HIGHS IN THE UPPER 30S.<\/p>\n<p>&nbsp;<\/p>\n<div id=\"main\">\n<div>\n<div>\n<p>Jamestown (CSi) The Jamestown City Fire Department was called to two fires, within a few minutes of each other Wednesday afternoon.<\/p>\n<p>Deputy Chief Jerry Kainz says fire fighters were called out at 4:33 p.m. to an apartment building at 734 11th Street, <strong>Northeast<\/strong> to a report of smoke in a hallway.<\/p>\n<p>City firefighters found a large burn spot on the carpet in the lower-level hallway. The fire was out by the time the firefighters arrived on the scene.<\/p>\n<p>Seven units and 33 firefighters responded to the call.<\/p>\n<p>The cause of the fire is under investigation.<\/p>\n<p>While city firefighters were on the scene there, a call came in at 4:46 p.m., to 1605 4th Avenue, Southwest to a car fire. The car was near a structure.<\/p>\n<p>The fire was extinguished by a pumper truck from the south side station, with a deck gun.<\/p>\n<p>The car was destroyed.<\/p>\n<p>Seven units and 33 firefighters responded to that call.<\/p>\n<p>Kainz said the exact cause of the car fire has not been determined, as the car was being worked on prior to the fire.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p>Jamestown (CSi)\u00a0 The Jamestown Regional Medical Center (JRMC) Board of Directors announced Tuesday, March 11, 2014, the selection of K.C. DeBoer as the president and chief executive officer to start on April 21, 2014.<\/p>\n<p>Connie Krapp, chairman of the board, says that DeBoer is a great fit for JRMC with his experience in rural healthcare and focus on patient satisfaction.<\/p>\n<p>She says &#8220;We are very excited to have Mr. DeBoer on board to support the implementation of the new medical record system (Epic) and to help manage partnerships that are bringing additional specialties to the community, including wound care and cancer care.&#8221;<\/p>\n<p>DeBoer previously was employed by Avera St. Luke\u2019s in Aberdeen, SD as the vice president of the hospital division. He was responsible for the administrative direction of all clinical services and several support services. As CEO, DeBoer will oversee strategic, operational and clinical activities for the Jamestown Regional Medical Center in Jamestown, ND. DeBoer received an AA degree in Nursing from the University of South Dakota, a Bachelor of Science in Health Services Administration from the University of South Dakota and a Master of Health Services Administration from the University of Kansas.<\/p>\n<p>DeBoer has a strong background in both implementing new services as well as several facility construction projects. Among other accomplishments, DeBoer is responsible for advancing Avera St. Luke&#8217;s to a Level III trauma designation, developing an interventional cardiology program, developing a cancer care facility, an outpatient rehab facility and expanded sleep center.\u3000Along with his experience in leading service growth, DeBoer has demonstrated a strong history of increasing patient satisfaction as well as employee and physician engagement. Together, these resulted in increased clinical quality and outcomes while under DeBoer&#8217;s leadership.<\/p>\n<p>K.C. and his wife Stacey stated &#8220;We are excited about relocating to Jamestown and being active members of the community.&#8221; The DeBoer\u2019s have three sons, Daniel who is a Sophomore at the University of South Dakota, Matthew who will graduate from Aberdeen Central High School in May and plans to attend NDSU this fall, and Eric who is currently a Freshman at Aberdeen Central High School. Mr. DeBoer spends most of his leisure time with his family and especially watching their son\u2019s sporting activities. When not watching his boy\u2019s activities, he likes to hunt, fly fish, garden and cook (especially chili and salsa). Mr. DeBoer will be relocating to Jamestown as he starts his new role and his family will follow later in the summer. Mr. DeBoer, on his new role said &#8220;I welcome this opportunity to work with the Board, medical staff and the employees of Jamestown Regional Medical Center. According to Donna James, VCSU library director and LIT concentration chair, it continues to expand regionally, with an increasing number of students enrolling from other states including North Dakota.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Southeast Jamestown Regional DUI Task Force has announced that there will be an enhanced law enforcement presence and additional law enforcement officers on rural, city and state roads throughout the southeast Jamestown region this month.<\/p>\n<p>The Southeast Jamestown Regional DUI Task Force includes the North Dakota Highway Patrol, Foster, Griggs, Stutsman, McIntosh, Barnes and LaMoure counties\u2019 sheriff\u2019s depar-tments and Carrington, Jamestown, Valley City and Oakes police departments.<\/p>\n<p>Capt. Bryan Niewind of the North Dakota Highway Patrol, says &#8220;During our end of year enforcement in 2013, numerous drug and alcohol-related citations and arrests were made in our region. In my opinion, even one is too many.&#8221;<\/p>\n<p>The task force\u2019s last enforcement period Oct. 1-31 netted six driving under the influence arrests, six other alcohol-related citations, four seat belt citations, 13 speed citations, three driving while license was suspended citations and 18 other arrests and traffic citations.<\/p>\n<p>Niewind said, one of the biggest problems in preventing impaired driving is getting people to understand that buzzed driving is no different from drunk driving, Law enforcement officials stress that any alcohol in a motorist\u2019s system will affect his or her driving ability and encourage those who are going to drink to find a safe way home.<\/p>\n<p>Stutsman County Sheriff, Chad Kaiser said, &#8220;Tragically, DUI deaths account for more than 46 percent of highway traffic fatalities. So if these drivers had made a responsible choice and not gotten behind the wheel while impaired, 85 families would still be spending the holidays with their loved one.&#8221;<\/p>\n<p>In addition to alcohol, the task force also noted seeing impaired driving problems as a result of prescription drugs. Motorists should take warning labels seriously as many prescriptions can impair judgment and motor skills, resulting in dangerous impaired driving, the task force said.<\/p>\n<p>Funding for this enforcement is provided through the North Dakota Department of Transportation.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Two 19-year-old pedestrians at Bismarck State College have been taken to a hospital after being struck by a vehicle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0 Police say neither of the victims sustained serious injuries.\u00a0\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0Students and staff gathered outside to watch the commotion.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A 20-year-old Bismarck woman was driving the vehicle. She was not given a citation. A report of the incident was sent to the city&#8217;s attorney.