(AP) &#8211; People in parts of the Dakotas could have a slick commute early Tuesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service says there is a chance of freezing rain late Monday and early Tuesday from northwestern North Dakota to southeastern South Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Forecasters say one tenth of an inch of ice could accumulate in some areas.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The system also is expected to bring snow to some areas. North central North Dakota could see up to half a foot of snow.<\/p>\n<p>&nbsp;<\/p>\n<p>Stark County Sheriff\u2019s Department has issued a no travel advised due to black ice this Monday morning.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown\/Stutsman Development Corporation (JSDC)\u00a0 Board of Directors has approved\u00a0a $785,000 loan to to the Spiritwood Energy Park Association (SEPA)\u00a0to fund an automatic rail switch to connect the SEPA rail loop to the BNSF main line.<\/p>\n<p>The loan from the JSDC to SEPA is interest free for 12 years with no payments for the first two years. It will be funded from the uncommitted economic development funds of the city of Jamestown and Stutsman County.<\/p>\n<p>The JSDC loan to SEPA\u00a0still needs\u00a0approval\u00a0\u00a0by the Jamestown City Council and Stutsman County Commission. The payment to BNSF must be made by March 31 for it to provide service to Dakota Spirit AgEnergy in April when it begins operation.<\/p>\n<p>Previously, BNSF changed its requirements for the switch in November. SEPA had paid about $500,000 to install a manual switch. BNSF is now requiring an additional $785,000 for a heated and automated switch or it will not provide service to the rail loop. The upgraded switch required by BNSF is intended to improve efficiency along the line and speed shipments.<\/p>\n<p>The meeting\u00a0was after\u00a0a special meeting of the SEPA Board of Directors\u00a0as the Great River Energy representative on the SEPA board, Greg Ridderbusch, explained why the current SEPA business plan did not include payments of return on investment to the JSDC or GRE.<\/p>\n<p>SEPA is a partnership between the JSDC and Great River Energy. It owns and operates the SEPA industrial park which includes a rail loop providing rail access for Dakota Spirit AgEnergy, an ethanol plant that will begin operations this spring, and possible future tenants in the park. The ethanol plant is also owned by GRE.<\/p>\n<p>Dakota Spirit AgEnergy so far is the only tenant in the SEPA industrial park.<\/p>\n<p>A \u00a0term sheet was approved that established the economics of what the lease agreement with Dakota Spirit AgEnergy would be. Those economics showed a 5 percent return after there were two tenants at the SEPA industrial park.<\/p>\n<p>\u00a0Business Developer for GRE, Sandra Broekema, said SEPA\u2019s finances were reviewed with the JSDC Executive Committee during a May 2013\u00a0Executive Session\u00a0and notes of the meeting\u00a0showed the committee was informed no dividends or return on investment would be made until a second tenant occupied the SEPA industrial park.<\/p>\n<p>Jamestown Mayor Katie Andersen said\u00a0by JSDC loaning the money to SEPA, it guaranteed the funds would be repaid, adding that the removal of the 5 percent return on investment was not\u00a0 approved and it appears\u00a0the removal is different of what taxpayers were told.\u00a0<\/p>\n<p>\u00a0Ridderbusch said,\u00a0DSA has\u00a0two years to plan for a doable number and possibly get a second tenant along the way.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0 Storm drain cleaning work in Jamestown\u00a0will continue Monday, February 9, 2015 through Friday, February 13th, 2015.\u00a0 Work will start at 4<sup>th<\/sup> Ave SE between the viaduct and 2<sup>nd<\/sup> St SE and continue to 10<sup>th<\/sup> St &amp; 9<sup>th<\/sup> Ave SE throughout the week.<\/p>\n<p>Please be aware of construction crews in the area of the viaduct throughout the week. (AP) &#8211; Authorities say icy conditions caused at least two crashes in southern North Dakota over the weekend.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Fire Department reports a pickup truck caused about $50,000 in damage after the driver lost control and crashed into a home early Sunday. The department says neither the driver nor the homeowner was injured.