(AP) &#8211; Police in Valley City have arrested a man following a hit-and-run accident.<\/p>\n<p>Police Chief Fred Thompson says officers at approximately 10:07 PM on June Friday 6<sup>th<\/sup> tracked down the 54-year-old man using a license plate that was found at the scene.<br \/>\n\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thompson says a witness reported seeing the man driving through a stop sign, striking a fence and then a light pole. No one was injured.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thompson says police ran the license plate number through state records and used the information to locate a 2000 Nissan Maxima in a parking lot. Thompson says officers then interviewed the man, who showed signs of being intoxicated.<br \/>\n\u00a0<br \/>\n\u00a054 year old, Rickey Lee Johnson is facing preliminary charges of driving under the influence, driving with a suspended license and leaving the scene of an accident.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Fire Department and Fargo Fire Department conducted a Regional Training Exercise Monday afternoon at the Jamestown Civic Center Parking Lot.<\/p>\n<p>Jamestown City Fire Chief, Jim Reuther said, the training exercise scenario was a hazardous materials release and is designed to test the hazardous materials teams core capabilities.<\/p>\n<p>The purpose of this training is to test a statewide plan and system for responding to hazardous materials incidents. H added, this allows teams to assist local authorities in protecting the public, property and the environment from the immediate effects of hazardous materials release through the implementation of a statewide hazardous materials emergency response system.<\/p>\n<p>Grant monies were obtained from the Department of Emergency Services to conduct this training and equipment used during the training was purchased with grant monies.<\/p>\n<p>&nbsp;<\/p>\n<p>SPIRITWOOD, N.D. (AP) &#8211; Great River Energy is preparing to start up a multimillion-dollar power plant in southeastern North Dakota.<\/p>\n<p>Company spokesman Lyndon Anderson says the plant at Spiritwood will fire up its natural gas boilers in July and coal boilers in August. Production is to begin on November 1, 2014.<\/p>\n<p>Construction of the plant wrapped up in 2010 but startup was delayed due to a drop in demand for electricity in Minnesota. Anderson says demand has since rebounded.<\/p>\n<p>The plant will produce electricity for homes and businesses and also steam. (AP) &#8211; Residents of Watford City are deciding whether to increase the oil patch city&#8217;s sales tax.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The measure on Tuesday&#8217;s primary election ballot calls for extending an existing 1 cent tax that expires in September and adding another half cent, to fund a $57 million events center and other projects.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The new tax would generate an estimated $6 million per year. It would cost a household spending about $500 a month on taxable purchases an additional $2.50 in taxes.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Voters in Burleigh and Morton counties will be deciding the fate of a proposed joint jail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A proposed half-cent sales tax to fund the facility in Bismarck is on the ballot in the two counties in Tuesday&#8217;s primary election.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The cost of the new jail and projects to transform the old facilities into office and courthouse space is estimated at about $70 million.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Law officials say the existing jails have run out of space.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; North Dakota&#8217;s Department of Health says cleanup efforts continue in at least one of two pipeline spill sites that released a total of nearly 1,000 barrels of crude oil over the weekend.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Kris Roberts with the health department says the agency has been told that oil has begun seeping out of affected soil at the site of a pipeline leak in McKenzie County. The pipeline spilled 300 barrels of oil on Saturday after it was damaged in a pipeline trenching operation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A barrel is 42 gallons.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Roberts says the cause of a 690 barrel pipeline spill near New Town is yet to be determined. He says the oil spill was mostly contained and cleaned up as of Saturday night. He says he does not know if cleanup is continuing.<\/p>\n<p>&nbsp;<\/p>\n<p>By The Associated Press<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Veterans Affairs Department says no patients scheduling initial medical appointments at Fargo&#8217;s VA facility are waiting more than 90 days after their requests.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A nationwide audit found that the North Dakota location was just one of nine VA health care systems with an electronic waiting list that did not extend past 90 days. Data shows that 144 people who enrolled in the Fargo system over the past 10 years have never received an appointment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The audit of 731 VA hospitals and large outpatient clinics found that the agency&#8217;s complicated appointment process created confusion among scheduling clerks and supervisors.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The audit says a 14-day goal for seeing first-time patients was unattainable given the growing demand among veterans for health care and poor planning. (AP) &#8211; Ten Western governors are meeting this week in Colorado Springs to discuss issues including the drought and the environment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Colorado Gov. John Hickenlooper and Nevada Gov. Brian Sandoval are hosting the meeting at The Broadmoor hotel, which starts Monday. He collapsed and died.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 McMahill says Wilcox wasn&#8217;t able to fire any shots.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the Millers exchanged gunfire with officers inside the Wal-Mart before Amanda Miller shot her husband and then herself.\u00a0<br \/>\n\u00a0<\/p>\n<p>Las Vegas police say they are looking into whether the two suspects in the shooting deaths of two officers had been at Cliven Bundy&#8217;s Nevada ranch during a standoff with federal authorities earlier this year. Assistant Sheriff Kevin McMahill says the two suspects, Jerad Miller and his wife, Amanda, had ideology that was along the lines of &#8220;militia and white supremacists.&#8221; McMahill says the shootings at a pizza restaurant and Wal-Mart were an &#8220;isolated act.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 TOPPENISH, Wash. (AP) &#8211; When school resumes in the fall at a school district in Washington state, some administrators will be armed for an added level of security. The Yakima Herald-Republic reports that 11 principals, vice principals and administrators, including Supt. John Cerna, have volunteered under a program approved following the school shooting at Sandy Hook, Connecticut in December 2012. The armed administrators at the Toppenish district must pass background checks, obtain concealed weapons permits and receive 16 hours of training.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW BRUNSWICK, N.J. (AP) &#8211; A Wal-Mart truck driver is free on bond, as he awaits a Wednesday court appearance in New Jersey in connection with a crash Saturday that killed comedian James McNair and critically injured three others, including actor and comedian Tracy Morgan. Authorities say the truck driver hadn&#8217;t slept for more than 24 hours before the accident. Morgan, meanwhile, remains in critical condition. A spokesman says he was &#8220;more responsive&#8221; yesterday after surgery for a broken leg.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 CINCINNATI (AP) &#8211; A family spokesman says an Ohio man who is being detained in North Korea was on vacation as part of a tour. Tim Tepe (TEEP) says Jeffrey Fowle (FOWL) of Miamisburg in southwest Ohio &#8220;loves the adventure of experiencing different cultures and seeing new places.&#8221; He says Fowle&#8217;s wife and three children miss him and are anxious for his return. North Korea&#8217;s state-run news agency said Friday that Fowle was being detained for acts inconsistent with a tourist visit.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; President Barack Obama says the rising costs of college have left America&#8217;s middle class feeling trapped. He says no hard-working youngster in America should be priced out of a higher education. Obama is signing a presidential memorandum he says could help an additional 5 million borrowers. An existing repayment plan lets borrowers pay no more than 10 percent of their monthly income in payments, but is only available for those who started borrowing after October 2007. Obama&#8217;s memo expands that program by making it fully retroactive.
