The event will begin at 11 a.m.<\/p>\n<p>Hoeven will tour the North Dakota National Guard (NDNG) maintenance center in Valley City to discuss the constraints of the existing facility and review plans for the construction of a new vehicle maintenance, training and administrative facility. The project was funded in the 2015 omnibus appropriations legislation, which passed Congress Saturday. Hoeven serves as a member of the Senate Appropriations Committee, where he worked to include $10.8 million in the annual military construction funding bill to replace the outdated facility.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) the Jamestown City Council\u2019s Finance &amp; Legal Committee<\/p>\n<p>Building, Planning &amp; Zoning Committee Civic Center &amp; Promotion Committee<\/p>\n<p>Fire &amp; Police Committee Public Works Committee met Thursday at 3-p.m., at City Hall. All members were present.<\/p>\n<p>WITH FINANCE &amp; LEGAL COMMITTEE BUSINESS:<\/p>\n<p>The committee recommends the request from Ben Pesek Properties, LLC for a Flex PACE Interest Buy-down of up to $43,000 in Economic Development Funds with the City Share to be up to $34,400, and paid from the City Sales Tax Fund.<\/p>\n<p>Considered authorizing and determining a funding source for Storm Water Master Plan Study in the immediate vicinity of the City of Jamestown. The water board brought the plan to the JSDC, and in turn the Stutsman County Commission had turned down the request.<\/p>\n<p>The JSDC suggests funding come from the infrastructure portion of the city sales tax.<\/p>\n<p>Council Member Dan Buchanan also suggested the funding come from the sales tax collected from January 1, 2015 to March 31, 2015, that was earmarked for the high school building fund, which expires December 31, 2014.<\/p>\n<p>Mayor Andersen moved that a joint powers agreement with the political subdivisions involved, be prepared in a memorandum by the City Attorney, with funding either from the one half percent city sales tax, or the forthcoming sales tax collections from the high school building fund, in January 1 \u2013 March 31, 2015.<\/p>\n<p>The committee recommends approving the request from Tanata Enterprises, Inc., dba Frontier Fort Bar &amp; Grill, to switch from a Class D On-Sale alcoholic beverage license to a Class C On\/Off Sale alcoholic beverage license.<\/p>\n<p>The committee recommends a 5% Water, Sewer, Sanitation and Solid Waste Utility rates increase to be effective January 1, 2015. The rates were approved as part of the 2015 city budget.<\/p>\n<p>The committee recommends entering into a Memorandum of Understanding with Cavendish Farms relative to Wastewater Rates to be charged for 2015 at a rate increase of 3%.<\/p>\n<p>The committee reviewed the City Attorney\u2019s memorandum regarding the Menard\u2019s Agreement and consider the request from Newman signs to lease space for two (2) sign structures on Outlots A &amp; B, Menards Addition.<\/p>\n<p>The committee sent the request to the January 5th City Council meeting without recommendation, until the final draft language is presented by the city attorney.<\/p>\n<p>Council Member Gumke abstained from voting, being a Newman\u2019s employee.<\/p>\n<p>Considered entering into a CORS Host Agreement with Butler Machinery Company d\/b\/a MidStates VRS to attach a CORS Station at the Water Treatment Plant.<\/p>\n<p>The committee moved the matter without recommendation to the January City Council meeting. Certain criteria would trigger the need for a study.<\/p>\n<p>Informational: The public hearing and second reading of Ordinance No. 1451, introduced by Council Member Buchanan, to amend and re-enact Ordinance No. 329 by amending the District Map to change the zoning of Lot 1, Block 61, Klaus Second Addition, (503 2nd Ave SW) from R-2-A (One to Six Family Residential District) to C-2 (General Commercial District), is scheduled for the January 5, 2015, city council<\/p>\n<p>meeting.<\/p>\n<p>CIVIC CENTER AND PROMOTION COMMITTEE BUSINESS:<\/p>\n<p>The committee considered a revised Catering Agreement for Alcohol Beverage Sales at the Jamestown Civic Center to include a revision of the fees.<\/p>\n<p>Civic Center Manager Pam Fosse said the Civic Center needs the dollars to cover expenses.<\/p>\n<p>The committee moved the revised agreement to the January City Council meeting without recommendation pending information from the City Attorney.<\/p>\n<p>Considered authorizing the advertising for bids for a new Portable Basketball Floor for the Civic Center. Ms. Fosse said this is a 2015 budgeted item. Mitch Brecto says, another match is underway this weekend. Thanks to a few anonymous individuals, a $6,500 match will take place at kettles both\u00a0today\u00a0 and Saturday in Jamestown.<\/p>\n<p>He says, \u201cWe just wrapped up a match the other day and we\u2019re right around $85,000 raised so far. Our Christmas campaign goal is $156,000.\u201d<\/p>\n<p>Donations will be doubled all day Friday and Saturday at red kettles throughout Jamestown. (AP) &#8211; Three men are dead following a three-vehicle crash on Highway 85 in western North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Highway Patrol on Thursday identified the fatal victims as 37-year-old Gregory Madden, of Monroe, Louisiana; 36-year-old Robert McGowen, of Boaz, Alabama; and 34-year-old Timothy Reese, of Albertville, Alabama.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says Madden lost control of the Ford pickup truck he was driving on the icy highway Sunday evening. The vehicle rotated counterclockwise and got into incoming traffic. A Dodge pickup truck then struck Madden&#8217;s vehicle on the passenger side. Right after, a truck tractor was unable to stop and hit the Dodge on the back side.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 McGowen and Reese were passengers in Madden&#8217;s pickup truck. The Highway Patrol says the three men were not wearing seatbelts.<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; Twenty-two residents of an assisted-living facility in Minot were safely evacuated when a fire broke out in the building&#8217;s attic.