BISMARCK, N.D. (AP, CSi) – A storm brought funnel clouds to south central North Dakota, downing power lines and trees.<\/p>\n

The National Weather Service issued tornado warnings in north central Stutsman County and southern Foster County late Wednesday evening.<\/p>\n

A funnel cloud was reported near Streeter<\/p>\n

Other tornado warnings were issued in the LaMoure and Dickey County areas.<\/p>\n

In the 24 hours ending at 7-a.m. today, the Jamestown weather station recorded 2.45 inches of rain, most of which fell in a two and a half hour period starting about 9:30-p.m. The CSi weather computer in downtown Jamestown recorded 2.61 inches.\u00a0 Valley City picked up 1.04 inches\u00a0including .52 inches since midnight.<\/p>\n

The heavy rain was accompanied by numerous training thunderstorms.<\/p>\n

Between midnight and 7-a.m. the weather station in Jamestown picked up .22 inches of rain, and downtown Jamestown, with .24. Valley City picked up another .52 inches since midnight.<\/p>\n

As of 7-a.m., Thursday, the running total of precipitation at the Jamestown weather station was 4.43 inches.<\/p>\n

A flash flood watch was posted for the Jamestown area last evening, that was cancelled overnight, early Thursday.<\/p>\n

McIntosh County Sheriff Laurie Spitze says she spotted two funnel clouds Wednesday night and got a picture of one. She says one touched down briefly.<\/p>\n

The National Weather Service got reports of winds estimated at 70 mph just northeast of Ashley, in McIntosh County. The report says a pole barn lost its roof and another barn was destroyed.<\/p>\n

Wind gusts were estimated at 60 mph near Bismarck, behind a line of thunderstorms.<\/p>\n

\u00a0Hail was reported at Selfridge, Hettinger, South Heart and Golden Valley.<\/p>\n

Meteorologist Tony Merriman says the storm seemed to weaken as it moved north later Wednesday night.<\/p>\n

WESSINGTON SPRINGS, S.D. (AP) – The National Weather Service says a confirmed tornado has hit a small town in central South Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Meteorologist Todd Heitkamp says law enforcement in Wessington Springs reported the tornado went right “through the heart of town.” It hit just before 8 p.m.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A spokeswoman for the hospital in town says one patient in good condition is being treated as a result of the tornado.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Heitkamp says homes and businesses have been damaged.\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Confirmed tornadoes also touched down nearby, outside the towns of Woonsocket and Alpena.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Wessington Springs is about 125 miles northwest of Sioux Falls and has a population of about 1,000.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Gov. Dennis Daugaard tweeted that he deployed 100 South Dakota National Guard soldiers and equipment to Wessington Springs.<\/p>\n

\u00a0The National Weather Service says the tornado that damaged two residences in Humboldt has been rated as an EF-2.

\n\u00a0\u00a0\u00a0\u00a0 Meteorologist Todd Heitkamp says the twister was on the ground for 18 minutes Tuesday night and its winds peaked at 125 mph. No injuries were reported.

\u00a0\u00a0BELLE FOURCHE, S.D. (AP) – Authorities in western South Dakota say they are still searching for one of two Colorado women who were in a car that was caught in flood waters Tuesday night.

\n\u00a0\u00a0\u00a0\u00a0 The car was found around 4 a.m. Wednesday in a ditch on Highway 85 north of Belle Fourche.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Butte County Sheriff Fred Lamphere says 54-year-old Roxanne Bleibaum formerly of Jamestown,was able to walk back to the highway and has been reunited with her family after being treated at a hospital in Belle Fourche<\/span>. <\/span><\/span>Lamphere says passenger Kristen Lakin has not been found.

\n\u00a0\u00a0 Federal, state and county officials are searching for Lakin along and near Battle Creek, about 20 miles north of Belle Fourche.

