(AP) &#8211; Unseasonably warm weather is blanketing North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 National Weather Service data show temperatures Tuesday in the 60s, 70s and even 80s. Williston on Monday hit 78 degrees, tying the city record for the date that was set more than a century ago, in 1901.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Weather service meteorologist Bill Abeling tells KXMB-TV that warm days will keep coming. He says above-normal temperatures are even in the long-range forecast stretching into November.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The planned CHS fertilizer plant is nearing completion of the important final plan for a water supply.<\/p>\n<p>CHS senior vice president of North American grain marketing and crop nutrients \u00a0Brian Schouvieller, gave a presentation to community leaders at the North Dakota Farmers Union building Tuesday.<\/p>\n<p>The treatment plant would process waste water from Cargill Malt, Dakota Spirit AgEnergy and the treated waste water from Jamestown into water that has the potential to be used in the nitrogen plant.<\/p>\n<p>The plant will use about 2,700 gallons of water per minute.<\/p>\n<p>It&#8217;s possible to tap existing aquifers if the treated greywater is not sufficient.<\/p>\n<p>Adecision on utilizing greywater and constructing a treatment plant could be made in the next two to three weeks.<\/p>\n<p>Meanwhile the Stutsman County Commission and the Jamestown\/Stutsman Development Corp. have approved a site in Spiritwood Township for a possible crew camp.<\/p>\n<p>The City Council&#8217;s Legal and Finance Committee recommended approval of the JSDC&#8217;s request for the property of the man camp.<\/p>\n<p>The item is on the Jamestown City Council November 3<sup>rd agenda.<\/sup><\/p>\n<p>A rent of $600 per acre per year has been established for the property.<\/p>\n<p>The plant is still on schedule for completion in the first half of 2018. The plant will employ about 180 people when operating.<\/p>\n<p>The county commission has approved a 20-year payment in lieu of taxes plan that requires CHS to employ at least 177 full-time workers.<\/p>\n<p>The agreement calls for CHS to make annual payments of $3.23 million a year after the plant becomes operational in 2018.<\/p>\n<p>Otherwise CHS would have been paying about $9.7 million in property taxes a year based on the estimated $900 million value of the plant at the current mill rates.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Jamestown City Council committees met Tuesday evening at City Hall. Council Member Gumke was not present.<\/p>\n<p>FINANCE &amp; LEGAL COMMITTEE:<\/p>\n<p>The committee recommended approving the request from JSDC for $43,000 from the Economic Development Fund to fund a Flex PACE interest buy down for D &amp; B Portables LLC, owned by Bonnie &amp; Donald Larson, with the City Share to be $34,400 and paid from the City Sales Tax Fund.<\/p>\n<p>\u3000<\/p>\n<p>Considered the request from JSDC to set aside 30-40 acres in the SE \u00bc of Section 28-140-62 (Spiritwood Property) for a potential crew camp with an annual lease rate of $600 per acre. JSDC CEO Connie Ova said the plans are preliminary at this time.<\/p>\n<p>Mayor Andersen said she feels the dollar per acre amount should remain at the original $125 per acre.<\/p>\n<p>The committee unanimously recommends approving the request.<\/p>\n<p>Considered the request from JSDC to sell Lot 8, Block 1, I-94 Business Park Addition, to Tim &amp; Kathy Nill in the amount of $68,171.<\/p>\n<p>The committee recommends approval pending review of the purchase agreement by the city attorney.<\/p>\n<p>The committee considered information presented and to take such action deemed appropriate relative to the City Forester, Doug Wiles, compensation. (AP) &#8211; The North Dakota Highway Patrol says a southeast bound Canadian Pacific Railway train that collided with a semi-truck near Fessenden did not derail and no cargo was lost.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Patrol Sgt. Tom Herzig says the driver of the truck didn&#8217;t see the train coming and his truck was struck in the right rear as it crossed the tracks. The truck came to rest upright in the ditch. No one was injured.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Breanne Feigel is a spokeswoman with Canadian Pacific. She says the train involved in the collision was a &#8220;mixed freight&#8221; train.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Damages to the semi-truck are estimated at $20,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Herzig said as of Tuesday evening the train had been released and was moving again.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The crash remains under investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>WATFORD CITY, S.D. (AP) &#8211; A McKenzie County woman who was reported missing has shown up safely at the sheriff&#8217;s office in Watford City.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The McKenzie County sheriff&#8217;s office asked the public Tuesday morning for information on 48-year-old Sandra Leist. Leist&#8217;s family said they had not heard from the woman since Sunday morning.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Leist showed up at sheriff&#8217;s office in Watford City on Tuesday afternoon.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0SIDNEY, Mont. (AP) &#8211; A Colorado man plans to plead guilty to killing a Montana teacher in a case that drew attention to the darker side of the Northern Plains&#8217; oil boom. A plea agreement calls for a 100-year sentence for 25-year-old Michael Spell on a charge of deliberate homicide. Spell is charged with the 2012 murder of Sherry Arnold, a 43-year-old Sidney high school teacher who disappeared while jogging. Her body was found buried in a North Dakota field. Spell is due in court Wednesday.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DEVILS LAKE, N.D. (AP) &#8211; Devils Lake police say a report of a dead baby turned out to be a case of a lifelike doll.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0An exterminator called authorities Monday afternoon after coming across what he thought was a dead baby in an apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the exterminator described what he thought was a body as being cold to the touch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Emergency crews sent to the scene quickly discovered it was a doll.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Bismarck border collie who wound up severely hurt after fending off two loose dogs has been euthanized by his owners.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jane and Ron Veitz&#8217;s dog, Chance, wound up in surgery in September after the two dogs bit off one of his ears and severed the other ear. Chance had multiple bite wounds on his torso and head.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Tribune reports the 10-year-old dog had a successful surgery but was still having issues walking. The family told the paper Chance would&#8217;ve also had to have another surgery on his hip.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Veitz are still waiting to see if the Bismarck city attorney will bring charges against the owner of the two dogs.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jane Veitz says they have more than $2,000 in bills because of the incident.<br \/>\n\u00a0<\/p>\n<p>\u00a0\u00a0GRAND FORKS, N.D. The petrified beast has been the subject of a children&#8217;s book and an adult book, and National Geographic television programs.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; An industry expert says gas prices in North Dakota may drop below an average of $3 a gallon before the end of the year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 AAA North Dakota spokesman Gene LaDoucer says Tuesday&#8217;s average of $3.22 per gallon is down 23 cents since Labor Day and the lowest average since February. The national average is $3.10, down 34 cents since Labor Day and the lowest price since Jan. 12, 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The average price in Fargo was $2.98. (AP) &#8211; North Dakota first lady Betsy Dalrymple has written a book on the history of the North Dakota Governor&#8217;s Residence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dalrymple scheduled an unveiling of the book Wednesday at the home for North Dakota&#8217;s first family.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The book is titled, &#8220;Building a House, Making a Home: A History of the North Dakota Governor&#8217;s Residence.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The current Governor&#8217;s Residence has stood since 1960.
