COOL BUT DRY<br \/>\n\u00a0WEATHER WILL THEN PERSIST SUNDAY INTO MONDAY.<\/p>\n<p>Jamestown (CSi) The U.S. Army Corps of Engineers today, starts water releases from Jamestown Dam at 100 cfs.<\/p>\n<p>Pipestem Dam Manager, Bob Martin says, Pipestem Dam releases were reduced from 100 cfs to 50 cfs April 4, 2014, for a combined releases of 150 cfs.<\/p>\n<p>He says, reducing the Pipestem Dam releases will allow the water held in the reservoir behind the dam to be released over a longer period of time.<\/p>\n<p>The water level at Jamestown Dam has increased a foot since April 1 and two feet since the end of winter.<\/p>\n<p>The water level at Pipestem Dam is currently at 1445.8 while the water level at Jamestown Dam is 1430.9 feet.<\/p>\n<p>Levels at both reservoirs have increased from the snow from last Monday\u2019s blizzard, which was measured at 11 inches.<\/p>\n<p>The Corps may increase the release at Jamestown Dam until reaching 450 cfs, combined with the Pipestem release.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Council met in Regular Session Monday at City Hall. All members were present.<\/p>\n<p>No Consent Agenda items were discussed separately.<\/p>\n<p>\u3000<\/p>\n<p>REGULAR AGENDA\u2026<\/p>\n<p>Resolutions:<\/p>\n<p>A Public Hearing was held concerning the request from the James River Valley Library System for a letter of support from the City to apply for a grant, in the amount of $74,000.00, from the USDA to partially fund the replacement of the bookmobile. Library Director, Joe Rector said the present vehicle is nearly 20 years old with 100,000 miles on it. He said a new smaller vehicle would cost about 130,000 to 150,000.<\/p>\n<p>Following the Public Hearing the City Council approved providing a &#8220;Certification of Significant Community Support&#8221; for the James River Valley Library System to apply for a grant from the USDA to replace the bookmobile.<\/p>\n<p>Council Members discussed additional considerations relative to the paint scheme for the new southwest water tower. Mayor Andersen said the proposed logo from Tourism is not a good fit, and would be cost prohibitiive.<\/p>\n<p>Council Member Buchanan moved to approve the basic bid of $25,000 for a white paint scheme with &#8220;Jamestown&#8221; in black lettering, which Mayor Andersen would not be &#8220;value added.&#8221; She prefers a solid blue color, with no logo at this time.<\/p>\n<p>Buchanan amended his motion to &#8220;one color,&#8221; with no logo or lettering.<\/p>\n<p>The council members voted unanimously in favor of the amendment, with the change order.<\/p>\n<p>A second vote on the color of Midwest Sky Blue was approved unanimously.<\/p>\n<p>\u3000<\/p>\n<p>Committee Reports:<\/p>\n<p>Awarded the bid for the sale of an impounded\/abandoned vehicle a 2005 Chevy Silverado to Budget Auto Sales in the amount of $8,651.00<\/p>\n<p>Awarded the bid for the purchase of a New Roll-Off Truck (Cab, Chassis &amp; Hoist) for the Solid Waste Department, to Sanitary Products, in the amount of $142,867.<\/p>\n<p>\u3000<\/p>\n<p>Awarded the bid for the &#8220;AS-IS&#8221; Direct Sale of a 2000 Sterling, LT8513, Roll-Off Truck (Cab, Chassis &amp; Hoist) in the Solid Waste Department, to Northland in the amount of $11,110.00.<\/p>\n<p>The Council declared that the Fusion Automation, Inc., bid for the City of Jamestown Pump Stations Improvement Project to be an irregular bid due to the bidder not having a current contractor\u2019s license as required by NDCC 43-07-12.<\/p>\n<p>Following that the Council awarded the bid for the City of Jamestown Pump Stations Improvements Project to Swanberg Construction, Inc., in the amount of $1,282,400.00.<\/p>\n<p>Ordinances:<\/p>\n<p>\u3000<\/p>\n<p>A FIRST READING: Concerning an ordinance to amend Ordinance No. 329 by amending the District Map to change the zoning of a tract of land located in the NW Quarter of Section 2, Township 139 North, Range 64 West (Menards Site) from P-O-C (Public Open Development &amp; Conservation District) to C-2 (General Commercial District).<\/p>\n<p>A FIRST READING: Concerning an ordinance to amend Appendix C, Section 5.8, of the City Code pertaining to uses permitted, M-1 Districts.