THE STRONGEST SUSTAINED WINDS ARE FORECAST IN SOUTH CENTRAL NORTH DAKOTA.<\/p>\n<p>TOTAL RAINFALL AMOUNTS THROUGH TUESDAY LOOK TO RANGE FROM 1 TO 1.25 INCHES FROM FROM THE TURTLE MOUNTAINS INTO THE JAMES RIVER VALLEY&#8230;<\/p>\n<p>Bismarck (CSi) The National Weather Service has issued the Flood &amp; Weather Outlook, through late July 2014.<\/p>\n<p>With the Flood Outlook, for the James River Basin, the weather Service says<\/p>\n<p>normal to slightly above normal is the general trend for the flood risk, during the period.<\/p>\n<p>The underlying cause for the risk is the still above normal soil moisture, especially at depth.<\/p>\n<p>The risk is greatest in the time period of April to early May 2014, and with time vegetative use of soil moisture will lower the risk to near normal.<\/p>\n<p>Presently only very small amounts of snow remain in well shaded and shelter area.<\/p>\n<p>Forst is steadily coming out of the ground with most areas now having 20-plus inches of unfrozen soil, above the layer of frost.<\/p>\n<p>Soil moisture levels remain about normal at depth even though nominal precipitation and onset of the growing season has lowered soil moisture in the upper several inches.<\/p>\n<p>Rivers and streams are ice-free at this point, and well within their normal range for water levels.<\/p>\n<p>All dams are at or above their full supply level, with the vast majority of their flood control available.<\/p>\n<p>In general, the region has thus far enjoyed a relatively quiet spring.<\/p>\n<p>With the weather outlook through the period the National Weather Service forecast calls for wet and cooler than normal conditions and temperatures, through April 2014.<\/p>\n<p>The one month and three month outlooks, the expectation is for an increase chance for cooler than normal temperatures with an equal chance of below normal, near normal, or above normal precipitation.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) With the Ave Maria Village, Chapel, Hospice Suite, and all-weather garage, completed and in use, there is still about $259,000 to raise, and complete the Capital Campaign. The campaign passed the first goal of $1 million, several months ago, with the additional dollars needed to reach the total goal of $1,325,000.<\/p>\n<p>On Friday\u2019s Wayne Byers Show on CSi Cable 2 Ave Maria Village\u2019s Development Director, Jan Barnes said fundraisers have been planned to help reach the goal.<\/p>\n<p>This Sunday April 27, 2014 a breakfast will be held at the Knight\u2019s of Columbus Hall in Jamestown from 9:30-a.m., to 12-noon. A free will offering will be accepted.<\/p>\n<p>&#8220;Tea Time&#8221; will be on May 6, 2014, at 2-p.m., at St. Paul\u2019s Methodist Church in Jamestown, with ticket price at $20.<\/p>\n<p>A Pulled Pork BBQ will be on June 18, 2014, from 11-a.m., to 1:30-p.m. The cost is $5 per basket, and carryouts will be available by calling in advance to 701-952-5677.<\/p>\n<p>Ms. Barnes added that raffle tickets are also being sold for $25 each, with the drawing on July 7, 2014, with prizes donated by local and area businesses and organizations.<\/p>\n<p>She pointed out that on May 13, 2014, Bishop John Folda of the Catholic Diocese of Fargo will preside at a Dedicatory Mass and blessing of the Chapel, at 10-a.m.<\/p>\n<p>That will be followed by an interdenominational servicde of dedication on May 18, 2014 at 1:30 p.m., followed that day by a community open house from 2:30-p.m., to 5-p.m., which will include tours and refreshments, with all events open to the public.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) The North Dakota Highway Patrol reports, on Tuesday April 22, 2014 at about 6:30-p.m., a semi flatbed trailer rig rolled onto its side about 15 miles South of I-94 on Highway 1.<\/p>\n<p>29 year-old Joshua Thompson of Lisco, Nebraska was traveling Southbound on Highway 1 when a strong Southeast wind with gusts of up to 40 miles per hour caused the vehicle to drift onto the west shoulder. Thompson tried to maintain control, but ended up rolling onto its side.<\/p>\n<p>Total damage to the truck, trailer and load is estimated to be around $150,000. Thompson was wearing his seatbelt and the crash remains under investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0TOKIO, N.D. (AP) &#8211; An FBI spokesman confirmed Friday that it is working with the Bureau of Indian Affairs to investigate the death of an infant on the Spirit Lake Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Spokesman Greg Boosalis says the child was from Tokio and was pronounced dead Thursday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Boosalis says the investigation is standard procedure and doesn&#8217;t necessarily mean there was any criminal activity.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The BIA is leading the investigation. Boosalis said he couldn&#8217;t provide any more details at the moment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0MINOT, N.D. (AP) &#8211; A 47-year-old Minot man charged with killing his girlfriend has pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Darin Parker murdered 44-year-old Karrie Williams in late February. She was found injured at an apartment and died hours later at a hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Parker entered the plea at his preliminary hearing Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A pretrial conference is scheduled for June.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; The trial for the former Dickinson principal accused of setting fire to his school has been delayed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A new judge has been assigned to Thomas Sander&#8217;s trial after his attorney requested a change earlier this week. The date will change to fit the new judge&#8217;s schedule.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The trial was originally set for July 16. The Stark County clerk of court says a new date has not yet been set.