HIGHS IN THE MID 20S.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS &#8212; A bill introduced in the North Dakota Legislature would provide incentives to construct new fertilizer or chemical processing plants in the state.<\/p>\n<p>The proposal, Senate Bill 2035, would exempt sales and use taxes for materials used to construct or expand a fertilizer or chemical processing facility.<\/p>\n<p>State economic development officials and a state senator said the bill aims to encourage the use of natural gas that has become abundant thanks to oil development in the western part of the state.<\/p>\n<p>The Northern Plains Nitrogen plant is projected to cost more than $2 billion, according to its website, but the sales tax exemption won&#8217;t apply to all of that cost.\u00a0The \u00a0similar CHS Inc. facility planned for Spiritwood,\u00a0 carries a $3 billion price tag.<\/p>\n<p>CHS spokeswoman Annette Degnan says CHS is grateful for all the time and effort invested by local and state government staff and agencies in support of its proposed nitrogen fertilizer manufacturing facility at Spiritwood, N.D.,&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) At their annual meeting, Jamestown Tourism Board of Directors discussed adding to the Jamestown campsites.<\/p>\n<p>The Executive Committee has discussed the possibility of having tourism lead an effort to develop another campground or assist a business or concessionaire in building a new campground in the area.<\/p>\n<p>Jamestown Tourism Executive Director Searle Swedlund said this winter and spring he will take a new camping informational booklet, including Jamestown Tourism\u2019s new promotional materials to various trade shows around the country to promote Jamestown as an outdoors destination.<\/p>\n<p>At the meeting the board also reviewed 2014 accomplishments and reviewed possible goals for 2015.<\/p>\n<p>The board unanimously appointed its 2015 officers, who as the board\u2019s executive committee.<\/p>\n<p>Mitzi Hager: president<\/p>\n<p>Tanea Clocksene: president-elect<\/p>\n<p>Beth Dewald: reappointed treasurer.<\/p>\n<p>Jon Lillejord and Matthew Wood: at-large members.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) The Third Annual Heart, Redneck Triathalon is set for Saturday February 14, 2015 at Buffalo Lanes in Jamestown from 1-4-pm.<\/p>\n<p>Registration is at 12 noon.<\/p>\n<p>Early registration by contacting Rayette Brown:<\/p>\n<p><span style=\"font-size: large;\"><a href=\"mailto:rayetterbrown11@gmail.com\"><span style=\"font-size: large;\">rayetterbrown11@gmail.com<\/span><\/a><span style=\"font-size: large;\">,<\/span><\/span><\/p>\n<p>or call 701-320-2023.<\/p>\n<p>Participants must be at least 21 years of age.<\/p>\n<p>All proceeds stay local to benefit the Heart Git-R-Done program.<\/p>\n<p>There will be a silent auction, and new games.<\/p>\n<p>Couples are $30 and a team of four is $60.<\/p>\n<p>&nbsp;<\/p>\n<p>TOWER CITY, N.D. (AP) &#8211; Voters in the Maple Valley School District in eastern North Dakota appear to have narrowly defeated a $10 million bond issue.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The money would have been used to build a new high school in Tower City and renovate the existing one into an elementary school. Schools in Oriska and Buffalo would have been closed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The measure required 60 percent approval, but preliminary results of Tuesday&#8217;s election show that only 58 percent of the 572 voters favored the plan.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WEST FARGO, N.D. (AP) &#8211; A West Fargo woman was killed and her husband injured in a three-vehicle crash on the city&#8217;s Main Avenue.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police Chief Mike Reitan says the 50-year-old woman was a passenger in a sport utility vehicle driven by her 53-year-old husband that went out of control shortly after 7:30 a.m. Wednesday and crossed the median into oncoming traffic.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The SUV was hit by two cars and flipped onto its roof. No one in the cars was hurt.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man driving the SUV was taken to a hospital with unspecified injuries. He and his wife were not immediately identified.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A Fargo man suffered a burned hand in a cooking fire in his apartment kitchen.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fire officials say the Tuesday evening blaze caused fire damage to the kitchen and light smoke damage throughout the rest of the apartment building. A damage estimate was not provided.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man who was burned was treated at the scene and then drove himself to the hospital for further treatment. Authorities did not identify him.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Williston man has been sentenced to more than seven years in prison on illegal weapons charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-eight-year-old Ronald Gibbons pleaded guilty in federal court on two counts of possession of firearm and ammunition by a convicted felon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Gibbons was found with a loaded handgun in his vehicle after he was stopped for a traffic violation in April 2014. He was charged in state court and released on bond.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Two months later, Gibbons was pulled over for operating a motorcycle with an expired registration. He was found to have loaded gun magazine on him, and a witness saw him throw a gun that was recovered by police.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gibbons had three previous felony convictions in the state of Washington.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A federal public defender could not be reached for comment.<\/p>\n<p>&nbsp;<\/p>\n<p>DEVILS LAKE, N.D. (AP) &#8211; Significant cracks have been found on the currently frozen Devils Lake raising concerns among some winter enthusiasts.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jeff Katzer a long-time fishing guide with Woodland Resort\u00a0says \u00a0the cracks are a few feet long in some places where typically only small cracks would show up. There are about 24 inches of ice on the lake in most places.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Katzer says the resort has built ramps over the cracks in order to allow anglers and staff to move to and from ice houses safely. He says the problem is of such magnitude that the winter season&#8217;s &#8220;roads&#8221; on the lake have been temporarily shut down.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Katzer says the warmer temperatures in the forecast for later this week will only make matters worse.