Jamestown (CSi)\u00a0 A\u00a0 Jamestown man was found safe early this (Wednesday) morning, after a search, including the James River.<\/p>\n

Jamestown Police say the search ended about 2:25 a.m., for 47 year old Rory Rupp of Jamestown, described as a “vulnerable adult,” who resides at Bethel Four Acres in Jamestown at 1404 First Avenue North, near the James River.<\/p>\n

Rupp was found safe walking on First Avenue early this morning.<\/p>\n

Rupp was last been seen about noon on Tuesday.<\/p>\n

Authorities called out the Stutsman County Dive Rescue Team late Tuesday night because Rupp\u2019s whereabouts were totally unknown.<\/p>\n

Jamestown (CSi)\u00a0 Jamestown Police Chief Scott Edinger says 42 year old Mary Jo Baker\u00a0of Jamestown\u00a0the subject of a search\u00a0was located, Wednesday morning about 11:30,\u00a0 seen in a vehicle by police officers in Jamestown\u00a0.<\/p>\n

Chief Edinger says, no other information was officially being released late Wednesday morning, pending addtional information.<\/p>\n

Authorities began the search for her about 9-a.m., Tuesday, as a welfare check.<\/p>\n

Police are looking to do a welfare check on her.<\/p>\n

Assistant Chief John Johnson says Baker owns a maroon Chevrolet Equinox SUV with North Dakota license plate EVN 611.<\/p>\n

She\u2019s described as approximately 5 feet, 5 inches tall, weighing 160 pounds with shoulder length, dark brown hair.<\/p>\n

Officers began the search for Baker at 9 a.m. Tuesday.<\/p>\n

Johnson says her family and friends are concerned.<\/p>\n

Anyone who has seen or been in contact with Baker is asked to call Stutsman County Communications at 252-1000.<\/p>\n

Jamestown (CSi) The City of Jamestown has begun the 2015 city budget process.<\/p>\n

The City Council met Wednesday morning from 8-a.m. to 11-a.m.<\/p>\n

City Administrator Jeff Fuchs says, as of June 30 this year, the city has deficit spent $533,000 steming in large part from one time expenditures.<\/p>\n

The 2015 city mill levy is put at 2.87 mills, and will levy in 2015 the same figure as 2014, at 84.97 mills.<\/p>\n

The projected revenues for 2015 show a $30,000 deficit.<\/p>\n

Revenues for 2015 are projected to be higher based on increased state aid.<\/p>\n

He pointed out that the water and sewer utilities will increase by five percent for domestic use, and three percent for Cavendish use.<\/p>\n

With the sewer utility, Fuchs says the operating revenue is $3.3million with expenditures of $1.6 million. Revenues are $1.7 million, with $327,000 in the replacement and depreciation fund.<\/p>\n

With the lift station replacement and force main replacement projects, the debt service is $2 million per year.<\/p>\n

The new operating loss of $619,000 requires a transfer of $664,00 from the city\u2019s share of Special Assessments over a two year period.<\/p>\n

Fuchs questioned with the debt service replacement, the ability to fund any upcoming projects.<\/p>\n

That budget will be further adjusted in the budgeting process.<\/p>\n

With the Sanitation budget a 5 percent rate increase in proposed, with a 2014 deficit at $25,000 and projected to be in the red at the end of 2015 with a five percent rate increase at $100,000.<\/p>\n

With the Solid Waste fund at the end of 2014 the deficit is projected at $16,000, with the construction fund project to be in the red at a half million dollars by the end of 2015.<\/p>\n

Mayor Andersen said with those funds, the city needs to look at more efficiencies for the utility rates to cover the expenses.<\/p>\n

The Mayor said the next set of budget meetings will be next week or the week after, allowing time for officials with JSDC, Tourism, and Engineering to put together presentations.<\/p>\n