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fire Department Battalion Chief John Hocking says the fire at Edgewood Vista&#8217;s Memory Care Unit started shortly before 4 a.m. Friday, and burned some rafters.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The evacuated residents were moved to another Edgewood Vista unit. (AP) &#8211; Police have arrested a Fargo man who they say hit an officer in the face and kicked out a squad car window.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0The \u00a022-year-old was arrested Thursday. He faces charges of assault on a police officer, criminal mischief to a vehicle and resisting a police officer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sgt. Shannon Ruziska says officers located the man because he and another person were connected to hitting a mailbox. She says the man kicked out the window after police got him in the squad car. The officer he hit didn&#8217;t need medical attention.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say they had a warrant for the man&#8217;s arrest for a charge of driving under a suspended or revoked license.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He is being held at Cass County Jail pending charges.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A woman accused of child abuse on the Spirit Lake Indian Reservation has been sentenced to six months in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-three-year-old Geraldine Dumarce is charged in federal court with child abuse or neglect. Authorities say she has a history of child neglect and her most recent charge stems from an incident in which she was passed out from drinking while her five minor children wandered inside and outside of the house unsupervised.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The tribe&#8217;s child protection system has come under review in the couple of years after numerous cases of reported child abuse.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dumarce was also ordered to serve one year in a halfway house.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; A 30-year-old Mandan man accused of sexually assaulting a woman has pleaded guilty to a reduced charge.<br \/>\n\u00a0<br \/>\n\u00a0 Derek Matthew Wisham pleaded guilty on Thursday to sexual imposition, which is a felony punishable by up to 10 years in prison. Wisham originally had been charged with felony gross sexual imposition, which carries a potential life sentence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wisham is accused of sexually assaulted a woman who was at his house for a bonfire party in June.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wisham also pleaded guilty Thursday to simple assault, which is a misdemeanor.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A sentencing date has not been set.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A nominating committee has chosen six finalists for two spots on the North Dakota Board of Higher Education.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 State officials said Thursday the committee chose three finalists for each of two pending vacancies. Board Vice President Terry Hjelmstad of Minot is stepping down after serving one four-year term on the board, which oversees the 11 schools in the state university system. Board member Grant Shaft of Grand Forks is leaving the board after serving the maximum of two terms.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple will nominate one person from each of the two groups to serve on the board. The state Senate must confirm his selections.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The finalists include a former state senator, former University of North Dakota administrator and a former Wahpeton math teacher.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The new terms begin July 1.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; U.S. farmers this year produced a bountiful crop of dry beans.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 This year&#8217;s crop of beans such as kidneys, navies, garbanzos and pintos totaled nearly 28.7 million hundredweight, up 17 percent from 2013. The increase was even more pronounced in North Dakota and Minnesota, which produce about 40 percent of the nation&#8217;s crop.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say there was a big jump in bean acres prompted by projected lower prices for soybeans last spring when farmers were making planting decisions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The large crop could push down market prices for farmers. (AP) &#8211; North Dakota wildlife officials have eliminated a proposal to limit deer gun licenses to one per hunter in 2015.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s Game and Fish Department proposed the license distribution plan change last month in response to a declining deer population and high demand for licenses.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Game and Fish Director Terry Steinwand says the decision to not move forward with the proposal involved several factors, including substantial public input and significant costs needed to put the new system in place.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Deer hunters will again be able to apply for deer gun and muzzleloader lottery licenses, and also purchase an archery license.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wildlife division chief Jeb Williams says about 30,000 people who applied for a deer gun license this year didn&#8217;t get one in the lottery.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Members of a committee working on a new nickname for the University of North Dakota say there&#8217;s a lot of support for no nickname at all.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The University of North Dakota has been without a moniker for the last three years, after the school retired its Fighting Sioux nickname.
