City Attorney Russell Myhre said the city worked with the Police Department in reworking the language and adopted current state laws, and existing city Ordinances.<\/p>\n<p>RESOLUTIONS<\/p>\n<p>Approved a Resolution n increasing the water rates.\u00a0 City Administrator David Schelkoph notes that the new water treatment plant consumes more electricity treating Devils Lake water coming into the Sheyenne River in the summer and fall.\u00a0 Schelkoph says most Valley City residents will see a $7 per month increase on their monthly water bill after May 5th.<\/p>\n<p>Approved a Resolution approving final plans and specifications and authorize advertisement for bids for Paving Improvement District No. 106 SU-CPU-2-990(045)049. The area includes Southwest and Northeast Valley City. The projects were combined.<\/p>\n<p>NEW BUSINESS<\/p>\n<p>Approved a customer exchange between Barnes Rural Water and Valley City water customers. City Administrator Schelkoph said the agreement initially includes three hookups and will eventually include 14 new units, in coming developments.<\/p>\n<p>City Commissioners considered moving the Beautification Committee from the Chamber of Commerce umbrella to the Visitor\u2019s Committee umbrella. Visitor\u2019s Committee spokesperson, Commission Nielson explained funding. The City Commission approved the action.<\/p>\n<p>Approved a Retail Image Enhancement Grant up to the amount of $2,963.00 for My Bar Valley City LLC signage.<\/p>\n<p>A Renaissance Zone application for a 5 year income tax exemption and 5 year property tax exemption for Summit Properties LLC on improvements only, and designate it as VC-80 was approved. Commission Pedersen abstained in voting.<\/p>\n<p>A Renaissance Zone application for a 5 year income tax exemption and 5 year property tax exemption for John and Diane Hill and transfer it to VC-74, was approved.<\/p>\n<p>A Renaissance Zone application for a 5 year income tax exemption and 5 year property tax exemption for George and Mary Ann Stack and transfer it to VC-75 was approved.<\/p>\n<p>A Special Alcohol Beverage Event license for Boomer\u2019s Corner Keg for the Dakota Raiders Hill Climb on June 15, 2014. (Boomer\u2019s) was approved.<\/p>\n<p>City Commissioners approved transferring Refunding Bonds of 04 Debt Service Fund 355 fund balance of $17,932.28 to City Financed Projects Fund 105. Auditor Richter said the bond was retired in 2010.<\/p>\n<p>Approved was engineering for final design of Permanent Flood Protection in the VCSU district. Chad Peterson of KLJ said the project moves from the preliminary to final design phase.<\/p>\n<p>Approved the State Water Commission $60 million water project plan for the 2015-17 biennium.<\/p>\n<p>CITY ADMINISTRATOR\u2019S REPORT<\/p>\n<p>David Schelkoph said 40% of the AMI Meters have been installed, at 2,775.<\/p>\n<p>He added that a meeting will be held between CHR and the city.<\/p>\n<p>He said the city and street department met concerning the removal of snow from the April 1, 2014 blizzard.<\/p>\n<p>Items discussed for the future includes:<\/p>\n<p>No Parking on Emergency Routes after snow begins falling, and vehicles will be towed if they are parked on the designed routes.<\/p>\n<p>With residential snow removal routes, vehicles on those streets should be removed as soon as possible for proper cleaning.<\/p>\n<p>He said the city will issue a total no travel advisory when necessary during a snow storm.<\/p>\n<p>He reminds residents that a fine of $100 to $1,000 can be leveled to anyone pushing snow onto city streets.<\/p>\n<p>CITY UPDATE &amp; COMMISSION REPORTS<\/p>\n<p>Valley City, City Wide Cleanup is May 12-16, 2014, and City Building Inspector Dave Andersen reminds residents of the City Code concerning keep yards picked up.<\/p>\n<p>City Fire Chief Gary Retterath reminds residents to pull over their vehicles when the fire sirens sound.<\/p>\n<p>Commissioner Nielson said the 9-1-1 Phone System is operating under a deficit, adding more on the subject will be forthcoming.<\/p>\n<p>Commissioner Magnuson said the meeting concerning snow removal was fruitful, and information on behalf of the city street crews on snow removal was useful.<\/p>\n<p>Mayor Werkhoven said the snow wind rows of snow during removal of the blizzard snow occurred due to some equipment failure. He added that about 14 and a half inches of heavy wet snow was difficult under any circumstances.<\/p>\n<p>He reminds motorists to use their vehicle\u2019s directional signals when turning.<\/p>\n<p>He pointed out that the rise in the Sheyenne River is due to water coming down from the north, due to melting of the snowpack, only.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Jamestown (CSi) The 3<sup>rd<\/sup> Annual Jamestown Rotary Club\u2019s Wine &amp; Brew-ha-ha is set for Thursday April 24, 2014, from 5:30-p.m., to 7:30-p.m., at the Quality Inn &amp; Suites in Jamestown.<\/p>\n<p>On Tuesday\u2019s Wayne Byers Show on CSi Cable 2, spokesperson Mark Olson said, the Quality Inn &amp; Suites in Jamestown is a change in location from previous years.<\/p>\n<p>He added that those attending need to be at least 21 years of age, and that there will be samples of wine and beer from local distributors, along with some restaurants supply samples, of food and appetizers.