(AP) &#8211; A storm system could bring up to half a foot of snow to northeastern North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has posted a winter storm warning for the region Thursday night through Friday. Forecasters say 4-6 inches of snow and winds gusting more than 35 mph are possible Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weather service says the additional moisture is within the norm for this time of year and shouldn&#8217;t significantly increase the flood risk.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A winter weather advisory is posted for north central North Dakota Thursday night through Friday afternoon, with 1-3 inches of snow and strong winds expected.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Jamestown (CSi) &#8212; The Jamestown City Council\u2019s Public Works, Police and Fire Committees met at City Hall, on Thursday afternoon.\u00a0 All members were present.<\/p>\n<p>\u00a0Police &amp; Fire Committees<\/p>\n<p>No items for discussion at this time.<\/p>\n<p>The Public Works Committee discussed a letter of request relating to parking at 301 2nd Ave Northwest from Vining Oil &amp; Gas, LLC, concerning signage with two hour parking for two parking spaces on the east side of the building. Dave Vining said the parking spaces are sometimes occupied by vehicles from the nearby apartment residents. The committee recommends approval of the request.<\/p>\n<p>The committee recommends establishing June 2 \u2013 7th, 2014 as the 2014 City Wide Clean-Up week.<\/p>\n<p>The committee then recommended approving the Engineering Department AutoCAD software, with a three year subscription, replacing outdated equipment.<\/p>\n<p>The committee recommends a Change Order for the Wastewater Lift Station and force Main Improvement project, Phase One, adding a fault detection device.<\/p>\n<p>Stormwater Committee met and reviewed the City of Jamestown Stormwater Pollution Prevention Plan as prepared by the Engineering Department. The item is to meet North Dakota standard.<\/p>\n<p>The committee recommends adding a Street Foreman and Equipment Operator III position under the Street Department to the Stormwater Sub-Committee.<\/p>\n<p>Council Member Brubakken suggested to add to the new Southwest Jamestown water tower, either a Blue Jay logo, or the word &#8220;Jamestown&#8221; rather than the approved one solid color with no logo. No official change order has been approved.<\/p>\n<p>The original base bid was for a white paint scheme with &#8220;Jamestown&#8221; in black letters on one side.<\/p>\n<p>Mayor Andersen said tourism has expressed interest in having a logo on the tower, with no official request. She suggested making a color choice as soon as possible, with the logo to be decided later. Council Member Kourajian suggested a buffalo logo.<\/p>\n<p>The painting is scheduled for April this year.<\/p>\n<p>The committee Thursday, recommends moving the color choice decision to the April 7, 2014 City Council meeting.<\/p>\n<p>The meeting was shown live on CSi 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jametown (CSi) The Jamestown United Way has exceeded the 2013-14 goal. The local United Way raised $211,887, in excess pf its goal of $200,000.<\/p>\n<p>The United Way raised $229,000 during the 2012-2013 drive which set a record.<\/p>\n<p>United Way provides funds to 22 nonprofit groups and agencies. It limits its funding to 501(c) organizations located in or near Stutsman County.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Choralaires and Jamestown Boys\u2019 Choir presents the 59<sup>th<\/sup> Annual Spring Concert, April 3 &amp; 4, 2014 at 7:30-p.m., at the Jamestown High School theater.<\/p>\n<p>Adult tickets are $10, and $4 for Students.<\/p>\n<p>Tickets are available from Choralaires or Boys\u2019 Choir member, Looysen I Care, and at the door.<\/p>\n<p>On Thursday\u2019s Wayne Byers Show on CSi Cable 2 spokesman Roger Caine said the Choralaires will join the Boy\u2019s Choir in 2 musical numbers, with the Boy\u2019s Choir performing 3-4 numbers, under the direction of Meredith Meidinger.<\/p>\n<p>The Choralaires are under the direction of Pam Burkhardt, with accompaniment of Carrie Kraft.<\/p>\n<p>Caine pointed out, the Choralaires will perform in the annual regional Big Sing, next month, in Cold Spring, Minnesota.<\/p>\n<p>Jamestown will again host the Big Sing in 2016.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Tonya Duffy has recently been appointed as the Barnes County Assistant, State\u2019s Attorney.<\/p>\n<p>She has held the position since February 17, 2014.<\/p>\n<p>Ms. Duffy also has a law firm in LaMoure.<\/p>\n<p>Barnes County State\u2019s Attorney Carl Martineck moved into his position from assistant, also in February this year, when Lee Grossman accepted a position with the Myhre law firm in Valley City.<\/p>\n<p>Martineck will have to run for a full 4-year term in the November 4, 2014 election.<\/p>\n<p>The Barnes County commission set Martineck\u2019s salary at $69,000 and Duffy\u2019s salary at $57,000.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota will pay for the cleanup of illegally dumped radioactive oil field waste found on the outskirts of a tiny northwestern North Dakota town.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A document obtained by The Associated Press shows that regulators plan to announce a contractor to clean up the site near Noonan on Monday. North Dakota doesn&#8217;t have a special fund aimed at cleaning up oilfield waste. Instead, the state will be allowed tap into another fund meant for plugging and reclaiming abandoned oil wells and pipelines.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities have no leads on who may have left the oil filter socks in the abandoned auto shop in Noonan. They say the building&#8217;s owner normally would have to pay for the cleanup but he was charged with felony larceny in an unrelated incident and hasn&#8217;t been found.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Stockmen&#8217;s Foundation has awarded nearly $200,000 to North Dakota and South Dakota ranchers who lost livestock in an early October blizzard.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The foundation issued the last of its aid checks to ranchers this week. About $163,000 went to producers in North Dakota. The rest went to South Dakota, where a separate relief fund set up by cattle and sheep groups in that state has raised more than $4 million in donations from around the country.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The storm hit Oct. 4-5 with surprising intensity, bringing rain, heavy snow and strong winds to the region<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The blizzard was much more devastating to South Dakota&#8217;s livestock industry, with losses of cattle, sheep, horses and bison estimated at more than 43,000. (AP) &#8211; Property owners around Rice Lake in north central North Dakota are once again battling flood waters.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Rice Lake Board Chairman Steve Zaun says the lake has risen 12 inches in 12 days. It&#8217;s the fourth straight year of flooding on the lake southwest of Minot, where 167 people own property and 36 of them live there year-round.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The board is awaiting a judge&#8217;s decision in a lawsuit over easements from landowners to make way for a $6 million pipeline to drain the lake. But federal Judge William H. Pauley III also scolded Toyota, saying the case demonstrates that corporate fraud can kill. And he urged prosecutors to continue to investigate the individuals who were responsible.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 KABUL, Afghanistan (AP) &#8211; Afghanistan&#8217;s deputy interior minister says three gunmen who opened fire in a luxury hotel in Kabul have been killed and the fourth is trapped. The official says all the guests in the hotel are safe. No one has claimed responsibility for the attack. Taliban militants have threatened to disrupt upcoming elections, and many observers are staying at the hotel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 KIEV, Ukraine (AP) &#8211; Pro-Russian forces have seized three Ukrainian warships amid continuing tensions in Crimea, as the peninsula moves from Ukrainian to Russian control.
