(AP) &#8211; The Highway Patrol says it has identified the vehicle that struck and killed a Texas man on U.S. Highway 52 in North Dakota, along with the vehicle&#8217;s driver.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The hit-and-run incident near Drake on July 2 killed 51-year-old Carlos Price, of Houston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say they have identified the vehicle as a semitrailer hauling fracking sand. They say the driver is a 54-year-old man from Cheyenne, Wyoming. The patrol has given the case to the McHenry County state&#8217;s attorney for possible charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The patrol says Price was walking along the highway about 2:30 a.m. on July 2 after the vehicle he and a woman were in went off the road and became submerged in water. The semi allegedly left the scene after hitting Price. The woman wasn&#8217;t hurt.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; Police say a man beaten in front of a strip club in the North Dakota oil boomtown of Williston has died of his injuries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Detective David Peterson says 25-year-old Dean Niederklopfer (NEE&#8217;-dur-klawp-fur) was taken off life support at a Minot hospital late Monday, after being beaten early Friday. Peterson says Niederklopfer is an &#8220;innocent victim.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police in an affidavit say witnesses observed 29-year-old Kyle Siler hitting Niederklopfer with a closed fist. The affidavit says a video seen by police shows Siler&#8217;s girlfriend, Jessica Gibson, filming the incident. The pair was apprehended in South Dakota late Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Siler was arrested on an aggravated assault warrant and Gibson on a warrant for hindering law enforcement.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Peterson says Siler is a former employee at the strip club Whispers.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. He made his first court appearance Tuesday in Grand Forks, but was not asked to enter a plea.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities searched Miller&#8217;s truck on July 15 at the Pembina border station and found a laptop computer, three external hard drives and one flash drive. (AP) &#8211; A new report says state employees in North Dakota have one of the richest health insurance plans in the nation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The report released Tuesday from the Pew Charitable Trusts found that North Dakota state employees get 93 percent of their health care costs covered by insurance. (AP) &#8211; Sheriff&#8217;s officials say Robin Williams&#8217; personal assistant found him with a belt around his neck at his San Francisco Bay Area home. Marin County Sheriff&#8217;s Lt. Keith Boyd also says superficial cuts were found on Williams&#8217; wrist and a pocket knife was found nearby. Toxicology results on whether Williams had any drugs or alcohol in his system are weeks away. Williams was 63 and had suffered for years from periodic bouts of substance abuse and depression.
