News) \u2014 The Valley City Commission met in Special Session Thursday morning (Oct 25, 2012), at City Hall. City Commissioners, Nielson, and Luke were not present.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">The City Commission approved a Resolution appointing an Assistant City Attorney on an as-needed basis.<\/p>\n<p align=\"justify\">City Administrator, David Schelkoph said according to the North Dakota Century Code, the Commission needs to have an Assistant in place, in the event, the City Attorney would have to recuse himself from a case.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">Schelkoph said City Attorney Russell Myhre will in fact recuse himself from a case.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">Also approved was a letter of support to the Griggs County Water Resource District.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">Mayor Werkhoven said the District asked for Valley City support as the District has requested an investigation into additional drainage, and possible removal of control structures, in Barnes, Griggs and Stutsman Counties.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">Representatives from each county will meet on the issue with Governor Dalrymple and the State Water Commission.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">Mayor Werkhoven updated City Commisisoners, on the purchase of the Stan Ryan property, for the proposed National Guard facility.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\">He said the City has exercised its option on purchasing the property.<\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p>The meeting was recorded and played back on CSi Cable 68.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) \u2014 The Jamestown City Council\u2019s Police, Committee, Fire Committee, and Public Works Committee met Thursday afternoon, (Oct 25, 2012) at City Hall.<\/p>\n<p>With Police Committee business:<\/p>\n<p>Committee members discussed salary increases for supervisors relative to twelve hour scheduling.<\/p>\n<p>Police Chief Scott Edinger said, supervisors came up with the shifts, day and night.<\/p>\n<p>He said doing that will put the staffing short a Sgt. And Lt.<\/p>\n<p>He said the adjustment in shifts means a sgt. Would be assigned Lt. Positions and the and corporals will take on the responsibilty of the sgt.<\/p>\n<p>He request an out of grade pay raise, for those moved up a position.<\/p>\n<p>He said the schedule will be tried for a year, and then reviewed.<\/p>\n<p>Mayor Andersen questioned the viability of twelve hour shifts, concerning fatgue.<\/p>\n<p>The Chief said the change in schedule will be arranged so that the officers will actually be less stressed, and most officers were in favor of the change.<\/p>\n<p>He said there would be five to six officers available on the street, compared to three now.<\/p>\n<p>Supervisors will be on the street, rather than in the dispatch center, which is the case now.<\/p>\n<p>The Mayor asked if the officers are aware that they would not be paid overtime, under the plan.<\/p>\n<p>She pointed out that the elimination of overtime will balance the salary structure, and may save the city dollars.<\/p>\n<p>She is also concerned about out of grade pay, relative to the positions responsibilities under the restructuring.<\/p>\n<p>Council Member, Ramone Gumke, who is a Stutsman County Sheriff\u2019s deputy, said he personally prefers a twelve hour shift, over a six to seven day stretch.<\/p>\n<p>The committee unanimously recommends the plan be tried for a year.<\/p>\n<p>\u3000<\/p>\n<p>Public Works Committee reviewed the cover letter and technical memo from AE2S relating to Water Treatment Plant Improvements.<\/p>\n<p>Chairman Brubakken said the plant is not under compliance for ground water treatment, with the State, following an inspection.<\/p>\n<p>Four options recommended are.. do nothing\u2026abandon recycling water\u2026modifications to the water treatment plant to comply with surface water treatment rules\u2026go to an above ground operation.<\/p>\n<p>City Engineer Reed Schwartzkoph favors a closed system for recycling water, with the water a resource.<\/p>\n<p>He said the State Health Department will work with the city in planning, and implementing the plans.<\/p>\n<p>City Administrator Jeff Fuchs suggested the city and State Health Department meet and consider and implement the options.