HIGHS IN THE MID 20S.<\/p>\n<p>&nbsp;<\/p>\n<p>A GENERAL WARMING TREND WITH ABOVE AVERAGE TEMPERATURES FOR MUCH OF\u00a0 NORTH DAKOTA WILL COMMENCE THURSDAY.<\/p>\n<p>FRIDAY THROUGH MONDAY.<\/p>\n<p>MUCH OF THE PRECIPITATION IS EXPECTED TO BE SNOW&#8230;ALTHOUGH PERIODS OF RAIN\/FREEZING RAIN\/WINTRY MIX ARE POSSIBLE.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Authorities are investigating an accident that occurred in the 8-a.m., hour on Monday on I-94 westbound on an overpass near Exit 260, that took the life of a 61 year old Garfield, Minnesota man.<\/p>\n<p>The North Dakota Highway Patrol reports, the crash occurred when the driver of an eastbound 2004 Chevy Tahoe, an 18 year old female, from Killdeer, North Dakota, fell asleep, lost control, crossed the median, and struck an oncoming westbound white 2012 Ford pickup, driven by a 61 year old Garfield, Minnesota man, who died of his injuries at the scene. The female driver of the Tahoe, and the passenger in the Ford, a 35 year old male from Dalton, Minnesota, were both injured and transported to the Jamestown Regional Medical Center via ambulance with non-life threatening injuries.<\/p>\n<p>The roadway was partially blocked for several hours due to the crash, which is still under investigation by the North Dakota Highway Patrol.<\/p>\n<p>The North Dakota Highway Patrol, Jamestown Police, and the Stutsman County Sheriff\u2019s Office reponded, along with the Jamestown Rescue Squad.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Council met in Regular Session Monday evening at City Hall. Council Member Brubakken was not present.<\/p>\n<p>REGULAR AGENDA:<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>Approved the request from Newman Signs to lease space for two (2) sign structures on Outlots A &amp; B, Menards Addition. Ramone Gumke representing Newman Sign\u2019s presented the updated agreement. The City Council voted to excuse Gumke as City Council Member in the vote. The Council vote to approve was 2-1 with Council Member Buchanan voting no.<\/p>\n<p>Tabled entering into a CORS Host Agreement with Butler Machinery Company d\/b\/a MidStates VRS to attach a CORS Station at the Water Treatment Plant.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved the proposed revised agreements and fee structures for the Civic Center:<\/p>\n<p>1) Catering Agreement for Alcohol Beverage Sales to include a revision of the fees<\/p>\n<p>2) Advertising Sales Agreement<\/p>\n<p>3) Jamestown Civic Center Rental Agreement<\/p>\n<p>4) Catering Agreement for Food Service<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council tabled the request to vacate 11th Avenue NE\/1400 Block, adjacent to Lot 6, Block 4, Leapaldt Addition, Replat of Block 4; Part of Lots 7 &amp; 8 Less N.102.5\u2019 of W.233\u2019 &amp; S.72.75\u2019 of N.175.25\u2019 of W.200\u2019, Replat of Lots 7 &amp; 8, Block 4, Leapaldt Addition, Replat of Block 4; and Lot 1, Block 1, Leapaldt 2nd Addition, to the City of Jamestown, Stutsman County, North Dakota. Jamestown Police and Jamestown Fire Department have approved the access as the plans that were presented. The position of City Prosecutor currently held by Ryan is being covered by other individuals.<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>A Resolution was approved to authorize a letter of support to the Jamestown Fine Arts Association to make application for an Arts Place Grant.<\/p>\n<p>Approved a Resolution to approve a Change Order and Final, to Swanberg<\/p>\n<p>Construction, Inc., for Wastewater Lift Station Replacement &amp; Force Main<\/p>\n<p>Improvements Project, Phase 1, District 12-32, for a decrease in the contract price of $21,419.00.<\/p>\n<p>Approved a Resolution to approve a payment and Final, to Swanberg<\/p>\n<p>Construction, Inc., for Wastewater Lift Station and Force Main Improvements<\/p>\n<p>Project, Phase 1, Lift Station Replacement, District 12-32, in the amount of<\/p>\n<p>$103,490.00.<\/p>\n<p>The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Washington (CSi) \u2013 Senator John Hoeven has announced that the U.S. Department of Health and Human Services (HHS) has awarded two grants totaling nearly $2 million for early childhood education in eastern and northeastern North Dakota.<\/p>\n<p>Included is <b>Community Action Region VI in Jamestown at $872,714.<\/b><\/p>\n<p>The award supports the agency\u2019s Head Start and Early Head Start programs, which serve Barnes, Dickey, Foster, Griggs, LaMoure, Logan, McIntosh, Stutsman and Wells counties. The funds are made available through HHS\u2019 Head Start program, which seeks to promote school readiness for low-income children through comprehensive health, educational, nutritional, social and other services.<\/p>\n<p>Hoeven says, &#8220;These grants support programs that help build a strong foundation for our children to succeed. This is an investment in the health and education of our youngest residents and their future success.