Sid Mann says at 7:02 p.m., \u00a0sediment (mud) from Saturday\u2019s rain had caused a male operator of a motorcycle to lose control.<\/p>\n<p>He and his female passenger were taken to the Jamestown Regional Medical Center for treatment\u00a0\u00a0of their injuries.<\/p>\n<p>The viaduct is scheduled to be re-opened on Monday after street crews have removed the sediment.<\/p>\n<p>The accident remains under investigation.<\/p>\n<p>The torrential rain event occurred during a weather system that passed through the area between about 4-p.m. an 10-p.m.\u00a0 Saturday. Three inches of rain falling between 4-p.m., and 5-p.m.<\/p>\n<p>The National Weather Service Office in Bismarck\u00a0 cancelled the flash flood warning for east central Stutsman County, on Saturday\u00a0 at 10:30-p.m.<\/p>\n<p>Among flooded and closed streets was the viaduct on Fourth Avenue East, and the Third Street area between Fifth Avenue and Seventh Avenue Southeast.<\/p>\n<p><a href=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2014\/08\/FloodAug16SEJmst.png\"><img loading=\"lazy\" decoding=\"async\" alt=\"FloodAug16SEJmst\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2014\/08\/FloodAug16SEJmst-300x198.png\" width=\"300\" height=\"198\" \/><\/a>Jamestown Police reported that a family had to leave their home Saturday \u00a0after a basement wall collapsed on Third Street Southeast between Fifth and Seventh Avenues.<\/p>\n<p>Saturday, police reported cars stalled on Jamestown streets and a tree down in the 900 block of 2nd Street Northeast, with 3-6-inches of water over streets.<\/p>\n<p>Late Saturday afternoon to late evening Saurday the\u00a0CSi weather computer, at Historic Franklin in downtown Jamestown,\u00a0 recorded 5.39-inches of rain.<\/p>\n<p>\u00a0The Jamestown weather station recorded 1.27 .<\/p>\n<p>Other Jamestown reports showed 2.3 to 2.5 inches fell. Carrington rported a half inch of reported precipitation.<\/p>\n<p>\u00a0\u00a0More than 15 homes in Dunn County were flooded.\u00a0 State game wardens early Saturday had to use a boat to rescue Inky and Clara Paulson when Knife River floodwaters poured into their home, forcing them onto the roof.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi)\u00a0 KLJ informs motorists that starting\u00a0 Monday, August 18, 2014, seal coat work\u00a0 begins on Paving Improvement District 104.<\/p>\n<p>The seal coat work will take approximately 1-2 days. During this time on-street parking will be prohibited within the project limits. Access to residential properties and businesses will be disrupted while the work is being completed in each project area; however, these should be minimal.<\/p>\n<p>The driving public needs to be aware of these construction activities and are advised to drive carefully and follow flagger\u2019s instructions. Mitch Brecto, Salvation Army leader.<\/p>\n<p>For the months of June and July we gave out 21,000 lbs. of food with only 10,000 lbs. worth of donations coming in.\u00a0 As a result, we\u2019ve had to purchase an unexpected amount of food from the food bank, Walmart and other places.<\/p>\n<p>\u2018We are so thankful for the food from the community, businesses, churches, daily bread program, Hugo\u2019s and Pizza Hut, but unfortunately it\u2019s just not enough,\u201d Brecto said.<\/p>\n<p>While the economy has rebounded, Brecto said many people\u2019s paychecks haven\u2019t, resulting in a lot of families with children coming into the food shelf. For more information or to make an online donation please visit <a href=\"http:\/\/csinewsnow.com\/AppData\/Local\/jeffrey.demars\/AppData\/Roaming\/Microsoft\/Word\/SalvationArmyNorth.org\/Jamestown\">SalvationArmyNorth.org\/Jamestown<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Plans to break ground for the new Faith Lutheran Church in Valley City is planned this fall.\u00a0 The\u00a0 800-member congregation has decided\u00a0thst church will be rebuilt across the street to the east from the downtown lot.<\/p>\n<p>An arson fire on in October of 2013 destroyed the former church building, and \u00a0caused an estimated $2.5 million in damage.<\/p>\n<p>The church is working with Moorhead, based architects YHR Partners on the new church\u2019s design.<\/p>\n<p>Since last year\u2019s fire, services have been held at the church\u2019s temporary home, office space in southwest Valley City, a building that houses the Barnes County Sheriff\u2019s Office, the local Canadian Pacific Railway office and the Nielson Insurance Agency.<\/p>\n<p>Arson suspect\u00a0 25 year old Andrew Michael Miklas, of Valley City, is set to stand trial on August 19.<\/p>\n<p>Prosecutors plan to try him under the state\u2019s Habitual Offender Statute, allowing for extended sentencing, but a change of plea will be entered on August 25.<\/p>\n<p>Miklas faces a Class B felony charge of arson, two Class C felonies for burglary, a Class C felony charge for endangering by fire or explosion and a Class B misdemeanor theft of property charge.<\/p>\n<p>Alleged co-conspirator 19 year old Nicole Ellen Lindermann, of Kathryn, is scheduled for a change of plea on August 25, facing a Class B felony charge of criminal conspiracy, a Class C felony of conspiracy to commit burglary and a Class B misdemeanor charge of theft.<\/p>\n<p>A Class B felony is punishable by up to 10 years in prison and a $10,000 fine, a Class C misdemeanor is punishable by five years in prison and a $5,000 fine, and a Class B misdemeanor is punishable by 30 days in jail and a $1,000 fine.<\/p>\n<p>Lindermann and Miklas allegedly committed a burglary at the church during the evening of Oct. 20 or early morning of October 21, 2013 and returned later to set fire to the building to destroy evidence.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MANDAN, N.D. (AP) &#8211; Mandan police are treating the death of a man in Lakewood Marina as an accident.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the 23-year-old man jumped off a pontoon while swimming with friends on Saturday night and did not resurface. He was unresponsive when his friends pulled him from the water, and he was later pronounced dead at a Bismarck hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police did not immediately release the man&#8217;s name.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; The Highway Patrol has identified a Portland, North Dakota, woman who was struck and killed by a pickup truck while riding a bicycle in Steele County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fifty-four-year-old Lisa Knudson died Friday night while biking on state Highway 200. Authorities say she was pronounced dead at the scene about 12 miles east of Finley.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The patrol says charges are pending against the 34-year-old pickup driver from Finley.