News Oct 30, 2012) &#8212; Senator John Hoeven Tuesday named former Valley City Administrator, Jon Cameron to provide constituent services to residents of western North Dakota.<\/p>\n<p>Cameron will be based in Williston and will serve western counties, including the communities of Dickinson, Belfield, Killdeer, Watford City, Stanley, New Town, Crosby and Tioga.<\/p>\n<p>The new office will help the Senator assist constituents, businesses and community leaders as they address infrastructure needs and other challenges in this rapidly growing area.<\/p>\n<p>Senator Hoeven says the former city administrator of Valley City,\u00a0 has a good background and understanding of issues facing residents on both the county and city levels.<\/p>\n<p>In Valley City he was heavily involved in infrastructure projects and worked on flood protection during the record floods of 2009 and 2011 in eastern North Dakota.<\/p>\n<p>He worked extensively with then-Governor Hoeven during the flood of 2009. News Oct 30, 2012) &#8212; The National Weather Service in Bismarck has issued the Flood and Water Resources Outlook, for the James River, and Missouri River basins, in North Dakota.<\/p>\n<p>The time period covers October, through late December 2012.<\/p>\n<p>The report says, drought conditions have persisted since early summer, and have affected stream flow, with lower than normal amounts of water making its way into the streams.<\/p>\n<p>However, rains over the past few weeks have improved the stream conditions. Soil moisture which had fallen dramatically across the state through fall have received enough rains to start replenishing what was a very dry surface soil.<\/p>\n<p>&nbsp;<\/p>\n<p>With the Weather Outlook, the shorter 6-10-day outlooks generally suggest a good chance of above normal temperatures along with an above normal chance of precipitation.<\/p>\n<p>Looking farther into the one month and three month outlooks, the expectation is for an equal chance of below normal, normal, or above normal precipitation, and a near equal chance of below normal, normal, or above normal temperatures.<\/p>\n<p>In general, the expectation of an El Nino pattern going into winter has waned to more of a neutral pattern where a more normal winter is expected, with large differences across the area possible.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; A Minot man has been sentenced to two years<br \/>\nin prison for assaulting a federal officer on the Turtle Mountain<br \/>\nIndian Reservation.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-four-year-old Vincent Anderson was accused of resisting a<br \/>\nBureau of Indian Affairs officer and hitting him in the face during<br \/>\na traffic stop in the Belcourt area on March 5. (AP) &#8211; One of three people charged in the heroin<br \/>\noverdose death of a Fargo blues guitarist has pleaded guilty.<br \/>\n\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>25-year-old Seth Lund admitted in federal court on Monday to<br \/>\ninjecting a drug-filled needle into the arm of 30-year-old Cody<br \/>\nConner in June. Authorities say Conner died shortly after.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lund struck a deal with prosecutors in which he will serve seven<br \/>\nyears in prison on a charge of possessing heroin with the intent to<br \/>\ndistribute it. A judge must agree to the terms. Lund is to be<br \/>\nsentenced Jan. 23.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-four-year-old Nicole Wadsworth and 27-year-old Nathan<br \/>\nEvenson have pleaded not guilty to providing the heroin that led to<br \/>\nConner&#8217;s death. (AP) &#8211; A North Dakota-based company plans to build a<br \/>\ncanola processing plant in Oklahoma.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fargo-based Northstar Agri Industries says construction of the<br \/>\nplant near Enid, Okla., is expected to be done before the 2015<br \/>\ncanola harvest.<\/p>\n<p>The plant would be capable of producing 290,000<br \/>\ntons of food-grade canola oil and 450,000 tons of canola meal<br \/>\nanimal feed annually.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The plant would employ about 55 people with an annual payroll of<br \/>\n$3.75 million. It is subject to regulatory approvals and financing<br \/>\ncommitments.
