WIND IS EXPECTED TO ALSO BE A FACTOR AS THE LOW INTENSIFIES.<\/p>\n<p>START PREPARING FOR WINTER WEATHER BEFORE IT ARRIVES.<\/p>\n<p>MAKE SURE YOUR CAR IS IN GOOD RUNNING ORDER AND HAVE A WINTER SURVIVAL KIT AT HAND.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. .News) \u2014 The Jamestown City Council met in Regular Session on Monday (Nov 5, 2012) at 5-p.m., at City Hall.\u00a0<\/p>\n<p>All Council Members were present.<\/p>\n<p>No Consent Agenda items were discussed separately.<\/p>\n<p>Two items approved included were:<\/p>\n<p>A Resolution to rescind its previous action of acceptance of the offer from Tim Dabill to purchase Lots 1 &amp; 2, Block 2, Beverly Hills 6th Addition, and Lot 19, Beverly Hills 3rd Addition.<\/p>\n<p>And a Resolution to accept the proposal from Leo and Kari Ness for a standstill period to April 30, 2013, regarding their intent to enter into a purchase agreement with the City on all city-owned lots contained in Beverly Hills 6th Addition, after which date if the lots remain available, the City would proceed to allow Tim Dabill thirty (30) days to enter into a purchase agreement with the City for Lots 1 &amp; 2, Block 2, Beverly Hills 6th Addition, and Lot 19, Beverly Hills 3rd Addition.<\/p>\n<p>On the Regular Agenda:<\/p>\n<p>Resolutions:<\/p>\n<p>\u00a0Following a presentation by Schauer &amp; Associates, PC, the City Council voted to accept and approve the 2011 City Audit.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council then considered the plat of Berndt\u2019s Addition, a portion of Blocks 39, 40 &amp; 47 and a portion of vacated 18th Ave. adjacent to Block 32 together with a portion of those unplatted lands within Government Lot 12 of Section 26, T140N, R64W.<\/p>\n<p>A spokeman for Interstate Engineer suggested returning the plat to the City Planning Commission.<\/p>\n<p>Mayor Andersen said she has concerns with the plat complying with the City Ordinance, including access relative to bringing the road to grade, public access, and water and sewer issues.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council voted to return the request to the Planning Commission.<\/p>\n<p>&nbsp;<\/p>\n<p>Also considered was corrective action for the reclamation of filter bay backwash water at the Water Treatment Plant.<\/p>\n<p>City Engineer Reed Schwartzkopf said $15,000 needs to be set aside for it to remain a ground water treatment facility. He also proposed developing a 15 year capital improvement plan, to cover an emergency design to submit to the State Health Department.<\/p>\n<p>The Council voted to appropriate $15,000.<\/p>\n<p>The action will help bring the city into compliance with the State Health Department mandate.<\/p>\n<p>&nbsp;<\/p>\n<p>Council Members than considered, the Alternate 4B of the Concept Alternatives Report, relating to the Sanitary Sewer Improvements project, and selection of routes for sewer mains resulting from the project.<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor Andersen said the recommendations come from the recent presentation by Interstate Engineering.<\/p>\n<p>Darrell Hournbuckle from Interstate Engineering was on hand to re-explain the options.<\/p>\n<p>Council Member Brubakken suggested the option of using the route of the least amount of pipe, with not as many properties involved, which Mayor Andersen agreed with.<\/p>\n<p>The City Council voted to approve that option.<\/p>\n<p>That option is projected to cost $8.8 million, the least expensive option.<\/p>\n<p>&nbsp;<\/p>\n<p>The project is expected to be started in the spring of 2013.<\/p>\n<p><strong><\/strong>\u00a0<\/p>\n<p>The City Council then discussed the request from Nancy Williams for the vacation of the portion of north-south alley adjacent to the N.29.76\u2019 of Lot 6, All Lots 7 thru 15, Tahran\u2019s 2nd Addition, and Lot 1, Block 1, Alana Addition, all to the City of Jamestown.<\/p>\n<p>The re-vote by the City Council to reconsider including all members present was approved.<\/p>\n<p>Then the vote to approve the request was approved on a 4-1 vote, with Mayor Andersen voting against, as she did during the first vote\u2026.not wanting the alley vacation.