CHANCE OF PRECIPITATION<br \/>\n20 PERCENT.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Jamestown (CSi) The Jamestown Rural Fire Department was called out Tuesday evening, about 10:30 to McGinnis Cemetery where a prairie fire was reported.<\/p>\n<p>Rural Fire Chief Rick Woehl says the Rural Fire Department responded with five trucks and ten fire fighters.<\/p>\n<p>High wind and soft ground created limited access.<\/p>\n<p>Rural firefighters used a six wheeler with a 100 gallon water tank to put out most of the fire.<\/p>\n<p>Damage estimates of burned acreage was not immediately available.<\/p>\n<p>Rural fire fighters were on the scene about an hour and a half.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. City Attorney Russell Myhre said the city worked with the Police Department in reworking the language and adopted current state laws, and existing city Ordinances.<\/p>\n<p>RESOLUTIONS<\/p>\n<p>Approved a Resolution n increasing the water rates.\u00a0 City Administrator David Schelkoph notes that the new water treatment plant consumes more electricity treating Devils Lake water coming into the Sheyenne River in the summer and fall.\u00a0 Schelkoph says most Valley City residents will see a $7 per month increase on their monthly water bill after May 5th.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved a Resolution approving final plans and specifications and authorize advertisement for bids for Paving Improvement District No. 106 SU-CPU-2-990(045)049. The area includes Southwest and Northeast Valley City. The projects were combined.<\/p>\n<p>NEW BUSINESS<\/p>\n<p>Approved a customer exchange between Barnes Rural Water and Valley City water customers. City Administrator Schelkoph said the agreement initially includes three hookups and will eventually include 14 new units, in coming developments.<\/p>\n<p>City Commissioners considered moving the Beautification Committee from the Chamber of Commerce umbrella to the Visitor\u2019s Committee umbrella. Visitor\u2019s Committee spokesperson, Commission Nielson explained funding. The City Commission approved the action.<\/p>\n<p>Approved a Retail Image Enhancement Grant up to the amount of $2,963.00 for My Bar Valley City LLC signage.<\/p>\n<p>A Renaissance Zone application for a 5 year income tax exemption and 5 year property tax exemption for Summit Properties LLC on improvements only, and designate it as VC-80 was approved. Commission Pedersen abstained in voting.<\/p>\n<p>A Renaissance Zone application for a 5 year income tax exemption and 5 year property tax exemption for John and Diane Hill and transfer it to VC-74, was approved.<\/p>\n<p>A Renaissance Zone application for a 5 year income tax exemption and 5 year property tax exemption for George and Mary Ann Stack and transfer it to VC-75 was approved.<\/p>\n<p>A Special Alcohol Beverage Event license for Boomer\u2019s Corner Keg for the Dakota Raiders Hill Climb on June 15, 2014. (Boomer\u2019s) was approved.<\/p>\n<p>City Commissioners approved transferring Refunding Bonds of 04 Debt Service Fund 355 fund balance of $17,932.28 to City Financed Projects Fund 105. Auditor Richter said the bond was retired in 2010.<\/p>\n<p>Approved was engineering for final design of Permanent Flood Protection in the VCSU district. Chad Peterson of KLJ said the project moves from the preliminary to final design phase.<\/p>\n<p>Approved the State Water Commission $60 million water project plan for the 2015-17 biennium.<\/p>\n<p>CITY ADMINISTRATOR\u2019S REPORT<\/p>\n<p>David Schelkoph said 40% of the AMI Meters have been installed, at 2,775.<\/p>\n<p>He added that a meeting will be held between CHR and the city.<\/p>\n<p>He said the city and street department met concerning the removal of snow from the April 1, 2014 blizzard.<\/p>\n<p>Items discussed for the future includes:<\/p>\n<p>No Parking on Emergency Routes after snow begins falling, and vehicles will be towed if they are parked on the designed routes.<\/p>\n<p>With residential snow removal routes, vehicles on those streets should be removed as soon as possible for proper cleaning.<\/p>\n<p>He said the city will issue a total no travel advisory when necessary during a snow storm.<\/p>\n<p>He reminds residents that a fine of $100 to $1,000 can be leveled to anyone pushing snow onto city streets.<\/p>\n<p>CITY UPDATE &amp; COMMISSION REPORTS<\/p>\n<p>Valley City, City Wide Cleanup is May 12-16, 2014, and City Building Inspector Dave Andersen reminds residents of the City Code concerning keep yards picked up.<\/p>\n<p>City Fire Chief Gary Retterath reminds residents to pull over their vehicles when the fire sirens sound.<\/p>\n<p>Commissioner Nielson said the 9-1-1 Phone System is operating under a deficit, adding more on the subject will be forthcoming.<\/p>\n<p>Commissioner Magnuson said the meeting concerning snow removal was fruitful, and information on behalf of the city street crews on snow removal was useful.<\/p>\n<p>Mayor Werkhoven said the snow wind rows of snow during removal of the blizzard snow occurred due to some equipment failure. He added that about 14 and a half inches of heavy wet snow was difficult under any circumstances.<\/p>\n<p>He reminds motorists to use their vehicle\u2019s directional signals when turning.<\/p>\n<p>He pointed out that the rise in the Sheyenne River is due to water coming down from the north, due to melting of the snowpack, only.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Cenex Harvest States (CHS) officials are reviewing the status of the proposed nitrogen fertilizer plant at Spiritwood<\/p>\n<p>CHS president and CEO, Carl Casale, says no time line has been set for future decisions, saying &#8220;We\u2019ve got some work to do, but this is very strategic for CHS.<\/p>\n<p>We\u2019re committed to finding the path forward. There is no higher priority for the company at this time than addressing this.