LIGHT ACCUMULATIONS WILL BE POSSIBLE.<\/p>\n<p>\u3000<\/p>\n<p>Oriska (CSi) The North Dakota Highway Patrol says a truck\/tanker rollover on Highway 32 near Oriska Monday morning, spilled a partial load of anti-freeze injured an Illinois man..<\/p>\n<p>The report says, 57 year-old Richard Shores Sr. of Wood River, Illinois was northbound on Highway 32 at around 9:40 a.m. Monday morning, when the vehicle drifted and Shores attempted to correct the truck by steering toward the roadway. (To extend the City Sales Tax for economic development and city infrastructure fifteen (15) years to coincide with the Menard\u2019s Tax Increment Financing District). Council Member Buchanan voted in opposition, saying he disagrees with the process of the tax is being extended for 15 years by the City Council. He restated that the public should have been asked if the city should extend the tax in conjunction with the Menards project. The Ordinance passed.<\/p>\n<p>Another Second Reading of an Ordinance to amend and re-enact a Section of the City Code pertaining to termination date of use tax imposed for school bond issue for building the high school.<\/p>\n<p>City Attorney Ken Dalsted said the school district has provided nothing in writing, to the city, concerning the expiration, at the end of 2014. He said the school district has indicated that the bond will be paid off within a day or two of the end of this year. He add if residents do not contact the city by later this week, the remainder (28) will not be installed.<\/p>\n<p>He added that the city met with representative of MRES, relative to energy issues.<\/p>\n<p>With Barnes County Municipal airport authority, a thank you letter was received thanking the community for its support during the recent Wing and Wheels Airshow.<\/p>\n<p>&nbsp;<\/p>\n<p>CITY UPDATE &amp; COMMISSION REPORTS<\/p>\n<p>Auditor Richter clarified Valley City Measure number 1 on the election ballot.<\/p>\n<p>City Building Inspector Andersen point out leaking roof problems in rental units, and he\u2019s contacted the appropiate landlords.<\/p>\n<p>He has had reports of mice problems in certain areas of the city.<\/p>\n<p>He pointed out that in October this year he issued six new housing permits, and including a VCSU project totaled almost $5 million dolllars.<\/p>\n<p>City Fire Chief Gary Retterath cautioned not to overload electrical circuits, with space heaters and other additional lighting for the holidays.<\/p>\n<p>KLJ indicated a public input meeting will be held with NDDOT for a shared use path.\u00a0 The meeting will be a City Hall will be on Tuesday November 25, 2014 from 6-p.m., to 8-p.m.<\/p>\n<p>The proposed McDonald\u2019s restaurant will be started in the spring.<\/p>\n<p>Commissioner Luke said at the recent city planning and zoning meeting it was indicated that residents can fill out a form on line at <b><a href=\"http:\/\/www.valleycitytomorrow.com\/\"><b>www.valleycitytomorrow.com<\/b><\/a><\/b> and indicate their thoughts, and receive more information.<\/p>\n<p>The meeting was shown live on CSi 68 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota officials say more than 73,000 people have voted prior to Tuesday&#8217;s election.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Secretary of State Al Jaeger says a total of 56,660 people voted by mail or turned in absentee ballots, and 16,952 people voted early last week in North Dakota&#8217;s most populous counties.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jaeger says 240,876 people voted in the last midterm election, in 2010. The 2012 election drew 325,862 to the polls.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Polls are open in most counties from 7 a.m. to 7 p.m. local time Tuesday.<\/p>\n<p>&nbsp;<\/p>\n<p>Spiritwood (CSi)\u2013 For decades, coal-fueled power plants have followed a traditional, tried-and-true design: coal is mined and then combusted to produce steam, which is used to generate electricity. Great River Energy\u2019s Spiritwood Station began producing electricity for the regional grid and steam energy for a neighboring business on Nov. 1, 2014.<\/p>\n<p>The plant produces power for homes and businesses and also steam energy that will be used by the nearby Lattish Malting processing plant and the ethanol plant being built at Spirtiwood Energy Park.<\/p>\n<p>When Great River Energy planned Spiritwood Station, the Maple Grove, Minn.-based wholesale power cooperative discovered improvements at every step in the process.<\/p>\n<p>Most conventional coal-fueled power plants are 30 to 35 percent efficient. Spiritwood Station, which is a combined heat and power plant, will be approximately 60 percent efficient.<\/p>\n<p>Great River Energy President and CEO David Saggau, says &#8220;Spiritwood Station proves that consumers can recognize the economic benefits from coal-fueled electricity generation without sacrificing environmental performance or reliability. It also demonstrates that coal is fertile ground for innovation. The benefits we have seen in North Dakota can \u2013 and should \u2013 be replicated almost anywhere in the world.&#8221;<\/p>\n<p>The innovative design of Spiritwood Station starts 150 miles west of the plant, where North Dakota lignite undergoes Great River Energy\u2019s patented DryFining<sup>TM<\/sup> process. This technology uses waste heat from Great River Energy\u2019s Coal Creek Station power plant to dry lignite coal in order to raise its heating value. This boosts efficiency and reduces emissions.