BISMARCK, N.D. (AP) \u2013 After a couple of weeks in the deep freeze, the Dakotas are in store for a stretch of nearly spring-like weather.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 High temperatures in the two states in the coming days are forecast to reach into the 20s, 30s and 40s above zero. That\u2019s quite a change from recent weeks, when overnight lows have dropped into the minus 20s and 30s and wind chills have plummeted even lower.

\n\u00a0\u00a0\u00a0\u00a0 National Weather Service meteorologist Todd Hamilton says a change in the jet stream will allow warmer Pacific air to replace the arctic air that has been blanketing the Northern Plains. He says it looks to be mild for at least the next 5-7 days.<\/p>\n

Jamestown (CSi) The Jamestown Police Department wants to warn Jamestown residents regarding a convicted sex offender living in the City of Jamestown.<\/p>\n

37 year old Larry Gant resides at 223 First Avenue South Apt #4 in Jamestown.<\/p>\n

He presently has no vehicle.<\/p>\n

Gant is a black male 5 feet 11 inches tall, weighing 177 pounds with brown eyes and black hair.<\/p>\n

He has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the office of the North Dakota Attorney General.<\/p>\n

Offense:<\/p>\n

Gant and two other individuals entered a residence through a bedroom window. They raped a developmentally disabled teenager who was sleeping in the bedroom<\/p>\n

Conviction Date: February 11, 2003 at Shelby County District Court, in Tennessee. Disposition: 8 years.<\/p>\n

Gant is currently on probation with North Dakota Parole and probation.<\/p>\n

Gant is not wanted by police at this time, and is currently serving the sentence imposed by the court. Jamestown (CSi) On A 10-2 vote, the Jamestown\/Stutsman Development Corporation (JSDC). Board of Directors has approved deeding seven lots in the I-94 Business Park to the city of Jamestown with the intent that the city sells the lots at auction.<\/p>\n

JSDC Board members Kelly Rachel and Dale Marks were opposed.<\/p>\n

The transfer requires approval from the Jamestown City Council and the Stutsman County Commission.<\/p>\n

JSDC Board President Bob Toso, said the process of approving land sales at JSDC meetings may have discouraged some potential purchasers.<\/p>\n

The JSDC Board also unanimously approved the sale of 1 1\/2 lots within the I-94 Business Park to Allen Enterprises.<\/p>\n

Owner, Dean Hafner, said he intends to build a $1.2 million building to house businesses involved in new home construction.<\/p>\n

These businesses include his H and H Holdings, a construction company, an excavating company and unspecified businesses from Aberdeen and Bismarck.<\/p>\n

Corey Bayer, owner of Marvel Homes in Jamestown, challenged the sale of the lots. He said he had attempted to purchase the same lots for a model home in 2012. His request was denied by the JSDC.<\/p>\n

A Public Hearing regarding a Zone Change Request was withdrawn that dealt the<\/p>\n

Lots 133-138, Jones & Vennum Addition to Jamestown, from R-2-A (One to Twelve Family Residential District) to C-1 (Local Commercial District).<\/p>\n

Secretary Wollan read the options available to bring the buildings into conformity and allow for the approval of a building permit for an interior remodel as explained in an email from Stephanie Falkers, SRF Consulting Group, Inc. as follows:<\/p>\n

Option 1: Special Use Permit to allow buildings of essential services to be located within R2A district.<\/p>\n

Option 2: Pursue the Zone Change request to C-1 (Local Commercial District).<\/p>\n

Vice Chairman Trautman opened the public hearing.<\/p>\n

Stutsman County Auditor\/COO, Casey Bradley explained that the County would like to do some remodeling to the existing County building to house the Extension facility offices and possibly other County offices in the future.<\/p>\n

Jamestown (CSi) At their annual meeting, Jamestown Tourism Board of Directors<\/p>\n

discussed adding to the Jamestown campsites.<\/p>\n

The Executive Committee has discussed the possibility of having tourism lead an effort to develop another campground or assist a business or concessionaire in building a new campground in the area.<\/p>\n

The board also reviewed 2014 accomplishments Monday and reviewed possible goals for 2015.<\/p>\n

Jamestown Tourism Executive Director Searle Swedlund said this winter and spring he will take a new camping informational booklet, including Jamestown Tourism\u2019s new promotional materials to various trade shows around the country to promote Jamestown as an outdoors destination.<\/p>\n

Jamestown (CSi) The Jamestown Salvation Army reports that the 2014 Red Kettle Campaign ended about $14,000 below its goal.<\/p>\n

The Salvation Army\u2019s goal was $156,000 with the actual amount collected at about $142,000 at the kettles, the Salvation Army office, and online and through the mail donations. The 2013 goal was $147,000, which was reached after an anonymous $25,000 donation was made.<\/p>\n

Lt Mitch Brecto says the local Lions, Rotary and Kiwanis clubs have an annual competition to raise money for the campaign, and this year the clubs combined to ring the bell for 87 1\/2 hours and brought in $25,742, which amounted to 37 percent of all the donations made at the kettles. The Lions Club raised $11,826, narrowly edging out the Kiwanis Club at $11,287. The Rotary Club brought in $2,629.<\/p>\n

Money raised during the campaign funds the Salvation Army’s services like the food pantry and lodging vouchers for stranded motorists.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple announced the choices on Monday.