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge Dann Greenwood was originally assigned the case. Southwest District Judge William Herauf will now preside.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The thirty-year-old Sander pleaded not guilty to charges of arson and endangerment by fire Monday. Both are felonies that carry a maximum punishment of 10 years in prison.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; The U.S. Justice Department is spending $3 million to expand services for victims of sexual assault and domestic violence in the Bakken oil producing region of North Dakota and Montana.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Federal officials say the money also will be used to pay for one prosecutor on the Fort Peck Indian Reservation in Montana and for one on the Fort Berthold Reservation, which is located in the heart of North Dakota&#8217;s oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Law enforcement and tribal leaders have called for more help in the region that&#8217;s seen an influx of thousands of oilfield workers in recent years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. Attorney Tim Purdon says services for victims of domestic violence and sexual assault have not grown &#8220;commensurate with the increased population in the region.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Purdon says the grants announced Friday should help.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0WILLISTON, N.D. (AP) &#8211; Williston&#8217;s parks director has been reinstated after a suspension that the city Park Board president said was not proper.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Board President Joel Wilt says two members of the board on April 15 told Parks and Recreation Executive Director Darin Krueger that he was being suspended for five days without pay and being placed on a six-month improvement plan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wilt says the board never took any official action on the matter &#8211; so the suspension technically never happened.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Krueger declined comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0 BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s attorney general says a state program that collects unused medication to help fight prescription drug abuse has destroyed 3.3 tons of OxyContin and other drugs in the past five years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) hosted a special &#8220;Take Back&#8221; event Friday at the state Capitol in Bismarck. Several area residents dropped off unused and leftover prescription drugs in special disposal containers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem says the program helps keep the drugs out of the hands of young people. He says a recent survey indicated 18 percent of North Dakota&#8217;s high school students have abused prescription drugs at least once.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The program was launched in 2009. Disposal containers are located at police departments and sheriff&#8217;s offices at 34 locations across the state.\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>SIOUX FALLS, S.D. (AP) &#8211; Dakotas-based Sanford Health has issued a more detailed timeline for the multimillion-dollar breast cancer facility it&#8217;s planning in Sioux Falls.<br \/>\n\u00a0<br \/>\nSanford USD Medical Center President Paul Hanson says construction will start by October on the Edith Sanford Breast Cancer Center, and it will open by January 2017.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 48,000-square foot building will cost between $25 million and $30 million. It was part of a 2011 announcement in which philanthropist T. Denny Sanford pledged to give the health system bearing his name $100 million to find a cure for breast cancer. His mother, Edith, died of the disease.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sanford Health is based in Sioux Falls and in Fargo, N.D., where it operates the Roger Maris Cancer Center. (AP) &#8211; Williston&#8217;s City Commission has approved plans for a 535-acre development that will bring 2,024 residential units to the housing-strapped city.<br \/>\n\u00a0<br \/>\nColorado-based LAI Design&#8217;s North Star Center residential and commercial project was approved Tuesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The development is set to drastically increase the city&#8217;s housing stock with 1,349 apartments, 94 single-family lots and 176 twin home lots.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The rapid growth of Williston as a result of the oil boom has left housing in short supply and driven up rents. That country&#8217;s official news agency is reporting that a 24-year-old American man has been detained for what it calls improper behavior while he was being processed to enter the country as a tourist two weeks ago. It identifies him as Miller Matthew Todd. North Korea&#8217;s announcement comes as President Barack Obama visits rival South Korea. North Korea has been holding Korean-American missionary Kenneth Bae (bay) since 2012.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 KABUL, Afghanistan (AP) &#8211; The Afghan police security guard accused of shooting and killing three American doctors at a hospital in the Afghan capital Thursday is recovering Friday after surgery for a self-inflicted gunshot wound. He was operated on following Thursday&#8217;s shooting, by the colleagues of the men he&#8217;s accused of killing. Those colleagues Friday are mourning the death of pediatrician Jerry Umanos (oo-MAH&#8217;-nohs), who treated children and helped train Afghan medical workers. The board of Cover Oregon Friday approved an advisory committee&#8217;s recommendation to ditch its troubled portal. Oregon will use HealthCare.Gov for private policies. Officials say fixing the existing state system would be too costly at $78 million and would take too long.