<\/p>\n<p>DryFine coal arrives at Spiritwood Station in covered railcars that prevent moisture from re-entering the coal. After coal is burned, state-of-the-art control technologies reduce emissions, making Spiritwood Station one of the cleanest coal-based power plants in the world.<\/p>\n<p>Great River Energy Generation Vice President Rick Lancaster, adds, &#8220;Spiritwood Station is so much more than a power plant. It is the centerpiece for industrial investment in the region, and a catalyst for the state and local economy. From the fuel used to the boiler design to the air quality control system, every element of this project has been crafted to be as efficient as possible.&#8221;<\/p>\n<p>Great River Energy has worked closely with the Jamestown Stutsman Development Corporation to leverage Spiritwood Station\u2019s efficiencies by creating the Spiritwood Energy Park Association. The site can accommodate industrial facilities with its supply of energy and water, and access to rail.<\/p>\n<p>President Barack Obama recognized the efficiency potential of combined heat and power in 2012 when he signed an Executive Order to expand its use, calling for the deployment of 40 additional gigawatts of capacity in the United States by 2020.<\/p>\n<p>Combined heat and power.<\/p>\n<p>Spiritwood Station is a combined heat and power plant, which means that in addition to generating electricity, energy is used for other purposes. At Spiritwood Station, that energy \u2013 in the form of heat or &#8220;process steam&#8221; \u2013 will power an adjacent malting facility as well as an ethanol biorefinery scheduled to open in 2015.<\/p>\n<p>Development continues<\/p>\n<p>The efficiency and environmental performance of Spiritwood Station increases with every additional industrial operation, or &#8220;steam host,&#8221; on the site. Great River Energy, with significant investor, county, municipal and state stakeholder participation, is developing Dakota Spirit AgEnergy, a 65-million-gallon-per-year biorefinery that will produce ethanol, distillers grains and distillers corn oil beginning in 2015.<\/p>\n<p>Great River Energy Business Development and Strategy Vice President Greg Ridderbusch, points out, &#8220;By mid-2015, we will have the most modern power plant in the region, and it will be selling steam that facilitates the economic and environmental performance of Dakota Spirit AgEnergy. That is a winning combination for Great River Energy and our member-owner cooperatives.&#8221;<\/p>\n<p>The facility achieved renewable fuels certification (RFS2) through the U.S. Environmental Protection Agency (EPA), affirming that Dakota Spirit AgEnergy will have lifecycle carbon intensity 20 percent lower than conventional motor fuels. The lower intensity is primarily due to the &#8220;over the fence&#8221; use of combined heat and power steam from Spiritwood Station.<\/p>\n<p>About Great River Energy<\/p>\n<p>Great River Energy is a not-for-profit cooperative which provides wholesale electric service to 28 distribution cooperatives in Minnesota and Wisconsin. (AP) &#8211; Police have arrested a Minnesota man on attempted murder and criminal mischief charges after a fight outside a downtown Fargo hotel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 20-year-old man from Mahnomen is accused of stabbing another person multiple times during the alcohol-fueled fight between two groups of people Sunday night in the parking lot of the Scandia Hotel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say another person was hit over the head with some sort of object. (AP) &#8211; Two people from Montana are charged with the kidnapping their 84-year-old uncle from North Dakota&#8217;s oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The McKenzie County Sheriff&#8217;s Office says Sandra Potter was arrested Friday in her Worden, Montana, home. She&#8217;s in her mid-60s.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thomas Potter is also from Montana but was arrested near Yuma, Arizona. He&#8217;s in his mid-50s. The uncle, Robert Gross, was with him.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Affidavits say deputies and an FBI agent visited Gross&#8217; home in East Fairview, North Dakota, last week and determined he was missing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Investigators have been working the case since at least September.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The affidavit says Sandra Potter acted as Gross&#8217; caregiver but kept him in &#8220;deplorable conditions&#8221; living inside a trailer with no running water. It also says she had the victim sign over an oil well interest to her.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; Two Williams County department heads have resigned after being placed on leave following months of friction.<br \/>\n\u00a0<br \/>\nEmergency Services Director Mike Hallesy and Information Technology Director Scott Boyer were placed on leave during an investigation into an argument involving the two men on Oct. 10. They have pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Bezoyan owned a Las Vegas company that sold medical equipment and Sison was part-owner and operator of a home health care agency. Bezoyan allegedly paid Sison more nearly $76,000 for the referral of Medicare beneficiaries who needed wheelchairs.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The case is being tried in North Dakota because Fargo-based Noridian Healthcare Solutions LLC processes and pays Medicare claims for equipment in Nevada.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors and defense attorneys in the case declined to comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D.