<\/p>\n<p>\u3000<\/p>\n<p>A SECOND READING: of anOrdinance to enact Chapter 6.5 pertaining to beekeeping within the city. A permit for beekeeping is established with approval of 75% of neighbors with a 150 foot radius of the hives. City Attorney Dalsted said the Ordinance was based on state regulations which has changed.<\/p>\n<p>The Council tabled a vote on the issue.<\/p>\n<p>A SECOND READING: of an Ordinance was approved to amend and re-enact Section 2-19.1 of the City Code pertaining to administration.<\/p>\n<p>A Public Hearing was held concerning an ordinance to change the zoning of Lot 8, Block 3, Buchholtz Fourth Addition, from R-1 (One-Family Residential District) to P-O-C (Public, Open Development &amp; Conservation District).<\/p>\n<p>Following the Public Hearing a SECOND READING<b><b>: <\/b><\/b>of an Ordinance to amend and re-enact the Ordinance was approved.<\/p>\n<p>\u3000<\/p>\n<p>A Public Hearing concerned an ordinance to change the zoning of Plat C in the SW<\/p>\n<p>Quarter of Section 36, Township 140N, Range 64W, in the City of Jamestown, from R-1 (One- Family Residential District) to P-O-C (Public, Open Development &amp; Conservation District).<\/p>\n<p>Following the Public Hearing a<\/p>\n<p>SECOND READING of an Ordinance to amend and re-enact the Ordinance was approved.<\/p>\n<p>A Public Hearing concerned an ordinance to change the zoning of a four (4) acre tract of land in the NE Quarter of the SW Quarter of Section 2, Township 139N, Range 64W, from A-G (Agricultural District) to C-1 (Local Commercial District).<\/p>\n<p>Following the Public Hearing the<\/p>\n<p>SECOND READING of an Ordinance amending the District Map to change the zoning was approved.<\/p>\n<p>A Public Hearing was held concerned an ordinance to annex a tract located in the NE Quarter of the SW Quarter of Section 2, Township 139N, Range 64 W, containing 3.99 acres, more or less.<\/p>\n<p>Following the Public Hearing, a SECOND READING of an Ordinance was approved.<\/p>\n<p>A SECOND READING of an Ordinance to amend and re-enact a Chapter of the City Code pertaining to provisions regulating crew camps in the city was approved, including an amendment inserting of lighting provisions, along with sign requirements outside crew camp fence, along with other changes in provisions, including a site plan.<\/p>\n<p>The Ordinance is a regulatory tool, and is based on the Crew Camp regulations approved by the Stutsman County Commission.<\/p>\n<p>Hearing from the audience: Jim Boyd commended the City on implementing a strategic plan. He pointed out however that the plan needs to be updated soon.<\/p>\n<p>Joan Morris spoke and asked about the progress on a Jamestown Recycling study, to which the Mayor said progress is being made, on the scope of work on the plan, which will determine the time line.<\/p>\n<p>Appointments:<\/p>\n<p>The City Council approved the appointment of Delores Rath to serve as a member on the Planning Commission for a term to expire August 2018.<\/p>\n<p>Mayor and Council Member Reports:<\/p>\n<p>Council Member Buchanan congratulated the street and engineering department on the timely removal of the recent blizzard snowfall amounts.<\/p>\n<p>He pointed out complaints about 10th street Northeast between 5<sup>th<\/sup> and 6<sup>th<\/sup> Avenues Northeast, concerning a rough pavement and access of those avenues to 10<sup>th<\/sup> Street.<\/p>\n<p>Mayor Andersen said the area will be discussed at a committee meeting, concerning adding 10<sup>th<\/sup> Street Northeast to the Snow Emergency Routes.<\/p>\n<p>Other Business:<\/p>\n<p>The City Council considered recognizing the Jamestown Regional Medical Center Relay for Life Team as an other public spirited organization and to authorize the issuance of a Raffle Permit with the drawing to be held June 22, 2014.<\/p>\n<p>The Council approved authorizing conveying by Quit Claim Deed to the Jamestown\/Stutsman Development Corporation Lot 2, Block 1, Redmond 2<span style=\"font-size: xx-small;\">nd <\/span>Addition, in exchange for the South 200 feet of the East 235 feet of Lot 1, Block l, Bloom Industrial Addition, A Replat of Auditor\u2019s Lot 27-1, Bloom<\/p>\n<p>Township, within the East Half of Section 27, Township 140, Range 63, to the City of Jamestown, Stutsman County, North Dakota.<\/p>\n<p>The City Council approved the amendment to the Developer\u2019s Fee Agreement between R. H. Johnson Company, Woodsonia Real Estate Group, Inc., and the City of Jamestown. (Menard\u2019s project). Council Member Buchanan voted in opposition.