\u00a0\u00a0BISMARCK, N.D. (AP) – North Dakota Gov. Jack Dalrymple has declared a fire emergency in response to dry conditions, unseasonably high temperatures and high winds.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The order includes a burn ban for areas classified in the fire danger rating system as high, very high, or extreme, as well as for red flag warnings in particular areas.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Burning will be allowed in areas rated low or moderate for fire danger, if approved by local authorities.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The governor also activated the state’s emergency operations plan to assist local and tribal officials, and implement appropriate recovery actions and future measures. The governor also authorized the use of National Guard resources if needed.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Weather conditions have prompted at least 15 counties and one tribal nation to issue fire emergency declarations and implement burn bans or other fire restrictions.<\/p>\n

Valley City (CSi) A house fire five miles west of Rodgers, was reported early Wednesday afternoon.<\/p>\n

Barnes County Sheriff\u2019s Deputy Dan Anderson says the home was engulfed in flames when he arrived on the scene.<\/p>\n

Barnes County Deputy Steve Loibl said no one was home at the time of the fire reported just before 1 o\u2019clock.<\/p>\n

A family of five was displaced by the fire and the American Red Cross is assisting the family.<\/p>\n

The state Fire Marshall is investigating the cause of the fire.<\/p>\n

Also early Wednesday afternoon, fire fighters were battling a grass fire along Interstate 94 near Oriska around 12:30pm<\/p>\n

 <\/p>\n

Jamestown (CSi) Veterans Administration officials want to warn veterans about a new nationwide phone scam.<\/p>\n

On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, Stutsman County Veterans Affairs, Officer, Warren Tobin said, in the scam the caller will claim to be from the V.A. and that the veteran\u2019s doctor wants to change their medications.<\/p>\n

The scammer will then ask for personal information, such as Medicare details and social security numbers.<\/p>\n

The V.A.\u2019s Public Affairs Officer, Bard Nelson says, that\u2019s “proof positive, the caller is a scammer.”<\/p>\n

He adds the V.A. does not ask for that information.<\/p>\n

Anyone receiving that type of call, they should call their nearest medical center, or clinic, and let them know.<\/p>\n

Nelson advises veterans that they should never give out personal information over the phone, to anyone, and always ask the caller for identification and a callback number to ensure the call is legitimate.<\/p>\n

\u3000Jamestown (CSi) Jamestown property owners this week have been sent letters from City Assessor, Darrell Wollan, concerning calculations on city commercial and residential property for values used for property taxes.<\/p>\n

Wollen indicates that the past good year for real estate sales, means values used for property tax calculations are increasing, recommending a 15 percent increase to values for residential and commercial properties in Jamestown.<\/p>\n

That\u2019s compared to a nine percent increase last year.<\/p>\n

He adds that valuations are in addition to other calculations used to determine a property tax bill.<\/p>\n

The actual tax bill for each property will be affected by the amount of new construction in the city and the budgets established by the City Council.<\/p>\n

He adds, if property owners do not feel the new value established for their property is appropriate they can contact his City Hall office at 252-5900.<\/p>\n

He says, individual appraisals of property are performed, if the owner doesn\u2019t feel the 15 percent increase is warranted on their property.<\/p>\n

The proposed increase will come before the Jamestown City Council, acting as the Board of Equalization during a special meeting at on April 14, 2015, at 3-p.m. at City Hall.<\/p>\n

North Dakota law, states that the valuation must be within 90 percent of the sales price as an average across the community, the sales ration.<\/p>\n

If the city does not adjust valuations to fall within a 90 percent sales ratio, the Stutsman County Board of Equalization or the State Board of Equalization would have the authority to make the adjustments.<\/p>\n

Stutsman County Tax Equalization Director, Tyler Perleberg says residential property outside Jamestown will not see any across-the-board increases in valuation.<\/p>\n

Agriculture land will see a 9 percent increase, and the value will also be applied to the agricultural land located within Jamestown city limits.<\/p>\n

Bismarck (CSi) \u2013 Gov. Dalrymple proclaims April as Child Abuse Prevention Month. The North Dakota Department of Human Services\u2019 Children and Family Services Division and Prevent Child Abuse North Dakota have awarded grant funding to 27 coalitions representing 40 North Dakota counties for community projects that aim to educate and raise awareness about child abuse prevention efforts.<\/p>\n

Coalitions receiving funding in the area include:<\/p>\n

LaMoure County Social Services,<\/p>\n

Kidder County Social Services, in Steele;<\/p>\n

Region 6 Parent Resource Center, in Valley City.<\/p>\n

During April, each participating community coalition uses the funding to coordinate special educational events and projects, including parenting classes and fairs, conferences, walks, in-school activities, and other family-oriented activities.<\/p>\n

FARGO, N.D. (AP) – U.S. Marshals have caught a fugitive federal prisoner and a corrections officer they say helped him escape a North Dakota jail.

\n\u00a0\u00a0\u00a0\u00a0 The U.S. Marshals Service says 35-year-old Wesley Brown III and 26-year-old Rachel Chepulis were captured Wednesday by authorities in North Bend, Oregon.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Brown escaped from the Lake Region Law Enforcement Center in Devils Lake on March 13.\u00a0 He was awaiting sentencing after he had pleaded guilty to charges of possession of a firearm by a convicted felon and escape.