<\/p>\n<p>He added the city\u2019s debt service is increasing just with projects that are in progress.<\/p>\n<p>Mayor Andersen said the city needs to look at funding.<\/p>\n<p>Mayor Andersen moved to send the issue to the City Council without recommendation, and directed the city to find out from the State Health Department to determine a time line for compliance.<\/p>\n<p>Council Member Buchanan suggested keeping the issue in committee.<\/p>\n<p>The committee recommends sending the issue to the City Council without recommendations.<\/p>\n<p>The committee then reviewed the Concept Alternatives Report from Interstate Engineering, relating to the 2012, Sanitary Sewer Improvements project.<\/p>\n<p>Darrell Hournbuckle gave a presentation on rehabing lift stations 8,9, and 10, along with information about future northwest stations and force main alternatives.<\/p>\n<p>He pointed out, that lift station eight has associated clay pipes installed about 1900.<\/p>\n<p>He outlined options including replacing lift station 8, 9 and 10, and other possible alternative combinations.<\/p>\n<p>City officials are in favor of replacing lift stations 8, 9, and 10, and changing the flow of the system, through new infrastructure.<\/p>\n<p>Hournbuckle outlined possible routes and the impacts of the project on traffic flow interruptions, and to access to homes and other structures.<\/p>\n<p>Least pipe vs. least traffic interruption.<\/p>\n<p>He added the improvements, if in place during the 2009 flooding, would have taken the stress off the aging infrastructure, and eliminated the need to pump raw sewage into the river.<\/p>\n<p>Mayor Andersen said the City Council needs time to digest all the information Hournbuckle related in Thursday\u2019s power point presentation.<\/p>\n<p>Chairman Brubakken agreed that information needs to be in the committee\u2019s hands sooner.<\/p>\n<p>Mayor Andersen said she preferred the installation route of less traffic interruption, with the north route.<\/p>\n<p>Council member Gumke preferred the installation route least affecting homes along the route.<\/p>\n<p>On Thursday, the committee moved the item to the City Council agenda without recommendation.<\/p>\n<p>\u3000<\/p>\n<p>\u3000<\/p>\n<p>A change order relating to Phase I, Part B, Water Treatment Plant Improvements was recommended for approval, with the exception of a design flaw that needs correction.<\/p>\n<p>\u3000<\/p>\n<p>Discussion concerning curbside recycling at the request of Francis Silbernagel, was tabled until further information and an explanation is available from Silbernagel.<\/p>\n<p>The Committee then discussed the Alana Addition alley vacation at the request of Nancy Williams.<\/p>\n<p>City Administrator Fuchs says a pervious council action turned down the request, because a full panel was not present to vote on the original request with a two thirds majority of the panel required, and not just a two thirds of those council members present.<\/p>\n<p>The committee recommends reconsideration of the original request at the City Council meeting. Mayor Andersen voted against, and Council Member Gumke was not present at Thursday\u2019s meeting when the vote was taken.<\/p>\n<p>\u3000<\/p>\n<p>The request from Leo and Kari Ness, tabled from the October 1, 2012, City Council meeting, regarding interest in purchasing City Lots in Beverly Hills 6th Addition, was discussed.<\/p>\n<p>Tim Dabill who previously requested purchasing the lots, at Thursday\u2019s meeting, said he in the interim the Ness offer came in to the City council.<\/p>\n<p>Dabill\u2019s was an offer to purchase, which was approved, pending Dabill\u2019s wish to purchase a fourth lot.<\/p>\n<p>The Ness offer that then came to the committee was conditional.<\/p>\n<p>Kari Ness said their proposal is for multiple housing units, but is uncommitted, and requested a six month stand-still period.<\/p>\n<p>The Dabill plan is committed, with a March 2013 start date.<\/p>\n<p>The committee recommends, recinding the current action, with Dabill, and give the Ness\u2019s the first position to purchase all lots, and Dabill in the second position.<\/p>\n<p>The second motion approved recommends the Ness\u2019s have a stand still provision until April 30, 2013.<\/p>\n<p>And Dabilll has 30 days to execute a purschase offer, after notified of the lots availability.