The budget meetings are being shown live on CSi 67.<\/p>\n

Jamestown (CSi) A send off to the Mrs. America Pageant for Mrs. North Dakota, America, 2014 and Mrs. Jamestown, Eliza Potratz, will be on Friday August 15, 2014 at the Gladstone Inn & Suites in Jamestown.<\/p>\n

The community is invited wish her well and show support, as she will be leaving for Tucson, Arizona to participate in the Mrs. America pageant August 23-29.<\/p>\n

Pageant Preliminaries are scheduled for August 27 with the finals on August 29.<\/p>\n

The national pageant will be streamed online at www.mrsamerica.com<\/b><\/a><\/p>\n

A face photo contest is in progress at the website to cast votes for Eliza.<\/p>\n

If she wins contest, she could automatically be placed into the top 12 in the Finals.<\/p>\n

Valley City (CSi) The U.S. Army Corps of Engineers will increase the outflow from Baldhill Dam on Wednesday, to 1200 cfs.<\/p>\n

The Sheyenne River level will rise again after August 13.<\/p>\n

The release was cut back to as low as 50 cfs. to conduct a fresh water mussel survey in the river and perform gauge maintenance downstream.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 DRAKE, N.D. (AP) – The Highway Patrol says it has identified the vehicle that struck and killed a Texas man on U.S. Highway 52 in North Dakota, along with the vehicle’s driver.

\n\u00a0\u00a0\u00a0\u00a0 The hit-and-run incident near Drake on July 2 killed 51-year-old Carlos Price, of Houston.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say they have identified the vehicle as a semitrailer hauling fracking sand. They say the driver is a 54-year-old man from Cheyenne, Wyoming. The patrol has given the case to the McHenry County state’s attorney for possible charges.

\n\u00a0\u00a0\u00a0\u00a0 The patrol says Price was walking along the highway about 2:30 a.m. on July 2 after the vehicle he and a woman were in went off the road and became submerged in water. The semi allegedly left the scene after hitting Price. The woman wasn’t hurt.<\/p>\n

\u00a0FARGO, N.D. (AP) – Authorities are investigating vandalism to the Cass County Courthouse in Fargo.

\u00a0\u00a0BISMARCK, N.D. (AP) – A Fargo man accused of violating probation in an animal mistreatment case has posted $700 bond.

\n\u00a0\u00a0\u00a0\u00a0 Sixty-four-year-old William Kiefer appeared in court in Burleigh County on Tuesday, a day after appearing in Morton County. He’s accused of violating probation in both counties\u00a0and\u00a0his $700 bond covers both counties.

\n\u00a0\u00a0\u00a0\u00a0 Kiefer could face up to a year in jail if he’s found to have violated terms of probation by buying a horse and also failing to follow through with court-ordered mental health services.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Kiefer pleaded guilty last year to misdemeanor animal cruelty and four counts of overworking, mistreating or abandoning animals. He was sentenced to six months in custody and two years of probation in the case that involved the deaths of more than 100 horses.<\/p>\n

\u00a0FARGO, N.D. (AP) – A road construction company says it will have to redo 50 feet of concrete on a Fargo street after a 78-year-old woman drove through fresh cement. The accident happened Tuesday morning in a construction zone near 25th Street and Interstate 94. Authorities say the woman became confused and drove her car through 12 inches of wet cement until she got stuck. Damage is estimated to be $10,000.

BISMARCK, N.D. (AP) – North Dakota Department of Mineral Resources officials say an oil spill at a well 15 miles south of Tioga has been contained.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The state says officials with RIM Operating, Inc. reported that all but 60 of the 270 barrels of oil released at the site had been recovered as of Tuesday afternoon. The company says it’s working to recover the additional oil.

\n\u00a0\u00a0\u00a0\u00a0 An open valve is believed to have caused the incident.
\n\u00a0

\u00a0WILLISTON, N.D. (AP) – A school superintendent in one of North Dakota’s new and fastest growing districts has decided to quit a week before classes are slated to begin.

