HIGHS IN THE UPPER 30S.\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The public gave its thoughts Thursday at the Gladstone Inn &amp; Suites in Jamestown concerning a proposed project to improve just over a 20-mile section of North Dakota Highway 20.<\/p>\n<p>The proposed $6.8-million project includes widening and resurfacing the highway from the Jamestown city limit north about 4 miles. That, according to Brad Humphreys, senior project manager for Stanley Consultants, a Bismarck-based engineer firm designing the project.<\/p>\n<p>Construction on the project is expected to start in spring 2016.<\/p>\n<p>The Valley City district engineer for the Department of Transportation, John Thompson, pointed out that the entire project length is about 22 miles. After the first 4 miles, the remainder of the project will be resurfacing the highway.<\/p>\n<p>The majority of the project is a preventative, maintenance-type project, an overlay, not a reconstruction.<\/p>\n<p>The project includes adding 2 feet of shoulder to both sides of the highway in the first 4 miles of the project will improve driver and pedestrian safety.<\/p>\n<p>Paul Marsalek, commented that the highway is rough in spots, and that it needs widening. He has driven that 20-mile stretch between Jamestown and his house for the last 50 years.<\/p>\n<p>Public comments about the project will be taken by Stanley Consultants Inc. through March 20. Call (701) 989-7021 for more information.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; Three more men in western North Dakota are dead following a crash with a semitrailer on Highway 200. The North Dakota Highway Patrol says three men driving in a Dodge Ram were struck by the semi after failing to yield at an intersection Wednesday evening in McKenzie County. All three men died in the crash. The driver was uninjured.<br \/>\n\u00a0<\/p>\n<p>GALENA, Ill. (AP) &#8211; A freight train loaded with crude oil derailed in northern Illinois, bursting into flames and prompting authorities to suggest that everyone within 1 mile evacuate, authorities said. Only two people did so.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 BNSF Railway spokesman Andy Williams says the train derailed around 1:05 p.m. Thursday in a rural area where the Galena River meets the Mississippi. No one was injured.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Galena City Administrator Mark Moran said late Thursday that out of 500 families in the voluntary evacuation area, only a family of two agreed to leave their home. He said the evacuation was prompted by the presence of a propane tank near the derailment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The train had 103 cars with crude oil and two buffer cars with sand.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Williams says the cause of the derailment hasn&#8217;t been determined. The Federal Railroad Administration is sending investigators.<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Court proceedings for a man accused of sexually assaulting three North Dakota State University students have been postponed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0The \u00a0attorney for Stanley Busche asked to move an April pre-trial hearing back due to pending matters that won&#8217;t be settled by then. Busche also waived his right to a speedy trial.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say Busche attacked international students on Dec. 20 after he entered an unlocked door of their ground-floor apartment near campus and ordered them to strip at knifepoint. Police say he sexually assaulted at least one of the women, and one was injured during a struggle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Busche faces charges of gross sexual imposition, attempted sexual imposition and terrorizing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Busche previously told a judge that he&#8217;s not a violent person.<\/p>\n<p>&nbsp;<\/p>\n<p>WATFORD CITY, N.D. (AP) &#8211; Authorities say the man responsible for a shooting south of Watford City is in custody.<\/p>\n<p>The McKenzie County Sheriff&#8217;s Office says 28-year-old Kristopher Reddell turned himself into the Watford City Police Department this week. Officers had been looking for Reddell for several days.<\/p>\n<p>Reddell has been charged with three counts of reckless endangerment, and one count of aggravated assault.<\/p>\n<p>Reddell is accused of firing a shot in the Clear Water RV Park in what they believe was a domestic violence incident Sunday night. No one was hit by the gunshot but authorities say a woman was injured in the incident.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A North Dakota woman has pleaded guilty in federal court to biting a Bureau of Indian Affairs officer on the arm.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jessie Grant, of Fort Yates, is charged with assaulting a federal officer. She faces a maximum penalty of eight years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the incident happened last summer on the Standing Rock Indian Reservation. Sentencing is set for June 22.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A federal public defender could not be reached for comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A state education board has postponed taking disciplinary action against the state superintendent of public instruction and a Bismarck teacher until a court reaches a decision in an alleged domestic violence incident.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Kirsten Baesler is charged with assaulting her fianc\u00e9 Todd Tschosik, who teaches at three Bismarck schools.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 Education Standards and Practices Board decided to delay action so they could monitor legal proceedings against Baesler and any action taken against Tschosik by the Bismarck School Board.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tschosik pleaded guilty to drunken driving in December. He was also accused of assaulting Baesler in a Florida hotel room last summer, but the charges were dropped.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Assistant Attorney General Sandra DePountis said the board could potentially take action against Tschosik for violating the board&#8217;s code of ethics.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Legislature is considering doubling the $1-per-head checkoff that ranchers pay when they sell cattle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s House approved the measure last month. The Senate Agriculture Committee is slated to hear the bill Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Stockmen&#8217;s Association supports doubling the checkoff to provide more money for beef research, education and promotion. Ranchers would have the option of asking for a refund of the additional dollar.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Independent Beef Association of North Dakota and the North Dakota Farmers Union are opposed to the measure.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Opponents say any checkoff increase should be decided by ranchers nationwide &#8211; not by state lawmakers.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The national beef checkoff hasn&#8217;t changed for three decades. Several states have raised the checkoff at the state level to promote the industry and increase beef demand.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The state Department of Health says a pipeline has leaked nearly 19,000 gallons of saltwater in northwest North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The pipeline owned by Continental Resources ruptured after it was struck by equipment excavating at the site about 16 miles north of Tioga.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 450-gallon saltwater, or brine, spill was contained to the excavated area near the pipeline. The department says it has not impacted any waterways and is not a threat to public health at this time.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Brine is an unwanted byproduct of oil production and is considered an environmental hazard by the state. It is many times saltier than sea water and can easily kill vegetation exposed to it.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Department of Health and the North Dakota Oil and Gas Division have responded and say cleanup is underway.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, S.D. (AP) &#8211; The state of North Dakota does not plan to push back against federal rules requiring new wood-burning stoves to produce fewer emissions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The U.S. Environmental Protection Agency recently updated its clean air standards for residential wood heaters.
