HIGHS<br \/>\nIN THE MID 40S.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The University of Jamestown\u2019s Character in Leadership program has organized a service project to benefit the Youth For Christ, Teen City, after school program.<\/p>\n<p>On Thursday\u2019s Wayne Byers Show on CSi 2, Sydney Johnson, Rachel Paris, and Emma Bellmore discussed the event.<\/p>\n<p>Ms. Johnson said the event takes place on Monday April 14, 2014, from 4:45-p.m., to 7-p.m., at the Knights of Columbus Hall in Jamestown.<\/p>\n<p>On the menu will be pancakes, sausage and eggs, with all proceeds raised from the free will offering going to the Teen City program.<\/p>\n<p>She added that Youth For Christ is looking to expand the program, and the proceeds will go toward hiring additional staff.<\/p>\n<p>Ms. Parish added that Character in Leadership is a minor course of study and the University of Jamestown, and this year projects involves supporting local organizations.<\/p>\n<p>Next year international projects will be supported.<\/p>\n<p>Ms. Bellmore added that University of Jamestown students in the Character in Leadership program begin their studies in their Freshman years, and continue through their four years at the University.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck (CSi) The N.D. Department of Human Services\u2019 Children and Family Services Division and Prevent Child Abuse North Dakota have awarded grant funding to 21 North Dakota coalitions for projects to help educate parents, grandparents, community members, teachers, and others about the importance of creating a healthy, safe, and nurturing environment that can prevent child abuse and neglect.<\/p>\n<p>Coalitions receiving funding include the Region 6 Parent Resource Center, in<\/p>\n<p>Valley City.<\/p>\n<p>North Dakota Department of Human Services, Director of Children and Family Services Division, Shari Doe says, &#8220;April is the time to recognize the important role that communities, both large and small, play in protecting the health, safety, and well-being of children.&#8221;<\/p>\n<p>Each participating community coalition uses the funding to coordinate special educational events and projects this month including parenting classes and fairs, conferences, walks, in-school activities, and other family-oriented activities.<\/p>\n<p>Some community activities include:<\/p>\n<p>A full calendar of events is online at<\/p>\n<p><a href=\"http:\/\/www.pcand.org\/\"><b>www.pcand.org<\/b><\/a><b><b>.<\/b><\/b><\/p>\n<p>If individuals suspect a child is being abused or neglected, they should call their county social services office. VCSU has been a leader in delivering online educational opportunities to students regardless of their geographic location, and this new approval will allow us to continue making these opportunities available to current and future students.&#8221;<\/p>\n<p>Now that Valley City State University has been approved as an M-SARA participant, it is able to operate in other participating SARA states without seeking independent authorization.<\/p>\n<p>VCSU director of distance learning, Kerry Gregoryk, says &#8220;SARA participation eliminates some bureaucratic hurdles, but what\u2019s more important is that now we can more fully serve students from participating states. We hope other states join quickly so more students can obtain the high-quality online education that VCSU provides.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) The Valley City Area Chamber of Commerce is accepting<\/p>\n<p>nominations for the various awards to be given out at the Annual Chamber &amp; Development Banquet.<\/p>\n<p>There are four award nominations, with forms available at the Chamber office.<\/p>\n<p>The awards include: Hi-Line Award, Community Spirit Award, Community Image Award, and Business of the Year Award.<\/p>\n<p>If you have any questions please feel free to call the Chamber at 845-1891.<\/p>\n<p>On line visit<\/p>\n<p><a href=\"http:\/\/www.valleycitychamber.com\/\"><b>www.valleycitychamber.com<\/b><\/a><\/p>\n<p>\u3000<\/p>\n<p>Bismarck (CSi) On a 2-1 vote the North Dakota Public Service Commission has approved the design of a natural gas rate increase for Montana-Dakota Utilities.<\/p>\n<p>PSC Chairman Brian Kalk agreed with the AARP in opposing how the increase was structured.<\/p>\n<p>In December of 2013 the PSC had approved a rate increase that allowed MDU to increase revenues by 4 percent, or $4.25 million, and how that would be collected from customers was decided on Wednesday.<\/p>\n<p>Under the approved rate design, MDU residential customers will pay $17.51 per month in customer charges. That\u2019s an average increase of $2.17 per month.<\/p>\n<p>Officials say most customers won\u2019t see their bills increase because they\u2019ve been paying an interim rate hike since November 17, 2013.<\/p>\n<p>However, customers may notice the difference in the breakdown of charges on their bills.<\/p>\n<p>MDU wanted to double the fixed charge to residential customers from about $9 to $18 and eliminate a separate distribution delivery charge. The AARP testified against such a large flat-rate increase, urging the PSC instead to land roughly in the middle at a fixed charge of $13.60.<\/p>\n<p>Commission Chairman Kalk said he agreed with that approach.<\/p>\n<p>Commissioner Julie Fedorchak said MDU customers who have natural gas service for a single use, such as a grill or to heat a shop, are most likely to notice the higher fixed charge.<\/p>\n<p>MDU serves 99,000 natural gas customers in 76 communities in North Dakota, including Jamestown, Valley City, Bismarck, Devils Lake, Dickinson, Minot, and Williston. About 87 percent of those are residential customers.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DICKINSON, N.D. (AP) &#8211; Students at a Dickinson Catholic high school that was shut down after the principal allegedly set it on fire will return to the school for the next academic year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Students at Trinity High School are expected to be back in their classrooms in late August. They&#8217;ve been attending classes at temporary locations across the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Monsignor Patrick Schumacher said Thursday that about 60 percent of the school will be usable when they return.