\u00a0SIOUX FALLS, S.D. (AP) – Stormy weather is greeting commuters in much of South Dakota and southeastern North Dakota, and delaying the start of classes in some schools.

\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service has posted numerous watches, warnings and advisories for much of central and eastern South Dakota, and southeastern North Dakota. Mid-central and northeastern South Dakota is under a blizzard warning.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Forecasters say 5 or more inches of snow could fall in the hardest-hit areas. Winds gusting to 50 mph will blow snow around and reduce visibilities.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 South Dakota’s Transportation Department is advising motorists that travel likely will be difficult throughout much of the region. Transportation Secretary Darin Bergquist calls it “a dangerous spring storm.”

\n\u00a0\u00a0\u00a0\u00a0 Arctic air will drop overnight lows below zero, and some areas could see wind chills in the minus 30s.<\/p>\n

Valley City (CSi) Valley City Police report, a man was arrested Sunday after he rammed into a vehicle multiple times after a chase in downtown Valley City,<\/p>\n

A news release from Valley City Police Chief Fred Thompson says, Jeffery Hoganson was arrested for driving under the influence and minor in possession by consumption of an alcoholic beverage.<\/p>\n

The Valley City Police Department received a report from an individual who was in a white Buick LeSabre at about 2:40 p.m. Sunday saying the Buick had been rear-ended multiple times by a maroon vehicle, according to the news release. The reporting party pulled into the VCPD parking lot and requested to speak to an officer.<\/p>\n

While an officer was talking to two individuals in the Buick, the maroon suspect vehicle drove by the police department. The vehicle was stopped at the intersection of 3rd Street and 2nd Avenue North East. The news release said Hoganson was the driver of the maroon vehicle.<\/p>\n

After further investigation, it was determined the passenger in Hoganson\u2019s vehicle was a victim of an alleged robbery. The evidence showed the victim agreed to purchase an Xbox game of a Valley City\/Barnes County sell-trade-free page on Facebook, the news release said. The victim allegedly agreed to meet the seller of the Xbox game in the Elks\u2019 parking lot in downtown Valley City.<\/p>\n

The victim got into the white Buick thinking he was purchasing an Xbox game. The victim was allegedly attacked and forced to give the Buick\u2019s occupants his money, according to the news release.<\/p>\n

The victim then told Hoganson about the incident. The suspects in the Buick sped off, while Hoganson and the victim chased after it. The news release said it is believed Hoganson allegedly rammed into the Buick multiple times while chasing the Buick.<\/p>\n

A report was completed and sent to the Barnes County state\u2019s attorney\u2019s office. The VCPD also anticipates the male and female occupants of the Buick will be charged with robbery.<\/p>\n

Valley City Police \u00a0is still investigating the incident. If anyone has more information on this case, contact the VCPD at (701) 845-3110.<\/p>\n

Jamestown (CSi) The Jamestown Public School Board has unanimously approved a North Dakota House bill, the John Wall New Voices Act.<\/p>\n

The act protects First Amendment rights of student journalists in highs schools and colleges in North Dakota.<\/p>\n

House Bill 1471, passed the state House February 20 on a 92-0 vote, and has been assigned to the Senate Education Committee.<\/p>\n

District 12 Representative. Republican Alex Looysen, of Jamestown, is the bill\u2019s primary sponsor.<\/p>\n

He says, the House Education Committee amended the bill by removing the part of the bill that would have applied to private colleges and universities.<\/p>\n

VCSU assistant professor of journalism and student media director, Steve Listopad, presented the request for a resolution of support to the School Board along with Looysen.<\/p>\n

Rob Lech, Jamestown Public Schools superintendent, Rob Lech said if HB 1471 becomes law, the School Board would have to come up with a policy regarding prior review.<\/p>\n

In other business, the school board unanimously approved giving Lech a satisfactory rating on his annual evaluation.<\/p>\n

Board member Gail Martin said the public needs to know that the board is more than satisfied with Lech\u2019s job performance.<\/p>\n

\u00a0GRAND FORKS, N.D. (AP) – University of North Dakota police say one of its officers shot and wounded a person after a pursuit that ended outside a Grand Forks hospital.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The shooting happened early Saturday morning in the parking lot of Altru Hospital, but police released few details until Monday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 UND police say 41-year-old David Elliott was shot after a pursuit that covered multiple counties as well as the city of Grand Forks. A UND police officer fired into Elliott’s vehicle.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Elliott’s condition has not been released. Authorities say Elliot is not under arrest.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The officer has been placed on administrative leave. UND police declined to name him or say what led to the shooting.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A Bismarck man is accused in a drug conspiracy that involves methamphetamine that was moved between California and North Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Bruce Freeman is charged in federal court with conspiracy to distribute controlled substances. A preliminary hearing is set for March 13.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The affidavit says the drug ring involves “multi-pound quantities” of meth and accuses Freeman of receiving shipments both through the mail and in person. Authorities say one package delivered to a post office box registered to Freeman had two stuffed animals that contained bags of meth.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A federal public defender could not be reached for comment.<\/p>\n

BISMARCK, N.D. (AP) – Prosecutors have dropped charges against a Montana man accused of kidnapping a mentally impaired 84-year-old uncle from North Dakota.

