Peterson was transported to Sanford Hospital by ambulance to be treated. It is unknown why the 16 year-old driver collided with Peterson while passing him on the Interstate.<\/p>\n<p>Both were wearing their seat belts and the crash remains under investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) A federal warrant was been issued for 37-year old Austin Edward Henne of Spiritwood.<\/p>\n<p>Henne was arrested for possession of a firearm by a convicted felon.<\/p>\n<p>Barnes County Sheriff Randy McClaflin says additional charges are pending. No other details have been released.<\/p>\n<p>The case remains under investigation with the Barnes County Sheriff\u2019s Office.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Voters in nine North Dakota cities have the opportunity to make early trips to the polls.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Secretary of State Al Jaeger says early voting will be available in Dickinson, Mandan, Bismarck, Minot, Jamestown, Casselton, West Fargo, Fargo and Grand Forks. Officers located the man at a store parking lot and recovered the pellet gun.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 18-year-old suspect was taken to jail on a terrorizing charge.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Police in Bismarck say they have arrested a 30-year-old man in connection with a stolen pickup truck that authorities found on fire.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0The \u00a0Bismarck man has been on an initial charge of theft of a motor vehicle. He has not been publicly identified.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say they received a call about a stolen 1979 black pickup truck with Montana license plates around 1:30 p.m. Sunday. The Burleigh County Sheriff&#8217;s Department later found it up in flames at a Bismarck park.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the man could also be charged with arson.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; The Fire Department in Fargo is investigating the cause of a fire that damaged an apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Battalion Chief Craig Nelson says smoke was visible inside the building when fire crews arrived to the scene. Nobody was at the apartment when the blaze started and no injuries were reported.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The building&#8217;s occupants were evacuated while fire fighters worked to extinguish the blaze.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Fargo Fire Department responded with 17 personnel on four engines, one truck and two command vehicles.<br \/>\n\u00a0<\/p>\n<p>MINOT, N.D. (AP) &#8211; Crime rates in Minot continue to increase as more residents establish in the area.<br \/>\n\u00a0<br \/>\n\u00a0In major crimes have almost doubled since 2010. Authorities tallied less than 600 in 2010, but the number reached more than 1,100 last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police Chief Jason Olson says the department&#8217;s detective caseloads have doubled even when the number of detectives has gone from seven to 11.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say they&#8217;ve noticed a significant increase in methamphetamine-related incidents. Olson says the department used to see one meth arrest for every 10 marijuana arrests. Now, he says, it&#8217;s about 50-50.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Olson adds that most of the property crimes such as theft, burglary and breaking and entering are also drug related, as users steal to fund their addiction.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Small farmers and ranchers in North Dakota who once were unable to insure their crops will get a chance to do so in 2015 under a new insurance program.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Small and mid-size producers will be able to insure all of their crops, including cattle and other livestock, under one policy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The provisions come under the newly announced Whole-Farm Revenue Protection program. Among those to be benefited by the program are small organic, specialty crop and vegetable growers, such as those who sell their products at farmers markets.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The program protects producers against low revenue caused by natural disasters and market fluctuations during the insurance year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Agriculture Commissioner Doug Goehring says farmers with a wider diversity of crops will pay less of a premium.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; The University of North Dakota says an official will be working at the school to act as a confidential advocate for student, staff and faculty victims of sexual violence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The school says it agreed to partner with Grand Forks Community Violence Intervention Center to place an employee from the shelter at the university beginning next month.