\u00a0MINNEAPOLIS (AP) – Torrential downpours have caused flash flooding across the Twin Cities area.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service issued multiple flash flood warnings as 2 to 4 inches of rain fell on the metro area, with more waves of heavy precipitation on the way. One of the warnings was for south Minneapolis, where Minnehaha Creek rose nearly a foot overnight and has overflowed its banks in some places.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities in Lakeville say a lightning strike hit gas meters and started fires that damaged three homes in the same block.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 At one point early Thursday there was about a foot of water over Highway 77 near the Mall of America in Bloomington.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 South of the metro area, Highway 169 was under water for a time in the Belle Plaine area.<\/p>\n

Jamestown (CSi) The Jamestown\/Stutsman Development Corporation (JSDC) Executive Committee has set June 25, 2014 from 11-a.m. to 1-p.m., at the Center for Economic Development to meet with lenders.<\/p>\n

On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, JSDC Business Development Coordinator, DeAnn Brunner said, a recommendation will be made to the JSDC Board of Directors concerning participating in the Bank of North Dakota Flex Pace Affordable Housing program.<\/p>\n

A meeting with developers is expected to be set up later.<\/p>\n

The program may provide an interest rate buy down up to a maximum of $500,000, helping finance affordable multi-family housing units.<\/p>\n

The affordable housing project must be located in North Dakota.<\/p>\n

A maximum of $25,000 interest buy down is available for each unit committed to affordable housing. The program can be used with other state and federal government affordable housing programs. The BND Flex Pace Affordable Housing program is in effect until June 30, 2015.<\/p>\n

The Bank of North Dakota\u2019s website lists criteria for eligibility.<\/p>\n

The JSDC has approved a Flex PACE interest buy down for Marvel Homes, to assist in construction of an office for the business, at I-94 and the Highway 281 by-pass area.<\/p>\n

The business will be securing a $270,000 loan from First Community Credit Union with a 20-year amortization and interest rate of 5 percent being bought down to 1 percent.<\/p>\n

The total buy down amount for the community share is $43,000. The $43,000 will be an 80\/20 split between Stutsman County and the city of Jamestown. The county\u2019s share would be $34,400, and the city\u2019s share would be $8,600 because the office would be located in the county. The recommendation for approval goes to the Jamestown City Council and Stutsman County Commission for review.<\/p>\n

Jamestown (CSi) The 18th<\/sup> Annual Stutsman County Relay for Life will be held June 21 & 22, 2014 at University of Jamestown\u2019s Taylor Stadium track, from 6-p.m., to 5-a.m.<\/p>\n

On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, Relay for Life spokesperson, Pam Phillips said this is the first time the event will be on Saturday\/Sunday, and this year returns to the stadium location.<\/p>\n

She said the theme this year is “Super Heroes,” and will include a Super Heroes Costume Competition at 8-p.m., on Saturday\u2026open to adults and children. The winner will be determined by the amount of money collected, donated to Relay for Life.<\/p>\n

She pointed out, this year\u2019s Honorary Co-Chairs are cancer survivors Judy Hager, and Ruby Duciaome (de-sewm).<\/p>\n

She added that Luminaries will be set up on Saturday from 8-a.m., to 9-a.m., at the UJ track, with volunteers welcome to help, and camps will start setting up at noon on Saturday.<\/p>\n

She pointed out that golf carts will be available to bring individuals to the track from the parking lot.<\/p>\n

Opening Ceremonies will begin on Saturday the 21st<\/sup> at 6-p.m., with the Knight of Columbus Color Guard, the Jamestown Drum and Bugle Corps, and the Jamestown High School Jazz Ensemble will also entertain, followed by the Survivors and Caregivers Victory Lap, and then the Introduction of Teams, and the start of Team Laps.<\/p>\n

The Luminary Ceremony starts at 9:30-p.m., with the presentation of the names.<\/p>\n

The Fight Back Ceremony is at 11:30-p.m., and the Sunrise Service and Final Lap occurs at 5-a.m., and participants are welcome to stay and help with clean up at 5:30-a.m.<\/p>\n

Other activities will include: a bounce house, bingo, a scavenger hunt, relay races, and activities all night, in addition to the Relay Store, located on the field, a Silent Auction, Vendors, and teams selling food and mementos.<\/p>\n

She said that proceeds raised after costs, will go to Relay for Life.<\/p>\n

Valley City (CSi) The summer solstice is June 21st<\/sup>, and an event will be held Medicine Wheel park at 205 Winter Show Road Southeast in Valley City.<\/p>\n

Joe Stickler will be at the Medicine Wheel from 1 to 2 p.m., conducting a tour of the park and give an explanation of the two solar calendars. Of particular interest will be the alignment of the Solar Meridian calendar showing local apparent noon at 1:32 p.m. if it is sunny.<\/p>\n

