SUBSEQUENT HEAVY RAINS<br \/>\n\u00a0WOULD LIKELY RESULT IN EXCESSIVE RUNOFF\u2026SO OVERLAND AND SMALL<br \/>\n\u00a0STREAM FLOODING IS POSSIBLE.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Officials with Cenex Harvest States have requested Stutsman County advertise for bids for construction of a road to provide access to the propose nitrogen fertilizer plant, in Spiritwood, from I-94.<\/p>\n<p>The road would provide access for equipment and supplies, improve a section of Stutsman County Road\/Highway 62 and create a new road 34th Street Southeast.<\/p>\n<p>CHS requested estimates of costs before making a final decision on the construction of the nitrogen plant project.<\/p>\n<p>In April this year, engineering estimates were from $8 million and $16 million, with options selected by CHS.<\/p>\n<p>The entire cost of the road will be paid by CHS through special assessments.<\/p>\n<p>In April, CHS placed the fertilizer plant project on hold.<\/p>\n<p>Stutsman County is also negotiating with CHS to concerning possible property tax incentives for the project.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck (CSi) Effective September 1, 2014, many Drivers License offices across North Dakota will have new hours and\/or days of service. (AP) &#8211; A Williston woman is jailed on at least 36 felony charges for two separate crime sprees through residential neighborhoods.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0 Brittany Foote went into several homes and in some cases entered residences while the homeowners were doing yard work. Most of the charges are for burglary and theft.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Foote was found with cash, credit cards, gift cards, a hospital employee badge and painkillers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say Foote was arrested last week when went into a house that was occupied and got into a scuffle with a resident. She was charged with terrorizing, simple assault and reckless endangerment for that incident. She also faces several drug charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents do not list an attorney for Foote.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DEVILS LAKE, N.D. (AP) &#8211; The operations administrator of the regional jail in Devils Lake has been fired.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0The Lake Region Law Enforcement Center board of directors voted 5-3 Wednesday to fire Denny Deegan after months of controversy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Issues have included staff shortages leading to an inability to house juvenile offenders, resignations and criminal charges filed against a male officer who allegedly had sexual contact with a female inmate.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Deegan&#8217;s husband, Paul,says he thinks his wife was unfairly blamed. He says, &#8220;the word &#8216;witch-hunt&#8217; comes to mind.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ramsey County Sheriff Steve Nelson will be in charge of the LEC until a new operations administrator is hired. (AP) &#8211; A North Dakota regulator who has proposed a state-run rail safety program to bolster federal oversight says the effort would cost $500,000 a year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Public Service Commissioner Julie Fedorchak&#8217;s plan calls for hiring two inspectors and a rail safety manager. She proposed it in late June and outlined details Thursday. The proposal is included in the PSC&#8217;s budget request to the governor.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The PSC says rail traffic increased by 233 percent between 2000 and 2012 due to the state&#8217;s oil boom. The commission says North Dakota has had 56 track-related accidents over the past five years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s railways are monitored by the Federal Railroad Administration, but it has only two inspectors in the state. Fedorchak says the federal agency &#8220;is stretched too thin&#8221; and has responded too slowly.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Department of Mineral Resources has scheduled a hearing to talk about transportation safety and marketability of crude oil.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The hearing comes as the North Dakota Industrial Commission is considering new technical rules on equipment in the oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials have set a 15-minute limit on testimony for the hearing, which is scheduled Sept. 23 at the mineral resources office in Bismarck.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports..<\/p>\n<p>VALLEY CITY (VCSU) &#8211; Three North Star Athletic Association schools have announced plans to play countable baseball games this fall.<\/p>\n<p>Valley City State University, Mayville State University and Presentation College will be taking advantage of new NAIA legislation that allows baseball teams to count statistics and records from fall contests. In a groundbreaking move this summer, NAIA legislators passed the proposal set forth by the NAIA baseball coaches at the annual coaches convention. The legislation allows teams to count 12 varsity contests toward their 55 game limit<\/p>\n<p>The three NSAA schools will all play games against each other and University of Winnipeg this fall that count towards their overall record and season statistics.<\/p>\n<p>Last season, the same NSAA teams were allowed to play counting fall games on a trial basis with Presentation College, Mayville State University and Valley City State University each playing eight games. Jay Nixon is ordering the Missouri National Guard to begin withdrawing from Ferguson. Since the guard&#8217;s arrival Monday, the unrest that erupted after a white police officer fatally shot an unarmed black 18-year-old has begun to subside. Nixon says the guard effectively protected the city while other agencies work to restore trust between law enforcement and residents.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 ATLANTA (AP) &#8211; Two American aid workers who were infected with the deadly Ebola virus have been discharged from an Atlanta hospital. The scene at Emory University Hospital today was celebratory. At a news conference, Dr. Kent Brantly called it &#8220;a miraculous day,&#8221; thanking his caregivers and the &#8220;thousands&#8221; praying for his recovery.
