The girl was getting a ride with Chapps and two other people to Valley City when the incident happened.<\/p>\n<p>Law enforcement officials have kept the case under wraps until recently.<\/p>\n<p>Griggs County Sheriff Bob Hooks says the reason the case was not publicized was because the crime happened in a different county and the victim was not from the area.<\/p>\n<p>Chapps remains in the Barnes County Jail in Valley City and could face a maximum sentence of life in prison without parole.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Regional Airport Authority has hired a new airport manager.<\/p>\n<p>Samuel Seafeldt, a flight instructor at the University of North Dakota, will start his position after the first week of October.<\/p>\n<p>He lives in Grand Forks with his wife and children. Seafeldt has a Bachelor of Science in aeronautics. He has a commercial pilot license and is a certified flight instructor with 11 years of flying experience.<\/p>\n<p>The authority approved the hiring of Seafeldt, and his salary at $50,000 a year to start. The authority also accepted current airport manager Matt Leitner&#8217;s resignation, while praising him for his four years of service.<\/p>\n<p>Leitner&#8217;s resignation is effective Septembe 19, 2014, taking a new position managing three airports in Crescent City, California.<\/p>\n<p>Leitner&#8217;s last day at Jamestown Regional Airport is this Friday.<\/p>\n<p>The authority is holding a public reception at 2 p.m. Friday in the authority&#8217;s meeting room to wish Leitner, well.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The James River Valley Library System Board of Directors has approved the basic floor plans for the possible expansion of Alfred Dickey Library.<\/p>\n<p>The board reserves the right to make changes to the plans if needed.<\/p>\n<p>The floor plans include 11,368 square feet devoted to the adult library, 6,335 square feet devoted to the children\u2019s library and a 787-square-foot young adult section.<\/p>\n<p>The expansion and renovation hinges on voters approval of a quarter-percent sales tax hike to fund the project, on the November 4, 2014 election ballot.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Information from the Valley City Area Chamber of Commerce notes that a supply drive is now running through September 19, 2014 for area organizations that provide services that can be life saving for victims of sexual assault and domestic violence.<\/p>\n<p>Local organizations include, SAFE Shelter in Jamestown, and the Abused Persons Outreach Center in Valley City.<\/p>\n<p>Anyone wishing to donate can drop off items at <i>First Community Credit Union located at 115 5<sup>th<\/sup> Ave NE. in Valley City<\/i><\/p>\n<p>Some suggested items:<\/p>\n<ul>\n<li>Paper products, such as paper towels, tissues, toilette paper<\/li>\n<li>Gift cards to gas stations or Wal-Mart<\/li>\n<li>Basic hygiene items such as body wash, soap, shampoo, toothbrushes, toothpaste, razors, sanitary napkins, deodorant, new underwear and socks<\/li>\n<li>Other items such as hair dryers and curling irons<\/li>\n<li>Children items such as diapers, new and gently used toys, books, blankets, and school items<\/li>\n<li>Used cell phones that have been reset to factory settings<\/li>\n<\/ul>\n<p>\u3000<\/p>\n<p align=\"justify\">Jamestown (CSi) To commemorate the late Dan Wilhelm, the 4th Annual car show at Don Wilhelm, Inc., on Saturday September 20, 2014 will be named the &#8220;Dan Wilhelm Memorial Car and Bike Show.&#8221;<\/p>\n<p align=\"justify\">Dan Wilhelm was a co-owner of Wilhelm Chevrolet Buick GMC<\/p>\n<p>and lost his life to Huntington\u2019s Disease at the age of 55, on November 11, 2012.<\/p>\n<p align=\"justify\">All proceeds from the event will go to Huntington\u2019s Disease Society of America.<\/p>\n<p align=\"justify\">Several local businesses have donated money toward Huntington\u2019s Disease Society of America.<\/p>\n<p align=\"justify\">The event organizer, and Wilhelm\u2019s dealership, Business Manger, Steve &#8220;Skovy&#8221; Jaskoviak, adds, the James Valley Street Machines started the car and bike show, three years ago, and in the past the car club and Wilhelm Chevrolet Buick GMC divided the cost of the event.<\/p>\n<p align=\"justify\">This year, however, Wilhelm Chevrolet Buick GMC is paying a majority of the car and bike show\u2019s costs.<\/p>\n<p align=\"justify\">Forty percent of the $10,000 fund raising goal was met earlier this week.<\/p>\n<p align=\"justify\">A cure is yet to be found, as Huntington\u2019s disease is an inherited brain disorder that results in the progressive loss of mental faculties and physical control.<\/p>\n<p align=\"justify\">An individual who has been diagnosed with Huntington\u2019s disease will eventually die from pneumonia, heart failure or other complications.