<\/p>\n<p>&nbsp;<\/p>\n<p>ST. LOUIS (AP) &#8211; North Dakota and Arkansas have asked a federal appeals court in St. Louis to reinstate two of the nation&#8217;s most stringent abortion bans.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 8th U.S. Circuit Court of Appeals heard oral arguments in the cases Tuesday. The states want to reinstate abortion restrictions approved by lawmakers in 2013 but overturned by lower federal courts in separate decisions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota law banned abortions when a fetal heartbeat can be detected, which can be as early as six weeks into pregnancy and before many women know they&#8217;re pregnant. A U.S. District Court judge in Bismarck ruled the law unconstitutional in April 2014.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Arkansas law banned abortions after 12 weeks. Lawmakers in the Republican-controlled Legislature overrode former Democratic Gov. Mike Beebe&#8217;s veto.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The appeals court didn&#8217;t immediately rule.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A North Dakota lawmaker is pushing a measure that would grant immunity for someone who calls authorities to report a drug overdose.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Republican Sen. Howard Anderson says the bill is aimed at saving lives. The retired Turtle Lake pharmacist says there are cases in North Dakota in which drug overdoses have gone unreported for fear of criminal prosecution.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Senate Judiciary Committee took testimony on the bill Tuesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tyler Auck of Bismarck said he&#8217;s a recovering drug user and urged lawmakers to pass the measure. Auck said he once overdosed on drugs and was left to die because his acquaintances were afraid to call authorities, fearing they would go to jail.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Conference of State Legislatures says more than 20 states have some form of a drug immunity law.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WASHINGTON (AP) &#8211; Democratic U.S. senators from Minnesota and North Dakota are reintroducing bipartisan legislation in an effort to crack down on sex trafficking across the country.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Stop Exploitation Through Trafficking Act is modeled after Minnesota&#8217;s &#8220;Safe Harbor&#8221; law, which protects sex trafficking victims from being prosecuted as defendants. Sens. Amy Klobuchar (KLOH&#8217;-buh-shar) of Minnesota and Heidi Heitkamp (HYT&#8217;-kamp) of North Dakota say the bill would allow prosecutors to better handle minor sex trafficking cases and provide support to victims.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bill seeks to establish a national strategy to combat human trafficking.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The legislation also was introduced by Republican Sens. John Cornyn of Texas and Mark Kirk of Illinois.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It&#8217;s supported by at least six national organizations, including the National Center for Missing and Exploited Children and the Fraternal Order of Police.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota lawmakers are considering a bill that would require high school students to take the same test that immigrants must pass to become a U.S. citizen.\u00a0\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Testimony on the measure will be taken by a House education committee on Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The proposed legislation that would require high school students to pass a 100-question civics test starting in 2016 to graduate.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s first lady Betsy Dalrymple, educators and lawmakers unveiled the proposed bipartisan legislation last month.<br \/>\n\u00a0<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Transportation Department is taking comments from the public on its draft State Management Transit Plan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The plan describes state policies and procedures for administering various funds from the state and federal governments. More information can be found at <a href=\"http:\/\/www.dot.nd.gov\/\">www.dot.nd.gov<\/a> .<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;\u3000<\/p>\n<p>VALLEY CITY (VCSU) &#8211; Valley City State University head coach<\/p>\n<p><span style=\"font-size: large;\"><a href=\"http:\/\/www.vcsuvikings.com\/roster\/19\/2\/470.php\"><span style=\"font-size: large;\">Jill DeVries<\/span><\/a><\/span><span> announced today that Mackenzie Huber, a 6-foot-1 center, has signed a letter of intent to play women&#8217;s basketball for the Vikings next fall. <\/span><\/p>\n<p>Huber is currently a standout post player for the Clark\/Willow Lake Cyclones (Clark, S.D.) averaging 14.8 points, 7.5 rebounds and 1.8 blocks during her junior season last year. She signed her letter of intent Tuesday night at Clark High School.<\/p>\n<p>&#8220;Mackenzie is a true back-to-the-basket post player with good hands and even better feet,&#8221; said DeVries. &#8220;We are very excited she will be a Viking. Her physical presence in the paint and ability to finish around the rim is a game changer and will only improve during her collegiate career.&#8221;<\/p>\n<p>Huber has been contributing to the Clark\/Willow Lake varsity since her 8th grade season, during which she was named Rookie of the Year. Since then, Clark\/Willow Lake has posted a 80-18 record the last four years, won four straight NEC conference championships, and made three appearances at the South Dakota state tournament \u2013 finishing 3rd, 7th and 6th during Huber&#8217;s career.<\/p>\n<p>&#8220;Mackenzie comes from a great high school program and knows how to win,&#8221; said DeVries.<\/p>\n<p>Huber was named All-Conference in the NEC and LCC as both a sophomore and junior, and was named the team&#8217;s Offensive Player of the Year in her junior season. She scored her 1000th career point last Saturday.<\/p>\n<p>Outside of basketball, Huber has also placed high at the South Dakota state track and field meet in shot put and discus, and has been named All-Conference in volleyball. She is also a member of the National Honor Society.<\/p>\n<p>Huber is the daughter of Joel and Jill Huber. She plans to major in secondary education while at VCSU.<\/p>\n<p>She joins Courtney Magnuson (Guard, Willmar, Minn.), Alli Vandal (Forward, Rolla, N.D.) and Kaitlin Connor (Center, Madison, Minn.) as signed recruits for the 2015-16 VCSU women&#8217;s basketball season.<\/p>\n<p>Valley City State University is a member of the National Association of Intercollegiate Athletics (NAIA) and plays its conference games in the North Star Athletic Association. The Vikings are currently 12-6 this season entering conference play.