\n\u00a0\u00a0\u00a0\u00a0 Nicolas Hacker is the president North Dakota Guaranty and Title Co. and a former state senator from Bismarck. He will replace Terry Hjelmstad of Minot, who is stepping down after one term.

\n\u00a0\u00a0\u00a0\u00a0 Greg Stemen of Fort Ransom is president of First State Bank of North Dakota in LaMoure and Marion.<\/strong> He will replace Grant Shaft, of Grand Forks. Shaft has served the maximum two four-year terms.

Bismarck (CSi) Governor Jack Dalrymple has proclaimed Tuesday, January 13, 2015 AMBER ALERT AWARENESS DAY in North Dakota. AMBER Alert programs have been implemented in all 50 states. North Dakota implemented the state\u2019s plan in February 2003.<\/p>\n

Dalrymple says, “North Dakota is committed to protecting its young people and keeping its communities safe, and the statewide AMBER alert system is an important part of those efforts.”<\/p>\n

The AMBER Alert provides public notification of an abducted child 17 years of age or younger, and that the abduction is believed to have been committed by a stranger or family abduction in which the child is believed to be in grave danger of serious bodily harm or death. Descriptive information about the child, abductor, and vehicle description is obtained by law enforcement and broadcast through the AMBER Alert. This information is used to assist in the safe recovery of the victim and apprehension of the suspect. Six AMBER Alerts involving seven children have been issued in North Dakota. Six of the seven children were successfully recovered.<\/p>\n

AMBER Alert information is broadcast via television, radio, wireless devices, and Department of Transportation message boards. Citizens can also receive the information by dialing 511 from any phone. Wireless users can receive a text message of AMBER Alerts activated in the subscriber\u2019s area by simply signing up for the free service at<\/p>\n

The National Center for Missing & Exploited Children has developed a secondary distribution network to disseminate AMBER Alerts after receiving notification of state or regional AMBER Alert activations. The secondary distribution network includes several Internet service providers, the wireless industry, and many others. Nationally, AMBER Alert programs have helped save the lives of over 723 children.<\/p>\n

DICKINSON, N.D. (AP) – Local and state officials are investigating a shooting in Stark County that sent a person to the hospital.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities have released few details but say the public is not in danger.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Sheriff Terry Oestreich says the shooting happened about 3 a.m. Monday at a home west of Dickinson. The person who was shot was taken to a Dickinson hospital and then transferred to a Bismarck hospital. The person’s condition was not released.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The sheriff’s office and the state Bureau of Criminal Investigation are looking into the incident.<\/p>\n

FARGO, N.D. (AP) – A fifth suspect has been charged in the armed robbery of a Fargo convenience store last week.

\n\u00a0\u00a0\u00a0\u00a0 The 18-year-old man had been arrested earlier on an outstanding warrant not related to the holdup of the Casey’s General Store on Thursday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Four other suspects in the robbery remain jailed. Three are adults and one is a juvenile.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say four people armed with at least one handgun entered the store about 12:30 a.m. Thursday and demanded money from the clerk. A patrol officer saw the store lights were off and stopped to check before the robbery was called in, but the robbers had already fled.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The same store was hit by armed robbers in mid-October.<\/p>\n

FORT BERTHOLD, N.D. (AP) – A 24-year-old Rosebud Sioux tribal member has been charged with child abuse for allegedly leaving her two young children to die in a car on a cold day in North Dakota.<\/p>\n

An FBI agent says Michelle Wounded Face left her children in a car that wasn’t running on the Fort Berthold Reservation. The agent says the children weren’t properly dressed for the cold weather.<\/p>\n

Court documents show the average temperature that day was 1 degree and a wind chill advisory had been issued.<\/p>\n

Police say they discovered an assault rifle in the vehicle when they found the shivering children, who survived.<\/p>\n

Court documents allege Wounded Face told authorities she had left her children to die.<\/p>\n

The federal public defender’s office didn’t immediately respond to a request for comment.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A North Dakota man has been sentenced to seven years in prison on an illegal firearms charge.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Forty-four-year-old Michael Schell, of Williston, pleaded guilty in federal court to possession of a firearm and ammunition by a convicted felon.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say Schell was stopped for a traffic violation in July 2013 and police discovered four firearms and more than 500 rounds of ammunition.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Schell was prohibited from owning firearms because of multiple felony convictions, including domestic assault.<\/p>\n