&#8221;<\/p>\n<p>Casale adds a planned &#8220;go-forward&#8221; decision on April 1 this year, was delayed because bids received from the contractor selected for the project were higher than expected.<\/p>\n<p>JSDC CEO Connie Ova believes the project will be built.<\/p>\n<p>CHS is continuing acquiring the necessary water and air-quality permits for the project.<\/p>\n<p>The project was estimated to cost $1.2 billion. Later estimates in January put the costs at about $1.8 billion.<\/p>\n<p>The project would use natural gas from the Oil Patch in western North Dakota to produce nitrogen farm fertilizer. It will likely be the largest construction project in the state\u2019s history.<\/p>\n<p>CHS has estimated the project would contribute about $23 billion to the local and state economy over a 20-year period.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) The 3rd Annual Jamestown Rotary Club\u2019s Wine &amp; Brew-ha-ha is set for Thursday April 24, 2014, from 5:30-p.m., to 7:30-p.m., at the Quality Inn &amp; Suites in Jamestown.<\/p>\n<p>On Tuesday\u2019s Wayne Byers Show on CSi Cable 2, spokesperson Mark Olson said, the Quality Inn &amp; Suites in Jamestown is a change in location from previous years.<\/p>\n<p>He added that those attending need to be at least 21 years of age, and that there will be samples of wine and beer from local distributors, along with some restaurants supply samples, of food and appetizers.<\/p>\n<p>Olson said there will also be a silent auction. Those wishing to donate additional items my contact Gail Martin in Jamestown.<\/p>\n<p>Tickets at $5 each are available from any Rotary Club member or at the door.<\/p>\n<p>Olson said proceeds raised go toward Rotary Club projects.<\/p>\n<p>Those include Camp Rokiwan in conjunction with the Jamestown Kiwanis Club.<\/p>\n<p>Other projects include the Mill Hill Christmas lights, and Mill Hill clean up, along with contributing to funding and volunteer work, on the gazebo located at the Stutsman County Memorial Museum grounds, to be dedicated this May.<\/p>\n<p>The Jamestown Rotary Club has been a major contributor to the soccer field at Jamestown High School.<\/p>\n<p>He pointed out that, internationally the Rotary Clubs support funding toward medications and vaccines in the world-wide fight against polio.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Agriculture Commissioner Doug Goehring has awarded North Dakota&#8217;s first research grants to support and promote the state&#8217;s grape and wine industry.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 2013 Legislature approved $80,000 for the effort. Goehring says the money will boost an already-growing industry.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota State University researcher Harlene Hatterman-Valenti is getting $66,500 and Carrington growers Lindsay and Mike Ostlie are getting $2,000 for research projects.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Grape and Wine Advisory Committee evaluated grant proposals and forwarded recommendations to Goehring.<\/p>\n<p>&nbsp;<\/p>\n<p>MOORHEAD, Minn. (AP) &#8211; Police are accusing a Minnesota man of trying to kill his girlfriend by choking her, punching her and beating her with a metal bat in their apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say 34-year-old Michael Karau has been charged with attempted murder and three counts of assault.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents don&#8217;t show an attorney for Karau. He is due in court April 25.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Records show Karau&#8217;s girlfriend has several broken bones and has clumps of hair missing from her head.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the Moorhead man also tried to drown her in the bathtub.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The woman told police she has been dating Karau for almost a year. Police say she told investigators Karau had assaulted her at least twice before. She said Karau was highly intoxicated during the incident that lasted several hours.<\/p>\n<p>&nbsp;<\/p>\n<p>WEST FARGO, N.D. (AP) &#8211; A 15-year-old girl who struck two other students with her vehicle at West Fargo High School was cited for having an obstructed view.<\/p>\n<p>Police say the girl was pulling into a parking lot Tuesday morning when she struck two students who were walking from the parking lot to the school.<\/p>\n<p>A 17-year-old boy who was hit refused medical treatment, but the 16-year-old boy walking with him suffered injuries to his face, chest and an arm and was taken to a hospital for treatment. Police did not release his condition.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; North Dakota officials say a Wyoming-based trucking company could face fines of more than $1 million for operating without a license and illegally dumping saltwater. Black Hills Trucking could be fined up to $1,000 for every day it operated without a license. Officials say it hasn&#8217;t had a license since 2008.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; A North Dakota health official says hundreds of barrels of oily brine production fluid that spilled near Medora ran down a steep ravine and probably won&#8217;t be picked up. About 100 barrels of liquid from a pipeline spill has been recovered but the rugged terrain is complicating the cleanup.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s workers&#8217; compensation agency has sued a Chicago company over a failed $17 million computer system overhaul.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Workforce Safety and Insurance hired Aon eSolutions in 2007 for a software system upgrade. The work was to cost $14 million but was plagued by delays and cost overruns and was never finished.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The contract with the company expired in 2012 and WSI did not renew it.