<\/p>\n<p>Authorized submitting an application to the North Dakota Health Department and Public Finance Authority for a SRF (Drinking Water) loan to finance the City of Jamestown Pump Stations Improvements Project, DWSRF No. 4700498-05, in the amount of $910,000.00.<\/p>\n<p>The meeting was shown live on CSi 67 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The deadline to file to run in the June 10, 2014 elections was Monday at 4-p.m.<\/p>\n<p>The Jamestown City Auditor\u2019s Office reports that Mayor petitions filed for a four year term, is Mayor Katie Andersen, for re-election.<\/p>\n<p>Pam Phillips has filed her petitions to run for mayor.<\/p>\n<p>Filing to run for the city council seat, up for election, a four year term are:<\/p>\n<p>The incumbent Ramone Gumke, and Dwaine Heinrich.<\/p>\n<p>For City Park board, three seats to be elected, for four year terms are Mike Landscoot who has filed for re-election as has Larry Knoblich. Also filing are Kevin Miller, and Richard Ryan.<\/p>\n<p>Joyce Heinrich is not seeking re-election.<\/p>\n<p>For Municipal Judge, Timothy Ottmar has file his petitions for re-election.<\/p>\n<p>The filed petitions will then be reviewed to make sure they contain the proper number of valid signatures.<\/p>\n<p>The elections will be held on June 10, 2014.<\/p>\n<p>In Valley City City Auditor Avis Richter says those filing to run in the April 10, 2014 city elections are:<\/p>\n<p>For Mayor: The incumbent Robert Werkhoven, and Jeff Edwards<\/p>\n<p>For City Council two seats: Matt Pedersen and Duane Magnuson-incumbants, and Gary Schlegel.<\/p>\n<p>For City Park Board the three incumbents have filed: Mike Lentz, Buff Murray, and Susan Kringlie.<\/p>\n<p>The filed petitions will then be reviewed to make sure they contain the proper number of valid signatures.<\/p>\n<p>The elections will be held on June 10, 2014.<\/p>\n<p>In Stutsman County the County Auditor\u2019s Office reports, filing to run for:<\/p>\n<p>Stutsman County Sheriff for a four year term is: The incumbent, Chad Kaiser<\/p>\n<p>State\u2019s Attorney for a four year term, the incumbent, Fritz Fremgen<\/p>\n<p>Three seats on the County Commission for four year terms:<\/p>\n<p>Incumbents: Dale Marks, Craig Neyes, Dennis Ova, and challenger, Nellie Degen<\/p>\n<p>Garrison Diversion Conservancy District: Geneva Kaiser.<\/p>\n<p>\u3000<\/p>\n<p align=\"justify\">Jamestown (CSi) The Mrs. North Dakota ~ America Pageant Weekend is planned for April 10<sup>th<\/sup> \u2013 12<sup>th<\/sup>, 2014.<br \/>\nMary Schwartzkopf, Mrs. North Dakota-America 2011 who is the state pageant director will be leading the festivities with her staff and Sister Queens (called the Queen Team) during the pageant weekend. The final pageant show is scheduled for Saturday at 7:00 pm, April 12<sup>th<\/sup> at the Jamestown Civic Center in Jamestown, ND.<\/p>\n<p align=\"justify\">This year\u2019s venue theme is &#8220;The Past is in the Past\u2026.Let It Go&#8221; to the pageant show featuring the movie, &#8220;Frozen&#8221; as well as musical vocal dynamics from the current Mrs. ND-America 2013, Aly Downs. Last year at Mrs. America, Aly was asked to entertain and sang &#8220;God Bless America&#8221; at the Prelims and Finals events. A few of the state titleholders entertained as well to make it an evening of musical delight. This year, The Mrs. Nd-America State Pageant Entertainment Headliner is our very own Mrs. ND-America 2013, Aly Downs sharing her vocal talents as she sings the theme song, &#8220;LET IT GO&#8221; from the 2014 Oscar Winner Best Animated Feature Film, Disney\u2019s FROZEN! Miss James River Valley, Annika Vernon will also entertain with vocal selections during the pageant that evening as well.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">Local titleholders from across the state of North Dakota will be competing for the state crown and arriving in Jamestown on Thursday, April 10<sup>th<\/sup>, 2014. During the pageant weekend, the ladies will be on location, participating in a photo-shoot in the city of Jamestown, visiting local attractions and meeting with pageant sponsors. This year, there will be an &#8220;In-House&#8221; Fashion show planned that Friday afternoon at Leanne\u2019s Bridal in Jamestown with the local titleholders and Mrs. NDA 2014 modeling formal gowns and bridal wear that the store features at 1:30pm at Leanne\u2019s Bridal.