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schumacher said the administrative portion of the building will likely be razed. Police say that&#8217;s where the fire was allegedly started by Thomas Sander, the former principal of the high school.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sander faces charges of arson and endangerment by fire or explosion. Both are felonies that carry a maximum punishment of 10 years in prison.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Missouri man has been sentenced for prostituting his 41-year-old wife at a hotel in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sixty-seven-year-old Marvin Lord, of Festus, Mo., pleaded guilty in Bismarck to a felony charge of facilitating prostitution. The Bismarck Tribune reports that he was sentenced to the 50 days he already had spent in jail. He also was ordered to perform 100 hours of community service, spend two years on probation, and forfeit a vehicle, two smartphones, a computer and more than $10,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lord&#8217;s wife is from China and doesn&#8217;t speak English. She pleaded guilty to prostitution charges and spent two weeks in jail.<\/p>\n<p>&nbsp;<\/p>\n<p>STANLEY, N.D. (AP) &#8211; The Mountrail County Sheriff&#8217;s Office is trying to track down the owners of stolen items recovered during a two-year investigation into thefts in four counties and the Fort Berthold Indian Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sheriff Ken Halvorson says hundreds of thousands of dollars&#8217; worth of items were recovered. Deputy Tim Helmer says about 80 percent of the thefts occurred at oil field sites, in Mountrail, McKenzie, Burleigh and Ward counties and on the reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Some items have been returned to owners. Halvorson says he doesn&#8217;t know how much longer his office can store the remaining items before it has to auction them off to create space.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 New Town resident Daniel Gay pleaded guilty in the case and was sentenced in March to serve two years in prison.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0WILLISTON, N.D. (AP) &#8211; Williston&#8217;s City Commission has passed a 1 percent tax on lodging and restaurants that could be used to pay for a convention center or a downtown parking garage.<br \/>\n\u00a0<br \/>\nWilliston\u00a0 city commissioners say the tax should generate $1.2 million a year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Commissioners have looked to additional taxes to fund some projects because the city is spending more than 90 percent of its sales tax receipts to pay down a $141 million debt.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Williston in March opened a $76 million state-of-the-art recreation center that was funded by a 1 percent sales tax hike voters approved for the Parks and Recreation Department in 2011.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s oil industry is backing new rules aimed at cracking down on the illegal dumping of oilfield waste.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Regulators say beginning June 1, companies must have covered, leak-proof containers at well sites for used filter socks. Disposal containers must be collected by a licensed waste hauler and disposed of at an authorized facility out of state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Filter socks are tubular nets that strain liquids during the oil production process and often contain naturally occurring radioactive material.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota has faced increased problems with illegal oil waste dumping in recent years as it has risen to become the nation&#8217;s No. 2 oil producer, behind Texas.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Petroleum Council vice president Kari Cutting says the industry supports the new rules and wants to &#8220;see an end to illegal dumping.&#8221;<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; A nationwide Gallup poll shows that North Dakota residents are most positive about their state&#8217;s public schools.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eighty-seven percent of North Dakota residents polled rate the state&#8217;s public school system as excellent or good. Iowa, Minnesota, Nebraska and South Dakota followed North Dakota, all with more than 80 percent of respondents giving their public school systems high marks.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The results are based on interviews with at least 600 residents in every state conducted between June and December 2013.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gallup notes that North Dakota has topped several of the organization&#8217;s recent polls, including well-being, trust in state government and job creation. The government&#8217;s budget deficit shrank to $37 billion in March, from $107 billion in the same month last year. The deficit is the lowest for the month of March in 14 years. It fell partly because revenue jumped by 16 percent. Individual income and Social Security tax revenues have increased as employers have steadily hired more workers in the past year.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 DETROIT (AP) &#8211; General Motors says another part needs to be repaired in the 2.6 million small cars already being recalled for an ignition switch defect. GM says it will replace ignition lock cylinders on the cars. Right now, drivers can remove the key while the engine is still running, which could lead to a rollaway or crash. GM knows of one related injury. While cross examining the Olympic track star, the prosecutor focused on the three gun charges that Pistorius is facing, in addition to the charge of murdering his girlfriend, Reeva Steenkamp.