<\/p>\n<p>Olson said there will also be a silent auction. (AP) &#8211; Authorities in northwestern Minnesota say a 19-year-old man from Fertile is under arrest for shooting a sheriff&#8217;s deputy during a traffic stop.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minnesota Bureau of Criminal Apprehension says the Norman County deputy was wearing a bullet-resistant vest and was treated and released from a hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The BCA says the deputy was conducting a traffic stop about 8:30 a.m. Tuesday near Perley. The deputy was arresting an 18-year-old man on a warrant when the man&#8217;s brother shot the deputy in the back.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The officer returned fire, but the suspect fled in the vehicle. He was arrested about two hours later at a vacant farm about three miles north of the shooting.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The deputy&#8217;s name was not released. He&#8217;s on standard administrative leave. The BCA is investigating.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0MOORHEAD, Minn. (AP) &#8211; Police are accusing a Minnesota man of trying to kill his girlfriend by choking her, punching her and beating her with a metal bat in their apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say 34-year-old Michael Karau has been charged with attempted murder and three counts of assault.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents don&#8217;t show an attorney for Karau. He is due in court April 25.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Records show Karau&#8217;s girlfriend has several broken bones and has clumps of hair missing from her head.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the Moorhead man also tried to drown her in the bathtub.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The woman told police she has been dating Karau for almost a year. Police say she told investigators Karau had assaulted her at least twice before. She said Karau was highly intoxicated during the incident that lasted several hours.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0TIOGA, N.D. (AP) &#8211; Officials say testing has determined that the general water supply in Tioga has not been contaminated, though they&#8217;re still determining whether chemicals might have been introduced into an apartment complex&#8217;s water system to thaw water lines.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 City Commissioner Nathan Germundson says the three six-plexes remain isolated from the municipal water supply. The 20 residents are staying at hotels or with friends or family while state health officials investigate.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Tioga Medical Center says at least three apartment complex residents have been tested for possible poisoning but no one has been admitted.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; North Dakota Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) says criminal charges have been filed against a truck driver accused of illegally dumping oil drilling waste in Williams County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem alleges that an inspector with the Department of Mineral Resources observed Black Hills Trucking Inc. employee Leo Slemin illegally dumping saltwater from the truck he was driving on February 14.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Slemin is due in court April 21. He could face five years in prison and a $10,000 fine if convicted. Court documents don&#8217;t list an attorney for him.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Mineral Resources Department&#8217;s Oil and Gas Division also is pursuing civil penalties for this and two other alleged incidents in which Black Hills&#8217; trucks were observed illegally dumping waste on the same road.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The company did not immediately respond to requests for comment.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s workers&#8217; compensation agency has sued a Chicago company over a failed $17 million computer system overhaul.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Workforce Safety and Insurance hired Aon eSolutions in 2007 for a software system upgrade. The work was to cost $14 million but was plagued by delays and cost overruns and was never finished.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The contract with the company expired in 2012 and WSI did not renew it. (AP) &#8211; A week of warm temperatures and snowmelt has pushed back spring planting in North Dakota even more.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The federal Agriculture Department now expects farmers on average to start planting by April 28, two days later than last week&#8217;s prediction. The 10-year average start date in North Dakota is April 20.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The department in its weekly crop and weather report says some farmers are still trying to harvest some of last year&#8217;s corn crop that had to be left in the field due to heavy snow, but they&#8217;re being hampered by wet conditions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Soil moisture continues to be good, however, with topsoil moisture rated 95 percent adequate to surplus and subsoil moisture supplies rated 97 percent in those categories.