CHANCE OF PRECIPITATION 40 PERCENT.<\/p>\n<p>&nbsp;<\/p>\n<p>The North Dakota Department of Transportation\u00a0Thursday, \u00a0issued a Travel Alert\u00a0 due to high wind conditions.<\/p>\n<p>The strong winds may cause difficult driving conditions, especially for high-profile vehicles such as semis, trucks, busses and SUVs.<\/p>\n<p>Motorists are advised to use caution when meeting and passing vehicles as well as driving through strong wind gusts.<\/p>\n<p>A Travel Alert means motorists can still travel but may encounter areas of challenging driving conditions on roadways.<\/p>\n<p>All travelers are encouraged to monitor road conditions, reduce traffic speeds as weather conditions occur and use caution while traveling.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Strong winds Thursday are causing problems for motorists, trees, electrical crews and even buildings in the Dakotas.<\/p>\n<p>The National Weather Service has posted high wind advisories and warnings for a second day, with gusts of more than 60 and 70 mph in some areas.<\/p>\n<p>North Dakota Transportation officials have issued a travel alert.<\/p>\n<p>There have been reports of an overturned camper and semitrailer in South Dakota.<\/p>\n<p>Scattered power outages also have occurred in the two states as<\/p>\n<p>electrical lines have been blown down.<\/p>\n<p>The Pennington County Courthouse in Rapid City, S.D., shut down Thursday due to a power failure.<\/p>\n<p>On Wednesday, a building under construction in the North Dakota town of New England collapsed. Hess Corp. shut down some oil rig activity in the region.<\/p>\n<p>&nbsp;<\/p>\n<p>BUCYRUS, N.D. (AP) &#8211; Authorities say a wind-fuelled wildfire has<br \/>\nall but destroyed a tiny southwestern North Dakota town, displacing<br \/>\nall 27 residents.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Adams County States Attorney Aaron Roseland says Bucyrus<br \/>\n(byoo-SY&#8217;-ruhs) is &#8220;pretty much completely lost&#8221; after the fire<br \/>\ngusted through Wednesday. No major injuries have been reported.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Roseland says all Bucyrus&#8217; residents have been evacuated and a<br \/>\nshelter has been established in the nearby town of Hettinger, about<br \/>\n60 miles south of Dickinson.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Scranton fire chief Ryan Schumacher says firefighters had the<br \/>\nblaze under control late Wednesday despite winds gusting more than<br \/>\n60 mph.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities are investigating the cause of the blaze.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schumacher says &#8220;the town is basically gone.&#8221;<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 BUCYRUS, N.D. (AP) &#8211; The chairman of the Adams County Commission<br \/>\nsays the destruction of one of the county&#8217;s communities by a<br \/>\nwildfire is devastating.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Chuck Christman (KRIHST&#8217;-muhn) says four of the seven or eight<br \/>\nhomes in Bucyrus (byoo-SY&#8217;-rus) were destroyed in the Wednesday<br \/>\nfire. He says that&#8217;s a lifetime of memories for at least four<br \/>\nfamilies.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Christman says firefighters were able to save a church in the<br \/>\ntown, and a privately owned elevator on the outskirts wasn&#8217;t<br \/>\ndamaged in the town of about 30 residents. The town&#8217;s only<br \/>\nbusiness, a picture-framing shop, was destroyed.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Christman says the state fire marshal will be investigating the<br \/>\ncause of the fire that also destroyed an abandoned farmstead and<br \/>\nabout 70 electrical power poles and forced the temporary shutdown<br \/>\nof U.S. Highway 12.<br \/>\n\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; A semi trailer became unattached from the cab, about 9:30 Thursday morning (Oct 18, 2012), on Highway 281 South, near the Buffalo Mall.<\/p>\n<p>Southbound traffic was directed by Jamestown Police around the rig.<\/p>\n<p>No other Vehicles were involved.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Oct 18,2012) &#8212; Jamestown Police is warning Jamestown Residents of a High Risk Sex Offender living in Jamestown.<\/p>\n<p>The report says, 22 year old Brandon Scott Schafer is living at 1214 3<sup>rd<\/sup> Avenue, SE, Apartment #15 in Jamestown.<\/p>\n<p>Schafer has been assigned a High Risk Assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General\u2019s Office.<\/p>\n<p>Schafer was convicted of Gross Sexual Imposition, involving a 13 year old female friend.<\/p>\n<p>The report says, no force was used.<\/p>\n<p>The conviction date was July 18, 2012 in Ransom County District Court.<\/p>\n<p>The disposition was one year, and one day, with time suspended, and five years probation.