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; Thirteen men have been arrested on charges of soliciting sex in North Dakota as part of a 17-state sting operation that lasted more than two weeks.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nearly 600 men were arrested across the country in the operation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minot Police Department was the only agency in North Dakota participating in the effort.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tom Dart is the sheriff of Cook County in Illinois. Dart launched the operation in 2011 and since then there have been more than 2,900 alleged sex solicitors who have been arrested.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 During this latest operation another 23 suspects were arrested and charged with pimping, sex trafficking or promoting prostitution. Many suspects were arrested after answering online classified ads.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dart says part of the reason for the program is to highlight the role that websites play in prostitution.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0LEITH, N.D. (AP) &#8211; Authorities in southwestern North Dakota are accusing the mayor of Leith of not reporting a fire last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mayor Ryan Schock is facing a charge of failure to control or report a dangerous fire.\u00a0<br \/>\n\u00a0<br \/>\nA\u00a0 criminal complaint filed in Grant County states Schock started a fire in Leith in May and did not contact a fire department or other government agency to help with the &#8220;out-of-control&#8221; blaze. The complaint shows the fire was eventually controlled.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court records don&#8217;t list an attorney for Schock. He is scheduled to appear in court Feb. 17.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schock recently traveled to Utah to attend the screening during the Sundance Film Festival of the documentary &#8220;Welcome to Leith,&#8221; which chronicles the saga of the tiny town at odds with a white supremacist.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0OMAHA, Neb. (AP) &#8211; A monthly business survey suggests only modest economic growth is likely in nine Midwestern and Plains states this spring because the agriculture and energy sectors are slowing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The report released Monday says the overall economic index for the region improved slightly to 54.8 in January from December&#8217;s 54.4.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Creighton University economist Ernie Goss, who oversees the survey, says growth for companies outside of energy and agriculture should offset the declines in those sectors.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The survey results from supply managers are compiled into a collection of indexes ranging from zero to 100. (AP) &#8211; North Dakota Lottery officials say a Powerball ticket worth $1 million has been sold in Williston.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say the ticket purchased for Saturday&#8217;s draw matched all five white ball numbers. The winning numbers are 5, 11, 16, 26, and 50, and the Powerball is 34.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The winner has yet to come forward. (AP) &#8211; Education leaders are opposed to a bill that would require North Dakota to repeal Common Core education standards for students in kindergarten through 12th grade.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fargo Republican Rep. Jim Kasper is the prime sponsor of the measure.\u00a0 Kasper and other critics say the standards represent a federal takeover of education.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 But educators told the House Education Committee on Monday that the standards were done with public input. And they say the standards are effective.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Common Core outlines what skills students should learn to be ready for college and careers upon graduation. Common Core replaces standards that varied state-to-state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota adopted the standards in 2011, and began to fully implement them during the current school year. (AP) &#8211; The North Dakota Public Service Commission will take input next week on a gas processing plant in the works northeast of Waterford City.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Oneok (ONE&#8217;-oak) Rockies Midstream LLC has submitted an application for the Demicks Lake Gas Processing Plant that would process 400 million cubic feet of natural gas daily.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Oklahoma-based firm is the largest natural gas company operating in the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Oneok says the $642 million factory is expected to be completed in 2016.
