(AP) &#8211; A Finley woman has acknowledged that she killed her husband at their home nearly a year ago.<\/p>\n<p>61-year-old Sherry Midstokke (MID&#8217;-shahk) pleaded guilty Wednesday to murder for the slaying of 66-year-old Lyle Midstokke.<\/p>\n<p>Prosecutors say she drugged and smothered him to death last February.<\/p>\n<p>Steele County State&#8217;s Attorney Charlie Stock says the plea was reached with input from family members.<\/p>\n<p>He says he asked that she be sentenced next month to 20 years in prison and then 10 years of supervised probation, but her attorney could ask for less time.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Supreme Court will not reconsider its earlier ruling that limits the use of pregnancy-terminating drugs.<\/p>\n<p>The court posted a notice this week denying a petition for rehearing filed by lawyers for North Dakota&#8217;s only abortion clinic in Fargo. They had asked the court to clarify part of the ruling.<\/p>\n<p>In a divided decision released Oct. 28, the five justices said the 2011 state law that bars the use of one of two drugs used by the clinic in medication abortions didn&#8217;t violate the North Dakota Constitution.<\/p>\n<p>The court wrote that the law was not an outright ban on medication abortions. But the Red River Women&#8217;s Clinic argued that the law&#8217;s &#8220;practical effect&#8221; is a ban because the procedure cannot be performed without both drugs.<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Health Department has confirmed a case of active tuberculosis in Mountrail County.<\/p>\n<p>The state is working with local school and health officials to provide free testing to those who might have been exposed to the infectious case of TB.<\/p>\n<p>Tuberculosis is a serious but treatable disease that is infectious only in the &#8220;active&#8221; state.\u00a0 It can be spread through droplets if an infected person coughs or sneezes in close contact with an uninfected person.<\/p>\n<p>The infected person in Mountrail County has been asked to stay home and will not return until the person&#8217;s health care provider has determined that he or she is no longer infectious.<\/p>\n<p>FARGO, N.D. (AP) &#8211; Winter wheat, cattle and sheep all appear to be in good shape in North Dakota.<\/p>\n<p>The Agriculture Department says in its latest crop report that the winter wheat crop is rated 28 percent in fair condition, 58 percent in good condition and 5 percent in excellent condition.<\/p>\n<p>Cattle and calf conditions in the state are rated 86 percent good to excellent, and 83 percent of sheep and lambs are in those categories.<\/p>\n<p>Hay supplies statewide are rated 98 percent adequate to surplus. Stockwater supplies are rated 94 percent in those categories.<\/p>\n<p>&nbsp;<\/p>\n<p>MINNEAPOLIS (AP) &#8211; Federal regulators have ordered the BNSF Railway to come up with a plan to supply power plants in Minnesota and other states with enough coal to get them through the winter.<\/p>\n<p>The U.S. Surface Transportation Board cites supply problems at Minnesota Power Co. and Otter Tail Power Co. in particular. The\u00a0 board wants to ensure that the railroad can promptly and effectively respond if coal stockpiles fall critically low due to unanticipated circumstances.<\/p>\n<p>Coal shortages last year forced some power plants in the region to curtail generation of electricity, including five operated by the two Minnesota utilities. The utilities say coal deliveries have improved lately.<\/p>\n<p>BNSF spokesman Mike Trevino says the railroad will comply with the STB&#8217;s request for a contingency plan.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota Chief Justice Gerald VandeWalle (VAN&#8217;-duh-wawl) is asking state lawmakers to add four new judgeships and additional court employees to keep pace with increased workloads caused by the state&#8217;s booming oil economy.<\/p>\n<p>The chief justice made his appeal Wednesday in his State of the Judiciary speech to the Legislature.<\/p>\n<p>VandeWalle says the shortage of judges and court employees in the state has led to a &#8220;system of conveyor-belt justice.&#8221;<\/p>\n<p>The 81-year-old on Wednesday also received the state&#8217;s highest honor &#8211; the Theodore Roosevelt Rough Rider Award &#8211; from Gov. Jack Dalrymple.<\/p>\n<p>VandeWalle was re-elected to his fourth 10-year term on the state&#8217;s high court in November. He is the longest-serving North Dakota Supreme Court chief justice in state history and the oldest in the nation.<\/p>\n<p>&nbsp;<\/p>\n<p>GARRISON, N.D. (AP) &#8211; The Army Corps of Engineers says Lake Sakakawea is officially frozen.<\/p>\n<p>Officials say the Missouri River reservoir froze Monday afternoon. That&#8217;s several weeks later than last winter&#8217;s freeze date of Dec. 14. That was the earliest since 1985, when the lake froze on Nov. 30. The officer was not injured. According to the airport official, the officer was responding to a threat. He adds that a vehicle is being searched for explosives as a precaution.<\/p>\n<p>NEW YORK (AP) &#8211; A foundation that was created to honor a firefighter killed on 9\/11 has raised enough money to pay off the mortgages on the homes of two slain New York Police Department officers. That announcement came\u00a0 from executives of the foundation. They say more than a million dollars has been donated or pledged for the families of the two officers, killed late last month as they sat in their patrol car.<\/p>\n<p>WASHINGTON (AP) &#8211; The big drop in oil prices is likely to end up boosting economic growth. At least that&#8217;s the view of Federal Reserve policy-makers, who discussed various risks to the U.S. economy at their December meeting. The minutes of that meeting were released Wednesday. They show that Fed officials believe weakness in the global economy pose some of the biggest downside risks.