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stockwater supplies in North Dakota are rated 99 percent adequate to surplus.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; The judicial board of the Turtle Mountain Band of Chippewa in North Dakota wants to oust two judges and a clerk from office.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 board overseen the tribe&#8217;s judicial branch plans to hold impeachment hearings for Chief Judge Madonna Marcellais, Judge Andrew Laverdure and Clerk of Court Jolene House.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An attorney hired by the board to review a series of complaints against the tribe&#8217;s judicial system concluded that the judges and court system showed lack of competence, diligence and professional ethics.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The attorney detailed in a 45-page report that some cases went on too long, were handled improperly and had judges overseeing them without the qualifications required under the tribal constitution.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The newspaper reports Marcellais, Laverdure and House on Tuesday were unavailable to comment.<\/p>\n<p>\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 THIEF RIVER FALLS, Minn. (AP) &#8211; Dozens of representatives from agriculture, aviation and higher education are meeting in northwestern Minnesota to discuss ways to promote the region as a center for development of the unmanned aircraft industry.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U. S. Sen. Al Franken and Rep. Collin Peterson are among those talking Tuesday about ways to join forces with North Dakota to use the region as a pioneer in the commercial use of drones throughout the nation&#8217;s airspace.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Grand Forks, N.D., is one of six Federal Aviation Administration test sites to help determine how to safety integrate drones into airspace with conventional aircraft. (AP) &#8211; North Dakota Republican John Hoeven is among a group of U.S. senators in Europe this week working on a plan to help reduce Ukrainian dependence on Russian natural gas.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The delegation on Monday met with Norwegian energy officials and executives of Statoil, a Norwegian company that operates in North Dakota&#8217;s oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hoeven says Norway is working to reduce European dependence on Russian natural gas by exploring new sources of gas in its offshore fields and by making more efficient use of its existing fields. But he says Norway can&#8217;t do it alone, and the U.S. has a role to play.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hoeven was among eight U.S. senators who traveled to Ukraine last month to get a look at the situation there after Russian troops occupied the Ukrainian province of Crimea.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>MINNEAPOLIS (AP) \u2013 Former Minnesota State, Mankato, football coach Todd Hoffner says he\u2019ll return to his old job after an arbitrator ruled he was wrongly fired.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hoffner said Tuesday that returning \u201cwill help heal that injury.\u201d He\u2019d since taken a job at Minot State and says he\u2019ll be \u201cforever grateful\u201d to that school.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He\u2019ll resume his duties Wednesday in Mankato.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hoffner was fired last May for undisclosed reasons after he\u2019d been accused, then cleared, of having pornographic images of his children on a work-issued cellphone.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An arbitrator\u2019s ruling obtained by The Free Press of Mankato outlined some reasons for the firing, including that Hoffner viewed porn on his work computer. But the arbitrator found no proof and no grounds for termination.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The arbitrator ordered that Hoffner be immediately reinstated with back pay.<\/p>\n<p>&nbsp;<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>BOSTON (AP) &#8211; It was a year ago today that Boston was rocked by a deadly bombing at the finish line of the Boston Marathon. And today, survivors of the bombing and family members of the three people who died that day are among those who&#8217;ve gathered to mark the anniversary &#8212; bringing what police commissioner William Evans hopes will be &#8220;some sense of comfort and some healing.&#8221;\u00a0 Vice President Joe Biden told a gathering of about 2,500 people at a convention center near the scene of the bombing that the courage shown by survivors and by victims&#8217; families has been an inspiration for other Americans dealing with loss and tragedy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 OVERLAND PARK, Kan. (AP) &#8211; An avowed white supremacist has made his first appearance in court on charges he shot and killed three people over the weekend at two Jewish community sites in suburban Kansas City. Frazier Glenn Cross appeared by video feed Tuesday in Johnson County court. He spoke only when answering routine questions from the judge, and requested a court-appointed lawyer.