\u00a0MINOT, N.D. (AP) – Minot police say a man who fled from a traffic stop and then allegedly caused a chain-reaction crash that injured a woman has turned himself in.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say an officer stopped 32-year-old Leroy Kyles late Sunday for driving with a suspended license, and the suspect fled. The officer did not pursue, given the minor nature of the traffic violation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police say a few minutes later Kyles struck a vehicle at an intersection, causing the crash that involved five vehicles including his own. He then fled on foot.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A 60-year-old woman was taken to a hospital with unspecified injuries.
\n\u00a0

BISMARCK, N.D. (AP) – Police say a caller defrauded an 86-year-old Bismarck woman out of $1,800 by posing as the woman’s grandson.

\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 caller told the woman he had hit somebody in a vehicle accident and needed money. The woman complied by wiring the money to an account in the Philippines.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police say the scammer called the woman later and asked for an additional $2,200, but by that time she had spoken with her grandson.<\/p>\n

\u00a0FARGO, N.D. (AP) – The North Dakota Supreme Court has thrown out a felony terrorizing conviction against a Lakota farmer who was involved in a standoff with police over a report of missing cattle.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A jury in 2013 found Rodney Brossart guilty of terrorizing, preventing arrest and failing to comply with state laws on wandering cattle. He was sentenced to six months in jail.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The justices said in a ruling released Monday that a judge should have told the jury what constitutes a threat and what qualifies as protected speech. The justices ordered a new trial on the terrorizing charge. The two misdemeanor convictions were upheld.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Brossart was arrested after a summer-long standoff with law enforcement in 2011. The case drew widespread attention because police used a drone to conduct surveillance on Brossart’s farm.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Republican Sen. Howard Anderson says his bill is aimed at saving lives. The retired Turtle Lake pharmacist says there have been cases in North Dakota where drug overdoses have gone unreported for fear of criminal prosecution.

\n\u00a0\u00a0\u00a0\u00a0 The Senate Judiciary Committee is slated to take testimony on the bill Tuesday.

BISMARCK, N.D. (AP) – North Dakota regulators have granted a temporary exemption from state natural gas flaring rules to a Denver-based company completing work on a natural gas processing plant.

\n\u00a0\u00a0\u00a0\u00a0 The Industrial Commission recently voted in favor of the exemption for Zavanna LLC, the majority partner in a joint venture called 1804 Ltd.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 State Mineral Resources Director Lynn Helms says 1804 Ltd. has nearly completed a gas plant northeast of Williston. The plant has a 64-mile underground natural gas gathering system in place.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Helms says the plant needs the exemption so it can purge the gas-gathering system prior to starting up the $90 million gas plant. He says the exemption will allow the company to flare until March 31 or until the plant starts up, whichever comes first.<\/p>\n

FARGO, N.D. (AP) – Last year’s corn crop in North Dakota was down from the previous year, but soybean production set a record.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department estimates North Dakota’s 2014 soybean crop at 203 million bushels, up 43 percent from 2013. Corn production dropped 21 percent to 314 million bushels.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Nationally, production of both crops set records, at 3.97 billion bushels for soybeans and 14.2 billion bushels for corn. The corn crop was up 3 percent from 2013 and the soybean crop was up 18 percent.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 North Dakota last year also saw larger crops of potatoes, oil sunflowers, canola, flaxseed, dry beans and alfalfa hay. The state had smaller crops of sugar beets, dry peas, lentils and safflower.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Minot Republican Rep. Scott Louser is pushing the bill that would extend the moratorium until mid- 2017. Louser says there is nothing wrong with just calling UND “North Dakota” for now.

But the Broncos were upset twice at home in the divisional round two of the last three seasons and got upended by the Seahawks 43-8 in last year’s Super Bowl.<\/p>\n

The Grizzlies also acquired point guard Russ Smith, a 2014 second-round pick, from New Orleans, and a traded player exception. The Pelicans send Austin Rivers, the 10th overall pick in 2012, to Boston in the deal.

ST. LOUIS (AP) – Two of the nation’s most stringent abortion bans are before a federal appeals court today. North Dakota and Arkansas will ask the court during oral arguments in St. Louis to reinstate the bans. The North Dakota law banned abortions when a fetal heartbeat can be detected, which can be as early as six weeks. The Arkansas law banned abortions after 12 weeks.

The man had two outstanding European arrest warrants, including the alleged terror connection. The other involved the kidnapping of his three-year-old son.

The cleric told reporters at the prayer ceremony that anyone who commits blasphemy should be killed.