<\/p>\n<p>At a prior meeting one Council member was not present, and so the passage was not legal even though it passed at that meeting on a 3-1 vote.<\/p>\n<p>&nbsp;<\/p>\n<p>Requests were considered for curb cuts along 13th Avenue Southwest to satisfy drainage requirements, with a lower curb cut for vehicle access.<\/p>\n<p>No formal action was taken by the City Council at this time, but the consensus was to approved\u00a0a plan, individually with funding approval to come at a future City Council meeting.<\/p>\n<p>&nbsp;<\/p>\n<p>The Council approved entering into an agreement with Interstate Engineering, Inc., for engineering services on Wastewater Treatment Plant System Improvements, Influent Piping, (CWSRF No. 380752-02.)<\/p>\n<p>The vote was 4-1 with Council Member Brubakken voting against.<\/p>\n<p>City Administrator Jeff Fuch says the action puts the agreement in writing as required to receive SRF Funding.<\/p>\n<p>&nbsp;<\/p>\n<p>Committee Reports:<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council awarded the lowest and best bid for the purchase One (1) New Single Axle Truck (Cab &amp; Chassis) for the Jamestown Sanitation Department to State Truck Center in the amount of $ 70,121.00.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The Council then awarded the lowest and best bid for the purchase One (1) New Heavy Duty Commercial Type Packer Body for the Jamestown Sanitation Department to Olympic Truck, in the amount of over $58,000.<\/p>\n<p>&nbsp;<\/p>\n<p>The First Reading of an Ordinance, was discussed concerned to amend and re-enact Section 8, Appendix B, of the City Code, concerning city planning.<\/p>\n<p>&nbsp;<\/p>\n<p>Some changes in the guidelines\u00a0language draft was\u00a0 suggested to be made\u00a0by City Attorney Ken Dalsted, and approved by the City Council.<\/p>\n<p>Council Members Buchanan said the Ordinance needs more changes and be reviewed before approved.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Hearing from the audience: No one spoke\u2026.<\/p>\n<p>&nbsp;<\/p>\n<p>Appointments: None were made\u2026<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor and Council Member Reports:<\/p>\n<p>Mayor Andersen said the JSDC Board has approved hiring a City Planner at a cost not to exceed $50,000, with an 80-20 split with the City to pick up 80 % and the County to pick up 20%. The bids will be re-advertised.<\/p>\n<p>The rejection will cost the city an additional $4,000.<\/p>\n<p>&nbsp;<\/p>\n<p>City Administrator Report:<\/p>\n<p>KLJ gave a progress report on projects wrapping up, and looked at 2013 projects which will be posted at City Hall, and is posted on the city\u2019s web site.<\/p>\n<p>On another topic, Administrator Schelkoph said the city has entered into an agreement with the State Historical Society to document historical homes.<\/p>\n<p>The Barnes County Historical Society will assist in the documentation.<\/p>\n<p>The documentation will somewhat slow the demolition.<\/p>\n<p>&nbsp;<\/p>\n<p>The employee policy and procedure manual has been updated.<\/p>\n<p>&nbsp;<\/p>\n<p>The sale of Audi may include the adjacent parking lot.<\/p>\n<p>The city is working with the NDDOT in clarifying what areas are the responsibility of the city and what areas are the responsibility of the NDDOT.<\/p>\n<p>Access to Main Street is an issue and will address future access issues.<\/p>\n<p>&nbsp;<\/p>\n<p>The city is working on revising the policy of delinquent utility bills.<\/p>\n<p>&nbsp;<\/p>\n<p>John Deere Seeding has requested changing electrical entrances, when the new building is constructed.<\/p>\n<p>&nbsp;<\/p>\n<p>City Updates &amp; Commission Comments:<\/p>\n<p>Commissioner Nielson said she meant with the Police Chief and funeral dirctors concerning the city\u2019s liability of funeral processions.<\/p>\n<p>Commissioner Luke reported on an increase treatment of Devils Lake water.<\/p>\n<p>City Fire Chief reminded residents to change their smoke alarm batteries, now that the clocks have been changed to standard time, as a reminder.<\/p>\n<p>Assistant Police Chief McDonald reported to police vehicles were involved in a traffic accident, but are drivable.