The nearby 38-foot utility pole and rock alignment serves as a reminder of another ancient method of tracking of the seasons. This type of calendar uses a beam of sunlight or the length of the shadow cast by an object when the sun is directly south at local apparent noon (as the sun crosses the meridian or mid-point in the sky). At this moment the shadow points directly north. With minor adjustments this type of device can be used as a sundial to monitor the hours in a day.<\/p>\n

Evidence suggests that the Anasazi, the ancestral Pueblo Indians of the southwestern United States, used the interplay of a beam of sunlight and rock art to monitor the seasons in a similar fashion. Many European churches employed the beam of sunlight technique for calendar construction. In the 13th century the Chinese astronomer Guo Shoujing used the shadow method to determine the length of the year to the nearest minute. Early pioneers in this area noted local apparent noon with the saying, “When the horse walks on the shadow of its belly, it\u2019s dinner time!”<\/p>\n

Also at 2 p.m. Saturday, the Valley City State University Planetarium will hold a free show in room 309 of the VCSU Rhoades Science Center. The 40 minute program, “It\u2019s About Time,” takes a lighthearted look at the various ways time has been calculated since early people first began observing the sun, moon and constellations. There is no charge for these events, a donation box is available.<\/p>\n

City Fire Chief Jim Reuther says the breakfast is a great way to meet the firefighter\u2019s that serve the community, and look at the equipment that the community has help us obtain.<\/p>\n

\u00a0MINOT, N.D. (AP) – A JetBlue spokeswoman says a pilot who made an unscheduled landing yesterday in Minot did so out of precaution. The pilot detected an “electrical odor” onboard the flight that had 126 passengers and was going from Boston to Seattle. Maintenance technicians were called on to assess the aircraft.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says he called on more than 150 officials to test and review the state’s emergency preparedness base on an oil train disaster in the state.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Dalrymple participated in the four-hour exercise which required officials to respond to derailments and explosions of crude oil train cars in Bismarck and in Fargo.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 In both emergency simulations, local officials detailed their emergency response while federal and state officials outlined their support roles.
\n\u00a0

\u00a0BISMARCK, N.D. (AP) – The North Dakota University System is finalizing its legislative budget request that will ask the state for a 12.5 percent increase in funding over the next two years.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A large part of the $85 million budget request expected to be approved next week comes from the implementation of a new higher education funding model. The funding system was approved in last year’s legislative session.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The state’s higher education system has also included in its request more than $17 million that will allow it to keep up with basic operating costs and inflation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Legislature in 2013 authorized a 12 percent increase.

\n\u00a0\u00a0\u00a0\u00a0 The university system says its portion of the state budget has decreased since 2001, when its share was about 21 percent. It went down to 13 percent in 2013.<\/p>\n

WILLISTON, N.D. (AP) – An oil services company and its subsidiary are facing nearly $30 million in fines for a crew camp violating zoning regulations in North Dakota’s oil patch.

\n\u00a0\u00a0Western Petroleum LLC and its parent company Pilot Logistics are facing fines for violations at a remote crew encampment.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A conditional use permit for the site was approved for 40 trailers and seven modular units in 2011. But the permits were never renewed.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A recent county compliance inspection found 30 RVs, hookups for 10 more RVs, seven mobile homes and two houses on the premises. Each structure is to be fined $1,000 per day it was in violation of regulations.

\u00a0CAVALIER, N.D. (AP) – A rare car that belonged to a prominent North Dakota businessman and philanthropist who donated his land for a popular state park is coming home.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The 1925 Case Model X Suburban Coupe was owned by G.B. Gunlogson, who grew up near Cavalier. It was bought at an auction after a fund-raising effort sponsored by Icelandic State Park and the Pembina County Historical Museum, groups that Gunlogson supported.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Gunlogson’s parents immigrated to North Dakota from Iceland. He left the state at a young age and became sales manager of the motor car division at Case, the Wisconsin company known for its farm equipment.

\n\u00a0\u00a0\u00a0\u00a0 The car will be displayed at the museum and used for special occasions at the park, including the 50th anniversary celebration this year.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota is getting about $7 million for affordable housing projects in the state. The money from the U.S. Department of Housing and Urban Development will go to programs that support low-income housing, rental assistance and emergency homeless shelters. Senator John Hoeven says “the funds address a vital infrastructure need” in the state.<\/p>\n