<\/p>\n<p>Schafer is not wanted by police at this time, and has served the sentence imposed by the court.<\/p>\n<p>This notice is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.<\/p>\n<p>Attempts to harass, intimidate or threaten these offenders, families, landlords, or employers will be turned over for prosecution.<\/p>\n<p>Printed handouts of Schafer\u2019s photo and demographics are available at the Jamestown Police Department.<\/p>\n<p>More information on registered offenders is available at the North Dakota Attorney General\u2019s web site: <a href=\"http:\/\/www.sexoffender.nd.gov\/\"><strong>www.sexoffender.nd.gov<\/strong><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0NEW ENGLAND, N.D. (AP) &#8211; Authorities say two men in ski masks<br \/>\nrobbed a bank in the southwest North Dakota town of New England on<br \/>\nThursday morning.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hettinger County Chief Deputy Josh Monson\u00a0says \u00a0the robbery occurred at about 8:20 a.m.<\/p>\n<p>He says the suspects got away with an undisclosed amount<br \/>\nof money.<br \/>\n\u00a0No one was hurt.<\/p>\n<p>\u00a0KANSAS CITY, Mo. (AP) \u2013 A federal agency says TransCanada Corp. has temporarily shut down its existing Keystone pipeline after<br \/>\ntests showed \u201cpossible safety issues.\u201d<br \/>\n\u00a0The Pipeline and Hazardous Materials Safety Administration says TransCanada reported shutting down the approximately 2,100-mile pipeline, which can move about 500,000 barrels of crude a day from Alberta, Canada, to facilities in Illinois and Oklahoma.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Jeannie Layson, spokeswoman for PHMSA, says the possible safety<br \/>\nissues were found on part of the pipeline that extends between<br \/>\nMissouri and Illinois.<\/p>\n<p>Layson says in an email that an agency inspector has been sent to review the test results, observe repairs and follow any necessary safety activities.<br \/>\n\u00a0\u00a0\u00a0\u00a0 She says TransCanada hasn\u2019t reported any leaks on the system.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 TransCanada spokesman Grady Semmens says the pipeline was shut<br \/>\ndown Wednesday and is expected to restart Saturday.<\/p>\n<p>&nbsp;<\/p>\n<p>DEVILS LAKE, N.D. (AP) &#8211; The east-end floodwater diversion<br \/>\noutlet on Devils Lake has been shut down for repairs.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 The problem was first reported by the Devils Lake Journal. State<br \/>\nWater Commission Engineer Bruce Engelhardt tells The Associated<br \/>\nPress that a pipeline leak earlier this month led to some ground<br \/>\nerosion and pipe settling.<\/p>\n<p>He doesn&#8217;t have a cost estimate but says most of the repairs are the responsibility of a contractor.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Engelhardt says he hopes the problem will be fixed in a matter<br \/>\nof days.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The lake&#8217;s west-end outlet is still pumping excess Devils Lake<br \/>\nwater into the Sheyenne River.<\/p>\n<p>\u00a0But with the east-end outlet shut down, the amount of water being moved off the lake is less than half what it was.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The east-end outlet came online in early summer.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) \u2013 A national peanut butter recall is affecting<br \/>\nsome North Dakota charities.<\/p>\n<p>Community Action agencies distributed some of the Sunland Inc. peanut butter to clients in August.<\/p>\n<p>Postcards with disposal instructions have been mailed to about 800 clients served in Grand Forks, Nelson, Walsh, and Pembina counties.<br \/>\nTerry Stanke with the Red River Valley Community Action Agency<br \/>\nin Grand Forks says that agency already has disposed of 740 pounds<br \/>\nof the peanut butter in storage.<br \/>\nThe recall is because of the risk of salmonella identified at a<br \/>\nNew Mexico manufacturing facility.<br \/>\nThirty-five illnesses in 19 states have been linked to a Sunland<br \/>\nproduct. (AP) &#8211; A North Dakota man who pleaded guilty to<br \/>\nstealing a police car has been arrested for failing to show up at<br \/>\nhis sentencing hearing earlier this week.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eli Drags Wolf is charged in federal court with theft from an<br \/>\nIndian tribal organization. It carries a maximum penalty of five<br \/>\nyears in prison.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Drags Wolf is accused of stealing the squad car when an officer<br \/>\ncame to remove him from a residence in New Town. The incident<br \/>\nhappened in July 2011.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Drags Wolf failed to appear for sentencing on Monday. A new<br \/>\nsentencing hearing has been scheduled for Oct. 29 in Minot.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WEST FARGO, N.D.