<\/p>\n<p>The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Oct 25, 2012) &#8212; The Buffalo City Tourism Foundation Board, representatives of the Jamestown City Council and the Jamestown\/Stutsman Development Corp. met Thursday (Oct 25, 2012) to review the 2012 tourism report and discussed the future of tourism in Jamestown.<\/p>\n<p>The meeting was a requirement of the contract between the Buffalo City Tourism Foundation and the City Of Jamestown.<\/p>\n<p>The contract ends on Dec. 31, 2012.<\/p>\n<p>City officials are researching legal issues of the BCTF board structure specified in previous contracts.<\/p>\n<p>If the contract is not renewed the Buffalo City Tourism Foundation may not have the authority to operate in 2013.<\/p>\n<p>The Tourism Foundation promotes tourism and provides grants for tourism related sites in Jamestown,<\/p>\n<p>In other business, the BCTF did not pass a motion to fund fireworks on the 4<sup>th<\/sup> of July, pending 2013 funding.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Oct 25, 2012) &#8211; The Jamestown City Engineer&#8217;s Office reminds residents, that it is unlawful for any person to discharge, deposit, dump, or drain\u2026any material which may degrade stormwater quality\u2026..into the stormwater system.<\/p>\n<p>Such prohibition includes but is not limited to the disposal of \u2026grass clippings, leaves or other vegetative materials on impervious surfaces or within storm drainage systems.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. News) \u2014 The Barnes County Highway Department informs motorists that construction activity wrapped up Thursday (Oct 25, 2012) on a 100 yard portion of the hill under Barnes County Road 21, located twelve miles north of Valley City.<\/p>\n<p>Barnes County Highway Department Superintendent Kerry Johnson says, Strata Corporation the contractor, is in line to pay liquidated damages after October 20, 2012 stemming from the construction delay.<\/p>\n<p>\u3000<\/p>\n<p>Valley City, ND\u00a0 (KCSi-T.V. News)\u00a0 &#8212;\u00a0 The Valley City Area \u00a0Chamber of Commerce\u00a0is supporting \u00a0the proposed ordinance, which is the subject of a special election to be held November 6, 2012, that would update and reenact the existing 1 percent city sales tax for an additional 10-year term until Dec. 2029.\u00a0<\/p>\n<p>The Chamber says it&#8217;s taking \u00a0this position in recognition of the Development Corporation\u2019s need to make long-term financial commitments in order to support development of infrastructure (including water, sewer, and frontage road) for two major projects: a) an expanded National Guard Readiness Center and vehicle maintenance facility that is expected to increase the number of full-time soldiers to 30-35, and b) development of a 45-acre site for primary sector or commercial development.<\/p>\n<p>The Chamber statement says it supports these projects because&#8221; we believe them to be consistent with the Chamber\u2019s purpose (\u201cto advance, promote and give emphasis to the commercial, industrial, civic and general interests of Valley City, Barnes County, and its trade area\u201d). We further believe that these projects will allow substantial development of these sites, support continued economic development, and add long-term jobs.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0DICKINSON, N.D. (AP) &#8211; Dickinson authorities are investigating<br \/>\nan incident in which a man died after being struck by a truck.<br \/>\n68-year-old Roger Gawryluk was hit in an area near his home south<br \/>\nof Interstate 94 on Monday and died the next day in a Bismarck<br \/>\nhospital.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The driver of the truck was not immediately charged.<\/p>\n<p>&nbsp;<\/p>\n<p>WEST FARGO, N.D. (AP) &#8211; Police in West Fargo arrested three<br \/>\npeople in a motel parking lot after shooting a tire on a car they<br \/>\nsay was trying to flee.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers headed to the Sunset Motel about 10:15 a.m. Thursday on<br \/>\na report of people wanted on outstanding warrants. Police found the<br \/>\nsuspect vehicle and ordered the two occupants out, but they didn&#8217;t<br \/>\nexit.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say that when one of the men started the vehicle, one of<br \/>\nthe officers fired a shot flattening the tire.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The driver and passenger then unlocked the doors, exited and<br \/>\nwere arrested on obstruction and other charges. (AP) &#8211; The North Dakota State Medical Examiner says<br \/>\na hiker from Virginia found dead in Theodore Roosevelt National<br \/>\nPark in July suffered a massive heart attack.