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Four people charged in the stabbing death of a man at a farm house near Grand Forks late last year have pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-two-year-old Joe Saucedo, 24-year-old Vincent Gladue and 23-year-olds Thomas Begg and Jennifer Blue all face murder and burglary conspiracy charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The four are charged in the November 17th death of 33-year-old Ruben Cisneros, the ex-boyfriend of Blue. Authorities say he was killed by people who broke into his home and demanded property belonging to Blue.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0Authorities allege Saucedo is the one who stabbed Cisneros.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0 GRAND FORKS, N.D. (AP) &#8211; A northeast North Dakota man charged with sexually abusing four children has pleaded not guilty. KVRR in Fargo reports that the judge hearing the case ordered 31-year-old Timothy Tollefson to have no contact with the minors, but allowed him to remove his home monitoring bracelet. Tollefson faces four felony counts of gross sexual imposition at a hearing scheduled for May 22nd.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The attorneys of a female Bismarck middle school teacher accused of having sex with a 15-year-old male student have filed a motion to dismiss the case. Susan Duursma&#8217;s attorneys asked the judge to dismiss the case on the grounds of &#8220;selective prosecution and abuse of process.&#8221; Duursma is accused of a sex act with the boy three times in 2013.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s oil wealth-fueled general fund surplus continues to grow.<br \/>\n\u00a0State Budget Director Pam Sharp says officials estimate the surplus will be at $457 million when the two-year budget cycle ends on June 30, 2015.\u00a0 That is a substantial increase from the $87 million projection when the Legislature adjourned last May.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The current biennium began last July 1. So far, the state has collected just under $2 billion in general fund revenues. That is more than 6 percent ahead of projections in May 2013.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The final revenue forecast for the 2015-17 budget cycle will come in November, with the governor&#8217;s budget address to follow in December during the organizational session for the 2015 Legislature.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A powerful legislative committee will review the bungled sale of a University of North Dakota building.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature&#8217;s 16-member Government Finance Committee is slated to examine the issue on Thursday at the state Capitol.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lawmakers have been scrutinizing UND&#8217;s $9.8 million purchase of the Research, Enterprise and Commercialization building from the UND Research Foundation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Grand Forks school got approval from the Legislature to buy the building from the foundation. But the bill required the state Board of Education to negotiate the sale, which never occurred.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Interim Chancellor Larry Skogen was new on the job when he approved the purchase last year. (AP) &#8211; Some North Dakota counties are expected to begin upgrading their 911 networks with a system that eventually will allow cellphone users to send text messages to emergency dispatchers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Association of Counties says the system will ultimately let people transmit photo and video to help dispatchers better understand an emergency. The group says this feature will be implemented once cellphone carriers configure that capability into their systems.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jason Horning, a project manager with the association, says counties need an upgraded 911 system that matches the public&#8217;s habits such as texting.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The association estimates that North Dakotans place about 250,000 emergency calls each year. (AP) &#8211; Bismarck is preparing to start the city&#8217;s first curbside recycling program.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 This week Waste Management will deliver containers to city residents. The city&#8217;s recycling specialist says the city will use single-sort containers meaning that residents will not have to sort different recyclables.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The program will begin at the end of the month.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bismarck residents previously could drop off recyclables at 18 city locations. Now, there will be only nine.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; A community survey conducted in Williston shows roommates are key to affording rent in the booming oil patch city. The Williston Affordable Housing Committee says the majority of the 379 people who anonymously answered the survey reported living with roommates to cut down high rent costs.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WILLISTON, N.D. (AP) &#8211; As Williston&#8217;s population has grown, so has the number of homeless students in the western North Dakota oil patch hub. Deb Roel is the homeless liaison and parenting director for the school district. She tells the Williston Herald that 128 students are considered homeless, up more than one-third from just two years ago. Roel is awaiting state approval of $18,000 in grants to help connect homeless students with resources such as free lunches and school supplies.<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; North Dakota Gov. Jack Dalrymple is awarding the state&#8217;s highest honor to the family of a businessman and community leader who founded what is now the Greater North Dakota Chamber.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Herman Stern is the 40th recipient of the Theodore Roosevelt Rough Rider Award.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stern was known for his work in a family clothing store that has been in business for 130 years. He first became manager of the Straus Clothing Store in Valley City in 1910, where he remained for 70 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stern died in 1980.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stern founded the Greater North Dakota Association in 1924 and served as the organization&#8217;s first president. He also was pivotal in starting the North Dakota Winter Show in Valley City.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The event is scheduled for 11:30 a.m. today at the Radisson in Fargo.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota hunters who didn&#8217;t land a spring wild turkey license in the lottery or want to try to get a second license still have an opportunity.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Game and Fish Department says more than 600 licenses remain in nearly a dozen units. The governor&#8217;s proclamation allows a maximum of two licenses, and hunters who did not apply in the first drawing also are eligible.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Remaining licenses will be issued on a first-come, first-served basis beginning March 19. Only North Dakota residents are eligible to apply.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The spring turkey season opens April 12 and runs through May 18.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D.