\n\u00a0\u00a0\u00a0\u00a0 Fran Swensgard handed in her resignation letter Monday as superintendent of schools at the New Public School District No. 8, located in the heart of the oil patch.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Swensgard’s letter to the board did not give a reason for her departure or a resignation date, but the board said it was effective immediately.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Board president Dave Rockstad says it’s not a good time for the resignation, but there are qualified people who can handle it. The board will ask school principals to pick up the slack on day-to-day operations.

\u00a0WAHPETON, N.D. (AP) – The starting date for classes at Wahpeton High School has been delayed a week because of a renovation project.

\u00a0WILLISTON, N.D. (AP) – A busy bridge on U.S. Highway 85 that crosses the Missouri River south of Williston is set to be closed for repair work Wednesday.

\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Department of Transportation announced the closure in a statement Tuesday. The bridge will be closed at 9 a.m. Wednesday and is expected to remain closed through the day.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Department of Transportation suggests motorists cross the river near the confluence of the Yellowstone and Missouri Rivers about 25 miles southwest of Williston.

\n\u00a0\u00a0\u00a0\u00a0 The affected stretch of U.S. Highway 85 links the oil patch cities of Watford City and Williston. The road sees heavy oil field traffic and delays are common.<\/p>\n

BISMARCK, N.D. (AP) – Corn production is down slightly in the Dakotas, but the soybean crops are at record levels and wheat production has rebounded.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The latest report from the Agriculture Department estimates South Dakota’s soybean crop up 7 percent from last year and North Dakota’s soybean crop up 37 percent. The increase comes at the expense of corn production, which is expected to drop 5 percent in South Dakota and 9 percent in North Dakota.

\n\u00a0\u00a0\u00a0\u00a0 Both states’ winter wheat crops are forecast to be more than double the size of last year’s. Spring wheat production is expected to be up 14 percent in South Dakota and up 16 percent in North Dakota.

\n\u00a0\u00a0\u00a0\u00a0 Good growing conditions are a reason. North Dakota’s spring wheat yield is projected to be a record 47 bushels per acre.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A new report says state employees in North Dakota have one of the richest health insurance plans in the nation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The report released Tuesday from the Pew Charitable Trusts found that North Dakota state employees get 93 percent of their health care costs covered by insurance. The national average is 92 percent.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 That’s much higher than workers in the private sector or those choosing health plans under the federal overhaul.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The report also found that North Dakota is the only state in the nation that does not require premium contributions for single employees or those with dependents.

\n\u00a0\u00a0\u00a0\u00a0 North Dakota United President Nick Archuleta says the state’s generous health care plan is one of the few perks that help attract and retain quality public employee workers in the oil-boom state.<\/p>\n

Jerald Roemmich said the signup is planned for Monday August 18, 2014 at the Hillcrest Softball Complex, from 5-p.m., to 6:30-p.m.<\/p>\n

He said that equipment will be handed out at the time of signup, and pointed out that parents or guardians must accompany the player to registration, needing permission and a signature to participate.<\/p>\n

The cost is $60 per player, and includes a football jersey, and the use of equipment. Scholarships available, for families unable to pay the cost.<\/p>\n

Teams will be assigned after the players have been assessed by their skills.<\/p>\n

FARGO, N.D. (AP) – The committee searching for North Dakota State University’s next athletic director has chosen seven candidates for consideration.<\/p>\n

The committee expects to narrow the pool before inviting candidates for on-campus interviews.<\/p>\n

Gene Taylor announced in June that he was leaving NDSU to take the No. 2 position in athletics at Iowa, with hopes of someday landing the top job at a Bowl Championship Subdivision school. NDSU competes in the lower-tier Football Championship Subdivision.<\/p>\n

Verlander gave up five runs in the first inning against the Pirates and came out of the game following a plate appearance the next inning.
