(AP Sept 19, 2012) &#8211; New estimates put North Dakota&#8217;s budget surplus at a staggering $1.6 billion.<br \/>\n\u00a0\u00a0\u00a0\u00a0 In July the state&#8217;s budget surplus was estimated at $850 million.<\/p>\n<p>That doesn&#8217;t count $1.1 billion in state reserve funds that have restrictions on how they can be spent.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple credits explosive growth in sales tax<br \/>\nrevenues for much of the increase.<br \/>\n\u00a0\u00a0\u00a0\u00a0 He says oil exploration in western North Dakota has caused a<br \/>\nbigger increase in tax collections than anyone expected.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Dalrymple says much of the surplus should be devoted to one-time<br \/>\npublic works projects and tax cuts.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A legislative committee heard a report Wednesday on the revenue<br \/>\nestimates.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The surplus number also doesn&#8217;t include money that&#8217;s expected to<br \/>\nflow into a newly established state public works fund.<\/p>\n<p>It could have almost $700 million by June.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>BISMARCK, N.D.