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Neither the driver nor the two child passengers was hurt.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Police are investigating the shooting death of a 54-year-old man at an apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Chief Dan Donlin says the man entered the apartment Saturday night and allegedly pointed a gun at three children inside. A man living in the apartment confronted the gunman. The gun went off during the struggle and the bullet struck the intruder in the head, killing him.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Donlin says police believe the gunman was a neighbor. Authorities did not immediately release his name.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 No one else was hurt in the incident. Police did not arrest anyone at the scene.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0GRAND FORKS, N.D. (AP) &#8211; Grand Forks police are looking for a person who reportedly robbed a convenience store of an undisclosed amount of money.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the clerk at the Cenex store reported that a male entered the store about 5:15 a.m. Monday and demanded money from the safe. The clerk said the suspect did not display a weapon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The clerk was not hurt.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0FARGO, N.D. (AP) &#8211; Authorities have arrested a suspect in recent vandalism to the Cass County Courthouse in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The sheriff&#8217;s office says a 28-year-old man caught in the act of vandalizing the building just after midnight Sunday is believed to also have been responsible for two previous acts of vandalism this month.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man was arrested for criminal mischief. Formal charges were pending.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The Fargo Fire Department is investigating the cause of a fire that damaged a home Saturday night.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Battalion Chief Craig Nelson says fire crews responded around 8:10 p.m. to the scene on Countryside Trailer Court South. He says smoke and flames were visible from the structure.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nelson says nobody was home at the time of the incident and no injuries were reported.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirteen fire fighters, three engines, one truck and two command vehicles responded to the incident.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Striking workers at the J.R. Simplot Co. potato processing plant in Grand Forks are entering a third week picketing.<br \/>\n\u00a0<br \/>\n\u00a0The \u00a0workers have rejected the company&#8217;s latest contract offer mainly over newly implemented 12-hour shifts.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Union business agent Brian Nowak says the new shifts could easily result in unreasonably long hours.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A Simplot spokesperson told the station that the company may move employees working in other U.S. factories to the one in Grand Forks if the strike isn&#8217;t settled by full fall production.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nearly 200 union employees walked off the job Aug. 4. (AP) &#8211; A downpour didn&#8217;t keep North Dakotans from celebrating their state&#8217;s 125th anniversary.<br \/>\n\u00a0<br \/>\nNorth Dakota Gov. Jack Dalrymple and South Dakota Gov. Dennis Daugaard on Saturday unveiled the pen that President Benjamin Harrison used to sign the Dakotas into statehood in 1889. (AP) &#8211; A North Dakota legislator from Minot is proposing the city get $1 million in state money to address flood-damaged homes that have been neglected or abandoned in the past three years.<\/p>\n<p>Rep. Scott Louser says he&#8217;s drafted a bill for next year&#8217;s Legislature. It would provide upfront money for the city to deal with so-called &#8220;zombie homes,&#8221; with the costs ultimately being assessed to the property owners. Recouped money would go to the Minot Park District.<\/p>\n<p>The Souris River in June 2011 swamped more than 4,000 homes, businesses and other structures. Hundreds of nuisance properties remain throughout Minot.<\/p>\n<p>The City Council earlier this year dedicated $74,000 in sales tax money to the cleanup effort and directed city staff to look for other funding sources.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Northern Crops Institute in Fargo is holding an open house this week to celebrate the completion of an equipment upgrade at its Feed Production Center.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NCI Director Mark Weber says more than three-fourths of the $800,000 cost was paid by commodity groups and private industry. The North Dakota Legislature last year also approved money.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The institute is funded by the states of North Dakota, South Dakota and Minnesota, along with commodity groups in those states and Montana. (AP) &#8211; The superintendent of the only national site in the United States that preserves the homelands of the Northern Plains Indians says it&#8217;s time to deal with nature-made threats to the site&#8217;s archaeology.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wendy Ross is the superintendent of the Knife River Indian Villages National Historic Site. Ross says erosion, flooding and trees with invasive roots are damaging the site.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ross has begun a management plan to fully detail those threats and how to deal with them. She says stopping the threats could mean bank stabilization on the river and rerouting a county road. Other changes could involve restoring native grasses to the village sites and not mowing or bringing on the herbicides.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Park service archaeologist Jay Sturdevant says the damage in parts of park is severe.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Department of Health is hosting a conference this week aimed at enhancing the ability of state and local officials to respond to emergencies.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The all-day conference Thursday at the Radisson in Bismarck is being put on by the Health Department&#8217;s Emergency Preparedness and Response Section.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hospital Preparedness Division Director Mary Tello-Pool says the conference will include discussions, practical lessons and keynote speakers.
