BISMARCK, N.D. (AP) – Strong winds are causing problems for
\nmotorists, electrical crews and even buildings in the Dakotas.
\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has posted high wind advisories and
\nwarnings for a second day, with gusts of more than 60 mph in some
\nareas.
\n\u00a0\u00a0\u00a0\u00a0 Scattered power outages have occurred in the two states.<\/p>\n

A building under construction in the southwestern North Dakota town of New England collapsed.
\nTumbleweeds in Dickinson piled up as high as some buildings.<\/p>\n

Hess Corp. shut down some oil rig activity in the region.
\n\u00a0\u00a0\u00a0\u00a0 In South Dakota,\u00a0 wind gusts broke off the top of a 40-foot electrical pole in Fort Pierre, leading to some power outages. Aberdeen trucker Don Neifer\u00a0says \u00a0he decided to get off the road Wednesday afternoon.<\/p>\n

\u00a0BUCYRUS, N.D. (AP) – More than two dozen people were evacuated
\nas a wildfire swept through the southwestern North Dakota town of
\nBucyrus (byoo-SY’-ruhs).
\n\u00a0\u00a0\u00a0\u00a0 No major injuries were reported in the Wednesday fire, but
\nauthorities say there is little left of the town. A shelter was set
\nup in the nearby town of Hettinger for people left homeless.
\n\u00a0\u00a0\u00a0\u00a0 Authorities also had a plan in place to evacuate Hettinger but
\nfirefighters from numerous agencies in North Dakota and South
\nDakota got the fire under control late Wednesday despite winds
\ngusting more than 60 mph.<\/p>\n

The cause of the blaze was not immediately determined.
\n\u00a0\u00a0\u00a0\u00a0 The fire prompted state transportation officials to temporarily
\nshut down a portion of U.S. Highway 12 Wednesday night.<\/p>\n

Stutsman County Emergency Manager Jerry Bergquist says the National Weather Service fire danger index for Stutsman County, changed three times on Wednesday.<\/p>\n

At 11:57 a.m., the Weather Service changed Stutsman County\u2019s fire danger index to high, and at 12:28 p.m., it was changed again to low.<\/p>\n

Those adjustments came even though the winds were still gusting up to 45 mph.<\/p>\n

The Weather Service says, high relative humidities determined factor in this case.<\/p>\n

The Stutsman County officials will discuss an issue, that occurred Wednesday, when, miscommunication caused Stutsman County employees inadvertently violating the county\u2019s burning restrictions.<\/p>\n

At about 8 a.m., Stutsman County Park Department, Superintendent, Dennis Lorenz, informed the County Dispatch Center that he was going to burn several piles of branches on the Jamestown Reservoir Island, near the water.<\/p>\n

The dispatcher took down the information without telling Lorenz the burn ban was in effect.<\/p>\n

Bergquist says, it was not the dispatcher\u2019s responsibility to inform Lorenz.<\/p>\n

Stutsman County Sheriff\u2019s Deputy, Sgt. Elizabeth Kapp went to the site and told county workers of the burning restrictions.<\/p>\n

The workers\u00a0put out the fire.<\/p>\n

No citation, was issued, because the workers informed dispatch of the burn intentions.<\/p>\n

Valley City, ND (KCSi-T.V. News Oct 16, 2012) — The Valley City Commission met in Special Session Wednesday morning (Oct 17, 2012) at 8-a.m., at City Hall to discuss the Barnes County\u2019s 9-1-1 decision. to take over the 9-1-1 department. All City Commissioners were present, Mary Lee Nielson attended by telephone.<\/p>\n

Earlier this week, the Barnes County Commission voted 3-2<\/p>\n

to allow 9-11 dispatcher now employed by Valley City to become Barnes County employees, effective January 1, 2013.<\/p>\n

The ratio agreement for costs was 1- Barnes County, 2-Valley City, 3 9-1-1 funding.<\/p>\n

\u3000<\/p>\n

Under the county\u2019s plan Barnes County Emergency Services Director, Kim Franklin is the temporary 9-1-1 Coordinator.<\/p>\n

A 9-1-1 Administrator will be added, January 1, 2013.<\/p>\n

County Commission President Cindy Schwehr, Rodger Berntson and Eldred Knutson vote in favor of the 9-1-1 employees transfer back to the county. Commissioner\u2019s Jon Froehlich and Phil Leitner voted against the motion.<\/p>\n

At Wednesday\u2019s Valley City Commission meeting, City Administrator David Schelhoph said he attended the Barnes County Commission meeting, along with Police Chief Fred Thompson and Lt. McDonald.<\/p>\n

\u00a0<\/p>\n

Schelkoph said they tried to persuade the county to phase in the program over a year, and added that the 9-1-1 department should remain under city control.<\/p>\n

\u00a0<\/p>\n

Schelkoph noted three points to the city\u2019s position.<\/p>\n
