News)\u00a0 &#8212;\u00a0\u00a0Those opposed to \u00a0Measure 5 concerning animal cruelty,\u00a0 on the November election ballot, will hold a town hall meeting this evening (Oct 3, 2012), at 7-p.m.\u00a0\u00a0at \u00a0the Valley City Eagles Club, outlining their opposition.\u00a0<\/p>\n<p>The measure outlines Class &#8220;C&#8221; felony charges for anyone who impales, disembowels, beats or burns a cat, dog, or horse, while leaving in place existing misdemeanor penalties in the North Dakota Century Code for all other types of cruelty and neglect.<\/p>\n<p>The proposal applies to dogs, cats and horses, and does not affect North Dakota\u2019s hunting or farming heritage.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City (KCSi-T.V.
