Valley City (CSi) \u2013 The North Dakota Highway Patrol rports, two separate serious crashes happened Sunday morning eight miles west of Valley City.<\/p>\n

At 7:46 a.m., 32 year-old Philip Maxwell of Minot, lost control of his vehicle because icy conditions.<\/p>\n

His vehicle rotated, slid into the median and rolled. He continued sliding across both eastbound lanes and into the south ditch. Maxwell was airlifted to Fargo and remains in serious condition. Two dogs were also in the vehicle at the time. One is being cared for and the other remains missing.<\/p>\n

The second accident occured happened in the same area around 9:14 a.m., when 31 year-old Christoper Miller of Twin City, Georgia lost control of his pickup. Miller slid into the eastbound lane and into the path of a semi driven by 57 year-old Jack Nielsen. Miller was not wearing his seat belt and was ejected from the vehicle. He suffered serious injuries and was transported to a Fargo hospital.<\/p>\n

Both accidents remain under investigation by the North Dakota Highway Patrol.<\/p>\n

\u00a0 GRAND FORKS, N.D. (AP) – Authorities say a 13-year-old North Dakota boy driving a motorcycle died after colliding with a car in Nelson County.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The state Highway Patrol says Dustin Jorde of Lakota died in the crash near Lakota. Authorities say Jorde ran a stop sign near dusk Friday and was struck by a car.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The patrol says the minimum age for operating a motorcycle in North Dakota is 14. The agency says Jorde was wearing a helmet at the time.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The car’s driver wasn’t injured.<\/p>\n

FARGO, N.D. (AP) – Fargo Mayor Dennis Walaker, who led the city’s fight against several floods, was remembered as a North Dakota legend at his funeral.

\n\u00a0\u00a0\u00a0\u00a0 Hundreds turned out Sunday to say goodbye to Walaker. The three-term mayor died Tuesday at age 73, several months after he was diagnosed with kidney cancer.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple and U.S. Sens. John Hoeven and Heidi Heitkamp were among those eulogizing Walaker at Reineke Fine Arts Center on the campus of North Dakota State University. A police and fire department honor guard escorted his flower-draped casket onto the stage.
\n\u00a0
\n\u00a0\u00a0 Dalrymple said Walaker will be remembered as a true North Dakota legend. Hoeven said Walaker had a gruff demeanor, but was a “teddy bear” underneath.

\n\u00a0\u00a0\u00a0\u00a0 Walaker spent most of his career as Fargo’s public works director.<\/p>\n

\u00a0\u00a0ALEXANDER, N.D. (AP) – A weekend crash in the western North Dakota oil patch has killed a Williston man.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says 20-year-old Mason Mulkey was driving a pickup truck and failed to yield to a semitrailer at the intersection of U.S. Highway 85 and state Highway 68 south of Alexander. The crash happened about 6:40 p.m. Saturday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Mulkey was pronounced dead at the scene. A passenger in his vehicle, 20-year-old John Walz of Bogalusa, Louisiana, was taken to a Minot hospital with unspecified injuries. The semi driver was not hurt.<\/p>\n

\u00a0MINOT, N.D. (AP) – A Minot man accused of raping a teenage girl he befriended on Facebook is scheduled for trial next spring.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0\u00a0 24-year-old Corey Costa is accused of befriending the 14-year-old girl in 2012 when she lived in Canada. When she and her mother moved to Minot, Costa allegedly drugged and raped the girl at his apartment.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 He has pleaded not guilty to a Class AA felony gross sexual imposition charge that carries a maximum punishment of life in prison without parole.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Judge Gary Lee has scheduled a five-day trial beginning April 6.<\/p>\n

BISMARCK, N.D. (AP) – A woman has pleaded guilty for her role in a drive-by shooting on the Fort Berthold Indian Reservation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Morgan Williams is accused of driving the vehicle during an August 12th shooting at a residence in Mandaree. Police say there were people in the residence at the time of the shooting. There were no injuries.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say Williams helped plan the crime and cover it up. She faces a maximum penalty of 10 years in prison on federal charges of terrorizing and reckless endangerment.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The alleged shooter, Michael Mitzel, is charged with four counts, including reckless endangerment, terrorizing and discharge of a firearm during a crime of violence. He is scheduled for arraignment Friday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Sentencing has not been set for Williams.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A public defender could not be reached for comment.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Police have arrested a man who they say stole a car and drove it into a trailer home in south Bismarck. Police say the man fled the scene of the crash but was later located and arrested. Police say the man faces charges including theft of a motor vehicle, driving under the influence, reckless endangerment and leaving the scene of a crime.