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Under the plan, the shelter employee would work about 20 hours per week at the university.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say the cost of the effort is estimated at $20,000 annually and the school will pay for it.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The service is provided at no charge.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; A North Dakota health official says methane emissions could be the next big environmental issue facing the state&#8217;s oil industry.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dave Glatt is environmental section chief of the state&#8217;s Department of Health. Glatt says the federal Environmental Protection Agency is paying closer attention to emissions of the greenhouse gas and federal regulations could be on the horizon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He says it&#8217;s a good time to see what producers in North Dakota can do to reduce emissions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Methane is a major component of natural gas. Glatt says leaks, hatches left open and faulty gas flares are often responsible for methane getting from oil facilities to the atmosphere.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The EPA says methane is the second most prevalent greenhouse gas emitted from the U.S. and that the majority of those emissions comes from natural gas and petroleum systems.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0MINOT, N.D. (AP) &#8211; A company that&#8217;s invested billions in North Dakota&#8217;s oil patch says it plans to stick around, despite falling prices.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota oil prices have been slipping over the past few months, dropping as much as one-fourth from about $90 a barrel in June.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Top state oil regulator Lynn Helms said last week that the price drops could halt drilling in some North Dakota counties, though he estimated the impact at less than 10 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Joel Noyes with Hess Corp. says falling prices have caught the attention of the company, but that prices always ebb and flow and Hess has too much invested in North Dakota to leave anyway.<br \/>\n\u00a0<br \/>\nNoyes says Hess is planning to expand its operations in the state in the coming year.<\/p>\n<p>&nbsp;<\/p>\n<p>BEULAH, N.D. (AP) &#8211; Public hearings are scheduled in Beulah for a proposed wind farm and associated electric transmission line in Mercer County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 public hearings will be held Thursday at the Beulah City Hall.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Antelope Hills Wind Project has submitted an application to the North Dakota Public Service Commission for the Antelope Hills Wind Energy Project.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The wind farm will have a capacity of up to 172 megawatts and will use between 75 and 86 wind turbines.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The project&#8217;s capacity is equivalent to the energy necessary to power about 17,000 homes.<\/p>\n<p>\u00a0MANDAN, N.D. (AP) &#8211; The Knife River Indian Villages National Historic Site is celebrating its 40th anniversary this weekend.<br \/>\n\u00a0<br \/>\n\u00a0A ceremony is planned from 1-4 p.m. Central time on Sunday at the site near Stanton.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The site is where Hidatsa and Mandan Indian culture flourished around earth lodge villages for several centuries. Explorers Lewis and Clark visited the site in 1804-1805 when they wintered at Fort Mandan a few miles away.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Congress in 1974 approved making it a national historic site under the administration of the National Park Service. President Gerald Ford signed the bill.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>Jamestown (CSi)\u00a0\u00a0 The Jimmies cruised to a 63-6 win over Mayville State,\u00a0 after leading\u00a035-0 at the half, Saturday, at Taylor Stadium\u2019s Rollie Greeno Field.\u00a0<\/p>\n<p>It was a win with mixed emotions, as the Jimmies played without starting safety Wes Worthen, whose mother\u00a0 unexpectedly passed away Friday, in Georgia.<\/p>\n<p>Starting Safety Caleb Garcia said, \u201cThis was for our brother Wes and his family. We\u2019re a family and we\u2019re thinking of him today and what he and his family are going through.\u201d<\/p>\n<p>Jamestown put up\u00a0 nine\u00a0TDs\u00a0\u00a0as the offense had\u00a0723 yards, to their credit.<\/p>\n<p>On the other side of the\u00a0ball, the UJ defense forced four turnovers,\u00a0allowing the one touchdown.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi)\u00a0 It certainly wasn\u2019t easy, but the Valley City State football team won it\u2019s sixth<br \/>\nstraight game Saturday, holding off Dickinson State for a hard-fought 22-17 victory<br \/>\nat Shelly Ellig Field in Valley City.