Valley City, ND (KCSi-T.V. News) — The Valley City Commission met in Special Session Thursday afternoon, (Oct 4, 2012) at City Hall, with members of the Barnes County Commission. All members of the City Commission were present.<\/p>\n

The agenda item was Discussion of the 9-1-1 contract.<\/p>\n

The County was looking to reach a consensus on the cost share, so the 9-1-1 fund is not left without a reserve.<\/p>\n

At $1 per line, after costs there would be a zero dollar balance.<\/p>\n

The County says equipment updates are needed, and the equipment costs are estimated at $271,000, if Barnes County opts to update and keep the 9-1-1 operations in Barnes county<\/p>\n

The cost is estimated to be about $160,000 to form the three county partnership, with Stutsman and Richland Counties.<\/p>\n

The County suggests Barnes County put in $50,000, Valley City $90,000 and 9-1-1 fees $100,000, for a joint operated system.<\/p>\n

Mayor Werkhoven said the figures may be premature, until all 9-1-1 costs are known.<\/p>\n

The Mayor also expressed concerns on the city\u2019s share of costs.<\/p>\n

It was noted the Stutsman and Richland County 9-1-1 agreement, and the possibility of adding Barnes County into the mix will help reduced operating costs, plus the availability of a backup system, in the event of a failure.<\/p>\n

The host computer would be located in Stutsman County.<\/p>\n

Barnes County would retain 9-1-1 dispatchers, and related new equipment.<\/p>\n

Barnes County will further look into partnering with Stutsman and Richland County for 9-1-1 which is still possible, according to Stutsman County 9-1-1 Coordinator, Jerry Bergquist.<\/p>\n

The City and County agreed on a proposed cost share at the meeting, for a one year contract to be revisited after a year.<\/p>\n

No formal action was taken by the City Commission at the meeting.<\/p>\n

Discussion then centered on a separate 9-1-1 dispatch center, to be located in the Law Enforcement Center, and run by Barnes County, the political subdivsion responsible for 9-1-1.<\/p>\n

Dispatchers and the 9-1-1 Coordinator would be Barnes County employees.<\/p>\n

The city would close the 9-1-1 fund and send the dollars to Barnes County for 9-1-1 operations.<\/p>\n

It was suggested to keep the operations under Valley City Police, and newly appointed Police Chief, Fred Thompson, and revisit all issues in a year.<\/p>\n

Barnes County Sheriff, Randy McClafflin said he wants 9-1-1 a separate stand alone entity from city operations, which City Commissioner Duane Magnuson agreed with.<\/p>\n

Mayor Werkhoven asked from where a 9-1-1 Coordinator would come.<\/p>\n

City Commissioner Pedersen suggested keep the management as is.<\/p>\n

The Barnes County Commission will discuss the issue at it\u2019s meeting and recommend which political subdivision will be in charge, of 9-1-1 and cost share issues.<\/p>\n

Mayor Werkhoven said the city and county will be again, to further discuss the 9-1-1 future plans.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — A project at Jamestown Regional Airport is moving a wetlands area near the airport.<\/p>\n

On Thursday\u2019s (Oct 4, 2012) Wayne Byers Show on CSi Cable 2, airport manager, Matthew Leitner said the wetland area southeast of the airport will be filled in, and land has been purchased to place the area away from the runway.<\/p>\n

He said birds that migrate to the present wetland area, pose a danger to aircraft taking off and landing because of possible bird strikes to the aircraft.<\/p>\n

He added that explosions are sent into the air to scare off the birds, but doesn\u2019t always work.<\/p>\n

On another topic Leitner said September 2012 Jamestown boardings were 171, or 90- fewer passengers than in August this year.<\/p>\n

He expects boardings to pick up with holiday travel coming soon.<\/p>\n

He pointed out that reservations can be made through local travel agents, or by calling Great Lake Airlines at 252-3414.<\/p>\n

He said Great Lakes has significantly improved with its on-time performance at Jamestown.<\/p>\n

Leitner noted that the recent Flyin-4-Food promotion in conjunction with Great Lakes Airlines netted over 100 pounds of non-perishable food items, that was dropped off at the airline counter at Jamestown Regional Airport in the month of September.<\/p>\n

Those dropping off the food items were invited to sign up for four drawings for tickets provided by Great Lakes Airlines, roundtrip tickets between Jamestown and Minneapolis.<\/p>\n

He said the items donated went to the Progress Center in Jamestown.<\/p>\n

He pointed out that the airport is ready to handle any snow storm accumulations.<\/p>\n

Leitner said the new $136,800 broom truck has joined the snow removal forces at the airport.<\/p>\n

He added the previously used broom truck will be advertised for bids.<\/p>\n

Jamestown, ND (KCSi-T.V. News) \u2014 Tim Burchill, CEO at Ave Maria Village, announced Thursday (Oct 4, 2012) that Senator Dave Nething of Jamestown, will become the AMV Chapel Campaign Honorary Chairman and corporate and foundation gifts director.<\/p>\n

Burchill says, “Dave brings a wealth of knowledge and experience to this new role. This is our way of acknowledging his understanding of the community, his advice and his wisdom.”<\/p>\n

Nething says, “I am pleased to help with this very worthy project. Our success will depend on the Jamestown areas continued willingness to support this critical need.”<\/p>\n

Dave Nething is the longest consecutive serving state senator in North Dakota and currently the longest serving Republican state senator in the U.S.<\/p>\n

He is retiring from that position effective December 1, 2012, after 46 years of service in the ND Senate.<\/p>\n

During his years in the Senate Nething has served on many legislative committees and was Senate Leader from 1974-1986 and President Pro-Tem, 1997-98 as well as Past President of the National Conference of State Legislatures in 1985-86.<\/p>\n

