News Sept 28, 2012) &#8212; The National Weather Service in its, latest Hydrologic Outlook, (Issued Sept 28, 2012)says the overall risk of flooding in the James River and Missouri River basins, tend to be very low, and lower than normal.<\/p>\n<p>Soil moisture is below normal across a wide area, due to high temperatures, and below normal precipitation during the latter half of the summer and early fall.<\/p>\n<p>The area has the ability to withstand a significant rain event without reaching flood stage.<\/p>\n<p>The report cautions, rains can still occur and can produce flash flooding on small streams and typically dry drainages.<\/p>\n<p>The Weather Service says reservoirs are generally within the lower range of normal for this time of year, and high releases from dams are only a very remote possibility.<\/p>\n<p>The Climate Prediction Center, suggests only the very southern portions of North Dakota has an increased probability of above normal temperatures for October with an equal chance of above normal or below normal precipitation.<\/p>\n<p>For October, November and December of 2012, there is an increased probability of above normal temperatures, and an equal chance for above normal, or below normal precipitation.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; \u2013 Plans are moving ahead for Endless Harvest\u2019s, commercial greenhouse business, planned for Jamestown.<\/p>\n<p>The Hydrosun Hyrdoponics developed plan, contains a nearly 3-acre greenhouse, plus support facilities, living quarters and an educational facility, at an estimated cost of $10 million.<\/p>\n<p>Phase-One, is ready to get started. The Hydrosun Hyrdoponics developed plan, contains a nearly 3-acre greenhouse, plus support facilities, living quarters and an educational facility, at an estimated cost of $10 million.<\/p>\n<p>Hydrosun Hydroponics owner, Steve Froehlich says, about 60 percent of the financing has been arranged for Phase One, which is anticipated to raise 4.5 million head of leaf lettuce, annually, about 7 percent of the annual lettuce consumption in North Dakota and Minnesota.<\/p>\n<p>The goal is 36 million heads per year, at a 21.6-acre greenhouse.<\/p>\n<p>The Jamestown\/Stutsman Development Corp. authorized a feasibility study in January this year, to determine if a lettuce greenhouse would be profitable.<\/p>\n<p>Also being looked at is the best equipment and practices for operating it.<\/p>\n<p>Hyrdosun is looking at options for a Jamestown location.<\/p>\n<p>The Jamestown educational facility, would be a catalyst to jump start this type of facility all around the U.S.<\/p>\n<p>Jamestown\/Stutsman Development Corporation, CEO Conne Ova says potential investors are invited to get more information, through the JSDC office, in Jamestown.<\/p>\n<p>According to consultant, Lance Brower when the controlled environment agriculture business is established, locally produced lettuce would be in grocery stores, in place of lettuce that comes to the area from the west coast.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News ) &#8212; Arbor Day 2012 will be celebrated in Jamestown on Wednesday, Oct. 10 with a ceremony at Klaus Park, starting at 3 p.m.<\/p>\n<p>Jamestown has been a Tree City USA city for 32 consecutive years and will be presented its Arbor Day flag commemorating the achievement. To be a Tree City USA, a community must have a Tree Board or Committee, have a Tree Care Ordinance, have an annual budget of at least $2 per capita and hold an Arbor Day observance and proclamation each year.<\/p>\n<p>The City will also receive recognition for a special achievement of the Tree Growth Award for its 13<sup>th year.<\/sup><\/p>\n<p>Mayor Katie Andersen will read the Arbor Day Proclamation and Roy Sheppard, CEO of the Cable Services Inc. and a retiring member of the Mayor&#8217;s Shade Tree Advisory Committee a brief Arbor Day address.<\/p>\n<p>Former mayor James Trautman will be recognized with the Johnny Appleseed Award for his extensive planting of trees in Jamestown &amp; Stutsman County.<\/p>\n<p>Three young men will be recognized for their recent tree planting efforts and achievements. Jaden Horsted, planted 400 trees and shrubs on a hillside near the Frontier Village as an Eagle Scout Project, Alex Igl, planted trees to renovate the Buffalo tree planting in Centennial Forest as an Eagle Scout Project, and Ethan Bowman who received state wide recognition for a Marketplace for Kids project in Agriculture Inovation.<\/p>\n<p>Three trees will be planted in recognition for the three young men in Klaus Park where recently there have been significant loss of trees due to Dutch elm disease and flooding.<\/p>\n<p>Punch and cake will provided by Wells Fargo Bank and will be served to those attending the program. Wells Fargo has been a long-time partner with the city in tree plantings and Arbor Day celebrations.<\/p>\n<p>&nbsp;<\/p>\n<p>CLEVELAND, N.D. (AP) &#8211; A search for a suspect in an injury car<br \/>\naccident ended in a Cass County sugar beet field.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Local and state authorities searched more than three hours<br \/>\nSunday night for a man seen running from the crash scene on a<br \/>\ncounty road near Durbin.<\/p>\n<p>County deputies, Highway Patrol troopers and local firefighters used all-terrain vehicles, an airboat and a police dog in the search.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A Cass County deputy eventually spotted the suspect, 20 year old Rudolpho Roddriguex III, of\u00a0 Durban, \u00a0in the field and arrested him.<\/p>\n<p>\u00a0\u00a0\u00a0 He was taken to Essential Hospital in Fargo, by Casselton Ambulance.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The person who was ejected and \u00a0injured in the rollover crash, 19 year old Michael Foley of Fargo, \u00a0was flown to\u00a0Sanford Hospital in Fargo,\u00a0with undisclosed injuries.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Officials in North Dakota&#8217;s capital city<br \/>\nplan to crack down on panhandlers.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bismarck City Attorney Charlie Whitman\u00a0says \u00a0the city has been getting more complaints about aggressive panhandlers.<\/p>\n<p>He says a proposed ordinance would keep panhandlers away from ATMs, traffic, downtown areas and schools.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fines for panhandling offenses would range from $50 to $500.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mayor John Warford says the proposal is modeled after an<br \/>\nordinance adopted by Fargo.