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Park Superintendent Valerie Naylor says 48-year-old Dan<br \/>\nOlszewski of Midlothian, Virginia was an avid and well-prepared<br \/>\nhiker.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Olszewski had come to the park for a day hike and was reported<br \/>\nmissing when he did not report to work. His body was found in the<br \/>\npark&#8217;s south unit after a three day, multi-agency search.<br \/>\n\u00a0\u00a0\u00a0\u00a0 An autopsy was performed to determine the cause of death.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Olszewski had been in North Dakota working.<\/p>\n<p>&nbsp;<\/p>\n<p>WAHPETON, N.D. He says Heitkamp held partisan Democratic<br \/>\nrallies to support the bill.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Heitkamp says she wasn&#8217;t in the Senate then. And she says if<br \/>\nRepublicans had pushed to repair the law&#8217;s shortcomings, things<br \/>\nwould be better now.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Berg wants to repeal the health care law. Heitkamp says its<br \/>\nflaws can be fixed without dumping the bill.<\/p>\n<p>\u00a0Berg says in order to get federal spending under control,<br \/>\nCongress first has to approve a budget.<br \/>\n\u00a0\u00a0\u00a0\u00a0 He says that hasn&#8217;t been done in three years, and Senate<br \/>\nDemocrats are blocking the idea.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Democratic candidate Heidi Heitkamp says Congress&#8217; failure to<br \/>\napprove a budget is &#8220;atrocious.&#8221;<br \/>\n\u00a0\u00a0\u00a0\u00a0 But she says there&#8217;s plenty of blame for both parties.<\/p>\n<p>Polls show Republican Rick Berg and Democrat Heidi Heitkamp are<br \/>\nclose in the campaign&#8217;s home stretch.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The two candidates have had two previous public debates. (AP) &#8211; North Dakota Democrats say Republican U.S.<br \/>\nSenate candidate Rick Berg hasn&#8217;t been reporting his campaign use<br \/>\nof his own private plane.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Berg and two other people own the plane through a limited<br \/>\npartnership. Democratic spokeswoman Rania Batrice (bat-TREES&#8217;) says<br \/>\nit was used for campaigning at least 13 times from June through<br \/>\nSeptember.<br \/>\n\u00a0\u00a0\u00a0\u00a0 She says Federal Election Commission rules require Berg to<br \/>\nreport the plane&#8217;s use and pay for it. (AP) &#8211; The National Park Service is reopening<br \/>\nthe scenic drive in the North Unit of Theodore Roosevelt National<br \/>\nPark in western North Dakota.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Superintendent Valerie Naylor says parts of the 14-mile drive<br \/>\nwere damaged by wet weather last year. She says fixing the erosion<br \/>\ndamage was &#8220;a huge project.&#8221;<br \/>\n\u00a0\u00a0\u00a0\u00a0 The road was being reopened today.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0SIOUX FALLS, S.D. (AP) &#8211; Vice President Joe Biden received a<br \/>\nstanding ovation yesterday\u00a0at the start of a prayer service tribute to former<br \/>\nSen. George McGovern.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Former state Sen. Scott Heidepriem thanked Biden for coming to<br \/>\nSouth Dakota and honoring McGovern, at which point the hundreds of<br \/>\npeople in attendance stood up and clapped.<br \/>\n\u00a0\u00a0\u00a0\u00a0 McGovern, the former Democratic presidential candidate, died<br \/>\nSunday at age 90.<\/p>\n<p>He and Biden are former Senate colleagues. (AP) &#8211; The National Park Service says it will need<br \/>\na limited elk reduction in Theodore Roosevelt National Park based<br \/>\non numbers from September&#8217;s elk collaring study.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A recent count by staff biologists indicated that between 215<br \/>\nand 300 elk reside in the park&#8217;s south unit. Park officials say a<br \/>\nlimited reduction will be necessary this year to ensure that future<br \/>\npopulation growth remains within the target range of 100 to 400<br \/>\nanimals.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A limited number of elk will be removed by park staff from<br \/>\nOctober 30th through December 6th.
