\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Department of Transportation (NDDOT) along with
\n\u00a0\u00a0\u00a0\u00a0 the North Dakota Highway Patrol have CLOSED northbound and
\n\u00a0\u00a0\u00a0\u00a0 southbound I-29 from Grand Forks to the Canadian Border due to
\n\u00a0\u00a0\u00a0\u00a0 near zero visibility and hazardous driving conditions.
\n\u00a0\u00a0\u00a0\u00a0
\n\u00a0\u00a0\u00a0\u00a0 \u2022 A No Travel Advisory remains in effect for areas west and east
\n\u00a0\u00a0\u00a0\u00a0 of Bismarck, Center, Steele, Linton, Valley City, Ellendale and
\n\u00a0\u00a0\u00a0\u00a0 areas in northeast North Dakota including Carrington, Devils
\n\u00a0\u00a0\u00a0\u00a0 Lake, Langdon, Grand Forks, Drayton and surrounding areas due to
\n\u00a0\u00a0\u00a0\u00a0 blowing snow creating near zero visibility and snow covered roads
\n\u00a0\u00a0\u00a0\u00a0 causing hazardous driving conditions. Motorists should not travel
\n\u00a0\u00a0\u00a0\u00a0 in areas included in the No Travel Advisory.
\n\u00a0\u00a0\u00a0\u00a0 \u2022 A Travel Alert is in effect for areas south of Bismarck,

\n\u00a0\u00a0\u00a0\u00a0 Alert means conditions are such that motorists can still travel
\n\u00a0\u00a0\u00a0\u00a0 in these areas, but should be advised of rapidly changing
\n\u00a0\u00a0\u00a0\u00a0 conditions. Motorists are encouraged to reduce speeds and drive

Jamestown (CSi)\u00a0 The Jamestown City Engineer’s Office is informing residents that due to predicted weather conditions, the gates are being removed from the snow plows as they will be virtually ineffective for these conditions.<\/p>\n

City crews will begin plowing Emergency Routes Monday as needed and will continue to monitor these routes and keep them plowed as best as possible over the next two days.<\/p>\n

City crews will begin snow removal in the DOWNTOWN<\/b> area beginning approximately at 11:00 p.m. tonight, Monday- March 31, 2014 and continue during the night.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department has postponed spring advisory board meetings in three cities because of the snow storm affecting much of the state.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Monday meetings in Williston and Turtle Lake and a Tuesday meeting in Walhalla have been postponed. A Tuesday meeting in Makoti will be held as scheduled.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The annual meetings give North Dakotans an opportunity to discuss fish and wildlife issues with state officials. Meetings are being held in eight cities this month.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Turtle Lake meeting is rescheduled for April 14. New dates for the Williston and Walhalla meetings haven’t been set.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A spring snowstorm in the Upper Midwest\u00a0Monday shut down schools and government offices, making travel hazardous for motorists and life miserable for cattle ranchers in the midst of calving season.

\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has issued blizzard warnings for much of the Dakotas and part of Minnesota, with snow amounts of up to 20 inches possible.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Meteorologist Michael Mathews in Bismarck says it’s not uncommon for a blizzard to hit the region this time of year – though he says the snow is lighter and fluffier than snow associated with many spring storms.

\n\u00a0\u00a0\u00a0\u00a0 That’s good news for ranchers with newborn calves. South Dakota Stockgrowers Association Executive Director Silvia Christen says she doesn’t expect a repeat of an early October blizzard that killed tens of thousands of animals.<\/p>\n

\u00a0 WILLISTON, N.D. (AP) – Williston police say domestic violence led to the shooting of a woman over the weekend, and that a man found dead of a gunshot wound the same day apparently killed himself.

\n\u00a0\u00a0\u00a0\u00a0 But authorities have not drawn a connection between the two Saturday incidents near the city’s downtown.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police on Monday identified the two people involved in the shootings as 27-year-old Tiffany Foster and 41-year-old Keith Foster. They say Tiffany Foster suffered three nonfatal gunshot wounds, and that Keith Foster suffered what was believed to be a self-inflicted fatal gunshot wound later at a nearby residence.

\u00a0BISMARCK, N.D. (AP) – A North Dakota official says there has been a surge in activity over the past week from people who are signing up for coverage under the federal health care law.

\n\u00a0\u00a0\u00a0\u00a0 Neil Scharpe heads the state’s so-called navigators who are helping inform people of their options under the new law. Scharpe says a spring snowstorm likely won’t have much of an impact on enrollment through a federal online marketplace that ends at 11 p.m. Monday.

\n\u00a0\u00a0\u00a0\u00a0 Scharpe says no major events were planned Monday to get people signed up.

The government says more than 100,000 people at a time have been using the website — which has again seen problems. New applicants were kept from signing up\u00a0Monday afternoon, before that glitch was fixed. At a Chicago hospital, people began lining up a little after 7 a.m. to get help signing up for subsidized private health insurance.

\n\u00a0\u00a0\u00a0\u00a0 JERUSALEM (AP) – A person familiar with Mideast peace negotiations says the United States is talking with Israel about the possibility of releasing convicted spy Jonathan Pollard early. That would come in exchange for Israeli concessions that would allow faltering peace talks with the Palestinians to continue beyond an end-of-April deadline. That move by the United States would be a dramatic turnaround from previous refusals. The agreement is said to be far from a done deal. In return, Israel would have to undertake significant concessions to the Palestinians.

\n\u00a0\u00a0\u00a0\u00a0 SIMFEROPOL, Crimea (AP) – Russia is sending some confusing signals along its border with Ukraine. It’s pulled back a battalion from that region, while at the same time sending its prime minister to Crimea to promise spending on power supplies, water lines and education. U.S. Defense Secretary Chuck Hagel says there are still “tens of thousands” of Russian troops along the Ukrainian border. He calls that a “tremendous buildup.”

\n\u00a0\u00a0\u00a0\u00a0 SAN FRANCISCO (AP) – Asiana Airlines says the Boeing 777 that crashed last year at San Francisco’s airport didn’t have adequate warning systems to alert the crew about problems with air speed. The assertion came in a filing with regulators that was released Monday. But the airline also acknowledged that the crew failed to monitor and maintain a safe airspeed before the July crash, which led to the deaths of three people.

\n\u00a0\u00a0\u00a0\u00a0 PITTSBURGH (AP) – Major League Baseball has used expanded replay for the first time, and the umpire’s call was confirmed in a game between the Chicago Cubs and Pittsburgh Pirates. Cubs manager Rick Renteria asked umpires to take another look after Jeff Samardzija (suh-MAHR’-juh) was called out at first base in the fifth inning Monday at PNC Park. The call on the field was confirmed after a 2-minute wait. Most calls can be challenged this season under MLB’s new replay format. The system was tested in spring training.