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 According to the North Dakota Highway Patrol, icy roads and freezing rain also caused a semi-trailer carrying diesel to slide off Interstate 94, overturn and spill about 500 gallons of fuel in Stark County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 trailer detached from the truck and landed on its side, puncturing the tanker hauling 9,000 gallons of diesel fuel. (AP) &#8211; A Zap man is accused of causing a fatal two-vehicle crash while he was under the influence of alcohol and amphetamines. Rocky Lynn Stein was charged last week with criminal vehicular homicide in the September 2013 incident. A police investigation determined Stein&#8217;s vehicle crossed the median on state Highway 200A near Hazen and struck the vehicle driven by Justin Schuette.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota National Guard soldiers who served in Afghanistan have been formally recognized for their service.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Guard held a &#8220;Freedom Salute&#8221; ceremony on Sunday for about 40 members of the Bismarck-based 814th Medical Company. Gov. Jack Dalrymple was one of the officials on hand at the Raymond J. Bohn Army in Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The unit began serving in Afghanistan in January 2014 and returned home last fall. (AP) &#8211; A manufacturing company in the southeastern North Dakota town of Wishek is closing after nearly half a century of business.<\/p>\n<p>Wishek Steel and Manufacturing was founded in 1969 and in 1972 moved into a new facility that has been expanded several times through the years. The plant is scheduled to close at the end of April, putting 36 people in the town of 900 out of work.<\/p>\n<p>CEO Mitch Bosch says demand for the company&#8217;s agricultural products has diminished, and what work remains is being moved to parent company Wil-Rich LLC in Wahpeton.<\/p>\n<p>Wishek Steel and the local Job Development Authority are trying to find a buyer for the 30,000-square-foot plant to keep it open<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; The number of cattle and calves in North Dakota is down 6 percent from last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says there were 1.65 million cattle and calves in the state on Jan. 1. Beef cows totaled 904,000 head, down 2 percent over the year. (AP) &#8211; The number of sheep and lambs in North Dakota is at a record low.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says there were 64,000 sheep and lambs in the state on Jan. 1, down 2,000 from the previous year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The breeding sheep inventory was unchanged at 50,000 head. More than 400 airports across the country qualify for the recognition, except for large facilities at metro areas such as Minneapolis, Denver and New York.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The award recognizes how effectively TSA operates at the facility, including passenger security and response to incidents, as well as the positive feedback received from customers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 More than 234,000 passengers walked through the facility in 2014, a sharp contrast to the 30,000 total passengers that used the facility in 2010.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Flights are now offered to Minneapolis, Denver and Houston, and starting in March, the number of daily departures will increase to 11.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports\u2026<\/p>\n<p>Jamestown (CSi )\u00a0 North Star Athletic Association announced its academic scholar-athletes for the fall season on Friday.<\/p>\n<p>66 University of Jamestown Jimmies, doubled up\u00a0any other school in the six-team conference.<\/p>\n<p>The University of Jamestown is the only school in the NSAA to field four fall sports \u2014 football, volleyball, cross country and soccer\u00a0 and had\u00a0the most athletes honored in football and volleyball, the only two sports all six schools compete in.<\/p>\n<p>After the 66 Jimmies honored, Presentation College was next with 32 scholar athletes. He runs the 40 yard dash in 4.6 seconds. He has 122 season and 233 career tackles under his belt. Scrimgeour has had 1 interception and 3 fumble recoveries this season. His team awarded him MVP and linebacker of the year.<\/p>\n<p>Coach Frank says of Scrimgeour, &#8220;Cameron plays the game in a very physical manner. He has nice size and strength and runs to the ball well. We project him to play linebacker with some added position flexibility within the linebacker group. We loved how the way he handled himself when he visited campus. Cameron comes from a great family. He is a welcome addition to our program and campus.