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>LUVERNE, N.D. (AP Nov 5, 2012) &#8211; A preliminary autopsy has found that a<\/p>\n<p>53-year-old rural Steele County woman found dead in a ravine died of drowning.<\/p>\n<p>Rhonda Gjesdal (JESS&#8217;-dahl) of rural Luverne was found Saturday in one to two feet of water about 200 yards from her farmstead.<\/p>\n<p>Sheriff Wayne Beckman says Rhonda Gjesdal left her farmstead Thursday en route to Wahpeton.<\/p>\n<p>Her car was found Saturday at the bottom of a ravine about a mile from her farmstead.<\/p>\n<p>Beckman says it appears she went into the ditch Thursday night and walked the ravine area for quite some time.<\/p>\n<p>He says it was very muddy at the bottom of the ravine and she may have been exhausted from her walk.<\/p>\n<p>He says the preliminary autopsy shows no signs of foul play.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; On election day, Tuesday November 6, 2012,<\/p>\n<p>The polls in Stutsman County will be open from 7-a.m., to 7-p.m.<\/p>\n<p>All county voters may cast ballots at the Jamestown Civic Center.<\/p>\n<p>Polling sites are also available in Medina, Kensal, and Pingree.<\/p>\n<p>In Valley City on election day, Valley City residents will vote at their regular precincts, for both the City Sales Tax advisory vote and the General Election.<\/p>\n<p>The vote is &#8220;advisory&#8221; in nature meaning the vote results will go to the Valley City Commission for action.<\/p>\n<p>The ballot question asks if the Valley City Sales Tax will be extended, for the economic development projects.<\/p>\n<p>The Sales Tax extension would keep the tax in effect through December 31, 2029.<\/p>\n<p>70 percent of the 1 percent Valley City sales tax goes toward economic development, 25 percent for property tax relief and 5 percent for service and retail image enhancement.<\/p>\n<p>Polls in Vallley City will be open from 7-a.m. to 7-p.m.<\/p>\n<p>North Dakota does not have voter registration, but in order to vote, you must be;<\/p>\n<ul>\n<li>A U.S. Citizen<\/li>\n<li>At least 18 years old on election day<\/li>\n<li>A legal North Dakota resident<\/li>\n<\/ul>\n<p>A resident in the precinct for 30 days preceding the election.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Jury selection is under way in the trial of a<br \/>\nFargo surgeon accused of drugging his wife with a powerful<br \/>\nanesthetic and sexually assaulting her.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dr. Jon Norberg is accused of having sex with Dr. Alonna Norberg<br \/>\nafter giving her propofol, a medication that gained notoriety<br \/>\nduring the trial of the doctor who treated pop star Michael<br \/>\nJackson.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jon Norberg has pleaded not guilty to charges of gross sexual<br \/>\nimposition and reckless endangerment. (AP) &#8211; An injured man who was dropped off at a<br \/>\nBismarck hospital late last month died over the weekend, and Mandan<br \/>\npolice say they are investigating the case as a homicide.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say two men brought 30-year-old Derek Oshkeshequoam<br \/>\n(awsh-KEESH&#8217;-kuh-wawm), of Bismarck, to the hospital in a<br \/>\nwheelchair on Oct. 28 and then left.<\/p>\n<p>Police believe he had been assaulted at a house party in Mandan. Deputy Chief Paul Leingang says an autopsy was planned Monday.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police have identified the two men who brought Oshkeshequoam to<br \/>\nthe hospital as well as other witnesses and have interviewed a<br \/>\n23-year-old Bismarck man they say struck Oshkeshequoam the night of<br \/>\nthe party. No arrests have been made.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Authorities are investigating the theft of a<br \/>\ncontracted mail truck in Fargo.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the truck owned by a private company had been parked<br \/>\nnear a U.S. Postal Service parking building before it was taken<br \/>\nlate Sunday or early Monday.<\/p>\n<p>It was recovered Monday morning in Grand Forks.<br \/>\nThere was no immediate word if anything was missing from the truck or whether it had been damaged.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D.
