(AP) &#8211; A new report shows that a North Dakota college student who was found dead in a river last year was working for a regional drug task force as a confidential informant a few months before he died.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The independent state review also concluded that the drug task force handled its dealings with 20-year-old Andrew Sadek properly.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sadek went missing from the State College of Science in Wahpeton in early May 2014. His body was found in the Red River in late June. An autopsy concluded he died of a gunshot wound to the head. His death is still being investigated.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mother Tammy Sadek says she questions whether her son was pressured into working for the task force. She believes her son was murdered.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; The Highway Patrol has identified two Alexander teenagers who died when their car collided with a semitrailer in the western North Dakota oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say 18-year-old Brady Armour was driving the car and 16-year-old Nathan Sims was a passenger.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The crash happened on state Highway 23 north of Keane about 8:30 p.m. Wednesday, after the car spun out of control on a curve. The driver of the semi was not hurt.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota University System&#8217;s suspended chief auditor has signed a separation agreement.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Timothy Carlson was put on paid administrative leave last November and told he likely will be fired for allegedly providing misleading information about his work experience and credentials.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Under the separation agreement Carlson has signed with the university system, he will get pay and benefits through the end of the month. His annual salary is $140,000. A telephone listing for him could not immediately be found.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 University system spokeswoman Linda Donlin says Carlson&#8217;s position will be filled either by internal appointment or through an arrangement with the state auditor&#8217;s office.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota has become the second state in the union to adopt a law requiring high school students to take the same test that immigrants must pass to become a U.S. citizen.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple signed the measure Friday that sailed through North Dakota&#8217;s Senate and House this month.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 First lady Betsy Dalrymple has promoted the legislation and co-chaired a committee to make it state law.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The legislation requires students to correctly answer 60 percent of the 100 questions on the U.S. citizenship test to graduate high school or earn a GED diploma starting in the 2016-2017 school year. Students must achieve a 70-percent passing grade in subsequent years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Earlier this month Arizona became the first state to require passage of a civics test to graduate high school.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; A growing number of North Dakota lawmakers believe the Legislature should meet annually instead of every two years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Legislation in both the Senate and the House was presented Friday that would bring lawmakers back to the Capitol annually to deal with more issues spurred by the state&#8217;s explosive growth.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Rep. Keith Kempenich is the primary sponsor of a bill that would hold a 20-day session in even-numbered years and 60-day session in odd-numbered years. Sen. John Grabinger is sponsoring a bill in the Senate that would hold a 50-day session in odd-numbered years and 30-day session in even-numbered years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lawmakers have debated holding annual sessions for years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota is one only four states &#8211; along with Montana, Nevada and Texas &#8211; where the Legislature doesn&#8217;t meet every year.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A bipartisan group of lawmakers wants to use oil revenue to build a new home for North Dakota&#8217;s first family.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Beulah Republican Sen. Jessica Unruh is the primary sponsor of the bill that would appropriate $5 million to build a new governor&#8217;s residence on the state Capitol grounds.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Revenue from four oil wells where the state owns mineral rights would be used to build the new residence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple has not publicly endorsed the idea.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The current home was completed in 1960 and is an example of prairie style architecture. (AP) &#8211; A lack of snow in the Souris River Basin has officials optimistic heading into the spring flooding season.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service says the potential for flooding in the north central North Dakota region is normal to well below normal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Upper Souris National Wildlife Refuge Manager Tom Pabian says the three major reservoirs on the river in the U.S. and Canada all have reached pre-spring levels stipulated in an international agreement governing management of the river.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Pabian says the basin is in &#8220;a comfortable position.&#8221; But he says there&#8217;s still a lot of winter left, and hopefully there won&#8217;t be any abnormal precipitation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In June 2011, heavy spring snowmelt and rains flooded the river. (AP) &#8211; Authorities say Sioux Falls has become a popular stopping-off point for sex traffickers on their way to the booming western North Dakota oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 FBI Agent Chad Elgersma tells the Argus Leader that Sioux Falls is a logical in-between stop for traffickers moving women and girls from the Milwaukee area.