<\/p>\n<p align=\"justify\">The Dan Wilhelm Memorial Car and Bike Show is from 10 a.m. to 2 p.m. Saturday at Wilhelm Chevrolet Buick GMC, on Business Loop West in Jamestown.<\/p>\n<p align=\"justify\">Car and motorcycle enthusiasts can attend the event free with participants, entering their vehicles at no charge, Saturday morning, with set up from 8-a.m., to 10-a.m.<\/p>\n<p align=\"justify\">During the show children can play on inflatables, burgers and bratwursts will be available for a freewill donation that goes toward the Huntington\u2019s Disease Society of America.<\/p>\n<p align=\"justify\">Members of the Huntington\u2019s Disease Society of America Grand Forks chapter will attend the event and give a short seminar on Huntington\u2019s disease.<\/p>\n<p align=\"justify\">Also seminars will be held on the 2015 Chevrolet Tahoe and the 2015 Chevrolet Corvette.<\/p>\n<p align=\"justify\">More on the car show on Friday\u2019s Wayne Byers Show on CSi Cable 2 at 8:25-a.m.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p>Hannaford (CSi) A ribbon cutting ceremony was held Wednesday at the new $24 million Cenex Harvest States rail propane terminal west of Hannaford.<\/p>\n<p>The propane storage capacity will be 1,080,000 gallons as twelve 90,000 gallon tanks are in place. (AP) &#8211; A felon accused of fraud and terror in the North Dakota oil patch will be transported to Washington state to face federal charges alleging he ordered the killings of a business associate and a former trucking company employee.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An indictment unsealed Wednesday charges James Henrikson with murder for hire in the deaths of Doug Carlile and Kristopher &#8220;K.C.&#8221; Clarke. Carlile was shot in his kitchen in Spokane, Washington. Clarke&#8217;s body has never been found.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Henrikson appeared in court Wednesday in Bismarck and quietly answered the questions of a magistrate judge, who approved a request for the U.S. Marshals Service and the Department of Homeland Security to transport him to Washington.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 If convicted, Henrikson could face the death penalty. (AP) &#8211; Eight people have been arrested in connection with several burglaries that occurred throughout rural Ward County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sheriff&#8217;s Capt. Robert Barnard says the department has received numerous reports of thefts and burglaries at farmsteads, businesses and homes since May.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Barnard says the arrestees are facing multiple charges including theft of property, drug possession and theft of a motor vehicle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Deputies have recovered $30,000 in stolen property including guns and vehicles. (AP) &#8211; A Devils Lake woman convicted in the drug overdose deaths of two other women two years ago is headed back to prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fifty-one-year-old Patsy Owlboy was sentenced Monday on a felony drug delivery charge.<br \/>\n\u00a0<br \/>\nShe was sentenced to 3\u00a0 1\/2 years in prison in the latest case, which Ramsey County State&#8217;s Attorney Lonnie Olson said involved Owlboy selling prescription pills to an undercover agent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In the earlier case, Owlboy was convicted of supplying drugs to two women who died in April 2012, and sentenced to 1\u00a0 1\/2 years in prison.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0WILLISTON, N.D. (AP) &#8211; The leader of an oil-rich North Dakota American Indian nation is accused of using his position to benefit from business partners&#8217; lucrative oil field contracts on the Fort Berthold Indian Reservation. A report into the business dealings of Mandan, Hidatsa and Arikara Nation chairman Tex Hall was presented by Dentons law firm to the tribes&#8217; elected body last month. Hall&#8217;s office called the report a sham.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A whopper goldeye caught by a 9-year-old North Dakota boy this summer is still a state record, but a slightly smaller one.<\/p>\n<p align=\"justify\">It also might still be a world record.<\/p>\n<p align=\"justify\">The state Game and Fish Department has determined that the 4-pound, 12-ounce goldeye that Brayden Selzler caught in Lake Audubon in late July was actually 4 pounds, 3 ounces.<\/p>\n<p align=\"justify\">That still breaks the previous state record by 6 ounces. Craig Unser of Mandan had held the record with a goldeye he landed in New Johns Lake in 1998.<\/p>\n<p>Selzler&#8217;s 4 pound, 3 ounce goldeye also is still bigger than the recognized overall all-tackle world record of 3-pounds, 13-ounces held by Gary Heuer, of Aberdeen, South Dakota.