<\/p>\n<p>After trailing 17-13 at halftime, the Vikings held Dickinson State scoreless in the<br \/>\nsecond half, rallying past the Blue Hawks for a conference victory on VCSU\u2019s Senior<br \/>\nDay. Valley City State\u2019s winning streak is now at six games as the No. 22-ranked<br \/>\nVikings improve to 7-1 overall and 4-0 in conference play.<\/p>\n<p>Dickinson State drops to 3-4 overall and 1-1 in conference play.<\/p>\n<p>The Vikings struck first and fast as quarterback Kurtis Walls found Antoine Griffin<br \/>\nfor an 86-yard touchdown with 11:13 remaining in the first half, capping off a<br \/>\n98-yard drive. Walls again found Griffin early in the second quarter for a 5-yard<br \/>\nfade to the corner, giving the Vikings a 13-0 lead after the point after was no<br \/>\ngood. Griffin finished the day with 15 catches, setting a new single-game reception<br \/>\nrecord at VCSU. Those 15 catches went for 162 yards and two touchdowns.<\/p>\n<p>After the Vikings went up 13-0, it was all Blue Hawks the rest of the second<br \/>\nquarter. Dickinson used a potent rushing attack to complete touchdown drives of 76<br \/>\nand 75 yards. Jesse Carney\u2019s 39-yard touchdown run made it 13-7 with 10:11 remaining<br \/>\nin the first half. A 28-yard field goal by Josh Born cut the Viking lead to 13-10,<br \/>\nand then quarterback Kayler Ray rushed one in from 2-yards out to give Dickinson a<br \/>\n17-13 lead heading into halftime.<\/p>\n<p>It was all Vikings in the second half. VCSU received to start the half and marched<br \/>\n70 yards on 12 plays, capping off the go-ahead touchdown drive with a 12-yard pass<br \/>\nfrom Walls to Zach Johnson. The point after attempt was no good, leaving the Vikings<br \/>\nwith a slim 19-17 margin.<\/p>\n<p>It was a defensive struggle from there on out, with the Vikings finally breaking<br \/>\nthrough again early in the fourth quarter. After a 10-play, 58-yard drive, Viking<br \/>\nkicker Thomas Cortes nailed a 30-yard field goal to give the Vikings a 5-point<br \/>\ncushion at 22-17. The Viking defense then made three stops in the final 10 minutes,<br \/>\npreserving the 22-17 victory.<\/p>\n<p>VCSU\u2019s offense received the ball on a punt with 4:39 remaining and proceeded to pick<br \/>\nup four first downs, milking about 4 minutes off the clock. Dickinson forced a punt<br \/>\nwith 46 seconds remaining, but the VCSU defense held off Dickinson\u2019s desperation<br \/>\npasses in the final seconds.<\/p>\n<p>Senior running back Ian Keller was a workhouse on the Vikings\u2019 final drive, carrying<br \/>\nthe ball six times for 39 yards to help run down the clock. He finished with 118<br \/>\nyards on 24 carries.<\/p>\n<p>Quarterback Kurtis Walls completed 25 of 37 passes for 266 yards and three<br \/>\ntouchdowns. He also had two interceptions.<\/p>\n<p>After allowing 149 rushing yards and 233 total yards in the first half, the Viking<br \/>\ndefense limited Dickinson to just 55 rushing yards and 94 total yards in the second<br \/>\nhalf. VCSU out-gained Dickinson 414-327 in total yards. Dickinson led the rushing<br \/>\nyards, 204-146, while the Vikings led the passing yards, 268-123.<\/p>\n<p>Linebacker Nick McBeain led the Viking defense with 14 tackles and a sack. Ethen<br \/>\nPreston had eight tackles and Pathen Asuncion added seven. Dalton Locked tallied<br \/>\nseven tackles and a sack, while Darius Graves had six tackles and two sacks. Steven<br \/>\nWright had five tackles and recorded VCSU\u2019s only interception of the day.<\/p>\n<p>Dickinson State won the turnover battle, 3-1. Dickinson\u2019s Jesse Carney rushed for<br \/>\n126 yards and a touchdown on 14 carries. Myren Moore added 68 yards on 13 carries.<br \/>\nQuarterback Kayler Ray completed just 8 of 24 passes for 123 yards. Alex Huitzil led<br \/>\nthe Blue Hawk defense with 15 tackles and an interception.<\/p>\n<p>Up next: Valley City State has a bye next week before playing at Mayville State on<br \/>\nSaturday, Nov. 1. Manning now has 510 TD throws after tossing four in the Broncos&#8217; 42-17 pounding of the San Francisco 49ers. He set the mark with his third scoring pass of the night, an eight-yard strike to Demaryius (deh-MAR&#8217;-ee-uhs) Thomas just before halftime.<\/p>\n<p>\u00a0GREEN BAY, Wis. (AP) &#8211; Aaron Rodgers threw three touchdown passes and the Green Bay Packers reached the end zone on their first three possessions en route to a 38-17 romp over Carolina. Rodgers had 255 passing yards in just over three quarters, with Randall Cobb making six receptions for 121 yards and a TD. Jordy Nelson opened the scoring with a 59-yard scoring grab for the 5-2 Packers, who dropped the Panthers to 3-3-1.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0Ryan Tannehill was 25 of 32 for 277 yards and two touchdowns in leading the Miami Dolphins to a 27-14 victory over the Bears in Chicago.