\n\u00a0\u00a0\u00a0\u00a0 Marshals say Chepulis helped Brown escape last month. They issued a federal warrant for her arrest last month, charging her with three crimes, including instigating or assisting an escape and concealing person from arrest.

\n\u00a0\u00a0\u00a0\u00a0 Authorities say they tracked the pair to Oregon and captured them at a Bi-Mart store.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota’s teacher licensing board is scheduled to discuss state Superintendent of Public Instruction Kirsten Baesler.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Baesler was charged in February with simple assault in an alleged domestic dispute. The Education Standards and Practices Board in March postponed discussing possible disciplinary action until the case was resolved, and prosecutors late last month dropped the charge for lack of evidence.

\n\u00a0\u00a0\u00a0\u00a0 The licensing board was to take up Baesler’s case on Thursday, and also the case of her former fiance, Todd Tschosik. He teaches at three Bismarck schools.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 North Dakota’s House approved the measure Wednesday. The Senate approved it the bill earlier.

\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Stockmen’s Association supports doubling the checkoff to provide more money for beef research, education and promotion. Ranchers would have the option of asking for a refund of the additional dollar.

\n\u00a0\u00a0\u00a0\u00a0 The Independent Beef Association of North Dakota and the North Dakota Farmers Union are opposed to the measure.

The grant from the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration will be used to support a billboard advertising campaign encouraging North Dakota residents to utilize the state’s one-call notification system before beginning any excavation work.

\u00a0BISMARCK, N.D. (AP) – North Dakota is requiring oil companies to reduce the volatility of crude before it’s loaded onto rail cars.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The new rules went into effect on Wednesday and will require companies to remove certain liquids and gasses from oil train shipments. It’s a process some say will make such transport safer.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Crude from North Dakota’s oil patch has been linked to several fiery oil train crashes in the past two years.
\n\u00a0<\/p>\n

\u00a0MINOT, N.D. (AP) – A city committee in Minot is recommending that an ordinance banning pit bulls in the city be amended to allow the use of the breed as service dogs.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Officials are concerned that the city could be sued under the Americans With Disabilities Act or other federal laws. The Public Works and Safety Committee is recommending the City Council change the ordinance.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The proposed change would affect pit bulls and other animals that are prohibited in Minot. It would come with some restrictions, such as the animal not being a nuisance or threat to others.

\u00a0MINOT, N.D. (AP) – A company that did cleanup work after the 2011 Souris River flood is suing the Minot Public Schools system for more than $2 million.

\n\u00a0\u00a0\u00a0\u00a0 A New Hampshire-based ServPro franchise filed the suit in federal court this month.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Minot Public Schools Business Manager Scott Moum declined comment on the lawsuit but said the district has paid almost $8 million to ServPro for flood cleanup projects. Most of that money came from the federal government.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 ServPro’s lawsuit claims the school district still owes slightly more than $2 million. The company wants a jury to hear the case.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota lawmakers have passed legislation that would make publishing or distributing so-called “revenge porn” a crime.

\n\u00a0\u00a0\u00a0\u00a0 Revenge porn is the term used to describe the practice of posting a nude or sexually explicit photo or video of someone on the Internet without their consent.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The legislation would make it a misdemeanor to post sexually explicit photos or video of a person online. The penalty is up to one year in jail and a $3,000 fine.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The House approved the Senate bill on Wednesday. It now goes to Gov. Jack Dalrymple’s desk for signature.<\/p>\n

PEMBINA, N.D. (AP) – U.S. Sen Heidi Heitkamp has brought the U.S. Department of Homeland Security’s No. 2 official to North Dakota to discuss border patrol issues.

\n\u00a0\u00a0\u00a0\u00a0 Heitkamp and Homeland Security Deputy Secretary Alejandro Mayorkas met with local officials Wednesday in Pembina. The pair held a round table discussion with U.S. Customs and Border Patrol, Immigration and Customs Enforcement and local sheriffs and tribal law enforcement.

Kraft succeeds Dustin Jensen, who resigned to return to work for the Colorado Golf Association in Denver.<\/p>\n

Kraft has coached high school golf for 21 seasons and has spent 31 years as a social studies teacher at Jamestown High School.<\/p>\n

He has also coached basketball, tennis and track.<\/p>\n

Kraft is a 1984 graduate of University of North Dakota and received his Master\u2019s Degree in 2001.<\/p>\n

BISMARCK, N.D. (AP) – Biologists with North Dakota’s Game and Fish Department are asking anglers for help in documenting lakes that might have experienced winterkill.<\/p>\n

Fisheries management section leader Scott Gangl says some winter fish mortality is expected every year, but he doesn’t anticipate major widespread fish kills this year because of a mild winter and a lack of snow cover.<\/p>\n

Winterkill happens when heavy snowfall blocks sunlight from going into lakes. Plants die and stop giving off oxygen, and they also consume oxygen as they decompose. That limits oxygen available for fish.<\/p>\n

Biologists will begin sampling suspected winterkill lakes later this spring to document the severity of any die-offs. The department says anglers can help by reporting any lakes where they encounter dead fish.<\/p>\n

STOCKTON, Calif. (AP) – College football Hall of Famer, former NFL quarterback and war hero Eddie LeBaron Jr. has died at 85. The four-time Pro Bowl selection played 11 NFL seasons for Washington and Dallas, throwing for 13,399 yards and 104 touchdowns. LeBaron served as a U.S. Marine in the Korean War and was awarded the Purple Heart and Bronze Star for heroism.<\/p>\n
