,1<\/b><\/a><\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) The Jamestown\/Stutsman Development Corporation (JSDC) Board has offered to purchase a share of the Center for Economic Development building owned by the South Central Dakota Regional Council.<\/p>\n<p>The agreed on price is $125,000.<\/p>\n<p>The JSDC owns 50 percent of the Center for Economic Development, the Regional Council owns 32 percent, and the Jamestown Area Chamber of Commerce owns 18 percent.<\/p>\n<p>JSDC CEO Connie Ova, says the building was appraised at $470,000. The co-owners of the facility, the JSDC, SCDRC and the Jamestown Area Chamber of Commerce, have about $532,000 invested in the building.<\/p>\n<p>She says, &#8220;The 32 percent owned by the regional council would be valued at about $150,000,&#8221;<\/p>\n<p>Regional Council officicals are adding staff and has outgrown its space within the building.<\/p>\n<p>The completion of the sale will require the approval of the SCDRC Board of Directors, the Jamestown City Council and the Stutsman County Commission.<\/p>\n<p>In other business:<\/p>\n<p>The JSDC Board approved a jobs incentive fund grant to Dakota Spirit AgEnergy of up to $682,500. The grant amounts to $17,500 for each job with a wage above $15 per hour to a maximum of 39.<\/p>\n<p>Ova said the funds will be paid to DSA upon proof of hiring and wages for the new employees. The 39 new jobs created at DSA range in wages from $17 per hour to $38 per hour.<\/p>\n<p>The JSDC a Flex Pace and a Pace interest buy down for RealTruck.com. Ova says the loan of $80,000 from the JSDC would be used along with a grant of $175,000 from the Bank of North Dakota to reduce the interest rate on an expansion loan.<\/p>\n<p>The jobs incentive fund grant to DSA and the Pace interest buy down loan to RealTruck.com must be approved by the City Council and the County Commission before going into effect.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) A bone marrow donor registry drive will be held Monday, March 17, 2014, from 1\u20137 p.m. at the Anne Carlsen Center, in Jamestown.<\/p>\n<p>Through a painless cheek swab, potential marrow donors are able to join the Match Registry, which might pair them with patients suffering from diseases such as leukemia, lymphoma or sickle cell anemia. The registry event is limited to adults ages 18 to 44.<\/p>\n<p>The marrow donor registry event is driven by the need of Josh Bond of Jamestown. Bond, a 27-year-old husband and father of two, is stricken with acute myeloid leukemia and is in need of a marrow transplant.<\/p>\n<p>From: Paul McDonald (Dacotah Bank)<\/p>\n<p>Jamestown (CSi) Dacotah Bank will be extending it\u2019s branches and offering banking services for the city of Jamestown.<\/p>\n<p>Dan Vollmer, the bank\u2019s regional president in Rolla, says the company has purchased land in the southern part of the city, &#8220;We have plans to build a new 8,000 square foot bank near the Walmart store south of I-94 and west of U.S. Highway 281. More than 500 men and women of Dacotah Bank today serve over 50,000 clients with banking, insurance, mortgage, and trust and wealth management services in North Dakota, South Dakota, and Minnesota.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) A special meeting of the Jamestown Planning Commission will be Monday March 31, 2014 at 8-a.m., at City Hall.<\/p>\n<p>The panel will discuss zoning changes for the proposed Menards location in aouthwest Jamestown.<\/p>\n<p>The special meeting allows the City Council to hold its first reading of the zoning change in April and second reading in May.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) A 55-year-old Jamestown man charged with two counts of robbery and one count of criminal intent has pleaded not guilty.<\/p>\n<p>On Monday, Gary Hemphill appeared in Sotheast District Court in Jamestown, before Judge John Greenwood for a preliminary hearing.<\/p>\n<p>Hemphill waived the hearing and entered his pleas.<\/p>\n<p>Hemphill remains in the Stutsman County Correctional Center on a $50,000 cash bond. No date was set for a trial.<\/p>\n<p>Hemphill allegedly robbed the Cenex Gas Station on 10th Street Southeast on December 15, 2013, and the JetStream Car Wash, on 10th Street Southeast, on January 9, 2014.<\/p>\n<p>He allegedly attempted to rob Dan&#8217;s Sooper Stop on January 28, 2014, but left the gas station convenience store when he was confronted by one of the clerks. Law enforcement officers tracked him to his residence where he was arrested.<\/p>\n<p>Police was able to connect Hemphill to the first two robberies by having a clerk from one of the gas stations identify items of clothing police found in Hemphill&#8217;s residence that matched the description of clothing Hemphill wore while allegedly committing the robberies.<\/p>\n<p>Robbery is a Class C felony with a maximum penalty of five years in prison and a $10,000 fine. Criminal attempt is a Class B felony and has a maximum penalty of 10 years in prison and a $20,000 fine.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MANDAN, N.D. (AP) &#8211; A Mandan man accused of holding a woman against her will and threatening the life of her and her children has pleaded not guilty to felony charges of terrorizing and felonious restraint.<br \/>\n\u00a0<br \/>\n43-year-old Timothy Beiers and two others are accused of holding the woman at Beiers&#8217; home for more than a day and threatening to kill her and her children if she would not take the blame for drug charges against Beiers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Beiers later pleaded guilty to the drug charges and is to be sentenced in May. He faces more drug-related charges to which he pleaded not guilty Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The two others charged in the case have not yet entered pleas.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Police in Grand Forks say they arrested a 19-year-old man on charges of burglary, sexual assault and minor consumption of alcohol after a woman awoke to find him in her apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers were called to the building at about 3 a.m. Monday after the woman reported a burglary. She told police that she awoke to find the man in her apartment trying to pull down her under clothing. \u00a0She was able to run out and call police.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police arrived and determined that the suspect had been staying in the apartment below the victim. They arrested Jeremiah Begay, a transient construction worker from Pinon, Ariz., and booked him at the Grand Forks County Jail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorney information for Begay was not immediately available.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0MISSOULA, Mont. (AP) &#8211; A Montana man has pleaded guilty to defrauding customers in the Dakotas and Montana who made down payments on steel buildings. Prosecutors say Jonathan Oliver received nearly $8 million but only completed one building. They say he used money to buy things for himself, including vehicles and a nearly $700,000 home.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A Texas man accused of distributing chemicals that ultimately resulted in the synthetic drug deaths of two teens in the Grand Forks, N.D., area has pleaded guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Charles Carlton, of Katy, Texas, pleaded guilty Monday to three counts, including conspiracy to distribute controlled substances resulting in serious bodily injury and death. He faces life in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the chemicals sold by Carlton&#8217;s company, Motion Resources LLC, were manufactured into hallucinogens and wound up in the hands of 18-year-old Christian Bjerk, of Grand Forks, and 17-year-old Elijah Stai, of Park Rapids, Minn. They died within a week of each other in June 2012.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The plea agreement calls for Carlton to forfeit $385,000 in drug proceeds.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorney Alexander Reichert declined comment after Monday&#8217;s hearing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sentencing is scheduled for May 27.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Transportation Department says seasonal load limits will go into effect Wednesday on state and federal highways in the southwest and south central regions.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weight restrictions guard against damage to roads made susceptible by the spring thaw. (AP) &#8211; Watford City residents are deciding whether to build a high school that could cost up to $50 million.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The vote was being held Tuesday in the western North Dakota oil patch city where the public school enrollment has doubled since 2010. Superintendent Steve Holen says temporary fixes are no longer enough.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bond measure is for $27 million. About $23 million would come from other sources. The 162,000-square-foot building would be able to house 800 students.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bonds would be paid off through property tax increases.