\n\u00a0\u00a0\u00a0\u00a0 McKenzie County State’s Attorney Jacob Rodenbiker says there is not enough evidence to continue prosecuting Thomas Potter Rodenbiker says authorities are still investigating and charges could be filed again.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities earlier dropped charges against Sandra Potter, the niece of 84-year-old Robert Gross. The Potters were accused last fall of keeping Gross in deplorable living conditions and getting him to sign over oil well rights. Gross’ family members described him as having the mental capacity of a 12-year-old.

\n\u00a0\u00a0\u00a0\u00a0 Sandra Potter was arrested last October in her Worden, Montana, home. Thomas Potter was arrested near Yuma, Arizona, and Gross was with him.<\/p>\n

\u00a0FARGO, N.D. (AP) – Two more people have been charged in a federal investigation into numerous drug overdoses in the Grand Forks area linked to powdered fentanyl, bringing the total number of defendants to five.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The first document with details of the case was unsealed involving 20-year-old Ryan Jensen of Grand Forks. He’s charged with five counts, including conspiracy to possess with intent to distribute controlled substances resulting in serious bodily injury and death, and money laundering.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Jensen is one of four men charged for their roles in the deaths of two people who allegedly ingested a combination of substances that included fentanyl, a powerful synthetic drug. Authorities say the drugs were bought online from underground websites and distributed in North Dakota and Oregon.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Jensen’s lawyer, Tyler Morrow, and federal prosecutors declined to comment.<\/p>\n

\u00a0HAZELTON, N.D. (AP) – A warrant has been issued for a 29-year-old North Dakota man accused of sexually assaulting an 8-year-old child. The child’s mother reported the alleged abuse to the Emmons County Sheriff’s Office on Wednesday. The woman told authorities that the man fondled the child while the child was at the man’s Hazelton home. The man hasn’t been formally charged. A judge has issued an order forcing the man to provide a buccal swab for DNA testing purposes.<\/p>\n

\u00a0GRAFTON, N.D. (AP) – A woman is accused of locking four young children in a dog cage in a North Dakota basement and turning out the lights as punishment.

\n\u00a0\u00a0\u00a0\u00a0 Twenty-three-year-old Jordan McKay Nelson is charged with four counts of abuse and neglect of a child, and felonious restraint.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Court documents say the children, aged from 5 to 9 years, were held under “terrorizing conditions” and that at least one of them was forced to eat dog food.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 During a police interview, a boy drew a picture of himself in the kennel with the words “help me.”

\n\u00a0\u00a0\u00a0\u00a0 A police affidavit says Nelson is in a relationship with the children’s biological mother. Her lawyer did not immediately return a phone call seeking comment.

\u00a0VALLEY CITY, N.D. (AP) – One of the few school resource officers in North Dakota says the role is as much about counseling and educating students as it is enforcing the law.

\n\u00a0\u00a0\u00a0\u00a0 Cass County Deputy Chris Potter is in his first year as a school resource officer at Maple Valley School District. He says \u00a0keeping students safe also means acting as a trusted adult and teaching them about issues such as drunken driving, domestic abuse and bullying.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 About 19 North Dakota school districts have school resource officers. The program costs Maple Valley $50,000 a year.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Potter earlier this year testified in favor of a bill that would have allocated $1 million to put resource officers in up to 15 rural school districts. Legislators, however, killed the measure last week.<\/p>\n

\u00a0MANDAN, N.D. (AP) – A Mandan-based nonprofit has received more than $220,000 to support affordable housing through NeighborWorks America programs.

The funds will be used to provide financing arrangements for families who do not qualify for traditional lending programs and help them understand their financing options when purchasing a home.

The 2004 champion was indefinitely suspended Feb. 20 after a Delaware judge said he believed Busch likely committed an act of domestic violence against an ex-girlfriend and that there was a “substantial likelihood” of him doing it again.

WASHINGTON (AP) – As Homeland Security Department funding faces another deadline this week, it’s unclear what moves Republican legislative leaders have left to include a restriction on President Barack Obama’s immigration policies. Funding legislation without the restrictions is headed back to the House after Senate Democrats blocked a move to open negotiations. Since both houses are GOP controlled, the negotiations would likely have included the limits. Democrats have been fighting hard for a so-called clean funding bill.