He is the Past President Jamestown Rotary; Past Exalted Ruler, Jamestown Elks; Past State Trustee & Chair of Board of Trustees, ND Elks Association; Past Chair, Elks Grand Lodge Judiciary Commission, and Past Chief Justice of National Elks Grand Forum.<\/p>\n

He served in the Korean Conflict and is a Presbyterian Church Elder.<\/p>\n

Dave attended Pingree High School and graduated from Jamestown College and the UND School of law.<\/p>\n

He is married to Marjorie and they have 3 children, 5 grandchildren and 3 great-grandchildren.<\/p>\n

Woodworth, ND (KCSi-T.V. News) — Thursday\u2019s snowy, windy storm conditions caused power outages in the area.<\/p>\n

Northern Plains Electric Cooperative reports, at 2:30 a.m. Thursday the weather system came through the Woodworth area, taking down 21 utility poles resulting in the power outages affecting 30 Northern Plains customers.<\/p>\n

Crews were called in from Woodworth-Robinson, Cando, Carrington, Jamestown, Maddock and Rugby.<\/p>\n

The power was back on by mid-afternoon, to all but 13 members, which were expected to be on line Thursday evening.<\/p>\n

Assisting were area farmers with tractors pulling vehicles from the mud.<\/p>\n

Xcel Energy said the weather contributed to a power outage affecting about 6,500 people in the Fargo region for a couple of hours.<\/p>\n

\u00a0FARGO, N.D. (AP) – A Fargo man has admitted to ordering three
\nmen in a drug trafficking ring to rob a convenience store.
\n\u00a0\u00a0\u00a0\u00a0 Fred Thompson pleaded guilty in federal court Thursday to a pair
\nof charges, including aiding and abetting a robbery in furtherance
\nof drug trafficking.
\n\u00a0\u00a0\u00a0\u00a0 Authorities say the 55-year-old Thompson told Steve Gibson,
\nMason Peet and Roger Butcher to rob a south Fargo Stop-N-Go store
\non Oct. 26. The three men had a .22 caliber rifle during the
\nrobbery.
\n\u00a0\u00a0\u00a0\u00a0 Sentencing for Thompson is scheduled for Jan. 8. He faces up to
\nlife in prison.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota’s workers’ compensation
\nagency is looking for new members for its board of directors.
\n\u00a0\u00a0\u00a0\u00a0 The terms of four of the 11 directors are ending in December.
\nAll four board members represent business interests, and three have
\nto be top executives at their companies.
\n\u00a0\u00a0\u00a0\u00a0 The board oversees the operation of North Dakota’s Workforce
\nSafety and Insurance agency, and makes recommendations to the
\ngovernor.
\n\u00a0\u00a0\u00a0\u00a0 North Dakota Chamber of Commerce President Andy Peterson says
\nthe new jobs are important to the state’s businesses and its
\nworkers.
\n\u00a0\u00a0\u00a0\u00a0 Workforce Safety and Insurance provides insurance coverage for
\nemployees who are injured on the job. It pays for medical expenses,
\nrehabilitation and training for injured workers.<\/p>\n

FARGO, N.D. (AP) – A group from North Dakota heads to Colombia
\nnext week for the state’s first trade mission to the South American
\nnation in four years.<\/p>\n

Agriculture Commissioner Doug Goehring will
\nlead the group along with officials from the North Dakota Trade
\nOffice and the U.S. Commercial Service.<\/p>\n

\u00a0FARGO, N.D. (AP) – Two former North Dakota State University
\nfootball players have pleaded guilty to petition fraud, while a
\nthird former player has pleaded not guilty.
\nD.J. McNorton and Joshua Gatlin on Thursday received the same sentence
\nas 10 current NDSU players who pleaded guilty to the misdemeanor
\nelection offense earlier this week. The sentences involve community
\nservice but no jail time.
\n\u00a0\u00a0\u00a0\u00a0 The attorney for Don Carter says Carter wants to deal with an
\nunrelated case in municipal court before moving forward in the
\nelection fraud case.
\n\u00a0\u00a0\u00a0\u00a0 Those charged in the fraud case were accused of faking
\nsignatures on ballot measure petitions.<\/p>\n

The scandal kept proposed measures to set up a state conservation fund and to legalize medical marijuana off the November ballot.<\/p>\n

\u00a0GRAND FORKS, N.D. (AP) – Coaches in the Western Collegiate
\nHockey Association are picking Minnesota to repeat as the
\nregular-season champion.<\/p>\n

The Gophers received 11 of 12 first-place votes in the annual Grand Forks Herald newspaper preseason coaches’ poll published yesterday. North Dakota – last year’s WCHA playoff champion – got the other first-place vote and finished second in the poll.<\/p>\n

\u00a0GRAND FORKS, N.D. (AP) – It’s an odd year for the North Dakota
\nhockey team.
\n\u00a0\u00a0\u00a0\u00a0 It is playing without its Fighting Sioux nickname for the first
\ntime in 70 years. And for the first time in more than 30 years,
\nthere are no North Dakota natives on the roster.
\n\u00a0\u00a0\u00a0\u00a0 The team has probably its most geographically diverse roster,
\nwith players from Minnesota, Alberta, Manitoba, Ontario, British
\nColumbia, California, Missouri, Arizona, Wisconsin, Saskatchewan,
\nColorado and Washington, D.C.
\n\u00a0\u00a0\u00a0\u00a0 Redshirt freshman Colten St. Clair, an Arizona native, has spent
\nfour years in the state, including three as a junior league player
\nin Fargo.<\/p>\n

He jokes that he’s the closest thing to a North Dakota native on the roster.