\u00a0BISMARCK, N.D. (AP) – Income reported by North Dakotan has more than doubled to a record $30.4 billion since the infancy of the state’s oil boom in 2006.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 State Tax Department figures released to The Associated Press show the number of taxpayers has jumped 37 percent since then, to 466,000 in 2013.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The records show 1,041 North Dakotans reported 2013 income of at least $1 million. Tax Commissioner Ryan Rauschenberger says that’s down slightly because wealthier residents took advantage of tax cuts that expired the year before.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The average adjusted gross income for individuals in 2013 fell $2,700 to $71,538 last year, still well ahead of the $43,000 average in 2006. Rauschenberger says that was partly due to more new filings over the previous year that brought down the average.<\/p>\n

\u00a0 BISMARCK, N.D. (AP) – North Dakota employers will see a reduction in their unemployment insurance tax rates starting in January.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Officials with Job Services North Dakota say the 2015 tax rate schedule will range from 0.10 percent to 9.70 percent. The 2014 schedule that ranged from 0.16 percent to 9.76 percent.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Job Service North Dakota Executive Director Cheri Giesen says more than 66 percent of the state’s employers will receive the lowest rate of 0.10 percent under the new tax rate schedule.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 At the same time, officials have announced that the taxable wage base on which employers pay taxes will increase from the current rate of $33,600 to $35,600. North Dakota law sets the unemployment insurance taxable wage base at 70 percent of the statewide average wage.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Giesen says the new 2015 rates will help the state “maintain a stable tax environment for employers while providing a level of tax rate reduction.”<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Eleven people have submitted applications for the two openings on the North Dakota Board of Higher Education.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A committee will forward three nominations for each vacant position to Gov. Jack Dalrymple, who appoints the board’s members. The two appointees must be confirmed by the state Senate during the 2015 legislative session.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The terms of two members, Terry Hjelmstad and Grant Shaft, end on June 30. Hjelmstad, of Minot, has served one four-year term and is eligible to be appointed for a second term, but says he will step down. Shaft, of Grand Forks, has served the maximum two four-year terms.

\n\u00a0\u00a0\u00a0\u00a0 Business owners, a farmer, an athletics director and a banker are among the applicants.

DICKINSON, N.D. (AP) – A new oil refinery near Dickinson is ramping up to begin producing diesel fuel.<\/p>\n

The $350 million Dakota Prairie Refinery received its first shipment of 27,000 barrels of crude last week. Once the plant is fully operational, it will process 20,000 barrels of crude each day into diesel and other products.<\/p>\n

Plant Manager Dave Podratz says the plant will refine crude produced within 50 miles. And a lot of the finished product will be sold locally. Podratz says local demand for diesel is strong.<\/p>\n

Bismarck-based MDU Resources Group Inc. and Indianapolis-based Calumet Specialty Products Partners broke ground on the plant in March 2013. MDU is now exploring building a similar refinery at Minot.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – One of the newest soldiers in the North Dakota Army National Guard has enlisted following his father’s active-duty death in Afghanistan.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The National Guard says Eric Linde took the oath of enlistment in Fargo last month, nearly two years after his father, Sgt. 1st Class Darren Linde, was killed while on patrol to neutralize improvised explosive devices.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Eric Linde is a junior at Century High School in Bismarck. He will attend basic combat training at Fort Leonard Wood in Missouri in June and will pursue advanced training in summer 2016.

\n\u00a0\u00a0\u00a0\u00a0 Linde’s mother says he has been ready to enlist since he was 5 years old. She says it didn’t surprise her that he wants to honor his dad’s career.

FARGO, N.D. (AP) – North Dakota State University researchers and the state’s two U.S. senators are holding a conference in Fargo to discuss transportation for agricultural products.

\n\u00a0\u00a0\u00a0\u00a0 Panelists for the event include federal, state and local leaders, as well as representatives from BNSF and Canadian Pacific railways.

\n\u00a0\u00a0\u00a0\u00a0 Several ag groups have complained about transportation problems in the last year that prevented producers from getting many of their crops to market in a timely manner.

\n\u00a0\u00a0\u00a0\u00a0 North Dakota Sens. John Hoeven and Heidi Heitkamp are scheduled to give opening remarks at the conference, which is scheduled to begin at 8 a.m. Monday at the Ramada Plaza Suites in Fargo.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Officials say several different scenarios are planned that will involve weapons.\u00a0 Volunteers are being uses to serve as role players.

DICKINSON, N.D. (AP) – Three colleges in North Dakota and a state agency have partnered to offer professional development and workforce training classes in Dickinson.

\n\u00a0\u00a0\u00a0\u00a0 Bismarck State College, Dickinson State University, Williston State College and TrainND – a state agency that provides worker training – are part of the effort. The class offerings include computer skills, leadership and OSHA training.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Bismarck State interim president Dave Clark says the demand for training in the Dickinson business community is strong. He says the partnership is giving the Dickinson community “a rich resource” to train workers in the area.

BISMARCK, N.D. (AP) – Canadian Pacific Railway’s Holiday Train is rolling through North Dakota again.

\n\u00a0\u00a0\u00a0\u00a0 The program featuring trains with Christmas lights and live entertainment is in its 16th year. It raises money, food and awareness for food banks and hunger issues across Canada and the U.S. Since 1999 it has raised about $9.5 million and gathered 3.3 million pounds of food.