<\/p>\n<p align=\"justify\">Mrs. ND-America 2013, Aly Downs will be interviewing locally to promote the pageant event on Friday morning, April 11<sup>th<\/sup>, in Jamestown, ND. State law requires that voters must live in a precinct 30 days prior to voting in any election. This law applies whether voting by mail or in person.<\/p>\n<p>To update a Driver\u2019s License or Non-driver\u2019s ID, voters can:<\/p>\n<ul>\n<li>Visit their nearest Driver\u2019s License site or<\/li>\n<li>Use the online tool at vote.nd.gov, or<\/li>\n<li>Call (701) 328-2600 or 1-855-637-6237\n<ul>\n<li>The TTY Number 711 or 1-800-366-6888.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Mr. Bradley says, &#8220;Many voters have asked if it\u2019s OK that their ID still has their old address printed on it, even though they have updated their record with the Department of Transportation, and the short answer is, \u2018yes\u2019 it\u2019s OK.&#8221; He says the ND Department of Transportation can issue a new ID card for a minimal fee, however the free option to update the address with DOT will cause the correct address to appear in the poll book, which the poll worker will use to confirm that the voter is eligible to vote in that precinct. Again, this needs to be done by May 10<sup>th<\/sup>, 30 days prior to the June Primary Election.<\/p>\n<p>The five forms of identification valid for voting are:<\/p>\n<ul>\n<ul>\n<li>North Dakota Driver\u2019s License<\/li>\n<li>North Dakota Non-driver\u2019s ID<\/li>\n<li>Tribal Issued ID<\/li>\n<li>Student ID Certificate<\/li>\n<li>Long Term Care ID Certificate<\/li>\n<\/ul>\n<\/ul>\n<p>In all cases, the ID must include the voter\u2019s name, residential address (no PO Boxes) and date of birth. Not all tribal-issued IDs include all the required information, so it is important to check them ahead of time.<\/p>\n<p>Vote.nd.gov not only has a link for updating addresses online, but also has tools for finding your voting precinct, previewing your ballot and other information.<\/p>\n<p>&#8220;It is vitally important to get the word out about this,&#8221; says Mr. Bradley. &#8220;Everyone who wants to vote and is eligible to vote will have that opportunity if they take simple, but important action now to be sure their identification record is in order.&#8221;<\/p>\n<p align=\"center\">\u00a0<\/p>\n<p>Jamestown (CSi) At the April 10, 2014 Jamestown Downtown Association Board of Directors meeting, the board will discuss moving the office to a new location, and the possibility of combining the location with a Jamestown Bus Depot.<\/p>\n<p>Ambassador Charlie Kourajian, will ask the board\u2019s permission to move the JDA Office to 112 8th Street Southeast, across the street South of Papa Murphey\u2019s.<\/p>\n<p>Other items on the agenda include Bob Martin and Michelle Neumiller from the Chamber City Beautification Committee to discuss this year\u2019s flower basket program. The meeting will be on April 10th at 11 AM at the KC Hall.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) The Jamestown City Fire Department was called to an apartment building Sunday about 6:24 to help an individual be removed from his unit, due to a medical emergency.<\/p>\n<p>The apartment was located at 1514 6<sup>th<\/sup> Avenue, Southwest.<\/p>\n<p>The person, who weighs 500 pounds, was taken from the balcony of the unit, after being placed in a stokes basket and then onto a platform on the ladder truck, and then lowered to the ground, where he was placed on a gurney.<\/p>\n<p>The logistics of the apartment hallway with tight corners to the stairway, did not allow for the a conventional exit.<\/p>\n<p>He was transported to Jamestown Regional Medical Center for treatment.<\/p>\n<p>Four city fire units were on the scene with 14 fire fighters assisting.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A Dickinson man accused of robbing a Medina bank at gunpoint has pleaded guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Forty-one-year-old Rendell Hardy was one of two men charged in the holdup last Oct. 25 at the Northland Financial bank in the southeastern North Dakota town.
